Interior slab -on -grade floor construction can be supported complete- ly on a minimum 24 -inch thick mat of densely compacted structural fill with low potential risk of differential movement. 4. The bridge foundation design should consider the potential for scour of the supporting soils. We recommend the bridge abutments be. supported on micropiles supporting footings. 5. We understand excavations of up to 10 feet deep are planned. To minimize ground disturbance from temporary laid back slopes, a soil nailed earth retention system may be appropriate. CTL can provide earth retention design services, if requested. 6. Control of surface drainage is critical and should be designed to pro- vide for rapid removal of water away from the buildings. An exterior foundation wall drain should be provided around below -grade areas. Underslab drains should be provided under below -grade slabs -on - grade (if constructed) and on crawl space floors. T Design and construction criteria for foundations and floor systems in this report were compiled with the expectation that all other recom- mendations presented related to surface drainage, landscaping irri- gation, backfill compaction, etc. will be incorporated into the project and that owners will maintain the structures, use prudent irrigation practices and maintain surface drainage. It is critical that all recom- mendations in this report are followed. SITE CONDITIONS Aspen Valley Ranch is located about 5.5 miles southeast of the intersection of State Highway 82 and Snowmass Creek Road in Pitkin County, Colorado at the approximate location shown on the vicinity map (Figure 1). Lot 9 is located in the northern part of the subdivision. The majority of the building envelope on Lot 9 consists of an irrigated hayfield. A jeep road crosses the middle of the parcel. The Waco Ditch forms the southern boundary of the lot; Dry Woody Creek forms the western boundary. The Salvation Ditch is present along the north and east parts of the building envelope. The average ground surface slope in the building envelope is +/- 10 percent towards the west. No geologic hazards are identified on the mapping for the site. Our field investigation at the site supports the mapping. Covering the ground with structures, roads and exterior flatwork, coupled with irrigation and changing drainage patterns, leads to an increase in subsurface moisture conditions. As a result, some soil movement is inevitable. It is critical that all recommendations in this report are followed to increase the chances that the foundations and slabs -on -grade will perform satisfactorily. After construction, owners must assume responsibility for maintaining the structure and use appro- priate practices regarding drainage and landscaping. We do not believe geologic constraints exist on this site that would inhibit development of the site as planned. SUBSURFACE CONDITIONS Subsurface conditions were investigated by drilling eight exploratory bor- ings (TH-1 through TH-8) at the approximate locations shown on Figure 2. Bor- ings TH-1 through TH-6 were drilled in the area of the residence. Borings TH-7 and TH-8 were drilled on either side of Dry Woody Creek for the bridge. Borings were drilled with 4 -inch diameter, solid stem auger and a track -mounted drill rig. Exploratory drilling was directed by our field representatives who logged the soils encountered in the borings and obtained samples. Graphic logs of the soils en- countered in our exploratory borings are shown on Figures 3 and 4. Our borings penetrated about 0.5 to 1 foot of organic silty sand "topsoil' and 19 to 39.5 feet of silty to clayey sand with gravel underlain by silty to clayey gravel with cobbles to the maximum drilled depth of 40 feet below the existing ground surface. Free groundwater was encountered in our exploratory borings on the day of drilling at depths of 13 to 39.5 feet. Observations during drilling indicat- ed the sand was loose to dense and the gravel was very dense. Borings TH-1, TH-4 and TH-5 were piped to facilitate future measurements of groundwater. Rll.ft1GS85878125 R1.tloc water should be no steeper than 1.5 to 1 (horizontal to vertical) in Type C soils. Excavated slopes below water will likely flatten to between 3 and 4 horizontal to 1 vertical. Contractors are responsible for site safety and providing and maintaining safe and stable excavations. Contractors should identify the soils encountered and ensure that OSHA standards are met. Construction Dewatering Our exploratory borings penetrated groundwater at the time of drilling at depths between 13 and 39.5 feet. The shallower groundwater was encountered near the bridge location. Groundwater depths in the area of the residence ranged from 24 feet to 39.5 feet. Groundwater will likely rise during snowmen in spring and early summer. Minor groundwater seepage can be expected during these seasons. It may be feasible to perform construction dewatering by sloping the ex- cavation to a gravity outlet or to a sump pit where water can be removed by pump- ing, if required. We do not anticipate that groundwater at the site will significantly affect construction of the residence. Sub -Excavation Laboratory test results and our experience indicate the sand possesses the potential for low to moderate amounts of collapse when wetted. Figure 6 shows the collapse potential of the sand, based on nine samples tested in our laboratory. Differential settlement and associated damage to foundations and floor slabs is considered likely if the foundations and slabs are constructed directly on the sand in its current in-situ condition. As discussed in the BUILDING FOUNDATION and FLOOR SYSTEM AND SLAB -ON -GRADE sections, we recommend removal (i.e. sub -excavation), mois- ture -treatment and recompaction of the soils below the building foundation and floor slabs. ReponslGS05878125 Ri.doc These soils, when processed to achieve uniform moisture and density, can sup- port lightly to moderately loaded footing foundations with comparatively small dif- ferential movements. The buildings can be constructed on footing foundations supported by a 3 foot thick layer of structural fill built with the on-site sand soils. A representative of our firm should be called to observe soils in the founda- tion excavation, observe and test fill placement, and check that conditions are suitable for support of the foundation as designed. Our experience indicates that maximum total settlement will be about 1 inch for footings designed and con- structed as recommended. Recommended design and construction criteria for footings are presented below. 1. Footing foundations should be supported by a 3 foot thick mat of structural fill, placed as recommended in the Sub -Excavation sec- tion. Soils loosened during excavation or the forming process for the footings should be removed or the soils can be re -compacted prior to placing concrete. 2.. Footings supported by the structural fill can be designed for a maxi- mum allowable soil pressure of 3,000 psf. 3. A friction factor of 0.45 can be used to calculate resistance to sliding between concrete footings and the soil. Continuous wall footings should have a minimum width of at least 16 inches. Foundations for isolated columns should have minimum di- mensions of 24 inches by 24 inches. Larger sizes may be required, depending upon foundation loads. 5. Grade beams and foundation walls should be well reinforced, top and bottom, to span undisclosed loose or soft soil pockets. We rec- ommend reinforcement sufficient to span an unsupported distance of at least 12 feet. Reinforcement should be designed by the struc- tural engineer. 6. The soils under exterior footings should be protected from freezing. We recommend the bottom of footings be constructed at a depth of at least 42 inches below finished exterior grades for frost protection. Reports1GS05878125 R1.doc placed on the soils below accessible subfloor areas. The vapor retarder/barrier should be sealed at joints and attached to concrete foundation elements. Porches Decks and Patios Porches and decks with roofs that are integral with the buildings should be constructed with the same foundation type as the buildings when porch or deck foundation movement would damage the buildings. Deck foundations should be designed by a structural engineer. For simple decks that are not integral with the buildings and can tolerate some movement, the use of short pier or footing foun- dations bottomed at least 6 feet below grade can be considered, as long as the foundations are located outside foundation wall backfill. Deck foundations should be bottomed below foundation wall backfill to reduce risk of settlement. The inner edge of a deck may be constructed on haunches or steel angles bolted to the foundation walls and detailed such that movement of the deck foundation will not cause distress to the buildings. We suggest the use of adjustable bracket -type connections or other details between foundations and deck posts so the posts can be adjusted if movement occurs. Garage Floors and Exterior Flatwork Garage floors, driveways and sidewalks are normally constructed as slabs - on -grade. Performance of conventional slabs on collapsible soils is erratic. Vari- ous properties of the soils and environmental conditions influence magnitude of movement and other performance. Increases in the moisture content in these soils will cause settlement and may result in cracking of slabs -on -grade. Backfill below slabs should be moisture conditioned and compacted to reduce settlement, as discussed in the following BACKFILL COMPACTION section. Driveways and exte- rior slabs founded on the backfill may settle and crack if the backfill is not properly moisture treated and compacted. BACKFILL COMPACTION Settlement of foundation wall and utility trench backfill can cause damage to concrete flatwork and/or result in poor drainage conditions. Compaction of backfill can reduce settlement. Attempts to compact backfill near foundations to a high degree can cause damage to foundation walls and window wells and may increase lateral pressures on the foundation walls. The potential for cracking of a foundation wall can vary widely based on many factors, including the degree of compaction achieved, the weight and type of compaction equipment utilized, the structural design of the wall, the strength of the concrete at the time of backfill compaction, and the presence of temporary or permanent bracing. We would an- ticipate settlement of about 1/2 percent of the fill thickness for well placed fill. If the thickness is greater, then structurally supported exterior flatwork should be considered. Proper moisture conditioning of backfill is as important as compaction, be- cause settlement commonly occurs in response to wetting. The addition of water complicates the backfill process, especially during cold weather. Frozen soils are not considered suitable for use as backfill because excessive settlement can re- sult when the frozen materials thaw. Foundation wall backfill not supporting new construction can be placed in loose lifts not exceeding 10 inches thick, moisture treated to within 2 percent of optimum moisture content and compacted to at least 95 percent of standard Proctor (ASTM D 698) maximum dry density. If the backfill supports new construction, the backfill soils should be placed as structural fill as described in the Sub -Excavation section. We recommend removal (i.e. sub -excavation), moisture -treatment and recompaction of the soils below the floor slabs in unfinished areas such as the garage, placed as recommended in the Sub -Excavation section. Sub -excavation below interior slabs of at least 2 feet would likely enhance performance of exterior slabs. Rep.tl %GS85B78125 RIA.. U The exterior foundation drains should consist of 4 inch diameter, slotted PVC pipe encased in free draining gravel. A prefabricated drainage composite should be placed adjacent to foundation walls. Care should be taken during backfill operations to prevent damage to drainage composites. The drain should lead to a positive gravi- ty outlet, or to a sump pit where water can be removed by pumping. Gravity outlets should not be susceptible to clogging or freezing. The drain outlets should be checked at least twice each year to verify they are not blocked. Installation of clean outs along the drain pipes is recommended. Slab -on -grade and crawl space floors should be protected from wetting by in- stallation of a blanket drain. We recommend constructing underslab drains consist- ing of 2 -inch diameter, slotted PVC pipe installed on 10 to 12 foot centers and em- bedded in at least 6 inches of washed gravel. The pipes should convey water to pe- rimeter drain collector pipes. Placement of a moisture retarder should be considered above the washed rock layer to mitigate the potential for water transmission. Atypical foundation and blanket drain detail is shown on Figure 7. Proper design, construction, and maintenance of surface drainage is critical to the satisfactory performance of foundations, slabs -on -grade, and other im- provements. Landscaping and irrigation practices will also affect performance. Ex- hibit B contains our recommendations for surface drainage, irrigation, and mainte- nance. CONCRETE Concrete in contact with soil can be subject to sulfate attack. We tested four soil samples for water soluble sulfate concentrations. The tested samples contained between 0.00 to 0.01 percent water soluble sulfates, which is consid- ered a low level. This soil pressure can be increased by 1/3 for short term loads. A friction factor of 0.45 be- tween the concrete and the gravel can be used to calculate re- sistance to sliding. 3. The soils beneath footings should be protected from freezing. We recommend the bottom of footings be constructed at a depth of at least 42 inches below finished grades for frost protection. Micropiles Micropiles below the footings should be designed to meet specified loading conditions, as indicated by the structural engineer. Design of the micropiles should be performed using the Load Resistance Factor Design (LRFD) proce- dures contained in the FHWA "Micropile Design and Construction Guidelines Manual", Report No. FHWA-SA-97-070 dated June 2000. We can design the micropiles, or be available to assist in the designs and specifications developed by others. General recommendations for micropiles are provided below. Four distinct classifications of micropiles have been standardized based on various drilling and grouting techniques. A description of the various micropile types (A, B, C, and D) is provided in the previ- ously referenced manual. The selection of micropile type should be left to the discretion of the designer and/or contractor. Based on the soil type encountered in our exploration, we recommend a 'Type B" micropile be utilized. This type of micropile would be temporarily cased full length at the time of drilling. Neat cement grout is placed into the hole under pressure (typically 100 to 200 psi) as the tempo- rary casing is withdrawn. We recommend a minimum micropile hole diameter of 4 inches and a total length of at least 10 feet below the footings. The reinforcement bar in the micropile should extend full length. 2. Values for the grout -to -ground nominal bond strength are commonly based on experience of local Contractors and Geotechnical engi- neers. Table 5`2 on page 5-16 of the "Micropile Design and Con- struction Guidelines Manual" presents ranges of typical values of the nominal bond strength for various installation methods and ground conditions. The Board further finds that it is appropriate to amend the envelope on Homestead 9 to increase the setback from Dry Woody Creek from 20 feet to 50 feet. 17, The BOCC further finds that the other proposed amendments to building and development envelopes for landscaping, grading, ponds, driveways, utilities, ditch relocation and bridges are appropriate and comply with the applicable provisions of the Code. Within 60 days of the date of this approval, the Applicant shall submit an earthmoving permit application for the reclamation of the entry road through the lower pasture (on Homesteads 2, 3 and 4) to a limited use ranch road. The permit application shall show all re -grading and revegetation. 9. The Ranch House is considered the principal residential structure on the Agricultural Facilities Parcel, and as such, may be built to the principal building height of 28 feet. 10. The residential floor area on Homestead 1 shall be limited to a maximum of 5,750 sq are feet of floor n building and hay area, as long as the common agricultural facilities for the ranch (agricultural equipment bam) remain on Homestead 1. If one of the agricultural buildings is removed, then residential floor area of up to 7,000 square feet may be developed on Homestead 1. The Applicant must surrender one TDR to develop the initial 5,750 square feet of floor area on Homestead 1, and one additional TDR may be used to develop up to 8,250 square feet of floor area (I TDR = 2,500 square feet). 11. As a replacement historic incentive for the two accessory structures with bathing facilities, which will not be built, a total of 1,500 square feet of floor area is exempt from growth management for use on the second floor of the Bourg Baru for a locker room. 12. At building permit application for the Pool House and to develop the second floor of the Bourg Barn as a locker room, the Applicant shall surrender two TDR Certificates and a copy of the deed(s) evidencing the Applicant's acquisition of the Certificates (if applicable), in order to develop up to 4,150 square feet of floor area (3,250 square feet for the Pool House and 900 square feet in the Bourg Barn). u 13. Agricultural buildings are prohibited on Homesteads 2-9. Agricultural buildings on the Agricultural Facilities Parcel and Homestead 1 shall be limited to a total of 30,000 square feet. The agricultural equipment building may contain up to 6,600 square feet, but no other agricultural building shall exceed 5,000 square feet. If the agricultural buildings are removed from Homestead 1, then future agricultural buildings shall be prohibited on Homesteads 1-9. The Colorado Department of public Health and Environment has determined that the proposed central water system for Aspen Valley Ranch does not currently meet the definition of a public water system and is not subject to those regulations. Once the development reaches 15 units or serves more than 25 persons for more than 60 days a year, the water system would be considered a public water system and subject to the State Health Department's regulations. Two off-street parking spaces shall be provided for the unit. The caretaker dwelling unit must have separately accessible utilities. This does not preclude shared utilities. C. The deed restriction shall be amended as follows: 1) Eliminate the provision that allows the Applicant to demolish the units without replacement. 2) In Paragraph #6, Condominiumization, specify that anew deed restriction shall be submitted for approval by the County Attorney and the Housing Office prior to recordation of the condominium plat. Prior to recordation of the new deed restriction, the Housing Office shall inspect the units to ensure that they comply with the criteria in the Housing Guidelines regarding the condition of the units. The condominiumization event and the deed restriction shall insure the affordability of the properties/lots/units, including appropriate restriction of potential future assessments, dues, or other such fees. 5. Concurrent with recordation of the amended subdivision exemption plat and site plans, the Applicant shall: A. Record a covenant in a form acceptable to the County Attorney in which the Applicant agrees to maintain the Bourg Homestead, barn and potato cellar in accordance with the Secretary of the Interior's Standards for Rehabilitation or the County's design guidelines for historically designated properties, once adopted by the BOCC. B. Record the Deed Restriction for the employee housing units. 6. Within 30 days of the date of this approval, the Applicant shall submit an access permit application for the Core Road to the Planning Engineer for review and approval. If a portion of the existing road on the west side of the Ranch Core is to be reclaimed, the Applicant shall submit an earthmoving permit showing all re -grading and revegetation, and the remaining trail access. Prior to issuance of any Certificates of Occupancy for new structures on the Agricultural Facilities Parcel, the Applicant shall submit a detailed debris flow mitigation plan prepared by a qualified professional engineer or geologist licensed in the State of Colorado to staff and the Colorado Geological Survey for review and approval. The plan shall incorporate any recommendations made by the Colorado Geological Survey. The approved mitigation plan shall be implemented prior to issuance of any Certificates of Occupancy for new structures on the AFP. 8. With the building permit application for the residence on Homestead 9, the Applicant shall provide a site specific report from a qualified professional engineer or geologist licensed in the State of Colorado Resolution No.0'6l -2008 Page 4 addressing mitigation for potential debris flow. Required mitigation shall be implemented prior to issuance of a Certificate of Occupancy for the residence. 9. With the access permit application for the driveway to Homestead 9, the Applicant shall provide engineered details for the bridge across Dry Woody Creek. If necessary, the Applicant shall also submit a floodplain development permit application. 10. The Applicant shall submit access permit applications for the relocation of the entry road and the new road to the upper bench (Homesteads 6 and 7 and Aspen Valley Downs Lots 6-9); the new roads shall comply with the Asset Management Plan and shall meet all fire department requirements regarding roadway width, adequate pullouts and turnarounds, and adequate access to dry hydrants. With the permit application for the entry road, the Applicant shall submit an earthmoving permit application to address the portion of the existing entry road to be reclaimed; the permit application shall show all re -grading and revegetation, and the remaining trail access. The trail shall be reviewed and approved by Open Space and Trails. 11. The Applicant shall submit an earthmoving permit application for improvements to the ditch on the lower pasture. With the permit application the Applicant shall demonstrate that this work will occur below the point where the blue line/intermittent streams shown on the USGS maps end (Red Canyon and Dry Woody Creek) to the satisfaction of the Environmental Health and Natural Resources Department. 12. Prior to submission of a floodplain development permit for bank stabilization and riparian restoration work adjacent to and above the Core area on the Agricultural Facilities Parcel (within the blue line/intermittent stream areas), the Applicant shall submit a riparian enhancement plan to the Environmental Health and Natural Resources and Community Development Departments for review and approval. No in -channel work is permitted, unless the Code is amended in the future. 13. Prior to issuance of building permits for the accessory structures with bathing facilities on the Agricultural Facilities Parcel, the Applicant shall record a covenant in a form acceptable to the County Attorney to ensure that the units are accessory to the common facilities on the AFP and will not contain kitchens. 14. The Ranch House on the Agricultural Facilities Parcel is exempt from growth management up to a maximum of 3,500 square feet of floor area. Prior to submission of an ISDS permit for each parcel, the Applicant shall provide documentation of a legal water supply and adequate quality and quantity of water to the Environmental Health Department. Wells must be located within the building or development envelopes, or in a location outside of the envelopes that is approved by the Community Development Department. Agricultural buildings are prohibited on Parcels 1-9. Agricultural facilities on the Agricultural Facilities Parcel shall be limited to a total of 30,000 square feet, with no one building exceeding 5,000 square feet. The floor area of the employee units on the Agricultural Facilities Parcel shall not exceed 10„000 square feet, with no one unit to exceed 2,000 square feet. 14. Prior to commencement of any earthmoving or construction activity, the Applicant shall stake the corners of each building and development envelope and install construction fencing around the perimeter of the building and development envelopes. All new fencing outside of the building envelopes that is not necessary for livestock retention shall comply with the following: 1) Wood fencing shall employ three rails or less, be the round or split rail type, shall not exceed 48 inches in height above ground level and 12 inches in width (top view), and shall have at least 18 inches between two of the rails. 2) Wire fencing shall consist of no more than 3 strands of smooth wire and shall not exceed 42 inches in height. 3) Existing fencing shall be brought into compliance. The Applicant shall comply with the following wildfire mitigation standards: A. For a distance of 15 feet around all structures establish and maintain vegetation at 6 inches or less, with mowed grass, low growing perennials or some type of hardscape (e.g., sidewalk, pavers, rock mulch). B. Beyond the 15 -foot perimeter and up to 30 feet keep grass mowed to a height of 6 inches or less. C. Future landscaping within 100 feet of any structure shall be spaced no closer than 10 feet from the outermost branches. The lower limbs of conifers should be removed up to 10 feet or half the total height of the plant to eliminate ladder fuels. D. Roots shall be constructed with a Class A roof covering or a Class A assembly as defined in the International Building Code (IBC) Section 1505.2. Wood shake/shingle roof coverings are prohibited in all wildfire hazard areas. The Public Trail Easement within Aspen Valley Ranch follows the alignment of existing roadways. Grantor shall not, by the terms of this Trail Easement, be required to improve, realign or upgrade any portion of the roadways as they exist on the date hereof. Grantor shall be obligated to maintain the roadways in a condition that will allow reasonable pedestrian access pursuant to the terms of this Trail Easement. Grantee shall have no responsibility, nor any authority, for the maintenance, repair, replacement or upgrade of said roadways. Nothing herein shall, however, preclude Grantor from undertaking and performing such maintenance, repair, replacement or upgrade to the roadways, including paving, as Grantor, or its successors and assigns, determine is necessary or desirable, so long as such work does not unreasonably restrict the public's use of the roadways intended by this Trail Easement. Grantorshall construct a new trail along the alignment described on Exhibit B within the Werk Cook Parcel. Grantor shall thereafter be responsible for the reasonable maintenance and repair of said trail. Changes to or infringement of floodplain: o Upon completion of this bridge there will be no part of the bridge structure that will be in the floodplain. Also there will not be any part of the construction process that will leave permanent changes within the floodplain. Temporary access along the edges of the floodplain may be necessary for short periods of time to facilitate equipment access, however, all grades in & around the floodplain will be returned to preconstruction conditions. SGM will survey all floodplain limits to help ensure that construction operations stay outside of the delineated areas. The tank will provide storage for the common water system to be placed for the residential development planned at Aspen Valley Ranch. METHODS STATEMENT The project is expected to take between 9 and 12 months to complete. Work will begin with excavation for the tank. This will involve relocating the excavated material with dump trucks to nearby designated storage areas (see Construction Management plan below). These activities will take place for the first 3 months of the work. After excavation is complete, the tank will be constructed. The tank will be made of concrete and will be cast in place. The banks along the excavated area will be stabilized using soils nails, and the base of the tank will be formed and poured. After the base is set, the walls and then the top of the tank will be formed and poured. Concrete trucks will be accessing the site during this time. After the tank is poured and set the excavated area around the tank will be filled and compacted and all excess fill will be hauled off-site. Revegetation of the disturbed areas will be accomplished after final grading has been completed. CONSTRUCTION MANAGEMENT PLAN 1. Permits: a permit will be obtained from Pitkin County prior to construction. The work will be permitted as a part of the overall infrastructure work for Aspen Valley Ranch (hereinafter "AVR"). 2. Public Notification: AVR will notify adjacent property owners and homeowner associations after issuance of the County Permit and prior to beginning of construction. 3. Dates of Construction: AVR hopes to begin work on the project this fall. The specific start date is dependent on County land use approvals and permitting approvals. The project is expected to take 9 months to complete. 4. Hours of Construction: Construction hours will follow Pitkin County protocol, which allows work between the hours of 7:00 am and 5:00 pm, Monday —Saturday. Work on the project will not take place on Sundays or federal holidays. 5. Delineation of Project Area: Construction fencing and/or silt fencing will be placed around the perimeter of the project area prior to construction. Features of the natural environment that will not be disturbed but are in close proximity to the work area will be protected with fencing. 6. Wildlife Habitat: AVR will be cognizant of all potential wildlife impacts and shall restrict dogs on the work site. 7. Emergency Vehicle Access: Figure 1 shows the location of emergency access, parking, material storage and staging areas for the project. Emergency access shall be gained from Highway 82 using Aspen Valley Downs Road via Upper River Road. 8. Construction Parking Construction Staging and Construction Storage: All construction parking, staging and storage will be located along the access Road to Lots 6 -9 of Aspen Valley Downs (see Figure 1). It is anticipated that 3 —5 construction vehicles will be at the site at any given time. 9. Traffic Control: Traffic to the site will be managed as needed with signage and cones. Dump truck traffic related to excavation will stay within the project area. Concrete trucks delivering to the site will use Aspen Valley Downs Road. Excess fill material will be hauled from the material storage areas to AVR and/or the County landfill. 10. Delivery Requirements. The primary material be delivered will be concrete. We anticipate 5 — 7 concrete trucks per day when pouring the tank. Trucks will stage along the access road past the gate on Aspen Valley Downs Road and will not impede access to Lot 1— 5 and 10 of the Aspen Valley Downs Subdivision. Other deliveries to the site will be intermittent throughout the project. 11. Sediment and Erosion Control: The project is a part of an overall Stormwater Management Plan for the development. Best Management Practices (BMPs), such as silt fencing, outlet/inlet protection, and final stabilization of the disturbed area, will be utilized to prevent soils and silted runoff from leaving the site. 12. Fugitive Dust Control Plan: Attached as Figure 2 is a copy of the Fugitive Dust Control Plan to be submitted to the County through their permitting process. Features of the plan include: a. The access road will be watered regularly to keep dust down; b. The speed limit on the access road will be posted at 15 mph; c. Disturbed surface areas will be watered and revegetated as soon as possible after construction activities have ceased; d. Mud and dirt carried off the site by vehicle accessing the site will be prevented using graveled entry ways and street sweeping as required. 13. Noise Suppression: AVR will follow the noise limitation for construction activities cited within the Pitkin County Code (Section 6.36). The special inspector shall observe assigned work for conformance with the building department approved (stamped) design drawings, specifications, and applicable workmanship provisions of the International Building Code. Architect\engineer-reviewed shop drawings may be used only as an aid to inspection. For continuous special -inspection, the special inspector shall be on site at all times observing the work requiring special inspection. Periodic inspections, if any, must have prior approval based on a separate written plan reviewed and approved by the building department and the engineer or architect of record, 3. Report nonconforming items. The special inspector shall bring nonconforming items to the immediate attention of the contractor and note all such items in the daily report. If any item is not resolved in a timely manner or is about to be incorporated in the work, the special inspector shall immediately notify the building department by telephone or in person, notify the engineer or architect, and post a discrepancy notice. 4. Provide timely reports. The special inspector shall complete written inspection reports for each inspection visit and provide the reports on a timely basis determined by the building official. The special inspector or inspection agency shall furnish these reports directly to the building official, engineer or architect of record, and others as designated. [IBC Sec. 1704.1 .2] These reports should be organized on a daily format and may be submitted weekly at the option of the building official. These reports should include: a. Description of daily inspections and tests made with applicable locations, b. Listing of nonconforming items, c. Report on how nonconforming items were resolved or unresolved as applicable, d. Itemized changes authorized by the architect, engineer, and building official if not included in nonconforming items. 5. Provide Final Inspection Report. The special inspector shall submit a written final report documenting required special inspections and correction of any discrepancies noted in the inspections prior to the final building inspection. B. Owner Responsibilities. The project owner, the engineer or architect or record, or an agent of the owner is responsible for employing special -inspection services. The special inspector\agency shall not be in the employ of the contractor, subcontractor or material supplier. [IBC Sec 1704.1] In case of an owner\contractor, the special inspector\agency shall be employed as specified by the building official. C. Engineer or Architect of Record Responsibilities 1. Prepare special inspection program. The engineer or architect of record shall list the items for which special inspection is required; and shall indicate any items for which the IBC or the building official approves periodic inspection and the frequency of such inspections. 2. Respond to field discrepancies. The engineer or architect of record shall respond to uncorrected field discrepancies in design, material, or workmanship observed by the special inspector. 3. Review shop drawings and submit design changes. The engineer or architect of record shall acknowledge and review for conformance with the construction drawings those shop drawings that may detail structural information, shall submit to the building official and to the special -inspection agency written documentation of any verbally authorized deviations from the approved construction documents, and shall submit revised documents for building official approval as required. D. Contractor Responsibilities 1. Notify the special inspector. The contractor is responsible for notifying the special inspector or agency regarding individual inspections for items listed on the attached schedule and as noted on the building department approved plans. Adequate notice shall be provided so the special inspector has time to become familiar with the project. 2. Provide access to approved plans. The contractor is responsible for providing the special inspector access to approved plans. 3. Retain special inspection records. Upon request, the contractor is also responsible for retaining, at the job site, all special inspection records completed by the special inspector. E. Inspection of Fabricators 1. Fabrication of structural assemblies and members. Where fabrication of structural load-bearing members and assemblies is being performed on the premises of a fabricator's shop, IBC Section 1704.2 shall require special inspection of the fabricated items. 2. Fabrication and implementation procedures. The special inspector shall verify that the fabricator maintains detailed fabrication and quality control procedures that provide a basis for inspection control of the workmanship and the fabricator's ability to conform to approved construction documents and reference standards. The special inspector shall review the procedures for completeness and adequacy relative to code requirements for fabricator's scope of work. F. Approved Fabricator Responsibilities 1. Fabrication exempt inspections.
