I asked him to install insulation (foam or roofing insulation) on the inside of the structure he is building around the tank. I also asked him to have the closest distance between the tank and the support wall be no closer than 2 feet, and to use fine bedding rock/soil next to the tank to prevent punctures to the tank. The corners of the structure will be further than 2 feet since the tank is spherical and the sturcture is square. An engineer must work within the codes when designing their systems. That requires any ISDS to use the minimum standards defined in the State Rules and Regulations which we used to create the Pitco Code. Chuck, we are empathetic to your case, but we cannot authorize what you want us to. There are minimum requirements in our dept just like there are in your dept. The codes are created to offer protection of natural resources, which is the goal of our dept with the ISDS code. Preceding message: From Chuck Roth: Thanks for the help. I am confused though because I thought that an engineered system was acceptable in lieu of code provisions. A 300 gallon septic tank in lieu of 25 gallon grease interceptor is very onerous for us and seems extreme for the intended use of a cabin. The engineer says that there is nothing to settle out that would damage the leach field, the ground water, or the river..... From Tom Dunlop: Yes, good news. The County Attorney's office agreed with us that our formula was wrong. We can now use the detention time of 1.25 days instead of 3 days. I think Betsey figured that you could use a 250 gallon tank now. Please see her. Thanks for calling our attention to the flaw in the equation. From Chuck Roth: Ok - thanks. Debbie Quinn felt we could do that as long as it is not in conflict with state guidelines, and as long as we treat everyone the same. This is an addendum to our original application which was submitted on July 18, 1995. That application was for the sewage component of our cabin waste system. A copy of that application is included. This addendum is for the gray water component of the cabin waste system. We received a variance for the setback of the cabin. A copy is enclosed. A copy of a location map is also enclosed. The cabin water system will be a 500 gallon plastic cistern installed on a concrete pad underneath the cabin. There will be in-line filters, an ultraviolet treatment, and a pressurizing tank to provide water to a kitchen sink, a bathroom sink, the two pint flush composting toilet, and a shower. The water system will be for summer use only and will be drained down for the winter. There will be no garbage disposal, no washing machine, and no dishwasher. RE i Grey Water Septic System; 95-034.01 Chuck Roth as you know, has constructed a cabin on the Frying Pan River, and is in the process of completing the 1041 application and building permits and other requirements such as the septic system. The cabin is proposed to be used for summer use facility only not a full time residence. Measures to restrict the use are being dealt with by Mr. Roth and Pitkin County. I have been hired by Mr. Roth to design the septic system for the cabin, which has 2 bedrooms, kitchen, and a bathroom\shower. A composting toilet has been approved by your office for treatment of the black water. What remains is designing a septic system for the grey water disposal only. The following are my recommendations for a septic system to treat the grey water from the Roth cabin. Leach Field The leach field design is fairly straight forward. The soils have an average percolation rate of 15 MPI. The flow from the home can be calculated using approximately 50 gallons per day per person for a grey water system only, (75 - 24.54 - 50.06). Since this is a cabin, no dishwashers, disposal, or washing machines are to be installed, minimizing the water use. g = Flow - 2 bedrooms x 2 people per bedroom x 50 gallons per day per person gives an anticipated flow of 200 gallons Per day. Using the standard Pitkin County calculation for area required, for a septic field, (using no reductions for grey water systems,`any size / reductions are built into the flow calculation). The area required would be 155 Sq Ft., utilizing a 30% reduction for the use of infiltraxo its leaves a required area of 108 Sq Ft. or approximately 6 -feet' f infiltrators. This is adequate to safely and effec y treat the grey water effluent. Septic Tanks reef (& tkttmkXl ) The sizing of the septic tanks are the biggest issue. The ,/ location and access to the cabin limited the septic tanks si,ze- that can be brought into the cabin, but this is not the .real problem. Sizing the septic tank in the Pitkin Cq.Wnt�y--Regulations requires that the g or the flow be multiplied b} to get a septic tank for a grey water system. This would require a 600 gallon septic tank, or because 600 gallon tanks are not %(p available, 750 gallons is the closest tank size available. that a small smaller than My understanding of the purposes of a septic tank in a grey water system is basic. 1. Flow equalization. 2. Allow settling out of solids. 3. Contain grease and floatable materials. There is no need for storage in a standard gravity feed septic system, IE - this system is not being pumped. The required installation of 750 gallon septic tank seams to be extreme for purposes that don't exist. Without solids from a blackwater system, the needs for a septic tank are reduced not increased. Flow from the bathroom will have very few solids, as most of them will come from the kitchen sink as will the grease. The installation of a grease trap on the sink and a considerably smaller septic tank, such as a 25 gallon grease interceptor or other similar sized tank would allow the system to meet the purposes described above for the septic tank. A grease interceptor for a typical home is only 10 to 15 gallons. Increasing the size of the tank to 25 gallons would help equalize the flow and allow for settling of solids. u have any other information on the sizing of tanks for grey systems or have other recommendations for a smaller septic please call me. Also attached is a copy of the catalog page of the "cottage toilet" that we have ordered after I discussed the item with you. The Centrex drain will be connected to our Sears Porta -potty that we have been using at the property for the past five years. The tank on the Porta -potty has a gauge indicator, and we will take the tank home for emptying into our toilet as we are currently doing. There will be no drainage to the ground. Sincerely, Chuck Roth L95.60 .0 CENTRAL COMPOSTING TOILET&YSTEMS Central Composting Toilet Systems are design or those who prefer a flush toilet in the bathroaMWth the composting unit outside, or in a basement. This central composting unit is normally within 20 feet of the toilet, and is ank connected via a 3" plumbing pipe. Installation requires hooking up the water supply to the low flush toilet connecting the 3" waste piping to the cemposting unit; and assembling the vent stack (included with the unit). "VCM" (Water Closet Multram) The WCM is the original central composting unit s and was first introduced in 1979. This dependable, ai rugged and highly successful system, has the same three chambers and large insulated Bio -drum as the EXCEL family of units. The main difference �' . • is that with central toilet systema the waste enters the Bio -drum through a 3" inlet pipe connected l . to one or more I pint flush toilets. The small -' - ., amount of extra flushing water keeps the compost on central units very moist, which means that composting speeds and hence capacity, tend to be even greater than on self contained unite. Peat mix is added to the Bio -drum on the WCM either by removing the access door on the front of the unit, or by flushing it down the toilet. The WCM is only 2271" wide, an it Ste well into narrow spaces. Evaporating capacity of the WCM can be up to 2-3 gallons per day, depending on climatic conditions, and on the volume, warmth, and absorption capacity of the compost. This may be insufficient, and the drain hose provided, should be connected to the 1" drain at the rear of the unit. "CENT M (Central/ External Composting System) The CENTREX was first produced in 1993, and although it looks very different from the WCM, both central composting units have the same well proven, high capacity three chamber system. The main difference between the two is that the CENTREX has been designed with the insulated Bio-dmm mounted transversely. Also, the fan and vent have been located at the front to give the CENTREX a lower profile, and make it 100% front serviceable. The CENTREX and WCM have the same composting performance, but the differences in the physical arrangement of the components are often important from an installation point of view. Although the CENTREX is 27%" high, the waste inlet pipe is only 26'/." from ground level. This low profile makes the CENTREX the unit of choice for installations under, or to the side of buildings where height is important, and the unit is to be vented up a side wall. If the CENTREX is to be exposed, electrical components should be protected from rain and flooding. The waste enters the CENTREX Bio -drum through a 3" inlet pipe which connects the unit to a I pint flush toilet in the bathroom. When possible, this toilet should be right above the CENTREX because this arrangement is easier to install and a minimum of flushing water is needed to transport the waste. Although distances of over 20 ft. are not normally recommended, central units have been successfully installed up to 40 ft. away from the toilet. For such longer distances, an extra weekly flush through may be needed. The 3" waste piping should be either vertical (that is from 45' to 90') and/or close to horizontal with a drop of from 71" to '/4" per foot (a slope of about 2 to 3 degrees). Apart from very short runs, anglesof 5' to 45' should be avoided because then the water tends to leave the waste behind. The CENTREX is supplied complete with a straight waste inlet connection. This can be replaced by a 45' or 90' fitting, if necessary, to provide inlet access from any direction. In Ontario, for some installations, horizontal piping may be limited by regulations. The property is on the inside of the confluence of the North Fork Creek and the Frying Pan River. t The property is generally triangularly shaped. The south boundary is about 600 feet abutting the White River National Forest. The easterly boundary is about 700 feet along the centerline of the North Fork Creek. The westerly boundary is about 275 feet along the centerline of the Frying Pan River. The site is small - 1.87 acres, with uniform surface conditions and vegetation across the property. An eight foot deep hole was dug for the power pole at a distance of 120 feet from the cabin. The top six inches was top soil. The remainder of the soil profile was alluvial till with sand, gravel and cobbles to about one foot in diameter. The surface conditions are uniform across the property, and there is no evidence of any soil changes within the 120 feet to the cabin no within about a half mile of the site, at which point is found outcropping bed rock. The percolation test results are included on the required forms. The soil is well drained. The design of the gray water leach fields, and the water system design, is for a summer use cabin. There will be a single sink in the kitchen, a sink in the bathroom, and a shower. There will be no garbage disposal, no dishwasher, and no washing machine. The toilet has been previously permitted and is a composting toilet with no discharge to ground. The kitchen sink leach field will be constructed of a four foot long half pipe with a 24" diameter. The volume will be 47 gallons. The bathroom shower and bathroom sink leach field will be constructed of a six foot long half pipe with a 24" diameter. The volume will be 70 gallons. Sincerely, q" � k Chuck Roth L95.60 31 0 0 INDIVIDUAL SEWAGE DISPOSAL SYSTEM (ISDS) PERMITS GUIDELINES FOR THE 1994 SEASON This bulletin and enclosed packet are to, provide information to anyone who owns, builds, and inspects septic systems within Pitkin County, and to make it easier to understand how the process works. Enclosed in this packet are the rules, regulations and procedures that this department has adopted concerning Individual Sewage Disposal System (ISDS) permits. Major points in the packet include: 1. In order to obtain an ISDS permit, four things are required: A. An ISDS permit application and the $150 fee, B. Soil percolation test data using the enclosed Soil Data Form. C. Site plans of proposed locations of structures, driveways, wells, ditches and septic systems, D. Proof of adequate water for the site (quantity and quality). The Aspen/Pitkin Environmental Health Department will design the system for you as part of the $150 fee, unless you need an engineered system, which we determine based on your soil test results. You do not have to pay to have someone else design the system unless an engineered system is required. The $150 fee also includes processing the application, consulting with the applicant on the type of system best suited for the site, locating the system, and inspections needed before, during and after construction. 2 When your building permit application is received by this Department, the above four items are required before the plans can be released back to the building department. Once this information has been received and reviewed, the plans and building permits will be approved and released back to the Building Department. It is the initial responsibility of this Department to see that the site will have an effective sewage disposal system before any construction begins. It is highly recommended that soil and percolation tests be conducted as early as possible in the planning stages of the project and that this Department has information regarding adequate domestic water supply. This would ensure that the septic system will be placed and designed properly, and allow for the rapid approval of building plans. 3. Building _plans will be processed by this office as quickly as possible. If we have all the information we need (see above), we can usually sign the permit within 48 hours. Approval of the ISDS system requires two inspections: the initial site visit is to determine if the site is adequate for a septic system and that there are no potential hazards that may interfere with the system. The second inspection is to determine if the system has been installed properly. If conditions exist due to space and equipment constraints, and parts of a system need to be back-filled prior to the final inspection, please contact this office in advance to make arrangements for an additional inspection. 4. For properties that have inadequate soil percolation rates, high ground water, or bedrock within eight feet of the surface, a licensed engineer must design the system and submit the plans to this Department with the engineer's seal affixed. We will notify you if this is required. After the system is installed, a letter from the engineer must be received stating that the system was constructed according to plans. This letter is required prior to issuance of a certificate of occupancy. 5. Please make sure that the application has been completed and all requested information has been provided. Incomplete applications slow the process and may cause delays for a building project. Once a completed Application and Soils Data Form has been received, an initial site inspection can be scheduled as previously described. We recommend that everyone have a copy of the Pitkin County Regulations on Individual Sewage Disposal Systems. This can be purchased through the Department for $10. Also, the State of Colorado ISDS guidelines were revised during the summer of 1994. This action will result in the adoption of new Pitkin County ISDS regulations before the 1995 building season. Informational meetings and work sessions will be scheduled this winter to discuss the impacts of these new regulations. All information will be forwarded to interested parties as to the dates of any public hearings. Citizen input is very important to this process and participation is encouraged. A building lot must comply with three broad requirements before the permit of a conventional system can be issued. These requirements are as follows: 1. satisfactory soil percolation test, 2. satisfactory soil profile test hole, 3. and minimum setback distance requirements (as provided in this packet) Soil Percolation Test The percolation (perc) test enables the Environmental Health Department to determine the capacity of the soil to adsorb liquids. This provides the standards for sizing a leach field. Perc tests must be certified by a professional engineer registered by the State of Colorado. Homeowners and contractors are prohibited by Colorado Law from conducting these tests themselves. When the perc tests are conducted by a Registered Professional Engineer, the results must be submitted on the same format as the attached form and properly signed and stamped with an Engineer's seal. Percolation tests must be run in at least three holes inside the proposed leach field area. These holes need to be staked and numbered for easy identification. The perc test holes must be at the same depth as the proposed leach field; if the site is on a hillside the uphill holes must be deeper than the downhill holes. See Figure 3 for a description of perc test holes. Perc test holes must be pre-soaked, filled with water several times, for a minimum of eight hours prior to running the test. Pre-soaking is vital to obtaining accurate results in the percolation test. Soil Profile Hole The soil profile test hole enables the Environmental Health Department to determine if groundwater, bedrock, impervious clay layers, etc., exist in the area of the proposed leach field. These conditions may cause problems with the functioning of the leach field. If any conditions do exist that may interfere with a conventional system, an engineered design system may be required. The soil profile hole is a large hole eight feet deep and is usually dug with a backhoe. The soil profile hole must meet the following requirements 1. It must be at least eight feet deep, or to bedrock, but at least four feet deeper than the proposed leach field. 2. It must be large enough in diameter to permit visual observation of the soil strata at all levels. 3. It must be located not closer than four feet nor farther than ten feet from the proposed leach field. This test hole must be inspected by Aspen/Pitkin Environmental Health Department personnel. Soil logs developed by qualified soil engineers will be accepted in lieu of this inspection if the Department has given approval. Some portions of Pitkin County exhibit seasonally high water tables. In these areas the Environmental Health Department inspection can only be made during maximum groundwater level periods (usually May 15th through June 15th). If inspections are made in these areas at other times of the year, a system may be installed that will not function properly. Please contact the Environmental Health Department if you believe there is a high water table on the building site. Minimum Distance Requirements Individual sewage disposal system components must be adequately separated from water supplies, streams, buildings, property lines, etc. to prevent contamination, building settling, and other potential problems. These distances are located in Table 2 Site Inspections The Aspen/Pitkin Environmental Health Department makes at least two site inspections (initial site inspection and final inspection) on each individual sewage disposal system. These inspections are described in detail later. If a specific system were to require more inspections, arrangements should be made in advance with this Department. Initial Site Inspection: Initial site inspections enable the Department to determine if a conventional system will function properly on a building site. This inspection must be done prior to issuing an [SDS permit. Before requesting an initial site inspection, the following must be completed: 1. soil percolation tests certified by a registered professional engineer, 2. a soil profile hole must be excavated and available for inspection by Department staff, 3. all components of the system as well as proposed buildings, wells, water lines, and property lines must be staked out on the property, a. and the Department must have a copy of the competed application and all fees must be paid. Arrangements for initial site inspections should be made at least two working days in advance of the requested inspection time. Final Inspection: Final inspections enable the Environmental Health Department to determine if the components of the system are properly installed and if the permit conditions have been met. Before reque9ting a final inspection the following conditions must exist: 1. The individual sewage disposal system must be completely installed. If the Department must make more than one final inspection because the system was not completely installed, charges may be made for extra inspection fees. All fees are outlined in Table 1. If a phased inspection schedule is necessary, however, no additional charges will be made it arrangements have been made -in 2 0 0 advance with the Environmental Health Department, 2. All components of the system must be exposed so that they may be inspected. Do not backfill any portion of the system prior to final inspection. Arrangements for final inspections should be made at least two working days in advance of the requested inspection time to allow for the most efficient planning. Problem Situations Several conditions may prohibit the installation of a conventional sewage disposal system or require the system to be designed by a registered professional engineer. These conditions include but are not limited to the following: 1. unsatisfactory soil perc results (either too fast or too slow), 2. high groundwater table, 3. insufficient depth of suitable soil, 4. minimum distance requirements cannot be met, 5. or slopes in excess of thirty percent (30%). If any of these conditions exist an engineer designed system must be submitted to the Department stamped with a certified engineers seal. A final letter stating that the system was constructed according to design must also be submitted by the engineer after the system is complete. Please contact the Department for information on alternative systems or possible solutions which may be available. Septic Tanks and Dosing Systems Septic tanks are usually constructed of concrete, fiberglass, or plastic. Each material has advantages and disadvantages. The Environmental Health Department or hired contractor can outline the specifics of each. Metal is not an acceptable material for septic tank construction as it corrodes easily. The minimum septic tank size allowed in Pitkin County is seven hundred and fifty (750) gallons. All tanks must have two compartments. Each compartment must have a manhole with a diameter of at least twenty (20) inches allowing access into it. This is an important item for the maintenance of the tank. Passive or active dosing systems allow sewage to flow into the leach field during intervals throughout the day. This periodic dosing of the leach field has shown to extend the life of the field and provide better distribution of the entire field area. The Environmental Health Department recommends the use of these devices where possible. Maintenance of an ISDS Home owners should exercise care in how they use their individual sewage disposal systems. Solid material (particularly from the garbage disposal) should be kept to a minimum. With periodic maintenance and reasonable use the septic system should last a long time. Septic Tanks: The primary function of a septic tank is to remove solids from the sewage. This is a primarily physical process of settling, although some biological decomposition does occur. The solids that accumulate in the tank need to be removed periodically or they will be carried into the leach field and cause possible malfunction. Septic tanks should be checked annually to determine the volume of solids in the tank. To facilitate this process, Pitkin County regulations require that tank lids be no deeper than the ground surface on all recently constructed systems. Since 1973 the Department has made drawings of each system as 57 it was installed. These drawings are on file and can be made available upon request for assistance in locating septic tanks and fields. A nominal fee must be charged for such copies. Actual inspection of solids accumulation is the only way to determine if the tank needs to be pumped. The septic tank must first be located and the lid of the first compartment removed. A layer of grease and scum will be floating on top of the water in the tank. This is a normal situation. The grease layer is fairly resistant to penetration but a hole must be made for access to the water below. To check the solids accumulation a long stick with rough white cloth attached to it is lowered into the first compartment of the tank until contact is made with the tank bottom (Figure 1). Solids will adhere to the white cloth and the depth can be measured once the stick is removed. When the depth of the solids Is 50% of the water depth in the tank, the tank should be pumped. An alternative to this process is to pump the tank every year or every two years. This ensures that solids are not accumulating. Prior to pumping, make sure both compartment lids are uncovered and to have both compartments pumped. Absorption Fields: The primary function of an absorption field is to evenly distribute septic tank effluent through an area of soil that will filter the sewage water as it moves through the soil. Most conventional leach field require no maintenance. Occasionally, even with proper installations and septic tank maintenance, leach fields will fail to work property. Commonly this is due to a biological clogging layer that is formed with the use of a system over a period of time. When this situation occurs, sewage will either back up into the house or be discharged onto the surface of the ground. In the past a malfunctioning leach field required the installation of a new system. Recent technological developments now make it possible to treat some systems which are malfunctioning or to do simple repair work to the system. Please contact a contractor or this Department for information op failing systems. The Application Process The ISDS application gives the Department information about the house to be built. From this data it can be determined where the property is and how much sewage might be produced from the home on a daily basis. Graph paper can be used for the site plan if desired. This site plan enables the Department to determine if any minimum distance problems exist before time is devoted to a site inspection. The contractor will also use this information to construct the system. A sample plot plan is included in this package (Figure 2). The sample shows the type of information and the detail needed on the plat plan and is included on the application. Also included is Table 2 showing minimum setback distances. Tables 3, 4, and 5 are included for additional information on sizing tanks and fields. The Soil Data Form is attached for the soil percolation results. Most of the area is open vacant land, with forest service or BLM land on all sides, except the reservoir bordering the west. Terrain varies from fairly level to steeply sloping. NEIGHBORHOOD hII1RKEZ7+BILITY FACTORS Meredith is a very small community twenty miles east of downtown Basalt, and on the east side of the large Ruedi Reservoir. Meredith is a very small community with little facilities. Basalt is a larger town which offers all necessary support facilities, schools, and other services. The subject is in the area known as the "Frying Pan River/Road" area - and the road follows the river east of Basalt with developments on either side of the river that are primarily single family residential with acreage. This particular town is about ten miles beyond the pre;onderance of residential development, although there are some other large tract residential uses all the way up the Frying Pan. Ruedi Shores is one of the subdivisions in this area, along with the Ruedi South Shores development closer to Meredith. Since there is little development in this area, it is considered rural, although some of these subdivisions have quite a few :,i.tes within them. This area has been appealing to primary residents looking for more affordable housing and/or acreage, as well as to second home owners looking for a more rural setting with some land and good views, yet convenient accessibility to the amenities of the area including recreation on the reservoir and ski areas within an hour. Basalt, and other communities .in this part of the valley, have experienced steady growth over the past few years as local employees and professionals move into this area to find affordable housing. The average price of a house in Aspen in 1993 was at $1.5 million, which out -prices even many of the professionals who work or own businesses and trades in Aspen. Bsalt has been developing as a support commuiD y with growth in housing as well as other support services, such as shopping, restaurants, banks, and other conveniences. Aspen is a world-renomied ski resort community and much of the valley caters to the tourist industry both winter and summer. There are four major ski areas within twenty miles of Basalt, and numerous other activities such as snowmobiling, cross country skiing, hiking, biking, and fishing on the world class waters of the Frying Pan and Roaring Fork Rivers. MARKET OONDITIONS The market in this area and tmr-)ughout the Roaring Fork Valley has been very strong, influenced not only by the low interest rates in the past few years, but also by the high demand for affordable housing in the valley. This demand still continues, and Basalt has some neighborhoods that have experienced rapid growth in the last three to four years to fulfill the need for primary residences. In fact, there currently is, and has been, little standing inventory in the more affordablo. price ranges, say, under $250,000. This has affected all segments of the mai.-ketplace. The high demand and low supply has resulted in increasing prices over the last few years. LISTINGS 5 1 There are only a total of 28 single family residential listings in the whole Basalt area - which includes up the Frying Pan, and north, south and west of Basalt. Of these, nine are presently under contract. Of the remaining there are only eight that offer some ,-icreage, and these range from $255,000 to over $6,000,000 and vary in acreage. Most of these are to the west of Basalt, a superior location that is closer to town and to the highway with better accessibility to the amenities: of the valley. There is one listing in Ruedi Shores, a 1.3 acre parcel with n 4 bedroom 2 bath home with 2460 SF, listed at $255,000. Financing is available through nunerous local sources at competitive rates for conventional mortgages. Seller: concessions are unusual as the market has been strong and tending towards a sr,.l.ler's market. SITE COMMENTS The subject site is bordered by the Fryingtx.rn River on the south and the North Fork Fryingpan on the north, aiul is at the corner of the intersection of these. Although bordered by these two rivers, the area appears to be in a Zone X flood hazard area, according to the map panel, which is described as an area determined to be outside the 500 year flood plain. The subject site is heavily wooded and will have a dirt/gravel drive accessing the improvements from the main road. There will be minimal landscaping, mostly indigenous growth. It has nearly two acres of land, at the corner of the Fryingpan River and the Nori:h Fork Fryingpan River. This house will have minimal urgrades or finish features. At this time, the proposed finish will be plywoc-1 floors, unfinished drywall walls, and minimal finish and appliances in the kitchen. There will be a wood stove in the living room. DEPRECIATION This is a proposed construction that will have minimal finish. Being new, it will not have deferred mainteimce or physical depreciation. The lack of finish is considered in calculating the replacement cost estimates and also charged as additional depreciation to account for the added factor of inferior market appeal due to the lack of: these items to make the home more functionally appealing. Functional depreciation is charged at 5%, an estimate of the cost of labor and fees that a potential owner would incur over and above the actual costs to fini:;i the house. This house will be located in an area of similar types of residential development, causing no advers,! external influences. The figures used in the cost apiproach are estimated using Marshall & Swift Valuation checked with local building costs. The base cost is at $48.41, with the following added: roof ($.67); energy $1.45; foundation $3.21; floor cover $2.02; plumbing ($3.02); heat.i.i:.7 ($1.46). To this, another 25% is added to account for the subject's rural. location which would require added transport fees for supplies and shipping. Site improvements includes the cost for the septic and minimal landscaping. Site value is estimated from sales of sites in the Ruedi Shores development, I1 0 as well as other sales of larger parcels around Meredith and Thomasville. This includes the subject parcel which sold in 1990 for $25,000. M}1= SALES COMPARISON APPROP.c_T The subject will be built by the owner with minimal finish to begin with, to be used as a second home. The property is unique and highly appealing - being at the intersection of the Norl•.h Fork and Fryingpan Rivers. This is a beautiful site for a second home site offering seclusion, mature trees, and river frontage. There is very little that com!ki.res to this property in location, size and finish. Most of the properties that are out this far (in the Meredith/Thomasville area) are much larger parcels of land. This is a sparsely developed area to begin with, which makes finding comparable sales even more difficult. Much of the recent activity in this area has been for vacant land of forty acres or more. However, as luck would have it, the appraiser was able to find on-camparable in the immediate area that is a new listing and is now under contract to close in August!! This was the only comparable -• sale or listing - found in this area that offers a small parcel of land with improvements. The other three comparables are all closed sales which are used to offer a bracketing for varying features, amenities, location .uxl data. Only one other sale was found in this area in the past year which offers comparability in site and improvements. This is a home in the Ruedi Shores development. The other two sales are both older homes from the turn -of -the -century, and therefore comparable in quality and finish - but they are both located in central downtown Basalt, a superior location. The appraiser has used these comparables, even though there are some major differences requiring large adjustments, to offer a bracketing. I have searched records for land sales and residential sales, and found no more similar properties to use in c,:aopaarison. Comp 1 is in the Ruedi Shores cavelopment, on the north side of the Ruedi Reservoir with unobstructed views over same, and closer to Basalt. This subdivision has been more app.eii1i.ng to local residents for primary residency since it is closer to town. T!cc location is adjusted at 5%. This property has a similar sized site.
