The fee for a ISDS application is $330 for a permit that takes 6 hours or less for the department to approve. f approval takes
longer than 6 hours, a rate of $55 per hour will be charged. The maximum fee is $1000. The basic tee of 333 Is due at the time

This letter, together with the attached drawings, will serve as confirmation that The
above -referenced system has been installed to my satisfaction, as design engineer. The system
was inspected and ready for use on June 30, 1999.
Site Plan: Location of all components is as proposed. Old tank was removed. Unexpected
spring near the bottom of the 1000 gallon tank was daylighted to the west. Spring stream flowing
south across the effluent line was piped across the cut area to avoid erosion.
Tanks: Installer could not obtain the baffled concrete tank called for in the proposal. Concrete
1000 gallon concrete septic tank, as installed, has ordinary plastic fittings. Installer also could
not tie siphon chamber vent into the carbon filter. System operation will be satisfactory.
Absorption: As proposed, there are 32 Infiltrators. Installed layout of field is as illustrated in
attached drawings. Inspection ports are brought to the surface on the west end of the ows, as
shown. Even distribution is ensured by flow -restriction nipples to each row, and by c trefully
sized holes in the distribution pipe along the full length of the crown of each infiltrator row.
Operations & Maintenance: "1'o comply with Pitkin County regulations, the septic ,
designated as "tank 1" in the drawings, must be pumped every two years. Property owner must
send proof of such cleaning to the Aspen/Pitkin Environmental Health Department. At the same
time as tank cleaning, the effluent filter must be cleaned and returned to service.
Tank 2 will not require regular maintenance or cleaning. If objectionable odors are ever noticed
from the vent of tank 2, that will be the time to replace the activated carbon in thevegt filter.
Carbon service life is anticipated to be in excess of two years.

The dosing chamber and the dosing siphon should not require any regWar maintenaric as they
contain no moving parts. However, at the first two biannual ic eptic tank cleanings, the' dosing
chamber should be inspected for accumulation of solids in the bottom. Little is anticipated, as
the wastewater flows through both the effluent filter in the septic tank, and through the gravel in
tank 2. Experience will then dictate the subsequent schedule f dosing chamber clearings.

Operation of the siphon is monitored by the "Siphon Sitter". �A counter located in the'house, and
advanced by the action of a float switch in the dosing chambei, counts the operational cycles of
the siphon. The resident should note the counter number from time to time, and call a
maintenance service (after first checking the battery in the counter) if it is noticed that the counter
has not advanced during more than seven days of normal water use. If this happens, i may be a
signal that the siphon has stopped dosing, or that the Siphon Sitter is not functioning. It will not
however, signal that effluent has ceased to flow from the tanks. Flow will continue out into the
absorption field, but without dosing. During a time that the siphon has stopped cyclir g, the bio-
-chemical functioning of tank 2 will be adversely affected, thus putting a lower quality)I effluent
into the soil in the absorption area. Lack of dosing action also will cause the effluent to be
applied to a limited area of the field, as opposed to the normal even distribution. Normal siphon
operation can be easily restored, per the manufacturer's recommendations, by a maintenance
technician. Siphon failure is extremely rare.
Additional maintenance and cleaning requirements, per article 9 of the County ISDS gulation,
may be imposed by the Aspen/Pitkin Environmental Health Department.

Onsite Wastewater Treatment System (OWTS) Use Permit Inspection
2024 Woody Creek Road

Mr. Craig,
As requested, CBO Inc. performed an Onsite Wastewater Treatment System (OWTS) Use
Permit inspection on the system serving the cabin at 2024 Woody Creek Road. The
inspections were conducted on February 12 and 19, 2013.
The subject OWTS consists of a concrete 1000 -gallon two-compartment septic tank, a
dosing chamber with siphon, and for rows of gravelless Infiltrator@ chambers in a trench
configuration, with 8 chambers per trench for a total of 496 square feet of infiltrative area. A
permit and as -built drawing were available from Pitkin County Environmental Health
Department (Parcel ID # 2465-143-00-002). A 500 -gallon de -nitrification tank and vent was
part of the proposed design; however, the as -built letter indicates it was not included in the
final system installation.
The 1000 -gallon appeared to be in good condition with both inlet and outlet tees present.
There was an effluent filter on the outlet tee with a handle extension. This filter was cleaned
at the time of the inspection. Levels of sludge and scum in the tank do not warrant pumping
at this time. A dosing siphon is present. The siphon was tested and functioned properly. A
float inside the dosing chamber communicates with a "siphon sitter" located inside the
house. The battery inside the sitter was replaced and is working properly.
Effluent is dosed to an absorption area, located about 150 -feet from the dosing siphon, to
the south of Woody Creek Road. Observation ports were present and the absorption area
showed no signs of saturation, and had no indication of failure. This evaluation is not a
guarantee of future system performance. This inspection is good for one year.
This report should be submitted to the Pitkin County Environmental Health Department.
