They have installed a sewage disposal system without our knowledge or approval. They did make application for a permit and ppy a permit fee; however, nothing has bedn done since then. They called for a perc test, but when Bob got there, the holes were not properly prepared. On a visit to the housing area 6t Norrie Colony, it was found that 2 treatment plants have been put into the ground and backfilled. At least one is a Cavitette home aerated treatment system, which did not appear to be electrically connected. It is hard to tell what they have done as far as a leaching field is concerned. NARRATIVE: I spoke to Doug Spra.etz of Harrison -Western concerning the sewage disposal problems up there brought to our attention by the forest service. I can find no evidence that the existing facility is polluting either the wells or the river. Harrison -Western paid for a series of lab tests done on a river survey, above and below the leach field and both results came back with 5 day b.o.d. less than 1 and a fecal coliform count less than 1. I could find no evidence of ponding or breaking out along the hillside. The septic tank was located and excavated out. It appears to be a 1,000 gallon metal tank. Judging from the location and depression, it appears there's a 2 foot wide trench, 100 feet long, running toward the river, but still quite a ways from it. Doug and I went over the problems that could result as a consequence of using this outdated, and in all probability, undersized system. We reached the conclusion that it would be best to go ahead and install the two Cavitette units, and design a leach field sized according to the sewage flow. There are only four people in permanent residence now, and they don't anticipate any more residents in the next month or two. We found no one there in authority, since the office had moved to the construction site. We found that 2 steel units had been installed, but I don't know if only 1 or both is a Cavitette aeriated unit. They are connected plumbing -wise, and are in use. Some scratching around has been done in the leaching field area, but there was no way to determine what was done there. I obtained a water sample. A chlorinator was amt in evidence, but the stock tank was nearly empty. Enclosed in this letter is the follows presentation: 1). Pitkin County permit with perc test data;�this was submitted to Company Sanitary Engineer to be used in his design). 2). Calculations and design of leatch field and septic tank placement from Harrison Western Sanitary Engineer. 3). Letter of approval on the above mentioned calculations and plans by the U.S. Bureau of Reclamation and the U.S. Forest Service. 4). Copy of purchase order for piping. Installation began September 26, 1974 and was completed on September 28, 1974. Prior to this we notified your office of the impending installation. The Cavatte septic tank is installed and we are awaiting delivery on a single phase motor to drive the impeller. Until the motor is installed and operable, we are pumping the tanks on a monthly basis. The U.S. Forest Service has been sampling the springs at Jameson's place (below the leatch field) and has found no contamination before or after the installation. We therefore believe we have a good serviceable installation and are and will take whatever steps necessary to maintain its operating efficiency.
