I inspected the site on May 15, 2006. The Myler Law Firm provided documentation on August 15, 2006 that there is a holding tank for the grey water from the main barbecue area and that the sink for the smaller outdoor area has been connected to the onsite waste water system for the guest house. I have updated this information in our files. The applicant has fulfilled the requirements of Condition #10. No additional information and no permits are required by this department. Dear Nancy: Pursuant to our telephone conversation today, I am enclosing a Site Plan and Determination No. 113-2005 for your review in the above -referenced matter. You inquired if there was plumbing to the gazebo. There is water and a holding tank used for collecting waste water together with porta potties. Once the gathering at the gazebo site is complete, the waste is hauled away along with the holding tank and porta potties. The gazebo is used for private parties and occasionally donated for charitable events for approximately 10-20 people. It is my understanding from speaking with Karla in your office that if the site is used by the public (i.e. tickets sold for a charitable event), Community Development would request Environmental Heath's involvement. We would like to find out what kind of permit may be required to utilize the gazebo pursuant to Determination No. 113-2005, item 10. And, if a permit is required, how do we apply? I worked at Beaver Run Trout Ranch located at 6090 Woody Creek Road, Woody Creek, Co. 81656 in 1989 as a Sub contractor and on several occasions as a job supervisor. 3. In 1989 Mr. Watkins, who owns Beaver Run Trout Ranch suggested we build a barbeque area to the west of his guest house. He wanted a simple sandstone deck, freestanding metal barbeque and Refrigerator that could be removed and stored during the winter, a wet bar and a log table so his guest could enjoy the great out doors with out disturbing him. 4. He also wanted to build a second barbeque and gazebo on the west end of his property which borders the national forest. He suggested we pour a cement pad and lay some bricks to build the deck The barbeques were to be open on all sides. The grill, stove and refrigerator were to be on wheels so they could be stored during the winter. A wet bar and table was to sit next to the barbeque. Mr. Watkins gave me a set of working drawing for the two barbeques. He and I contacted the building and planning department. We met with a Lady who was the head of the department to inquire if we needed to get a set of plans drawn up by an architect and if we needed to submit them for review and approval. We showed her the drawings that Mr. Watkins had made and discussed the project in some detail. She informed us that the building and planning department did not need or want to review plans for the barbeques so we started to work on the project. 6. One of the problems we needed to solve was how to dispose of the gray water from the wet bar. We contacted Mr. Carl Meitler who owns HVAC plumbing and invited him to come to the ranch and consulted with us. The first question he asked. Did we have a set of plans that were approved by the Pitkin County Building Department. We explained, we had met with the building department and were informed that plans to build a barbeque area were not required to be submitted or approved. This did not satisfy him so he contacted the Pitkin Country Building Department to verify what we had told him was true. He advised us that the barbeque that sits next to the guest house was a no brainier it is only a few feet 0 0 away from the septic system that services the guest house so we could plumb that wet bar into that system. The barbeque on the lower west end of the property was another story. He said we could not build a septic system to dispose of the water because it was to close to the creek. Carl suggested we install a holding tank but it had its own set of problems. The holding tank had to be accessible to a septic truck so it could be pumped out. 8. We contacted Dodson engineering and explained the problem. 1- The drain from the sink and wet bar to the holding tank was 76 feet. long and we needed a '/. of an inch fall per foot. 9. As I recall the drain in the sink was 38 inches higher then the drive way where we wanted to place the tank. 10. We wanted to use a 2,500 gallon tank .They suggested we use a 5,500 gallon tank instead of a 2,500. They recommended we buried the tank 16 inches below the surface of the driveway. Dodson calculated that the drain for the wet bar needed to enter the tank as I recall 60 inches below the drive way. If the tank was buried 16 inches below the surface of the drive way the drain would enter the tank 48 inches below the top of the, Dodson said because of the high ground water we needed to fill about two feet of the tank with cement, wash gravel or keep about 1,000 gallons of water in the tank at all times to prevent it from floating and popping out of the ground thus destroying the drive way. They said during high water we should keep it at lease 3/4 full. 11. We dug the hole and Colorado HVAC supervised the installation of the tank. They connected the drains from the gazebo sink and wet bar to the holding tank. Then we buried the tank. 12. I was contacted in 1989 by Floyd Watkins, the owner of Beaver Run Trout Ranch, and Rick Bergsnev, who was his job supervisor. They explained that Mr. Watkins wanted to build a barbeque next to his guest house and an additional barbeque and gazebo on the lower west end of his property 3. My company worked with Floyd Watkins and Rick Bergeneve, Custom Carpentry and Design, on the disposal of gray water. 4. I contacted the Pitkin County Building Department to discuss the approval process for The Project and was informed by the department head that the barbeques in question did Not require a building permit because neither structure was enclosed My company drained the sink next to the guest house into the septic system of the guest house. 6. The gray water that was to be discharged from the sink and wet bar in the gazebo was more complicated. It sits next to the creek and the water table was only a few feet below ground level. We decided to install a holding tank. The first issue we needed to address was - we needed ''A inch drop per foot to drain the water from the sink into the holding tank. The second issue was - We wanted to bury the tank under the drive way to make it accessible to a septic truck. The third issue was —It was about 75 feet from the sink to the holding tank. In addition we had to over come a little more then a 36 inches height difference. Calculating the numbers, the sink and wet bar drain needed to enter the storage tank about 66" below the surface of the driveway or 48 inches below the top of the top of the tank, In addition, the tank had to weigh enough to keep it from floating. 7. I contacted Dotson Engineering and they advised us there were several solutions to our problem. The one they recommend was that we bury the tank about 18 inches below the surface of the drive wav, by doing this, we would pick up an additional one and one half foot of additional storage capacity for gray water. Number two; they suggested we use a much larger tank 5,500 gallons instead of the 2500 gallon tank we wanted to use. The reason Dodson 3 0 6 recommended the larger tank was because we could run the drain from the sink and wet bar 66 inches below the surface of the drive way or 48 inches below the top of the top of the tank giving us the '/< of an inch per foot drop we needed. It would also allow us to fill the bottom two feet of the tank with cement, wash gravel or water to keep it from floating during high water. To summarize, the top 48 inches of the tank could not be used because the drain enters the tank 48 inches below the top. The bottom 24 inches could not be used because it was being used for ballast this leaves two feet in the storage tank for gray water. This equates to about 666 gallons per foot or 1,332 gallons useable this was more then Mr. Watkins required. Our company supervised the installation of the tank and plumbed the sink and wet bar into to the tank. To my knowledge, there has not been any problems with the system since its installation in 1989.
