The fee for a ISDS application is 5330 for a permit that takes 5 hours or less for the department to approve. If approval takes
longer than 6 hours, a rate of $55 per hour will be charged. The maximum fee is 57000. The basic fee of 5330 is due at the time
of application. The remainder, if any, will be due in two stages: first, at tae time of issuance of the ISDS permit second, before . -
final approval of the ISDS permit

intervals, buildings, property lines, ditches, slopes. waterlines, springs, sucten or irrigation lines, drinking water cistems, drain
tiles, irrigation ditches, lakes, watercourses, streams, floodplain, dry gulches, and existing septic systems. I hereby certify
that any such features not shown on attached site map are not present Issuance of the permit does not imply the approval of
any other permit required for construction pursuant to Pitkin County codes. No construction may be undertaken until all
approvals and permits have been obtained.
The Aspen/Pitkin Environmental Health Department, Pitkin County and employees of these agencies will be held harmless
should the individual sewage disposal system fail or malfunction. The permit to construct is issued an information submitted by
the applicant or his/her representatives. The owner assumes full responsibility in case of failure of the system.

Gentlemen:
As requested, we observed the installation of the onsite wastewater system (OWS) for the subject site on
September 21, 1999 and April 3, 2000. The system was designed under our Job No. 10777, dated April
23, 1999, and revised December 9, 1999.
The system includes the installation of two 1000 -gallon single -compartment tanks; one 2000 -gallon single -
compartment tank; and one 1500 -gallon, two-compartment, precast septic tank. A dosing siphon was
placed in the second compartment of the 1500 -gallon tank. Twelve chamber -beds were installed, each
having 2 rows of 6 chambers, for a total of 168 chambers. A distribution box was installed to distribute
effluent evenly to the fields. The distribution box is large enough to handle the dose from the dosing
chamber. An as -built drawing is included as Figure 1.
The components of the OWS were installed in conformance with our plans and specifications. If there are

department spent on their septic system permit. However, they want us to sign this lienwaiver
which I have never been asked to sign before by anyone. I don't feel our department is a

1. Subcontractor is currently owed the sum of $536.00, paid by Thunder
Construction, Inc., Check #10070 for work done on the Kenner residence. The payment
of this sum shall constitute payment in full for all work done under my contract with the
contractor and/or Owner, and for any work provided to the Kenner residence, located at
0433 Running Mare Rd., Woody Creek, Colorado, through the date filled in below.
2. I hereby waive, in consideration of the payment referenced above, and all other
sums paid to the undersigned Subcontractor prior to the date of this Lienwaiver, all right
to claim a mechanic's lien for labor, services, machinery, tools, equipment, supplies, and
materials furnished prior to the date of this Lienwaiver (to the owners or general
contractor) for the construction of and related improvements to the Kenner Residence.
3. All of the persons employed by or related to this Subcontractor who have any

Dear Mr. Brookman,
As requested, we are providing this revised OWS design for the subject site. The revision is based on a
reorientation of the beds from our April 23, 1999 design letter. This letter should be used in conjunction
with our original design. This letter includes two revised figures, Figures 1 and 2. The original Figures 1 and
2 should be removed to avoid confusion.
RECOMMENDATIONS - The OWS proposed includes: four septic tanks, three effluent filters, a dosing
siphon, and 12 chamber -beds as presented on Revised Figure 1. The OWS design is based on an average
sewage loading of 2870 GPD and a percolation rate of 41 MPI. We recommend installation of two 1000 -
gallon single -compartment precast concrete septic tanks, one 2000 -gallon single -compartment precast
concrete tank, and one 1500 -gallon two-compartment precast concrete septic tank with a dosing siphon in
the second compartment. We recommend the installation of twelve chamber -beds, each with 2 rows of 7
chambers. A dosing siphon is required for distribution and to distribute the effluent through the field to
increase the efficiency of the field. We recommend a 250 -gallon close per cycle. The proposed OWS is not
oversized for section rotation and rotation should not be done.
The surface of the drain fields should be seeded. We recommend using a native seed mix. These mixes do
not require irrigation and develop a growth 10 to 15 inches high. No automatic sprinkler system should be
installed over the fields. No landscaping or plastic can be installed over the fields, which will reduce perfor-
mance of the fields.
LIMITATIONS - An OWS design requires installation by a contractor who is experienced in its installa-
tion. Our investigation, layout, design and recommendations are based on data submitted. If subsurface
conditions considerably different from those described in this report are encountered, we should be notified
to evaluate the effect on the proposed OWS. If the health department makes modifications to this design,
we should be contacted to evaluate the impact on the performance of the OWS.
All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements,
septic tank constriction, and other specifications, which are not depicted in our report, are to conform to

As requested, we have evaluated subsurface conditions at the site and designed an onsite wastewater
system (OWS) for the proposed residence. Our firm investigated subsurface conditions on April 13, 1999.
SITE CONDITIONS - The lot is located in a rural residential area in Pitkin County, Colorado. The
proposed drain field area has a gentle slope of I M There is a moderate cover of native grasses in the
proposed field area
PROPOSED CONSTRUCTION - A four-bedroom residence greater than 6000 square feet (SF), a two-
bedroom caretaker unit/guest house, and pool house, and a garage with a washroom are proposed at the
locations presented on Figure 1. We are sizing the OWS based on 8 bedrooms and 1640 Gallons Per Day
(GPD) using Aspen/Pitkin Environmental Health Department (APEHD) loading of 130 and 75 gallons
per day per person The loading was determined based on individual detached structures. Thk�p

The sewage loading with a peaking factor of 1.75 is 2870 GPD. This loading includes a dishwasher, gar-
bage grinder, and washing machine. The residence will be served by public water. A pool is proposed at
the southeast comer of the residence, which should be located 25+ feet from the drain field-

SUBSURFACE CONDITIONS — We performed a subsurface investigation by drilling 8 percolation
holes, 37 to 30 inches deep, and two profile holes at the locations indicated on Figure 1. Subsurface
conditions in Profile 1 consisted of 1 foot of topsoil underlain by silty, sandy, clay to 7 feet, underlain by
sandstone bedrock to the maximum depth explored of 10 $et Subsurface conditions in Profile 2
consisted of 1 foot of topsoil underlain by silty, sandy, clay to 6.5 feet, underlain by sandstone bedrock to
the maximum depth explored of 10 feet. Percolation tests indicate percolation rates of 30 to 60 minutes
per inch (MPI). The average percolation rate is 4t MPI.

RECOMMENDATIONS - We recommend the installation of four septic tanks, a dosing siphon, and 6
chamber -bed OWS be installed at the locations presented on Figure 1. The OWS design is based on an
average sewage load of 2870 GPD and a percolation rate of 41 MPI. We recommend the installation of
two 1000 -gallon and one 2000 -gallon single -compartment concrete septic tanks at the individual
structures to be followed by one 1500 -gallon two-compartment precast concrete septic with a dosing
siphon in a screened vault in the second compartment, as indicated on Figure 1. The proposed OWS is not
oversized for section rotation and rotation should not be done. We recommend the installation of six
chamber -beds, each with 2 rows of 14 chambers. A dosing siphon is required to distribute the effluent
through the field to increase the efficiency of the field. We recommend a distribution box with flow
equalizers be installed to distribute effluent among the beds. We recommend a 250 -gallon dose per cycle.
Dosing siphon details are presented as Figure 4.
We recommend the surface of the field be seeded after installation of the fields. We recommend using a
native seed mix available at seed stores. These mixes do not require irrigation and develop a growth 10
to 15 inches high. No automatic sprinkler system should be installed over the fields. No landscaping or
plastic can be installed over the fields, which will reduce performance of the fields. Livestock should not
be confined above the fields.
OPERATION AND MAINTENANCE - The owner must realize an OWS is different from public
sewer service, and must assume the responsibility for maintenance of the OWS. The system is relatively
maintenance free, but the owner must have the septic tanks pumped. We recommend the septic tank be
pumped and the screened vault be cleaned or "hosed off' every two years. There are daily
considerations, such as not putting plastic or other nonbiodegradable material into the OWS. Water use
must be monitored so toilets are not allowed to run when seals malfunction. To illustrate the point, a run-
ning toilet can consume in excess of 1000 GPD. A loading of 1000 GPD could flood and irreparably
harm the OWS.
We caution against installation of a water softener. The hydraulic loading from the backwash of a water
softener may be detrimental to OWS. A separate drywell should be constructed for the backwash waste,
if a softener is installed Chemically treated water from a swimming pool or spas should not be intro-
duced to the OWS.
LIMITATIONS - An OWS design requires installation by a contractor who is experienced in its
installation. Our investigation, layout, design and recommendations are based on data submitted. If
subsurface conditions considerably different from those described in this report are encountered, we
should be notified to evaluate the effect on the proposed OWS. If the health department makes mod-
ifications to this design, we should be contacted to evaluate the impact on the performance of the OWS.
All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial
requirements, septic tank construction, and other specifications, which are not depicted in our report, are
to conform to the requirements of the ISDS regulations. The installer of the system is to have
demonstrated knowledge of the APEHD ISDS regulations and requirements.

I have issued the septic permits for Kenner and Stone/Baltimore Jim though I feel I need
adjustments made to your designs. But, I didn't want to hold up their permits
Please remove from all your design letters your boiler plate language on the second page which
addresses if additional bedrooms are planned. It gives the impression that the owner can simply
increase the septic at their discretion, which is not the case. We always must insure that the
proper setbacks are always maintained.
And in Kenner you state in this same paragraph that the system is sized for an 8 -Br residence
and this is not quite true. An 8 bedroom residence at 130 gallons/person/day would be larger
than what is designed since the design is for a 4 BR and outbuilding with less flow.
For the Stone septic, please remove that language also AND please revise you drawing so that
it shows equal distribution to the 3 trenches. The design you submitted shows 50% going to the
middle trench and 25% going to the two outer trenches.

I spoke to Ty from Aspen Earthmoving today. He said there is an abandoned irrigation ditch
close to the area he is putting the leach field. The homeowner also wants to install a pond close to
the leach field area. Evidently the application and design (Tim Petz) says there will be 2870 gpd
discharge. I told Ty he had to keep the leach field 194 feet from the pond, but could encroach on
the abandoned ditch. He said he was going to bulldoze the ditch closed. I told him we would
insist on that if the field was next to it without benefit of lining the ditch in case it were ever to be
used in the future. He said he can'tut the field in where it is supposed to go if the ditch is
operational and the pond is installed. He can't make the setbacks.
I couldn't find the permit, but would hope Tim designed the field with proper setbacks. I get the
impression he did not do that however.
Ty said Tim was going to visit the site Thurs 3/30 morning and wanted you to be there too if you
can make it. This is one that you should probably try to see. Ty said he would have a couple of
trenches done by then.
