In reviewing the correspondence of October 5, 1997, from Nelson Environmental & Wastewater Solutions, Ltd, there appears to be a confect with the subsoil study by Hepworth-Pawlak in regards to the depth of the soil profile hole. The soils report reflects a total depthtof 13'-0", not 11'-6". Therefore, using the minimum absorption area of 278 square feet as indicated in the letter of October 25, 1997, from Nelson Environmental and a drywell pit depth of 6.5 ft., could we not have a pit dimension of 8.5 ft. by 8.5 ft.? Galena Aspen, Colorado 81611 Re: Barker Residence Lot BB -10, North Fork Subdivision North Fork Road Meredith, Colorado Dear Ms. Chaffner: Following an onsite visit with Ms. Nancy MacKenzie and discussing the limitations because of size, boulders, terrain, and trees presented in developing this lot, we are requesting an exemption to locate the drywell absorption area outside the building envelope. Enclosed are photographs depicting the problems with this site, as well as, the required engineering for the septic system as prepared by Nelson Environmental & Wastewater Solutions, Ltd. As you can see, the location for the septic system is in the only open area besides the location for the proposed residence. We are hoping to submit plans for a building permit next month, but as you know, first need the issuance of a septic permit. The Barkers received a Minor 1041 Hazard Review approval in 1995 on this property. At that time it was not contemplated that all septic system work had to be within the building envelope. We have also applied for a permit to construct a septic system for the residence at the subject site on your behalf This letter details some possible construction alternatives available. Proposed Construction: The planned residence is a two bedroom, one and three-quarter bathroom, one and one -half -story frame cabin. The total living area of the house is calculated to be about 1600 square feet. The property is to be served by a drilled well domestic water supply. The well drilling is completed, however the pump has not been set and there is no electricity to the well head. Site Conditions: The site is a lot in the North Fork area of the Frying Pan River Valley. Typical of the lots in this portion of the subdivision, the building site is located in an area covered with evergreen trees, pine and spruce. The North Fork of the Frying Pan River is located about twenty feet north of the north property line. Along the edge of the river, there is a small riparian areas vegetated by willows. The ground surface, which appears natural in the proposed area of the building and within the proposed drywell absorption pit, slopes rather gently to the Northwest at 7%. There are no irrigation or drainage ditches on the site. The development of the lot does present a few limitations to the construction of onsite sewage disposal system on the property. The separation from the house to the absorption area is to be a minimum of 20 feet. The separation from the well head to the absorption area is a minimum of 100 feet. Further, a minimum 10 foot setback from property lines to the absorption area is required Considering these setbacks and a policy that the septic system be located within the building envelope, there is little available room for the construction of a septic system absorption P.O. However, we have been lead to believe that there may be an exemption available to locate the drywell absorption area outside the building envelope, and we will pursue this with the Aspen/Pitkin County Environmental Health Dept Minimum Pitkin County Requirements The percolation rate in the sand and gravel subsoils was measured at 7 minutes per inch at a depths varying between three and one-half and eleven and one-half feet. The moist subsoils were remarkably consistent to that depth. It is our interpretation that the minimum Pitkin County requirements for the residential septic system will be based on an average daily flow to the septic system of 300 gallons per day, if the house is eventually determined to have two bedrooms. However, most of the design parameters for the various components of the septic system are sized on the basis of peak design flow, 175% of the average daily flow. This means that the sizing of the system will be based on a total design flow of 525 gallons per day. Under the code in effect, this design flow would require a total minimum septic tank volume of 750 gallons. Based on the measured percolation rate, a minimum of 278 square feet of absorption area is also expected to be required. In our opinion, seepage pits or shallow absorption bed or trench construction will not provide the minimum required absorption area and still meet all of the code -mandated minimum setback requirements Recommended On-site Wastewater Disoosal Alternatives As mentioned, under the regulations, the residence onsite sewage disposal system would be required to treat an average domestic wastewater flow of at least 300 gallons per day, depending on the determination of the number of bedrooms. A septic tank with a minimum volume of at least 750 gallons must be installed. However, we feel that with the site constraints on the small lots, that you plan for and install a septic system that slightly exceeds minimum requirements. As a result, we suggest that a 1000 -gallon concrete septic tank be installed, The manhole lids of the tanks should be brought to the surface of the ground with riser ring assemblies. There are few possible alternatives to address the sizing and configuration of the absorption areas for the house and still follow the Pitkin County Regulations now in effect and adopted as of May 30, 1995. To install an absorption field with a level bottom, the excavation would be very rocky and uneven, and must parallel the south building envelope line to meet the setbacks from the house foundation, well and the property lines Seepage pit construction does not appear to be possible due to setbacks. Barker Cabin Lot BB -10 North Fork Subdivision October 25. 1997 Therefore, the suggested layout incorporates the drywell alternative listed below. Under the regulations, a category separating the requirements of a seepage pit from a drywell was adopted. The drywell is defined as a soil absorption system filled with gravel and containing a system of distribution that is designed on the basis of sidewall and bottom absorption area. The drywell is required to be located to meet the minimum setbacks of 100 feet from the well head, 25 feet from any drinking water supply line, and 10 feet from property lines- Drywells are permitted in soils with a percolation rate faster than sixty minutes per inch and have the following construction criteria: a) Drywells are filled with clean graded rock extending from the bottom of the pit excavation to at least two inches above the inlet pipe. b) A four -inch vertical stand pipe must be attached to the end of the distribution line with a tee fitting and must extend completely to the bottom of the drywell and up to finished grade The vertical stand pipe must be fitted with a removable cap to be used as an inspection pipe. c) The absorption area of the drywell must be computed on the basis of pert rates in each substratum penetrated and a weighted average of the results must be used to obtain a design value. d) The effective area of the drywell is calculated by adding the area of the sidewalls below the horizontal inlet line and the area of the bottom of the pit Using the percolation rate and soils information and applying the above criteria and the sizing formula established in the Pitkin County Individual Sewage Disposal System Regulation (Revised May 1995), it is our opinion that by using the construction alternative of drywells it is possible to fit in the absorption areas for the house in a manner that meets all setback criteria and causes the least amount of surface disruption. The absorption system area suggested will require a drywell pit excavated to a surface dimension of 10 feet square and a depth of 7 feet below the inlet pipe. An effective sidewall and bottom absorption area of 380 square feet is provided within this drywell installation. This is slightly more than the minimum required area under regulation The drywell excavation can be located in the area of the property excavated outside the building envelope, and should conform to all sizing criteria and minimum setback requirements of the County. The system would use gravity flow to the drywell. The use of low water use toilets, flushing on 1.6 gallons or less, is required and will further reduce the wastewater flow to the system (from a peak flow of 1050 gallons per day to an actual estimated flow of approximately 600 gallons per day). However, no further reductions in Barker Cabin Lot BB -10 North Fork Subdivision October 25, 1997 absorption area size are recommended or permitted by the Environmental Health Department at this time. The data indicates that the perc rate is mpi. and the depth of the profile hole is 11-1/2 ft. I`` For a 2 bedroom house of 1,600 sq feet with a perc rate of 9 mpi,. 315 sq ft of absorption area is required. Since the profile hole needs to indicate suitable soil 4 feet below the depth of the proposed drywell; the bottom of the drywell would end at a depth of 7-1/2 feet. If the top of the drywell begins 2-1/2 feet below the surface of the soil, the depth of the actual drywell would be 5 feet. We conducted this study according to Section 5-1 through 5-5 of Pitkin County Individual Sewage Disposal System Regulation (Revised May 1995) on October 2, 1997. We have met previously on the site with the representative of the Environmental Health Department to review site conditions and receive advice on septic system placement. We have based our recommendations on the subsurface conditions encountered. We will furnish this letter and an individual sewage disposal system permit application to the Aspen/Pitkin Environmental Health Department at our earliest opportunity, so that you may obtain a permit to construct this sewage system. The excavation revealed that no groundwater or bedrock present within eleven feet of the surface of the ground. The soils on the property consisted of approximately 6 inches of gray sandy loam topsoil overlaying a lighter brown very sandy loam grading to sand, gravel, and cobble fragments, from three to four inches in diameter to over two feet in diameter below a depth of three feet. The subsoil was relatively more sandy and gravelly toward the bottom of the profile pit excavation. Percolation Testing: The subsurface soil conditions were evaluated with the standard percolation test procedures at the approximate location shown on Figure 1. The subsoil, in which the percolation testing was done, consisted of sand and gravel. These tan sandy soils were slightly moist and well consolidated, and showed no tendency to swell upon wetting. The test holes were prepared by hand -digging small holes at three depths within the soil profile backhoe excavation. The depths of the percolation test holes ranged from three and one half to eleven feet. Three inches of gravel were placed in each test hole after all loose soil had been removed and the test hole sidewalls roughened. We attempted to avoid any smearing of the soil surfaces during the test hole preparation. Percolation testing was performed in holes within the profile pit dug in the general vicinity of proposed absorption drywell location, but outside the building envelope. The percolation holes were pre-soaked by adding water to a depth of six inches above the gravel layer at regular intervals throughout the day. An initial filling of approximately six gallons was done the morning the test was conducted. Water was then added to the test holes every hour or two for eight hours the rest of the day. When the test measurements began, the test holes contained about 2 inches of water from the last a refilling thirty minutes previously, and were refilled, as necessary, to a depth of six to seven inches above the bottom of each test hole. The results of the percolation testing arepres ented i T le I. These results indicate the sandy gravel soils have an average percolation rate 0Q nutinch, and are considered acceptable for a conventional soil infiltration on-site sewag system. Limitations: This report has been prepared according to generally accepted practices in this area for use for sewage disposal design purposes. The conclusions and recommendations submitted in this report are based upon data obtained from our site visits at the location indicated. There is some possibility that the nature and extent of variations in the subsurface soils across the site may not have been evident at the time of this investigation, and may need additional evaluation, if /8 Barker Cabin Lot BB -10 North Fork Subdivision October 5, 1997 further excavation reveals conditions different from those described. Box 541057 Dallas, Texas 75334-1957 Job No. 197 402 Subject: Subsoil Study for Foundation Design, Proposed Barker Residence, Lot BB -10, Miller Nichols Subdivision, North Fork Road, Pitkin County, Colorado Dear Mr. Stewart: As requested, Hepworth-Pawlak Geotechnical, Inc. performed a subsoil study for design of foundations at the subject site. The study was conducted in accordance with our agreement for geotechnical engineering services to Connell Construction Company dated June 23, 1997. The data obtained and our recommendations based on the proposed construction and subsurface conditions encountered are presented in this report. Proposed Construction: The proposed residence will be a one story wood frame structure with a small second story loft. Ground floor will be structural over an open crawlspace. Pad footings and columns are proposed to support the residence. Cut depths are expected to be about 4 feet. Foundation loadings for this type of construction are assumed to be relatively light and typical of the proposed type of construction. If building conditions or foundation loadings are significantly different from those described above, we should be notified to re-evaluate the recommendations presented in this report. Site Conditions: The site was vacant at the time of our field work. The ground surface is relatively flat to gently rolling with a slight to moderate slope down to the northwest. There is about 30 to 40 feet of elevation difference across the lot. The North Fork of the Frying Pan River borders the lot to the north. Vegetation consists of evergreen trees with an understory of grass and weeds. Boulders up to 5 feet in diameter were observed scattered about the site. Subsurface Conditions: The subsurface conditions at the site were evaluated by observing an exploratory pit at the approximate location shown on Fig. 1. The log of the pit is presented on Fig. 2. The subsoils encountered, below about 11/2 feet of topsoil and 11h feet of sandy silt and clay with cobbles and boulders consist of relatively dense slightly silty sandy gravel with cobbles and boulders. Results of swell - consolidation testing performed on a relatively undisturbed sample of the clay, presented on Fig. 3, indicate moderate to high compressibility under conditions of loading and wetting. Results of a gradation analysis performed on a sample of the a3 0 0 Connell Construction Company July 17, 1997 Page 2 gravel (minus 5 inch fraction) obtained from the site are presented on Fig. 3. No free water was observed in the pit at the time of observation and the soils were slightly moist to moist. Foundation Recommendations: Considering the subsoil conditions encountered in the exploratory pits and the nature of the proposed construction, we recommend the pad footings be placed on the undisturbed gravels designed for an allowable soil bearing pressure of 3,000 psf for support of the proposed residence. Pad footings should have a minimum width of 2 feet. Loose and disturbed soils encountered at the foundation bearing level within the excavation should be removed and the footing bearing level extended down to the undisturbed gravels. The pad footings should be provided with adequate cover above their bearing elevations for frost protection. Placement of footings at least 42 inches below the exterior grade is typically used in this area. Retaining structures should be designed to resist a lateral earth pressure based on an equivalent fluid unit weight of at least 45 pcf for the on-site soils as backfill. Surface Drainage: The following drainage precautions should be observed during construction and maintained at all times after the residence has been completed: 1) Inundation of the foundation excavations should be avoided during construction. 2) Column backfill should be adjusted to near optimum moisture and compacted to at least 95 % of the maximum standard Proctor density. 3) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of 12 inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches in the fust 10 feet in pavement and walkway areas. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. Limitations: This study has been conducted in accordance with generally accepted geotechnical engineering principles and practices in this area at this time. We make no warranty either expressed or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory pit excavated at the location indicated on Fig. 1 and to the depth shown on Fig. 2, the proposed type of construction, and our experience in the area. Our findings include extrapolation of the subsurface conditions identified at the exploratory pit and variations in the subsurface conditions may not become evident until excavation is performed. If conditions encountered during construction appear different from those described in this report, we should be notified at once so re-evaluation of the recommendations may be made.
