Permit Conditions:
This permit is re -issued for a new design based on potential seasonal groundwater in this area. It is for 2,00
gallon, 3 -chamber Valley Precast concrete septic tank, or equivalent. The third chamber shall contain an
Orenco Biotube Pump vault to dose to a semi -mounded absorption area. The mound shall be 20 ft by 48 ft
with 2 feet of sand fill, no deeper than one foot below existing ground surface. The sand shall be thoroughly
settled before the distribution pipes are placed on the filter material.
This OWTS Construction Permit is approved on the condition of compliance with the engineer design as submitted with the
application and the specifications cited above. Any changes must be approved by this Department and the design engineer
prior to construction.
This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an
"as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon
in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice.
Minimum horizontal distances between components of the system and physical features shall conform to the requirements of
the Pitkin County OWTS Regulation.
This permit is conditioned upon the property owner(s) providing for the regular inspection, cleaning, and maintenance of the
system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin
County OWTS Regulation.
THIS PERMIT IS EXPRESSLY CONDITIONED UPON COMPLIANCE WITH ALL REQUIREMENTS OF THE PITKIN COUNTY OWTS
REGULATION, INCLUDING BUT NOT LIMITED TO THOSE CONDITIONS SPECIFIED ABOVE.
Plans and specifications for the proposed OWTS have been reviewed and are considered satisfactory. Permission is hereby given
to the property owner(s) to perform the work indicated in accordance with the Pitkin County OWTS Regulation. This Permit will
expire 1 year from the date of issuance unless construction on the system has commenced. An "as -built" drawing must be submitted

The fee for an ISDS application is $623 for a permit that takes 6 hours or less for the department to approve. If approval takes
longer than 6 hours, a rate of $100 per hour will be charged. The maximum fee is $1000. The basic fee of $623 is due at the
time of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second,
before final approval of the ISDS permit.
Application for an individual sewage disposal system is hereby submitted. I hereby certify that the above information is true and
accurate and that I have provided true and accurate information on locations of all existing and proposed wells, contour
intervals, buildings, property lines, ditches, slopes, waterlines, springs, suction or irrigation lines, drinking water cisterns, drain
tiles, irrigation ditches, lakes, water courses, streams, floodplains, dry gulches, and existing septic systems. I hereby certify that
any such features not shown on attached site map are not present. Issuance of the permit does not imply the approval of any
other permit required for construction pursuant to Pitkin County codes. No construction may be undertaken until all approvals I
and permits have been obtained.
The Pitkin County Environmental Health and Natural Resources Department, Pitkin County and employees of these agencies
will be held harmless should the individual sewage disposal system fail or malfunction. The permit to construct is issued on

This department does not endorse any brand of products: This permit must be kept on-site during installation. The
engineer must do a final inspection of the installation and submit an as -built letter to this department. This department

Revegetation over the area of the field is very important for the functioning of the system. Pitkin County has guidelines that must be
followed to assure the plants that are introduced are appropriate for the conditions of the area. The use of native plants is strongly

I'm sorry I have not updated you as to the workings of the ditch but like all of you, Jim and I lead busy

neighbors, including those not on the ditch, also helped pay for the work. Now that the Ranch and other
neighbors on the mesa above us are irrigating, there is so much sub -irrigation that we need no water
on Grange Way and upstream. In fad, this week, Jim had to turn the ditch off for two days because
during the construction at River Woods (Krabacher), the basement they were digging flooded. They

were sure it was due to the ditch leaking into their building site and so, as good neighbors, we turned

the ditch off. The flooding continued due to the sub -irrigating, as always happens at this time of year,

and they have now installed pumps and are continuing with construction. The ditch is back on.
But that isn'tthe only time the ditch has been cult off, as you know. With the extremely high water
everywhere, the creek banks have been washed clean of debris — and all of that debris has found its
way into the head gates, nowhere more so than in Woody Creek. The beavers have taken advantage
of this situation and have been busy building dams. Bob Olson and his employee, Hugo, (whom Bob
has insisted on paying without help from the ditch) and Jim Fox have been cleaning the headgate and
flue EVERY DAY and sometimes twice a day to try to keep the ditch open. With the high -running water,
this has been difficult and sometimes dangerous work. It's a shame that more of you, or your
employees, have not been able to help and thereby to appreciate the enormous amount of time and
effort that have gone into getting water to you at all.
As we have offered before, Jim and Bob would be glad to give you a tour to help you understand the
workings of the Walthen Ditch.
If this does not get to the appropriate property manager, please update me with you emails. I am no
longer printing and mailing updates.

As for the flagging of the mound, I believe the aggregate area footprint is what needs to be staked. This is the
important area with regards to setbacks, design size, etc. Nancy/Carla.... can you confirm what OWTS
components the County wants staked prior to your visit?

Here is the survey in case you don't have it. The well is located within the well envelope on the other
side of the driveway from the septic envelope. .
Get me a plan when its revised and I will get the surveyor on site to flag the sand mound.

The actual aggregate mound should be within the envelope. It will only be the'toeing' out of the soil cap to
maintain the 3 to 1 slope so it doesn't wash out that might slant out by 10 ft on one side and 1 ft on the other out
of the envelope.

The final recorded plat shows what was on the septic design plat that I showed you. Each Lot had a
separate building envelope, well envelope and a septic envelope. So what is the procedure, time constraints, to
be able to allow the larger raised mound that will not fit in the designated "septic envelope"?

" I forgot to mention that the 'new' Plf loading factor of 1.4 was not used in the calculation. ( The minimum
absorption area for effluent from secondary or advanced secondary treatment may be calculated using a Plf of
not less than 1.0 when the percolation rate formula is used.)
I'll be in in the mornings on Monday & Tuesday - the 14th and 15th. Maybe we can talk about it then if you have
time. The new regs are going to take getting used to by all of us!

Subject: As -Quilt Evaluation of On-site Wastewater "Treatment System, Existing
Residence, Lot A, River Woods at Woody Creek Subdivision, Pitkin County,
Colorado.
Dear Joseph:
I lepworth-Pawlak Geotechnical, Inc. has observed the installation of the Onsite Wastewater
Treatment System (OWTS) for the four bedroom residence on the project site. The OWTS
components observed include: septic tank, dosing chamber, effluent pipe, cleanouts, manifold
pipes, distribution lateral pipes, aggregate thickness, sand filter dimensions, inspection ports,
and the locations of components. We previously designed an OWTS for the subject site and
presented our recommendations in a report dated May 7, 2008, Job No.407 0299. Our
observations and recommendations are presented in the following paragraphs.
We performed our As -Built site evaluations on August 7, 2008, September 24, 2008 and May
11, 2009. A site visit was made on August 7, 2008 to observe the mounded absorption area
and sand filter prior to the placement of the soil cap. The components evaluated during the
site visit included the sand filter dimensions and thickness, aggregate bed dimensions,
distribution laterals, manifold piping, air vents and setbacks requirements from absorption
field. A site visit was made on September 24, 2008 to observe the septic tank installation,
effluent piping and sewer piping. The components evaluated included the septic tank, dosing
chamber, inlet tee, outlet tee, access risers, sewer line from residence to tank, cleanout,
encased effluent line from lank to absorption field and required setback distances to all
components. The effluent line was encased nearly the entire length (approx. 190 feet), which
is greater than the required length by Pitkin County F rivironmental I lealth due to crossing the
Walthen irrigation ditch. A site visit was made on May 11, 2009 to observe the dosing pump.
This addition visit was needed due to the lack of electrical power on our previous visits. The

components evaluated were the Orenco 131:3005 submersible effluent pump installed within
the specified Orenco Biotube Pump Vault located in the dosing chamber of the septic tank,
the Float assembly, the alarm Float and control panel. The water level in the dosing chamber
was not high enough during our site visit to trip the upper Float and dose the absorption field
manually. The dosing pump should be monitored for proper operation once the water level
reaches the correct capacity to dose the absorption field.
It is our opinion that the OWTS meets the general intent of our May 7, 2008 design report.
The OWTS As -Built site plan is shown on the attached Figure I. An As -Built Photograph
Log is also provided as an attachment.
The observations and recommendations presented above are based on our site observations
and our experience in the area. We make no warranty either express or implied. Alterations
to the system including recommended corrections, backfill and site grading could alter the
operation and effectiveness orthe OWTS. On-site observations of the OWTS backfill,
recommended corrections or other out of scope services can be provided for an additional
cost.

As requested, Hepworth-Pawlak Geotechnical, Inc. has redesigned the Onsite Wastewater
Treatment System (OWTS) for the proposed residence located at Lot A, River Woods in
the Woody Creek Subdivision in Pitkin County, Colorado. The study was conducted in
accordance with our written agreement to you through our Glenwood Springs office dated
June 29, 2007. The Pitkin County Environmental Health Department's review of the
initial design raised concern with regards to the potential for seasonal high groundwater at
the project site. The OWTS was redesigned due to the potential for shallow groundwater
at the subject site. The percolation testing discussed below was performed during a
seasonally dry period of the year. The OWTS redesign recommendations based on the
proposed construction, subsurface conditions encountered and our expertise in the area
are presented in this report.
Site Conditions: The project site is relatively flat with a gentle slope down to the west-
southwest. The Walthen Ditch is located east-northeast of the proposed building
envelope. There is a steep, roughly 50 foot high escarpment down to the Roaring Fork
River on the south side of the lot. A pond is located at the eastern end of the lot and
adjacent to the south side of the ditch. The site vegetation consists of small landscaped
trees, grass and weeds. The site is approximately 3.7 acres in size. Water service will be
provided to the proposed four bedroom residence by an on-site water well. The proposed

residence will be a 1.5 story wood frame structure over a partial basement and
crawlspace.
Profile Pit and Percolation Test: Percolation tests and a profile pit observation were
conducted on November 8, 2000 by Church and Associates, Inc. The Church and
Associates, Inc. report is included as an attachment. The soils exposed in the profile pit
consisted of about 2 feet of topsoil underlain by sand with cobbles and boulders to the
depth explored of about 8 feet. No detection of water was noted during the excavation of
the profile pit; however, the potential for shallow groundwater during seasonal run-off is
prevalent in this area The average soil percolation rate was 11 minutes per inch.
ISDS Analysis: Based on the subsurface conditions and the percolation test results, the
tested area is suitable for an OWTS utilizing the shallow soils and a semi -mounded sand
filter for the treatment and dispersal of effluent. A site plan showing the proposed
OWTS, existing water well, proposed residence and the minimum horizontal setback
distances of site features relative to the OWTS components is shown on Figure 1. The
OWTS was designed for a total of four bedrooms. All materials and installation should
meet the requirements of the current Pitkin County Individual Sewage Disposal System
Regulations.
Septic and Dosing Tanks: A concrete 2,000 gallon, three -chamber Valley Precast
Concrete septic tank, or equivalent, will be used for primary treatment of sewage from the
residence. The third chamber of the septic tank will be equipped with a submersible
effluent pump installed within an Orenco Biotube Pump Vault and will be used to dose
the mounded absorption area. Sewage will gravity feed from the proposed residence to
the septic tank where the effluent will be pressure dosed to the mounded absorption area.
If the septic tank access riser lids will be installed at grade, with no backfill cover, then
the lids should be insulated with foam insulation board to provide frost protection. The
sewer pipe inlet tee in the first chamber of the septic tank should be installed beneath the

access lid of the first chamber of the septic tank so that it can be reached for service
should it become clogged. A high water alarm switch should be installed in the third
chamber 3 to 6 inches above the upper float position. The high water alarm will provide
audio and visual warning of a high water condition in the tank and should be placed
inside or on the dwelling where it will be readily seen or heard. The PVC handle on the
Biotube Pump Vault filter cartridge should be extended up to within reach of the tank
access riser lid. This will allow for easy access and maintenance of the filter.
Approximately 2 feet of soil backfill cover should be placed over the top of the septic
tank to allow for easy access and frost protection. For maintenance reasons, deep tank
installations should be avoided and we should be contacted to evaluate this OWTS design
should it appear that a deep tank installation involving more than 4 feet of backfill soil
over the top of the septic tank will be required.
Dosing Pump: An Orenco PF3005, 115 volt, submersible effluent pump with a 1.25 inch
diameter discharge assembly, or equivalent, is suitable for this application. Due to the
cylindrical design of the PF3005 pump, it must be installed in an Orenro Biotube Pump
Vault. For design purposes it was assumed that the elevation difference from the dosing
pump intake to the absorption area manifold is not more than 15 feet and that the length
of the effluent transport pipe does not exceed 220 feet.
The dosing pump will be controlled by a control panel and a system of float switches.
The float switches should be set to provide a dose of about 120 gallons. The actual dose
volume is about 140 gallons, assuming an effluent drainback volume of about 20 gallons
in the transport pipe. At this dose volume the absorption area will be dosed between six
and eight times per day.
Sewer and Effluent Piping: The sewer line from the proposed residence to the septic
tank should not be less than the diameter of the building drain and not less than 4 inches
in diameter and will service all levels of the proposed residence. Soil backfill beneath the
sewer pipe must be adequately bedded and compacted to prevent settlement of the pipe.

The sewer pipe should be installed in landscape areas with at least 42 inches of soil
backfill covering the pipe, or the pipe should be insulated on the top and sides with 2 inch
thick rigid foam insulation board for frost protection. Beneath driven surfaces, we
recommend Schedule 40 PVC sewer pipe encased within Schedule 80 PVC for
protection. Beneath the irrigation ditch or potable water supply lines, the Schedule 40
PVC sewer pipe must be encased with 4 inch Schedule 80 PVC pipe for a minimum of 60
feet on each side of encroachment (see Figure 1 for details). The pipe should be insulated
if it will be installed with less than 4 feet of backfill soil cover.
We recommend the use of Schedule 40 PVC pipe between the proposed residence and the
septic tank, though this is not required by local regulations. The portion of the sewer pipe
extending from 5 feet outside the building foundation should have a slope of at least 2%
except for the last 10 feet of sewer pipe immediately preceding the septic tank which
should be sloped between 1% and 2%. Cleanout pipe(s) should be installed in the sewer
line adjacent from the building foundation, adjacent to the inlet of the septic tank, where
the sewer pipe bends at 90 degrees or more and at least one cleanout should be installed at
least every 100 linear feet of non -pressurized sewer or effluent pipe throughout its length.
We recommend that a straight section of pipe be installed between the residence
foundation and the septic tank. Any required 90 degree bends in the sewer pipe should be
accomplished through the use of a series of 45 degree smooth elbows or a 90 degree long
sweep to help prevent clogging of the pipe.
The 1.5 inch diameter schedule 40 PVC transport pipe should be sloped at 2% minimum
to drain back to the septic tank between doses. It is critical that the effluent transport pipe
be properly bedded to prevent settlement which could cause standing effluent to freeze in
the pipe.
Absorption Area: The mounded absorption area aggregate is designed to be 960 square
feet. The aggregate bed containing the distribution laterals has dimensions of 20 feet
wide by 48 feet long and will be constructed over a sand filter which is 2 feet thick. A

loading rate of 0.95 gallons per day per square foot for the sand filter was used to size the
absorption area aggregate based on an average daily flow of 900 gallons per day. The
sand fill basal area calculations were based on a loading rate of 0.72 gallons per day per
square foot. Based on this loading rate, a basal area of 1,250 square feet is required. The
actual basal area of the sand filter proposed is 1,568 square feet. Absorption area
calculations are shown on Figure 2.
The mound absorption area should be installed on a relatively flat excavated surface. Due
to the potential for relatively shallow groundwater at the site, cuts should be limited to
approximately 1 foot from ground surface to construct the mounded sand filter.
Vegetation and topsoil should be removed and exposed soils should be scarified prior to
placement of the absorption area materials. Care must be taken during installation to
ensure that the soils exposed in absorption area excavation are not compacted. The
excavation, once completed, should be left open to allow the soils to air dry, if necessary,
before the sand, aggregate and distribution piping are placed. A cross section of the
mound absorption area is shown on Figure 4.
The filter sand should be placed in loose lifts not to exceed 1 foot thick. Each lift should
be compacted by wheel rolling or bucket packing prior to placement of the next lift. If
water is available each lift may be wetted prior to compaction to decrease future
settlement of the filter sand. A Mirafi 140N or equivalent geotextile should be placed
over the aggregate bed containing the distribution laterals to reduce clogging of the
aggregate by fine soil particles. The total thickness of the soil cap over the mound,
including topsoil, should be a minimum of 1 foot on the edge of the aggregate bed and 1.5
feet in the center of the aggregate bed. The side slopes of the soil cap should be graded at
a slope of 3H:1 V or flatter. At least the top 6 inches of the soil cap should consist of
topsoil suitable to support vegetation. It is important not to plant large vegetation or plant
species with invasive roots in and around the mound absorption bed. We recommend that
the topsoil cap be re -vegetated as soon as possible with a mountain meadow grass mix or
other suitable equivalent.

Combination air ventlinspection ports should be installed at each comer of the aggregate
bed. The ports should be constructed of 4 inch diameter PVC pipe installed to the bottom
of the aggregate bed_ The bottom portion of the pipe which lies within the aggregate
should be perforated. The ports should extend a minimum of 8 inches above the ground
surface and should have ventilated removable caps.
Section 628.090(A)(3)(b) of the Pitkin County OWTS Regulations state that pressurized
effluent distribution lateral orifices shall be no smaller than 3/16 inch unless preceded by
secondary treatment. Per our conversation with Carla Ostberg with the Pitkin County
Environmental Health Department on March 11, 2008, smaller distribution lateral orifices
may be allowed with justification by a Professional Engineer. To adequately pressurize
the OWTS at the subject site and to evenly distribute effluent throughout the absorption
area while maintaining correct dosing volume and residual head, we acc4mgposing to use
1/8 inch diameter orifices. The orifices will be drilled at 3 foot intervals which will
minimize head loss in the distribution laterals. We have accounted for potential clogging
of the smaller orifices by sizing the effluent pump to pressurize the system with 5 feet of
residual head at the last orifice in each lateral. The absorption area manifold and
distribution piping layout is shown on Figure 3.
All materials used and installation methods should meet the requirements of the current
Pitkin County Onsite Wastewater Treatment System Regulations.
Subsurface Drainage: No fire water was observed in the profile pit; however, seasonal
groundwater is a concern but, based on the site topography in the proposed absorption
area, it is our opinion that a trench drain will not be required-

OWTS Maintenance: The on-site OWTS will require maintenance. The level of
maintenance will vary with the complexity of the system and water use habits of the
users. We recommend that fats, oils, bath oils, greases, paint, solids, water softener

backwash solution, water from hot tubs and other constituents that can clog and foul
collection and disposal equipment are not disposed of in the residence drains. The
absorption area and any areas directly up gradient of it should not be watered by lawn
irrigation systems or other means as the soils may become hydraulically overloaded.
Septic tanks and other treatment tanks should be pumped whenever the sludge occupies
1/3 of the liquid capacity of the first chamber of the septic tank. The high water alarm
float switch should be checked at least once per year to ensure that it is working properly.
In addition, the Biotube Pump Vault should be checked for clogging at least once per year
and cleaned as necessary. We recommend that an operation and maintenance manual he
developed for the OWTS. The OWTS should be operated and maintained as stipulated in
the manual. If you desire our services, we can prepare the operation and maintenance
manual for the on-site OWTS.
Limitations: This design has been conducted in accordance with generally accepted
engineering principles and practices in this area at this time. We make no warranty either
express or implied. The conclusions and recommendations submitted in this report are
based upon the data obtained from reviewing the Church and Associate report, the
proposed type of construction, and our experience in the area. Our findings include
interpolation and extrapolation of the subsurface conditions identified at the profile pit
and percolation test holes and variations in the subsurface conditions may not become
evident until excavation is performed. If conditions encountered during construction
appear different from those described in this report, we should be notified at once so re-
evaluation of the recommendations may be made.
Based on site reconnaissance, it is our opinion that the designed location of the OWTS
does not violate any setback requirements of the current Pitkin County Environmental
Health Department's OWTS regulations. We recommend that the position of the OWTS
components, proposed residence, proposed water well and setback requirements be
verified in the field by a Professional Land Surveyor licensed in the State of Colorado.

submittal process. We are not responsible for technical interpretations by others of our
information. As the project evolves, we should provide continued consultation and field
services during OWTS construction to review and monitor the implementation of our
recommendations, and to verify that the recommendations have been appropriately
interpreted. We recommend on-site observation of the absorption area excavation, filter
sand placement, pipe and tank installation, and soil backfill placement by a representative
of the geotechnical engineer. On-site observations of the OWTS installation or other out
of scope services will be provided for an additional cost.

and weeds. The residence will be served by an onsite well 132+ feet fiom the proposed drain &4d.
PROPOSED CONSTRUCTION

A four-bedroom residacce with an area of 58M square fat (SF) is proposed at the location presented on
F•>•.' Figure 2. The OWS was sized based on 4 bedrooms and 800 Gallons Per Day (GPD) using AspadMdn
Fzvronmental Health Department (APEHD) loading of 100 GPD per pecan. The sewage loading with a
pealing factor of 1.75 is 1400 GPD. This loading includes washing madames and garbage grinder.
SUBSURFACE CONDITIONS
A subaufece investigation was paforned by digging three percolation holes, 29 to 34 inches dap, and one
profile pit at the locations indicated on Figure 2. Subsurfiace mmtaWs in the profile pit consisted of 2 feet of
topsoil, underlain by sand with cobbles and boulders to the maximum depth explored of 8 fat. Percolation
tests indicate percolation rates of 8 to 13 minutes per inch (MPI). The average percolation rate is 11 MPI.
Percolation data is presented in Table 1.
RECOMMENDATIONS

Vehicle movement over the drain field area during construction should be kept at a minimum to
prevent compaction of the receiving soils. The bottoms of trenches should be scarified with a pick,
shovel, or backhoe bucket teeth prior to the edtlSt M Of Chimbers.
The surface of the field shotild be seeded after instaWon of the fields. A native seed mot available shpuld
be sown over the trench area These mixes do not require irrigation and develop a growth 10 to 15 inches
high No automatic sprinkler system should be installed over the fields.
OPERATION AND MAINTENANCE
The owner must realize an OWS is different from public sewer service. The owner must be aware of,
and assume responsibility for maintenance of the system. In the absence of a monitoring program, the
septic tank should be pumped every two years. Eluent filter and screened vaults, as applicable, are to
be cleaned during pumping. There are daily considerations such as not putting plastic or other nonbi-
odegradable materials into the septic system. Garbage disposal use should be minimized.
The backwash of a water softener may be hamnf it to the OWS.,A separate drywell should be constructed
for the backwash waste, if a softener is installed. Chemically treated water from a swimming pool or spas
should not be introduced to the OWS.
LEMHATIONS
An OWS destgrt should be installed by a contractor who is experienced in its installation. Our investigation,
layout, design and recommendations are based on data submitted. If subsurface conditions considerably
different from those desrn-bed in this report are encountered, we should be notified to evaluate the effect on
the proposed OWS. If the health department makes modifications to this design, we should be contacted to
evaluate the impact on the performance of the OWS. The county and our firm must be contacted upon
completion of the OWS.
All construction is to be in accordance with the ]SDS regulations. Pipe type and size, burial requirements,
septic tank construction, and other specifications, which are not depicted in our report, are to conform to
the requkonents of the ]SDS regulations. The installer of the system is to have demonstrated knowledge of
the APEHD ISDS regulations and requirernerrts.

I am enclosing the completed application form, building floor
plans, land use development approvals, and proof of adequate water
supply.
With respect to the well permits, you will note that the
permits numbers have changed. This was because the driller
installed the well and did the pump test, but a permanent pump has
never been installed as there is no electricity to the well at
this point. Accordingly, the old well permit expired and you will
note that the permit number in the new well permit references that
fact. Please also note that project was previously called "River
Ranch" subdivision.

Attached is a draft plat reflecting leaving the Walthen ditch in its present
location. The only changes to the plat are splitting of the building envelopes,
relocation of the septic/well envelopes as needed, and removing of the easement
to move the Walthen ditch.
Please review and let me know if the setbacks work for the well and septic
envelopes. The 4 homes are each 4 Bedrooms and restricted to 5800 Sq. ft.
including garages. Per our conversation I used a setback of 82' to the irrigation
ditch, and 132' to the edge of a well envelope. Keep in mind the ditch is only 2'
wide and accurately located on the plat.
If we do encounter groundwater in the spring, I assume the septic fields would
need to be bigger. Do you suggest making the envelopes bigger now?

I have reviewed the draft plat which relocated the septic and well envelopes for the four
private home lots on the Upper River Road side of the development. The proposed
locations of the wells and septic systems appear to meet the setback distances required
between the wells and septic fields and the septic fields and the existing location of the
Walthen ditch.
Soil data has just been collected for the four ISDS sites and the engineer has verbally
indicated that there appears to be good soils and conventional systems can be installed.
The proposed areas for the septic absorption areas would be large enough for
conventional systems.
However, we have required that the owner and engineer reconfirm the distance to
groundwater during the months of highest ground saturation which for these particular
lots would be during the irrigation season normally in June. If the ground within four feet
below the bottom of the proposed soil absorption system is not dry, an engineer would
have to design a raised system which sometimes requires more area than a conventional
system. The engineer would need to determine if the septic envelopes are large enough to
accommodate a raised system.

appropriating ground water tributary to the Roaring Fork River, as an alternate point of diversion to the Basalt Conduit, on
the condition that the well shall be operated only when the Basalt Water Conservancy District's substitute water supply
plan, approved by the State Engineer, is in effect and when a water allotment contract between the well owner and the
Basalt Water Conservancy District for the release of replacement water from Ruedi Reservoir is in effect, or under an
approved plan for augmentation. BWCD contract #3.3.5.332.
4) The use of ground water from this well is limited to ordinary household purposes inside one (1) single family dwelling. All
use of this well will be curtailed unless the water allotment contract or a plan for augmentation is in effect.
5) The maximum pumping rate of this well shall not exceed 15 GPM. The simultaneous maximum pumping rate of all wells
operating under Basalt WCD contract #3.3.5.332 shall not exceed 75 GPM.
6) The annual amount of ground water to be appropriated shall not exceed 0.39 acre-foot. The annual amount of ground
water to be appropriated by all wells operating under BWCD contract #332 shall not exceed 7.72 acre-feet.
7) The owner shall mark the well In a conspicuous place with well permit number(s), name of the aquifer, and court case
number(s) as appropriate. The owner shall take necessary means and precautions to preserve these markings.
8) This well shall be located not more than 200 feet from the location specified on this permit.
9) A totalizing flow meter must be installed on this well and maintained in good working order. Permanent records of all
diversions must be maintained by the well owner (recorded at least annually) and submitted to the Division Engineer upon

RE: Potable Water Supply for River Ranch Lot A

This letter summarizes the water quantity and water quality of the potable water supply for Lot
A of the River Ranch Subdivision. The potable water supply will come from a well drilled on
the property under well permit No. 53782-F. The well was drilled in the Roaring Fork Alluvium
to a total depth of approximately 73 feet. The static water level was measured at
approximately 31.5 feet below the top of casing.
The well was tested for water quantity and quality on May 15, 2001. The well was pump
tested by J & M Pump Company for 4.5 hours at a rate of 15 gallons per minute. A total of
4,050 gallons was pumped during the test. The total drawdown measured was 1 inch. The
extremely small amount of drawdown indicates that the aquifer has a high transmissivity and
that the well will produce an adequate physical water supply for a large single family residence
on the lot.
A water sample was obtained at the end of the pumping test by Resource Engineering and
submitted under proper chain of custody to Grand Junction Laboratories. The results of the
laboratory testing indicates that the water ality meets all of the primary drinking water
standards. The hardness was measured a 20 illig rams per liter which slightly exceeds the
recommended secondary standard of 200 ml (grams per liter.
Water softening to remove the hardness and disinfection treatment is recommended for the
water supply. Prior to initial use for a residence, the well should be pumped for 4 to 8 hours
to remove any remaining fine sediment around the well screen area.
