If approval takes longer than 6 hours, a rate of $55 per hour will be charged. The maximum fee is $1000. The basic fee of $330 is due at the time of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second, before final approval of the ISDS permit. I have included in this fax a small portion of the ISDS file we have for RMI's 4-plex on Shining Mtn. Way. The file is too large to fax it completely. Please stop by the office if you would like the complete file copied for your records. As you know, this Department has been working with you on determining if the current ISDS system is sized to handle the additional load of a cloths washer. On the most recent permit we have for the 4-plex it states that no washer was to be utilized. Thus, the permit used a reduced water usage factor of 54 gpd instead of 75 gpd. As stated on July 1, 1998, The RMI must have an Engineer evaluate the current system. Also, RMI must have three new perc tests taken in the area around (but not in ) the absorption area. The perc tests used to size the existing absorption area were inadequate. RMI must have the septic tank location, size and status verified. This Department is aware that unpermitted tanks were installed for this system in 1995. Thus, the tanks were not inspected by this Department. An Engineer must verify that they are functional and installed with an inlet and outlet tee or baffle. Once you have collected the necessary information, this Department will be able to determine i an upgrade on the existing ISDS system is necessary before signing off on the Building Permit. The work was done in accordance with our agreement for professional services to Rocky Mountain Institute dated October 15, 1998. At the time of our site visit on October 16, 1998, a profile pit and three percolation test holes had been excavated at the site. The profile pit was located about 45 feet north of the northeast corner of the fourplex. The soils exposed in the profile pit consisted of about 1 foot of topsoil overlying silty sandy clay to the bottom depth of 81k feet. No free water was observed in the pit and the soils were moist. Three percolation test holes, located about 15 feet north and east of the profile pit, were prepared and presoaked with water by others on October 15, 1998. Percolation besting was performed by a representative of Hepworth-Pawlak Geotechnical, Inc. on October 16, 1998. The percolation test results are presented on Table I. The average percolation rate was 26 minutes per inch. Based on the subsurface conditions encountered and the percolation test results, the tested area should be suitable for a conventional infiltration septic disposal system. Rocky Mountain Institute "Quad" Apartment Building: Adequacy of the Current Leach Field Rocky Mountain Institute proposes to build a laundry addition with one high -efficiency washer at its four unit apartment building on Shining Mountain Way. The additional water use induced by this washing machine is small, and the current leach field is more than adequate to handle total flows from the building after the laundry is built. The following points support this argument. 1. Current fixtures are significantly more efficient than those installed when the building was constructed. The "Quad" apartment building was constructed in the 1970s or very early 1980s (the building was in place when construction of the RMI headquarters began in 1982). When RMI acquired the building, many of the fixtures were replaced with water -efficient models. The table below compares maximum flow rates currently with those of technologies prevalent at the time of original construction. Showerhead and faucet measurement made with the MicroweirTm hand-held weir or timed measurements, full throttle hot and cold, full pressure (no other fixtures in the building running), building sediment trap cleaned and filter elements replaced. There are no other water -using fixtures or appliances in any of the units currently. 2. The proposed washing machine facility will be much more water - efficient than the original washing machines. The building originally had 4 washing machines, one in each unit. These were removed when RMI acquired the building. RMI proposes building a laundry addition with one high - efficiency washing machine, a Maytag "Neptune" horizontal axis machine. Putting aside the likely savings of a central facility versus in -unit washers (encourages full load washing), the new machine will use much less water than the original conventional units would have. Specifications for a national efficient washing machine initiative indicate this machine uses 9.5 gallons of water per cubic foot of laundry, compared to 13.2 gallons per cubic foot for the average machine sold in 1994.1 Extensive large -sample in-home tests with the Maytag Neptune sponsored by the U.S. Department of Energy show that the Neptune uses 38% less water than conventional washers of the current generation.z Savings compared to the generation of washers in place when the building was constructed are probably even higher. 3. Units with efficient fixtures and appliances save at least 33% of the water used in units with non -efficient fixtures and appliances, and total indoor water use is less than once thought. Extensive end-use monitoring of water use recently completed by the American Water Works Association Research Foundation shows that North American indoor residential water use averages 61.8 gallons per capita per day (gpcd).3 Until this study, average use was often considered to be about 80 gpcd, based on an early 1980s study for the U.S. Department of Housing and Urban Development. According to the AWWA, non - conserving households use 65.5 gallons gpcd, while conserving households average 44.5 gpcd.4 4. Septic/leach field sizing assumptions provide considerable "buffer" relative to "Quad" apartment water use. The septic/leach field system of this small apartment building was probably sized using an assumption of 75 or 100 gallons per person per day, and assuming 2 persons per bedroom. With four units, two bedrooms per unit, and the two person per bedroom assumption, this amounts to a daily design flow of 1200 to 1600 gallons per day. Currently the building has seven full time residents—less than one per bedroom. The 8th bedroom is used as a guest room. Assuming full-time use of the 8th bedroom, and using the AWWARF figure of 45 gallons per person per day for households with conserving fixtures and appliances (actual use may be less, given the conserving attitudes and behaviors of RMI employees), daily flows at the building probably amount to no more than 360 gallons. Even if all the bedrooms had 2 residents—an extremely unlikely scenario—flows would likely be no more than 720 gallons per day. Box 211, Snowmass, Colorado 81654 SECRETARY'S REPORT FOR: March I through June 30, 1998 STORAGE: The Protective Covenants provide that no trailers are allowed on any property and that all equipment, service areas or other storage shall be kept attractively screened by planting or fencing. Also, no abandoned or obsolete personal property (i.e. cars) may be kept. Trash cans must be moved away from the road after weekly trash pickup. If a fire hydrant is near your property, please keep the weeds and snow cleared three feet or more from the hydrant. WATER REPORT: A Decree for the Augmentation Plan has been signed by District Court Judge Ossola Plans for implementing storage and the alternate well are proceeding. ROAD REPORT: Please observe the speed limit of 20 miles per hour in the subdivision. Remember, there is no parking on subdivision roads, and vehicles will be towed if illegally parked. Please call me (927-9090) if you will help on road issues. Also, each property owner must keep their property free of thistle. DOGS! WATER USAGE BILLING: The average usage in the subdivision is 30,000 gallons per quarter. The water usage billing rates are as follows: $.18/100 gallons used up to 20,000 gallons $36/100 gallons used over 20,000 gallons $.54/100 gallons used over 27,000 gallons $3.00/100 gallons used over 54,000 gallons All water users must have an outside meter so that the subdivision can adequately read all meters. Water userswho do not have functioning outside meters will be charged a $1,500.00 quarterly usage fee. PENALTIES FOR NONPAYMENT OF ASSESSMENTS: Lot owners who are 2 quarters past due shall have liens filed against their property. Homeowners whose accounts are past due may have their water shut off if their bill is not paid in full by the end of the second quarter.
