I remember that when I was involved with the septic for the at -that -time new big house, I didn't catch that he was supposed to remove the original old house (in back of the new house) and septic system. Tom had issued the original permit and didn't indicate that on the permit. I had to re -issue the permit for a better designed septic location (I think the original was a Nick Adeh design?!!) Anyway, I probably should not have finalled the new septic for the new house until the original house and septic were destroyed. I didn't read the whole file and all the previous conditions --that was before Rose Ann, who required that we take the time to read the whole file! I guess I just thought that Joanna looked at that stuff. When I talked to Joanna later about it, just like with everything else, she said they couldn't do anything and would have to wait until the owner came in with a new land use request. Arrive on site about 0905; no one home, no one from B & R Septic at the site yet. We drove to Pitkin County Environmental Health to drop off paperwork for project and head back to the site. We called B & R Septic at 1004 and speak with Linda. She indicates that the pumper trucks are just arriving at the site. Arrive back at the site at 1024 to find both B & R Septic trucks on site, pumping the two property systems (old residence tank not considered). We talk with Jason at the 1,000 gallon tank at the east side of the garage. Jason indicates that the fluid level in the tank was at the outlet invert when pumping started. The top of the tank lid is approximately 24 -inches below the finished grade, which makes the outlet about 37 -inches deep. At 1050, we check the pumping at the 3,500 gallon tanks to the northeast of the main residence. Trevor is working on the two septic tanks and lift station. About 1110, the pumping at the 1,000 gallon garage tank is completed. We inspect tank; tank integrity looks good, but the inlet tee is missing. No drainback or leaking into the tank were noted. Jason moves his truck to the residential system and Trevor leaves the site with 3,300 gallons pumped. Mrs. Soderberg e-mailed photos of the tee in the tank, replaced to allow access. We inspected the lift station at the north side of the main residence. B845, Soderberg Use Permit Inspection Report February 17, 2011, Page 2 in the sump. The manhole was observed from the top. It is a duplex system with one pump off and a ball valve closed on that discharge leg. The pump was seen to run and discharge effluent to the 2,000 gallon tank at the northeast corner of the residence. The manhole is structurally sound. We took swing -tie measurements of the location of the manhole with reference to the residential structure. About 1153, Jason indicates he has pumped 1,800 gallons in addition to the 3,300 gallons that Trevor pumped, plus about 100 gallons from the bottom of the residence discharge sump. This totals 5,200 gallons from the garage 1,000 gallon tank, the 2,000 gallon residence tank, the 1,500 gallon residence tank, the residence lift station to the 2,000 gallon tank and the lift station to the residence drainfield. Jason also pumped the 1,000 gallon tank at the old house to the north of the main residence. This tank had a layer of slush -ice at the top of the tank, which would appear to indicate that the tank is not used enough to maintain warm water circulating through it. We inspect the existing residence septic tanks and the old house tank. The 2,000 gal first tank is in good condition, about 18 -inches below finished grade. The 2,000 gal tank is a single compartment, concrete tank that receives effluent pumped from the deep lift station at the north side of the main residence. No drainback or leaking was noted after pumping. The 1,500 gallon tank receives effluent by gravity from the 2,000 gallon tank. The 1,500 gal tank has a similar depth of cover to the 2,000 gallon tank, and drains by gravity into a 4 -feet diameter concrete manhole lift station. The 1,500 gallon tank is a 2 - compartment, concrete septic tank. The tank is in good condition; no drainback or leaking was observed. The lift station pumps up to a distribution box for distribution of effluent to approximately 2,300 gross SF of chambered drainfield (per the Stutzman Gerbaz as -built drawings) on a bench of land above the house. The interior of the lift station is noted to have mild corrosion occurring, as evidences by concrete corrosion materials transferring to the inspector's coveralls. At this time the structural integrity of the tank is sound. We recommend that the interior of all tanks and lift stations be monitored annually for the extents of corrosion of the concrete. (i ceAr %Aj_A4At_"'Qn% It is our understanding that the existing old residence structure north of the main house is scheduled for demolition. We did observe the existing 1,000 gallon, concrete septic tank. It appears to be in good condition, no leaking or drainback was noted after pumping. The effluent level was observed to be at the outlet tee opening before pumping. This tank has no inlet tee, and the outlet tee appears to have an opening cut in the vertical portion to allow flow from the tank to exit. No drainfield for this tank was observed. Shortly after noon, we excavated snow off the area in the island between the gravel driveways. A 4 -inch inspection port was observed and plumbed. This is the location of the garage drainfield. We have used the Stutzman Gerbaz as -built drawing to sketch the approximate location of the existing 18 FT X 37.5 FT field, from the one inspection port we were able to locate. The location of the inspection port coincides exactly with the surveyed location of one port. So we are confident that this pipe is accurately located. Other ports were not located due to piled snow removed from the driveway. We • B845, Soderberg Use Permit Inspection Report February 17, 2011, Page 3 plumbed the port and found it is 48 -inches deep and contains 4 -inches of effluent in the bottom. About 1341, we walked the residence drainfield, checked all inspection ports we could locate, plumbed all the ports to determine ponding and measured between the ports to verify drainfield sizing. It must be noted that the ground at the site is too hard to allow probing for anything. All observations have been made using above grade structures. The temperature in Aspen when we arrived at the site was minus 3°F and the temperature when we began the main residence drainfield inspection was 18°F. We note that four PVC inspection ports noted in the architect's drawing at the south end of the south field were not observed during this inspection. Only the southernmost two PVC ports were found. All ports were plumbed and all ports were dry. Even the inspection port to the distribution box was dry. The ports at the north end of the field are 7.5 -feet deep from top of port and the ports at the south end of the south field are about 8.3 -feet deep from the top of the port. The dimensions measured in the residence field generally agree with the Stutzman Gerbaz as -built drawings. COWC noted a rectangular growth of thistle over the south field, which may indicate moisture during the growing season. The snow was excavated from the surface or the field in three locations north to south, and no signs of excessive moisture of icing was observed. The control panels for both lift stations are located in the basement of the residence. COWC did not have access to the control panels. Floats inside the manhole lift stations were operated, but no alarm could be heard. This information was transmitted to the owner, and a test of the alarms was conducted, alarms did sound and were heard inside the residence. This information was reported to COWC. Swing -tie as -built measurements of all located components of all three systems were taken and a drawing labeled Existing OWTS Plan was created to aid in locating components in the future.
