We had a 1972 permit on the property indicating a 1200 gallon Cavitette Aeration tank and a 25 x 80 foot leech field.giving about 2000 square feet absorption area. Upon arriving on the property I spent 01 unit of time for a private water sample, loan inspection. The result was the discovery of a mal -functioning leeching field surfacing and running directly into the Roaring Fork River. We proceeded to dye the system to make 100% certain our suspicians were right, as far as the septic effluent surfacing along the bank of the river was concerned. After about 1 1/2 hours the flouriscein dye began to appear as a discharge and confirmed our suspicians of a malfunctioning system here. The Cavitette Treatment tank itself had a layer of approximately 10-12 inches of scum on the top and was set to aerate for 6 minutes, 3 times during an hour. I tend to think this is a little bit light. �• The unit was still in operation, however, and itself was quite septic. When I got down there I found that the tank had been pumped but, that for one reason or another, the fuses are blowing on the timing clock and the aerator is not in operation. He plans to get somebody out to take care of that particular problem. We then spent about 2 units of time looking at the malfunction as it leaks into the Roaring Fork River and getting the data as much together as possible to make some type of decision on the type of repair necessary there. I learned that he had extended his leech field and a seepage bed previously used for the septic tank and placed the aerator in operation to provide fairly decent treatment. It looks like possibly the northern end of the bed is fill and also indicated that there was, in fact, a good potential for a high ground water table during the spring run-off. And the fact that the Pennsylvanian bedrock formation on which the house is built is only about 9 feet under the surface of the ground. Considering these conditions, I would feel reasonably certain that the leech field is no longer functioning properly and plugged with solids and that the only viable alternative for a repair would be an engineered sewage disposal system --possibly an aerated treatment tank with an evaporable transpiration system, but I referred him to an engineer to see if we can get this problem corrected this time for good. He's going to do an engineered system. We also briefly talked about Pat Carey's properties up in Gateway to Snowmass. Frasier and Gingery have drawn up specific engineered plans for lot 7 based on the perc rate obtained there. These plans were completed in late August. Bernett will send us a copy of those plans and I will get ahold of Pat Carey and tell him that the permit for Lot 7 is going to depend on those particular plans being accepted. This letter is to confirm our discussion of October when we met at the site to view the construction status. The basic details of construction are in conformance our design as approved by your office with the exception following: 17, 1975 with of the 1) The position of the holding tank and the pump station have been reversed due to shallow bedrock preventing the proper placement of the holding tank. You and I agreed to this reversal. The baffle in the holding tank forms a quiescent zone for settling even if the sump pump is discharging into the tank. 2) The bed size has been reduced due to limited available space. Our original design had been based on space indicated on an improvement survey of the site dated September 3, 1975 by Scarrow and Walker, Inc. When Tom Winagle attempted to lay out the bed he found the river to be located closer to the residence than indicated on the drawing. He therefore laid the field out observing the critical set back limit of 20 feet from the river bank. This resulted in a bed size of 1350 square feet rather than the 2450 square feet specified in our report. I am confident that the system as designed will provide adequate treatment of sewage from the residence and will not represent a pollution hazard to the Roaring Fork River. The reduced area may well mean that the bed will have a shorter life expectancy than would be associated with the larger field. I can give no specific estimate of the life expectancy as it is so dependant on how the system operates. Be sure that aeraters function properly at all times. 2) Monitor the solids level in the plant and the holding tank. If over one foot of sediment accumulates in the holding tank or six inches in the plant, they should be pumped by a commercial tank cleaning firm. 3) A good cover of grass should be maintained on the bed area to obtain the possible advantages of evapotranspira- tion. Several Spruce or Pine trees might be planted along the North side of the bed. In this area they would not shade the bed and would consume a significant volume of effluent. Yard watering over the bed should be held to a minimum level to establish the vegitation cover. 4) Occupants of the house should be requested to use water conservation steps to hold discharge to the bed to reasonable levels. The reduced bed area has essentually eliminated the 1.5 safety factor for peak flow, reducing the bed area to a design for average daily flow. This should still result in many years of satisfactory service if the plant operates properly. As I recall our conversation, you would like confirmation from the new owner that he is aware of the situation and is willing to accept the bed as constructed and to maintain the system correctly. The following report and disposal system have been prepared in accordance with the requirements of the Pitkin County Environ- mental Health Department, and the Pitkin County Individual Sewage Disposal Regulations effective March 25, 1974. Background A two story duplex is located on the site. Each unit has three bedrooms and both have garbage disposals. Only the lower unit is plumbed for an automatic clothes washer. As a part of a pending sale of the property, it was required that an inspection of the existing sewage treatment system be made by the Environmental Health Department. At the time of the inspection, septic sewage was observed to be seeping from the bank of the Roaring Fork River, which is adjacent to the site. The existing system was thought to be made up of a Cavitette aerated treatment unit and an infiltration bed of approximately 2,000 square feet. The treatment unit was installed in 1971 in an effort to rejuvinate a failing field. Percolation Tests On October 2, 1975, percolation tests were performed in the proposed area of the infiltration bed. These tests were conducted by Elmer Claycomb of this office. The results of these tests were: Test Hole No. 1 - 40 min./inch Test Hole No. 2 - 8 min./inch Test Hole No. 3 - 80 min./inch Average Percolation Rate - 42 min./inch CIVIL ENGINEERING I LAND SURVEYING / STORM DRAINAGE I STRUCTURAL I TRANSPORTATION / WATER 9 SANITATION I COMPUTER SERVICES Mr. Wm •Winagle • October 3, 1975 Page Two Inspection Hole Two inspection trenches were dug in the proposed area of the disposal system. The soils encountered were silt and sand with some alluvium gravel and cobbles present. Sandstone bed- rock was encountered at depths ranging from approximately 3 feet 9 inches to 5 feet 9 inches. Ground water was present in the deepest part of the trench and was about 2 inc_h_es to 3 inches deep. Aerated Treatment Unit In view of the limited area available for effluent disposal, it is imperative that the aerated treatment unit be maintained in good working order. It is recommended that the unit be thoroughly cleaned, all mechanical componants be put in proper working order, and the timer unit reset for proper operation. Furthermore, it is specifically required in section 8.03 (C) of the Pitkin County regulations that a continuing service policy be maintained on the unit. Design of the Treatment and Disposal System The Pitkin County regulations require that a minimum of 4 feet 0 inches of separation be maintained between the bottom of an infiltration bed and bedrock or ground water. In view of the required separation, the limited area available, and the proximity of the Roaring Fork River, the proposed system is to be made up of the following: 1. Existing Cavitette aerated treatment 2. 500 gallon holding and sedimentation tank 3. Sump and sewage lift pump 4. Raised infiltration bed Detailed calculations are included at the end of this report showing design flow, total treatment and sedimentation volumn, and required absorption area. The total design flow is 1350 gallons per day, and the absorption area is 2450 square feet. A proposed layout of the system componants is shown on sheet 1 of 3 attached to this report. The sedimentation tank is to be 500 gallon capacity and may be of either steel or concrete construc- tion. A removable, insect tight cover must be provided for the tank. The sump for the pump may be part of a packaged unit or may be a concrete or steel tank adapted for the purpose. The sump must be capable of pumping 20 gallons per minute at a Total Dynamic Head of 10 feet. The pump must be connected to a warning light located within the building which indicates a pump malfunction. The disposal field is to be constructed in accordance with the details shown on sheet 2 of 3. Please notify this office at the beginning of construction so that this may be arranged. JR Due to the complex nature of the problems effecting the design of the sewage disposal system to be constructed for the above property, it seems best to submit the concept of the design to you for comment and approval prior to final preparation of plans. Two inspection trenches were dug in the area proposed, exposing bedrock at a depth of 4 feet to 6 feet. Ground water was also found in a portion of the trench. In as much as ground water is at its lowest at this time of year, it may be anticipated that this level would rise during the Spring. In view of the above constraints, it is our opinion that the most practical method of sewage disposal which meets the Pitkin County regulations is the use of a sand filter, chlorinator, and infiltration bed. These treatment and disposal facilities would be designed and constructed to operate in conjunction with the existing aerated treatment unit. The design parameters and con- straints have been discussed at length with Bob Nelson of your office. It is his tentative opinion that this would, indeed, be the best solution. I have also discussed with Bob the design population which should be used. I feel, and Bob agrees, that the standard count of 6 bedrooms x 2 persons per bedroom = 12 persons is, realisticly, a little to high. I propose, with your approval, to use 10 persons as design population. This would result in 10 persons x 75 gallons/ persons/day x 1.5 safety factor = 1125 gallons per day. A second area of concern is the minimum separation required between componants. I don't believe it will be possible to strictly adhere to the regulations due to the limited area avail- able. I have placed the infiltration bed as far from the river as possible to maximize the effects of soil migration. Please review the proposed concept and applicability of this design for this property. If it meets with your approval, I will then prepare the final report and plans for submittal and final review by your office. Winagle Box 1432 Aspen, Colorado 81611 Be: Winagle Duplex on the Roaring Fork River in Woody Creek Dear Property Owners: An inspection of the above captioned property was conducted on Sep- tember 4, 1975, for the purpose of determining the adequacy of individual water supply and sewage disposal systems. The well is located a sufficient distance from the sewage disposal system and a sample taken at the time of inspection tested safe for bacteriological quality in our laboratory. Constructional aspects of the well could not be observed because the shed housing the well was nailed shut. The sewage disposal system consists of a 1200 gallon Aerated Cavitette Sewage Treatment System and a 2000 square foot leach field, according to 1972 permit records. This system is currently malfunctioning and discharging effluent into the Roaring Fork River in violation of Pitkin County and State Sewage Disposal Regulations. Even though the motor was in operation, the aerated treatment unit had gone septic and there was a heavy layer of scum approximately 10 inches thick in both the aeration compartment and the clear well. A fluorscein dye test was used to confirm that the septic effluent surfacing along the bank of the river was from the sewage disposal system serving the duplex. Dye began to appear about ninety minutes after it was poured into a waste line of the lower unit. Consider this letter a notice to initiate appropriate repairs. Downs: An inspection of the above captioned property was conducted on September 4, 1975, for the purpose of determining the adequacy of individual water supply and sewage disposal systems. The well is located a sufficient distance from the sewage disposal system and a sample taken at the time of inspection tested safe for bacteriological quality in our laboratory. Constructional aspects of the well could not be observed because the shed housing the yell was nailed shut. The sewage disposal system consists of a 1200 gallon aerar*d Cavitette Sewage Treatment System and a 2000 square foot leach field, according to 1972 permit records. This system is currently malfunctioning and discharging effluent into the Roaring Fork River in violation of Pitkin County and State Sewage Disposal Regulations. Even though the motor was in operation, the aerated treatment unit had gone septic and there was a beady layer of scum approximately 10 inches thick in both the aeration compartsant and the clear well. A fluarscein dye test was used to confirm that the septic effluent surfacingstlong the bank of the river was from the sewage disposal system serving the duplex. Dye began to appear about ninety minutes after it was poured into a waste line of the lower unit. Should you have any questions concerning this matter, please call 925-4366.
