The system was designed as high up the hill as possible to create some separation from the steep bank below (25' on the south side of the tank and 20' on the north side of the tank). This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. The installation included the,existing 1250 -gallon septic tank, followed by a 500 -gallon concrete peptic tank with a pump]The drain field consisted of 4 gravelless chamber pressurized trenches, with each trench having between 8 and 18 ARC -36 chambers. The total new infiltrative area is 680 SF.An automatic distribution valve (6404) will serve and pressurize the chamber trenches. The OWTS was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes are made to the OWTS. LIMITS: The observation was based on information submitted and our site visit. If conditions are different from conditions described in this letter, ALL SERVICE septic, LLC should be notified. All additional OWTS construction must be according to the county regulations. The property is located outside of Woody Creek, in an area where OWTS and wells are necessary. SITE CONDITIONS Two duplex units, for a total of 4 bedrooms, exist on the subject property. The units utilize an OWTS which is experiencing problems. The existing 1250 -gallon, septic tank is in good condition and may be incorporated into the repair. The existing drain field must be abandoned. The proposed drain field area slopes 15% to the east, and vegetation consists of a moderate cover of grasses. Water is provided by the local water district. There are two wells located greater than 200 feet to the north serving neighboring properties. SUBSURFACE The subsurface was investigated by digging one profile pit and three percolation holes, as indicated. The materials encountered in the profile pit consisted of 1 -foot of a clayey root zone, underlain by sandy clay to the maximum depth explored of 8 feet. Groundwater or bedrock was not encountered. Three percolation holes were dug, in the area of the proposed drain field, as indicated. Percolation rates ranged from 20 to 40 minutes per inch (MPI). A 27 MPI rate will be used to design the OWTS. DESIGN SPECIFICATIONS The OWTS design is based on 4 -bedrooms and an average sewage load of 600 GPD. The installation must include the existing 1250 two-compartment septic tank, followed by a 500 -gallon concrete pump tank. Four gravelless chamber trenches, using `Quick4' Infiltratorrm chambers, must be installed as indicated. Each trench must have 1 row of chambers as indicated on plans, with a 1.5- 0 inch suspended lateral, for a total of 671 square feet distributing valve (6404) must be used to distribute effluent. An automatic Construction must be according to the Pitkin County Environmental Health and Natural Resources Department OWTS regulations, the OWTS Construction Permit provided by Pitkin County Environmental Health and Natural Resources Department, and this design. OPERATION INFORMATION AND MAINTENANCE The surface of the drain field should be seeded upon completion. Vegetation is an important factor in drain field performance. Erosion control should be practiced prior to and during re -vegetation. Geo - fabrics or plastics should not be used over the drain field. No heavy equipment, machinery, or materials should be placed on backfilled drain field. Livestock should not graze on the drain field. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For Example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a drain field. The homeowner should pump the septic tank every two years and clean the effluent filter as needed. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, air release valves and weep holes should be installed to allow pump lines to drain to minimize risk of freezing. Excavation equipment must not drive in excavation of drain field due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Precast concrete tanks and distribution boxes should be used, unless plastic or fiberglass is required. Access to all tank compartments and distribution devices is optimal. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC, and the county must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of chambers and distribution pipes. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. It should be noted, however that the development and activities of this system are located above Capitol Creek. This creates an area where extra sensitivity should be taken to prevent degradation of riparian habitat and water quality. During our meeting on October 30th, it was represented that the leech fields will be located in a flat area void of trees and shrubs more than 100' from the high water line of the creek. Because of this location your proposal can be exempted from formal planning review pursuant to section 7-10-30(b) of the 2006 Land Use Code. The Lot is subject to standards for development in a scenic view protection area. These standards pursuant to section 7- 20-120(d) can be found in the 2006 Pitkin County Land Use Code. Because the septic system is located underground, the development itself is exempt from review; however, all areas which are disturbed by activities related to the septic system will need to be mitigated as noted below. Compliance with the following conditions is strongly encouraged based on the scenic view area: Conditions 1. The replacement septic system shall be located and designed exactly as required by the Environmental Health Department. Any changes or expansion of the system shall require future review and a new land use exemption/approval. 2. No development or activity associated with the septic systems shall be allowed within the setback areas of the lot. 3. All areas disturbed by the installation of the system shall be re -vegetated with Pitkin County approved grasses within one growing season of the project's completion. [ 4. Development shall not result in sewage outfalls or point or nonpoint sources of organic and inorganic pollutants that have the potential to degrade water quality or to otherwise degrade the aquatic habitat. Be advised that all other zoning and building codes and regulations are applicable. This exemption is not vested and may not be applicable at the time of permit submittal. Please be advised that you must comply with all the conditions of the OWTS Construction Permit. Provide a copy of this letter to Environmental Health as proof of your Land Use approval to obtain your Septic Permit.
