Comments
Septic permit approved per compliance with the engineer design and specifications dated December 7, 2004. Any
changes must be approved by this department and the design engineer prior to them being made.
Minimum horizontal distances between components of the system and physical features shall conform to the Pitkin
County ISDS regulations. The engineer has stated that the setback from the absorption field to the creek can be
reduced from 152 feet to125 feet. Any well should be at least 202 feet from the absorption field.
This system design calls for one 2000 gallon single compartment tank followed by a 1000 gallon two-compartment
tank with an effluent filter on the outlet. There must be cleanouts every 100 feet from the tanks to the field. A q r,
distribution box will be used to distribute effluent to the trenches. There will beu'
Quick 4 gravelless chamber units. There must be at least 6 feet of undisturbed soil between each trench.
This department does not endorse any brand of products. This permit must be kept on-site during installation.
The engineer must do a final inspection of the installation and submit an as -built letter to this department. This
department must also be called for an inspection with a minimum of 48 hours advanced notice.
`Revegetation over the area of the field is very important for the functioning of the system. Pitkin County has guidelines that must be
followed to assure the plants that are introduced are appropriate for the conditions of the area. The use of native plants is strongly

Plans and specifications of the proposed individual sewage disposal system have been reviewed and are considered
satisfactory. Permission is hereby granted to the owner or the agent to perform the work indicated in accordance with the Pitkin
County ISDS Regulation in effect at the time of issue. This permit becomes invalid 6 months from the date that the permit was
issued unless system construction has commenced or an extension has been approved in writing by the Department.
As -built drawings must be included wit this permit before the fina approval will be issued.

The fee for a ISDS application is $600 for a permit that takes 6 hours or less for the department to approve. If approval takes
longer than 6 hours, a rate of $100 per hour will be charged. The maximum fee is $1000. The basic fee of $600 is due at the
time of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second,
before final approval of the ISDS permit.

I'm sorry I can't remember the name of the person I spoke to this morning —and didn't get the phone
number — but to follow up on the question re: a holding tank — please call me 920-5438 and we can
discuss that option. It should be OK to have a holding tank for the construction time since we have
already issued a permit. This tank has to contain ALL waste from the temporary home — gray and
black water.

I have reviewed the Wright Water Engineers proposal to conduct stream water quality sampling on
Cassidy Creek.
Water samples should be collected ABOVE and BELOW the facilities, not just below. An upstream and
downstream test provides information on changing water quality, if any.
The proposal is to send the lab results to Trown and Mickey Herron. There should be a stipulation that
one of these are to forward the results to EHD on at least a yearly basis, or sooner if there is a
perceptible change in the water quality of Cassidy Creek.

This letter presents a summary of the installation observations of the Onsite Wastewater System
(OWS) at the subject site. The Installation Observations were performed from January 23, 2006. The
installation was based the design dated December 13, 2004 under Job No. 15160.
There were several revisions to the design, which was originally submitted in 2002. During
installation, there were additional revisions. At the completion of installation, the OWS was rated for a
four-bedroom home, which had a living area of greater than 6000 square feet.
On January 23, 2006 the installation of the OWS was observed and was found to have been generally
installed per the December 13, 2004 design. The modifications included: 1) the down rating of the
number of bedrooms from five to four, 2) the location of the septic tanks is 160 feet from the house
and 3) the drain field trenches consisted of four trenches of 22 Quick 4 chambers, instead of five
trenches with a total of 100 chambers.
The system included the installation of a 2000 -gallon, single -compartment, precast concrete septic
tank followed by a 1000 -gallon, two-compartment concrete tack with a Zabel effluent filter, followed
by four outlet distribution box, followed by four trenches of 22 chambers, as indicated on the
attached Figure 1. A total of 88 chambers were installed.
The components of the OWS appeared to be installed in general conformance with our plans and
specifications, with the differences noted. Our installation observations do not imply a guarantee or
warranty of materials or workmanship.

At your request, Wright Water Engineers, Inc. (WWE) has prepared the following proposal to
conduct stream water quality sampling on Cassidy Creek in the upper Woody Creek basin. The
purpose of the water quality sampling program is to evaluate the existing water quality of the
stream prior to horses being kept on the Hightower property- A quarterly water quality
sampling program over the next two years will provide a reasonable database for characterizing
Elie background water quality.
Scope Of Work
We propose the following scope of work:
Collect one water sample from Cassidy Creek below the Hightower property on a
quarterly basis. The recommended sampling times would include late April/early
May, August, late Octoberlearly November, and February. Samples will be shipped
to a certified laboratory under proper chain of custody.
2. The parameters to be tested for include fecal coliform, fecal streprococci, nitrate,
nitrite, ammonia, and phosphorus. In addition, field temperature, pH, and
conductivity will be measured. An estimate of streamflow will also be made_
Review laboratory results as they come in_ If appropriate, we will rMommend
additional (i.e., more frequent sampling or additional constituents) sampling if water
quality paramerers show a significant change. The laboratory results will be
summarized in a cumulative table each quarter and sent to Robert Trown &
Associates and Mickey Herron at Garfield & Hecht, P.C, for the fust seven
quarterly sampling events.

4. At the completion of the two-year sampling pe^od, a brief summary, report will
accompany the data table.
Remuneration
WWE proposes to underAke the above scope of work on an hourly rate basis in accordance with
the attached rate schedule. We estimate the cost for the eight quarterly sampling events to be
approximately $3,500 plus reimbursable expenses. The reimbursable expea ws are estimated at
approximately S1,600 krcluding $1,200 in laboratory fees and shipping costs.
If the above proposal is acceptable, please sign dre attached Project Agreetuent and return to our
Glenwood Springs office. If you would like to proceed with the sampling as soon as possible,
we could sample in late June, late August, and then get back on the proposed schedule.

P. Utility lines shall be buried along the driveway.
8. The Applicant shall comply with the following wildlife mitigation:
A. Existing riparian vegetation shall be preserved.
B. Maintain native vegetation outside of the building and access envelopes.
C. All trash/garbage shall be contained in bear proof garbage containers approved by
the County Wildlife Biologist or the DOW.
9. The Applicant shall comply with the following standards for development on slopes of
greater than 15%:
A. Adequate mechanical support shall be provided for cut slopes.
B. Adding water which may decrease slope stability shall be avoided.
C. Adding weight to the top of the slope shall be avoided.
D. Disturbed slopes must be contoured so that they can be revegetated.
E. Steepening of existing slopes shall be avoided.
F. Cuts, fills, grading and excavation shall be confined to the minimum area needed
for construction.
10. All areas disturbed by construction shall be revegetated to limit water consumption and
additional runoff within one growing season of project completion.
11. For any free market residential structure of 5,000 gross square feet or greater, the Applicant
shall comply with Section 4.01.0l(B) of the Pitkin County Road Management and
Maintenance Plan, which requires the Applicant to provide construction trip and residential
trip generation studies. The Applicant shall comply with this provision as it is in effect at the
time of building permit issuance to the satisfaction of the County Engineer.
12. To mitigate the potential avalanche hazard, the structural design shall include the following:
A. Avoid large spans of window glazing on the first floor level facing the slope.
B. Reinforce the structure to withstand the design forces.
13. Commercial use of the barn shall be prohibited.
14. The owner shall annually in August provide a water quality analysis ofCasaday Creek
upstream and downstream from the property to the Environmental Health Department. The
initial testing in August of 1999 shall establish the baseline for comparison for future testing.
If the Environmental Health Department finds that the quality of the creek is being
negatively impacted by horse use, mitigation will be required in order to return the water
quality in the creek to the baseline level.
15. Prior to submittal of a demolition permit for the historic cabin, the Applicant shall publish a
minimum of two advertisements in a local newspaper in an effort to find someone to take the
cabin and move it off site. If no one takes the cabin, then the Applicant may demolish the
structure.
16. All exterior lighting shall be indirect and with bulbs that will be shielded from view off of
the site, and shall comply with the regulations of the Land Use Code.

As requested, we have investigated subsurface conditions and prepared an onsite wastewater system
(OWS) for the proposed residence. The subsurface investigation was performed on November 10, 2004.
• SITE CONDITIONS
The property is in a rural area of Pitkin County, where OWS are required. The proposed drain field
area has a 5-8% slope to the south and has a partial cover of native grasses. A large stockpile of soil is
located near the proposed drain field area. Water is provided by an onsite well located 202+ feet from
the drain field.
PROPOSED CONSTRUCTION
A five -bedroom residence, with a living area greater than 6000 ftz is proposed at the location
presented on Figure 1. Future construction of a horse bam is proposed for the site at the area of an
existing barn. As of the date of this report, the size and fixture count of the barn had yet to be
determined and has not been included in the OWS design. The OWS was sized based on 5 bedrooms
and 1300 gallons per day (GPD) using Pitkin County Environmental Health Department (PCEHD)
loading of 130 GPD per person. The sewage loading with a peaking factor of 1.75 is 2275 GPD. This
loading includes washing machines and garbage grinders.
If additional bedrooms in unfinished areas are possible, it is suggested that the OWS be constructed to
handle the additional loading. The installation of a properly engineered OWS to serve future build -out
can be cost effective.
SUBSURFACE CONDMONS
• A subsurface investigation was performed by digging four percolation holes, 24 to 45 inches deep, and one
profile pit at the locations indicated on Figure 1. Subsurface materials in the profile pit consisted o£6 inches
of gravelly, sandy fill materials underlain by silty, gravelly sand with cobbles and small boulders to the

• maximum depth explored of 10 feet. No ground water was encountered. Percolation tests indicate
percolation rates of 5 to 27 minutes per inch (MPI). The average rate is 17 MPI. Percolation data is pre-
sented in Table 1.
RECOMMENDATIONS
The installation requires two septic tanks and a gravelless chamber -trench drain field at the location
presented on Figure 2. The OWS design is based on an average sewage load of 1300 GPD and a percola-
tion rate of 17 MPI. The installation includes one 2000 -gallon, single -compartment, concrete septic tank
followed by one 1000 -gallon, two-compartment, concrete septic tank with an effluent filter on the outlet
and five chamber -trenches. Each trench must have one row of 20 Infiltrator® Quick4TM chambers for a
Q� total of 100 chambers and 980 ftZ of infiltrative area. Trenches may be modified to conform to topography
and to preserve existing vegetation. A concrete distribution box with a baffle is required to distribute
effluent to the trenches. If the large stockpile of soil located near the proposed drain field area is to be
\ spread out over the area, the following criteria must be met; 1) the gravelless chamber -trenches must be

and ground water, it is not necessary to add 8 feet additional distance for each 100 gallons of

• Vehicle movement over the drain field area during construction should be restricted to minimize
compaction of the receiving soils. The bottom of the bed should be scarified with a pick, shovel, or
backhoe bucket teeth prior to the addition of chambers.
The surface of the field should be seeded after installation of the fields. A native seed mix should be sown at
the drain field to revegetate the surface. These mixes do not require irrigation and develop a growth 10 to
15 inches high. No automatic sprinkler system should be installed over the fields.
OPERATION AND MAINTENANCE
The owner must realize an OWS is different from public sewer service. The owner must be aware of
and assume responsibility for maintenance of the system. In the absence of a monitoring program, the
septic tank should be pumped every two years. Effluent filter and screened vaults, as applicable, are to
be cleaned during pumping. There are daily considerations such as not putting plastic or other nonbio-
degradable materials into the septic system. Garbage disposal use should be minimized.
The backwash of a water softener may be harmful to the OWS. A separate drywell should be constructed
for the backwash waste, if a softener is installed. Chemically treated water from a swimming pool or spas
should not be introduced to the OWS.
LMUTATIONS
• A contractor who is experienced in septic system installation should install an OWS design. Our
investigation, layout, design and recommendations are based on data submitted. If subsurface conditions
different from those described in this report are encountered, we should be notified to evaluate the change

• on the proposed OWS. If the health department modifies this design, we should be contacted to evaluate
the impact on the performance of the OWS. The county and our firm must be contacted upon completion of
the OWS

There should be any number of companies that will sample the stream locations for you
and get the results to a lab. I would recommend getting bids from a couple of them
before sampling. This should not take more than a day or so.
I have listed below the tests we would like done for setting up a baseline condition for
water quality. We are only concerned with the animal grazing and its impacts so the list
is pretty simple.

Dear Mr. LaGro,
Pitkin County Department of Environmental Health and Natural Resources (EH/NR) has
reviewed your site history and BOCC Resolution No. 99-105 as a follow up to Last
week's site visit. This resolution identified a need to monitor the potential impacts of the
horse and reindeer operations on the water quality of Casaday Creek as it passes through
said property. The resolution reads:
"The owner shall annually in August provide a water quality analysis of Casaday
Creek upstream and downstream from the property to the Environmental Health
Department. The initial testing in August of 1999 shall establish the baseline for
comparison for future testing. If the Environmental Health Department finds that
the quality of the creek is being negatively impacted by horse use, mitigation will
be required in order to return the water quality in the creek to the baseline level "
To date, EH/NR has not received any water quality sampling results. We do have a copy
of a proposal from Wright Water Engineers to conduct this sampling in 1999. Please
review your records to determine if this initial sampling was carried out.
If the sampling was carried out in 1999 to establish baseline water quality conditions,
upon receipt of those 1999 test results, we will waive the August sampling requirement
for this year and the prior five years, but will require that you sample in November of
2005 (and forward those test results to our attention). This waiver will only be effective
for 2000-2005 and annual August sampling will be required in 2006, continuing each
August thereafter until EH/NR determines that no water quality degradation has occurred
as a result of the animal operations on the property. '
If 1999 baseline sampling (and subsequent sampling) was not carried out, please conduct
immediate sampling of Casaday Creek at an upstream and downstream location. The
upstream sample results will be considered the baseline condition and the downstream
sample will be considered for impacts on water quality generated from development and,
operations on said property. Annual August sampling shall be resumed in 2006, A
continuing each August thereafter until EH/NR determines that no water quality
degradation has occurred as a result of the animal operations on the properly. We als

encourage you to have the entity conducting your sampling contact this office to confirm
suitable parameters for sampling. .
Notice of sampling is required by EH/NR before pending and future permits will be .
released or considered. Please notify Pitkin County EH/NR in writing once sampling has
been carried out by an acceptable party. In order to expedite your development activities,
documentation of the sampling (e.g. copy of Chains of Custody for the samples) in 2005
will be accepted to move your permitting process forward; full results will be assessed
once received from the laboratory.'

Spring Water is fed into a 10-20K underground storage tank.
The water is gravity fed to the home with approximately 35 psi of water pressure.
This is to be increased to 60 -psi minimum with a peak flow rate of 40 gpm.

This stainless steel unit is for customers on surface water supplies such as Spring Water, Aspen,
Snowmass, Beaver Creek and Wildcat. This system is a very cost effective way to meet the need
for improving domestic water at every faucet for cyst removal such as giardia and
cryptosporidium. This is a great option for 1 -micron ultra filtered water. Additionally this
system makes an excellent pre -filter for most water treatment. These systems do not require
back washing and have no moving parts, nor do they use electricity. Price includes the initial
filter load and standby load.

These units require no chemicals to sterilize the water. They will not impart taste or odors. Units
are stainless steel with quartz lens. These systems are used for surface water (springs, creeks,
shallow wells) treatment, whenever water is stored in large tanks, and/or after full line carbon
systems for background bacteriological control. These are the most popular units for controlling
bacteria and replace chlorine feeders. This is an excellent high flow system (30 gallons per
minute), which will minimize pressure loss on 4-7 bathroom residential applications. All Ultra -
Violet Systems require 1 micron pre -filtration. UV Lamps require changing after a running time
of 1 year. Quartz Lens requires annual cleaning.
