My son, Charles, with whom you have
visited about the week -end house we are build-
ing at Norrie, tells me that he understands you
do not recommend the normal septic tank and
tile drain field, which we had planned to use.
I do not think I understand from him
exactly what it is you are thinking and whether
you are insisting on a different system or not.
Would you care to drop me a line con-
cerning this?

Dear Mr. Kinkade:
Thank you for your letter of August 16.
Without debating the finding listed
under naragranh 1 of your letter, I would be
interested in your opinion of an acceptable brand
of package system that would fall in either class
a, b, or c and be suitable for use in the temper-
ature to be found at Norrie. You also understand
usage would be very intermittent and that what my
experience tells me would be a satisfactory system
for day to day operation might be far more
damaging due to backup nressure, etc. with in-
frequent usage.
Having spent a certain part of over
forty years on the Frying Pan River, it is not
my desire to detract from its environment so
I am sure some plausible solution can be arrived
at.

As a result of field inspections and soil capability investi-
gations by both Mr. Kirkland of this office and myself, your
application for a septic tank -absorption sewage disposal system
is hereby denied for the follovInr reasons,
1. USPH 526 code requires that all septic tank-ahsorptinn
systems be greater than four feet above the existing maxi-
mum water table and unfortunately water table in your lo-
cation is iteelf at four to six feet and it is feJ.rly
obvioTLs from the proxinity to the stream and the marshy
ares" immediately adjacent to the house that at times the
water table may well be virtually on ground surface.
`therefore it is recoamended that one of the following alterna-
tives be utilized.:
a. Installation of an aerated package -treatment plant
sub -surface discharge syttem with post chlorination.
b. PumpinP• of septic tank wastes to an area more suit --
able for nub -"oil absorption of such wastes.
c. !1t111zstian of a sealed vault -type holding tan!t to
be Dumped as needed.
I would strongly su,Tgest that a nankage nlaut (aerated system)
and standard chlorinator with disrkarle subsurface into the waiter
table would in all probability be the best option for you to take.
I realize this will entail some additional cost. Unfortunately
although your location immediately on the banks of thn Fry. nr Pan
River is one of great beauty, it is alio one of increased respon-
sibility to the environment. Therefore it is my sincerest hone
that adequate facilities can be provided.
If however you feel unduly aggrievea by this decision, you
have the right to appeal the decision to the Pitkin County Com-
missioners, the Colo. State Fealt7i Department, and the 'Water Pol-
lution Control Commission. If variances are granted from all three
bodies, the permit denial will be lifted.
