Changes must be approved by this Department and the engineer prior to construction. This permit is for the addition to an existing and approved OWTS (permit #79008) to increase the size to accommodate the 4 bedrooms in the main residence. The new system is designed to serve 5 bedrooms but the proposed new accessory structure does not include any bedrooms (only a'/z bath) and the additional bedroom in the design is for possible future expansion. The existing system consists of a 1000 gallon septic tank feeding a 11' deep, 6' diameter seepage pit. The new system will consist of the existing 1000 gallon septic tank feeding a new Orenco AX-RT25 advanced treatment septic tank. The '/ bathroom in the proposed new accessory structure will directly feed the Orenco AX -RT -25 tank. The effluent from the Orenco tank will then be pumped to the existing seepage pit and a new (20) Quick -4 Chamber leachfield via a "valved discharge assembly". The new leachfield will consist of (2) trenches with 10 Chambers in each row. The leachfield shall be a minimum of 110 feet to any well and 60 feet to any stream, pond, or irrigation ditch. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. Issuance of this permit does not imply compliance with nor guarantee issuance of Pitkin County building and land use regulations/pernits. Permit No: 0027.2012.powt Dear Gentleman: Pursuant to County requirements, this letter provides documentation that the new Onsite Wastewater Treatment System (OWTS) recently installed at the above referenced site is in compliance with the permitted designs. Sopris Engineering inspected the excavations, soils, materials and the installation of the system components at various times during construction, prior to final backfill and after all installations were complete. The system constructed on site was designed and built to serve the needs of the main residential structure and a detached Accessory Unit. The installed Residential system was designed for a maximum 5 -bedroom residence. Sopris Engineering performed several visits to inspect and document the as built conditions of the constructed system. We have coordinated our efforts with the general contractor and the earthmoving contractor which constructed the system. The as built conditions and installation of the new OWS components is in compliance with Pitkin County Regulations; the design presented in the Sopris Engineering design drawing, dated October 8, 2012 and the revised plans dated October 22, 2012. The design criteria and system sizing information is summarized below. An As -built OWTS record drawing is attached delineating the As -built descriptions and location of the components. As -built System Component Installation A Valley Precast two chamber 1500 gallon concrete septic was installed with 12" tall PVC ribbed risers and fiberglass lids at the surface. The tank was tested watertight, installed level, bedded and backfilled with class 6 base material. A 4" Orenco effluent filter sanitary tee is installed on the new septic tank outlet. An Orenco AX -RT -25 recirculation treatment tank was installed next to the new primary septic tank. The unit is self-contained system that includes the filter material, recirculation pump and dosing pump. The treatment tank unit was installed level, bedded and backfilled with class 6 base material with the access lid at the surface. A 30" ribbed PVC sewage basin & simplex sewage pump assembly was installed next to the old septic tank to lift raw sewage to new primary septic tank. The old tank was crushed and backfilled in place. The sewer pipe from the house to the old tank was severed and a two way cleanout was installed on the pipe off the exterior wall of the residence. The Advantex treatment unit control, sewage pump station control and electrical sub panels were installed on the main house next to the existing electrical service panels. All control and electrical wires were installed in conduit as shown on the plans. Appropriate stubouts were installed to continue service wires and conduits to the proposed accessory building. Sub Surface Conditions and Testine A subsurface soil investigation was previously conducted at the time of original permit in 1979. The previous design and permit information indicates suitable soils consisting of sandy loamy gravel and cobbles below 3 feet with an average percolation rate of 6 MPI that was used for the existing seepage pit design. The new field addition is adjacent to the existing pit within the same benched area. The soil conditions during construction were found to be as described above with sandy loamy gravel and cobbles evident at 3 feet below the surface grade. During the excavation to recover the pit soils were observed to consist of sandy loam to a depth of 3 feet underlain by sandy loamy gravels and cobbles with less than 20% fines. This alluvial material is estimated to have a loading rate of 1.0 G/SF/D with an equivalent percolation rate of 10 mpi. The sizing calculation for the seepage pit perimeter sidewall area and the new trench system absorptive area is based on a percolation rate of 10 mpi with respect to the use of secondary treatment units. The pit and new field will only be used for the dispersal of secondary treated effluent. The excavation and layout of the site improvements were inspected by Sopris Engineering to confirm assumptions made for the proposed field. Existing Seepage Pit recovery, Inspection and retrofit The 7 foot depth of existing perforated barrel section were found to be in good shape with relatively clean gravel, no liquid level or evidence of bio staining. The top of the original lid was 6.5 feet below the improved lawn surface grade. The area was excavated to recover the structure and the top of 18' diameter gravel envelope surrounding the structure at a depth of 7 feet. The system consisted of three 2 -foot tall perforated concrete barrel sections and a single 1 -foot tall perforated section. The structure was capped with a 6 -inch thick concrete lid with 12 -inch square plug type access. The existing pit has been accepting septic tank effluent without ponding. The structure was sound, backfilled with gravel and appeared to function as designed. No evidence of excessive bio mat was observed. Because of the observed potential for effective continued use the pit was expanded prior to backfill of the excavation. The existing lid was removed and two new 2 -foot tall perforated concrete barrel sections were added with a new 12 thick concrete lid with eccentric access opening with an 8 -inch tall iron ring and cover. The pit extension was backfilled with 4.5 feet of 1 1/2 inch screened rock up to the top of the new perforated barrel sections. The gravel was covered with two sheets of non woven geotextile fabric. The gravel was placed across an approximate 16 by 20 foot oval area above the existing gravel. The remaining excavation, new lid and iron ring & cover was backfilled with native material to the existing lawn grade. A 4 inch deep grade ring was installed with the reset Iron ring and cover to bring the cover within 4 -inches of the finish landscape surface. The addition was added to provide additional dispersal capacity for an equivalent 4 -bedroom home since the original soil treatment system was designed for a 3 bedroom home. Design Criteria and Sizine Main House -and Accessory Building Pitkin County Permit Number 001.2011.powt Residence 5 -bedrooms @ 2 person /bedroom = 10 persons. The dwelling area is less than 6000 S.F. Max. Design flow (Qd) = # of people x 75(avg. flow gal/person/day) x 1.5 = gal/day Gallons per day for the subject house = 75 gal/person/day. Qd = 10*75*1.5 =1125 gal/day; Required Septage volume; V = 1125 gal/day * 1.25 = 1407 Soil Dispersal System Design Additional dispersal area is proposed due to the owners desire to have a minimum 5 -bedroom system capacity. The new dispersal field addition was designed based on utilizing the equivalent percolation rate for the native sand and gravel soils below 3 feet. The new absorption field will consist of two gravity dosed trenches utilizing gravelless leaching chambers. Treated effluent from the Advantex system will be equally distributed to the trenches through a new distribution box with flow regulators installed on the outlets. Treatment trenches and seepage pit Dispersal/Infiltration Area Design Average percolation rate of 10 minutes per inch. Number chambers: Use 20 Quick -4 chambers in 2 trenches with 10 each. The total horizontal dispersal area is 20 chambers x 9.87 S.F./chmbr =197 S.F. The Owner is required to retain the services of qualified personnel to inspect the OWTS and to perform all maintenance and repairs necessary to ensure that the system components are maintained in good operating condition and suitable vegetative cover is established on the fields. The components of the OWS system should inspected within 30 days of being placed into operation and should been inspected and maintained bi-annually through a maintenance service contract with an approved service provider. The treatment system components were supplied by Valley Precast and sold with a 3 -year maintenance contract that needs to be renewed indefinitely for the life of the system. The septic tank, filters, pumps, controls, dispersal systems and other system components should be visually inspected bi-annually for debris, damage, leaks, or other potential problems. In general, for a properly utilized system, septic tanks should be pumped every 2 - 4 years. The effluent filter should be cleaned every six months and at the time of pumping. Absorption fields should be maintained with suitable vegetative cover and kept free of root invasive plants. Positive surface drainage away from the absorption field should be maintained.
