The subject property and location of the 4 post tower is at the top of Loge Peak on the Highlands Ski Resort above the terminal of the Loge Lift. Pursuant to CKS 30-28-110(1), and Land Use Code Section 2-30-30(h)(10), the Planning Commission finds that Location and Extent Review for the proposed tower is the only applicable review for the proposal. 4. The Planning Commission reviewed the application at a duly noticed public hearing on July 191, 2016 at which time evidence and testimony were presented with respect to this application. 5. The Planning Commission finds that pursuant to the 2003 Maroon/Castle Master Plan under subheading "Scenic Quality", the proposed 4 post 14' antennae will have marginal scenic impact when viewed from Maroon Creek Road and Castle Creek Road. 6. The Planning Commission further finds that redevelopment of the Loge Peak Communication Site infrastructure is critical to continue County -wide communication service and furthers the County's initiative to expand broadband coverage. APPLICANT: Pitkin County - Communications Department LOCATION: Highland Ski Area. Top of Loge Lift, United States Forest Service owned land. Within the Maroon Creek Caucus Boundary. ZONING: SKI-REC EXISTING CONDITIONS/BACKGROUND: The site location is at the top of Loge Peak, just above the terminal of the Loge Ski Lift and Mousetrap Ski Run at the Highlands Ski Area. The general area is a high alpine tundra and very rocky with little vegetation. At the top of Loge Peak exists two (2) 20' antennae. One antenna is owned by the Ski Company and is used for weather surveillance. The other antenna is owned by the Forest Service and is used for radio communication. The pictures on the following page show the antennae on the top of Loge Peak. The picture on the left is a view from the saddle between the terminals of the Temerity ski lift and Loge ski lift. The picture on the right is a view of the two towers looking north. In addition, Pitkin County owns a currently defunct communication site at the beginning of the Garmisch ski run, near the Steeplechase side of the Highlands ski area. This site includes a small building that at one time housed equipment and an approximately 20' tall antenna. The picture on the following page depicts this communication site. !(4 /Y t'A PROPOSAL: The Applicant is proposing to consolidate the existing 20' Forest Service and Ski Company antennae and construct a new 4 post, 14' antenna tower that will include a Pitkin County Radio Communication antenna. This tower will also have the ability to host public safety radio, FM radio, translator, broadband, and a future wireless communication provider. The proposed location is at the top of Loge Peak in the approximate vicinity of the existing antennae. The picture below depicts what the proposed 4 post antennae will look like, as viewed from the saddle between the top of the Loge and Temerity ski lifts. The lattice tower antenna to the left of the 4 post tower will be removed. Distribution wires will be located above ground in conduit where they will connect to equipment located within the Highlands Ski Patrol building. PROCEDURE/PROCESS: The site location is within the newly formed Maroon Creek Caucus. The Caucus is currently working on a specific Maroon Creek Caucus Master Plan, however, this plan has yet to be completed. For the purpose of this review, the applicable Master Plan for this area is the 2003 Maroon/Castle Caucus Master Plan. Though not within the newly formed Castle Creek Caucus, the tower will be visible by Castle Creek Valley residents, specifically from Castle Creek Road. Staff referred the application to the Castle Creek Caucus and public comment was received. All public comments are attached to this memo. 3 C.R.S 30-28-110(1) and Land Use Code Section 2-30-30(h)(10) provides that the Planning Commission shall review the location and extent of public projects proposed by a governmental entity in the unincorporated area of the County for conformance with the applicable comprehensive plan or master plan. The Planning Commission's action on a Location and Extent proposal is essentially "advisory", and disapproval may be overruled by the governmental jurisdiction making the proposal. The Applicant is also required to apply for and receive permits from the Forest Service and Federal Aviation Administration. The Applicant has stated that these permits have been applied for and are currently in process. Construction of the tower will begin after these permits have been issued. REFERRAL COMMENTS: The application was referred to the Maroon Creek Caucus, Castle Creek Caucus, United States Forest Service, and Aspen Ski Company. Public comment has also been provided from neighbors in the area. All comments received are in favor of the proposal and can be viewed as Attachment A. STAFF COMMENTS: The Maroon/Castle Master Plan is the applicable Master Plan for the purpose of this review. The Applicant has provided text with the application explaining conformance with this Plan. The Plan does not make specific mention of radio/telecommunication improvements. Staff feels that given that the proposed tower will be located on a visible ridgeline as viewed from Maroon Creek and Castle Creek Road, view impact of the proposed tower should be considered. On page 25 under heading "Scenic Quality", the Plan outlines scenic goals for the Castle Creek and Maroon Creek Valleys and objectives to accomplish those goals. This subheading includes the following language: "Therefore, it is the goal of this plan to preserve, for generations to come, the natural beauty and unspoiled scenic character of the landscape within the Planning area, particularly the spectacular views of the mountains and ridgelines, but also the more intimate views of the streams with their riparian corridors, and historic structures. " The 2 existing 20' antennae towers are visible from Maroon Creek Road at T Lazy 7 Ranch and Castle Creek Road near the intersection of Conundrum Creek Road. The existing antennae obstruct a ridgeline from these views though they are almost undiscemible without the aid of optics. Staff will provide pictures of these views for the Planning and Zoning Commission at the hearing. Staff feels that because the proposed tower will consolidate the existing Ski Company and Forest Service antennae and the height of the proposed tower will be reduced from 20' to 14', the Planning Commission can make a finding that the proposed tower will have less visual impact from Maroon Creek Road and Castle Creek Road, both designated scenic corridors. Though not able to be required of the Applicant, if amendable, Staff would like the Applicant to explore using non -reflective (perhaps galvanized) materials for construction of the new metal tower. If microwave dishes are used, the avoidance of the color white and a more earth tone color is preferable. Staff also feels that removal of the defunct communication facility at the top of Garnisch ski run poses no issue with the Castle/Maroon Master Plan and can be found in conformance with this Plan. 4 RECOMMENDATION: Staff recommends that the Planning Commission approve the Location and Extent review for the Pitkin County/Loge Peak Communication Facility proposal and find it in conformance with the 2003 Maroon/Castle Master Plan, subject to the attached draft Resolution. I would like to urge the Commission to grant approval on July 19 to the County's proposal to remove two existing 20 -foot towers on Loge Peak which are outdated and to replace them with a single 14 -foot communications tower. As you may be aware, this tower is one of eight primary towers proposed as part of the system that the County is now pursuing as the solution to provide broadband internet connectivity for the unserved and under -served rural areas in the County. It is my understanding that from these primary towers, the County hopes to use small relay towers from which ISPs will be able to provide service to residences, commercial uses and governmental facilities in these rural areas. As a resident of the Castle Creek valley only about one mile removed from the Aspen city limits, and about one half mile beyond the high-speed service limits of CenturyLink, it is a source of great frustration for me that we must pay what has been as much as $500 per month to have reasonably reliable internet service by satellite. Unfortunately, however, I believe that we may actually be lucky to have the service that we have. I believe that other residents in our area do not even have the option of satellite service because their homes are not in an area that can be served. I've also been told that the company that we use, ViaSat Exede, is no longer offering service to additional customers due to a lack of capacity at the present time. I hope that you will support this proposal so that we can continue to make progress toward a goal of providing broadband coverage throughout the County. We live in Little Annie and it would be good to have internet service in Castle Creek. Perhaps, developing a new tower on Lodge Peak would be a first step to have reliable internet service. The Tower will not have any adverse impacts as long as the Tower is placed outside any good skiing lines at the top of Steeplechase. The County should be sure to check with the Highland Patrol so the Tower is properly placed to avoid any good lines. This is the most important consideration. The site will develop a new 14' tall, 8'x10' four -post communication tower at the top of Loge Peak (approximately 39°08'33.1"4, 106°52'25.3" VV) and decommission two existing antiquated 20' towers. The site is on Aspen Highlands Mountain, located on USFS property. Pitkin County has submitted an application for a Special Use Permit to the USFS to utilize the site for communications. The County expects a final decision by mid-July. Pitkin County Communications is seeking to build one communication tower that can host the Digital Trunked Radio System (DTRS), in addition to other public safety radio, FM radio, translator, broadband and commercial telecommunication services (e.g. wireless phone). The County is collaborating with Aspen Skiing Company (SkiCo) for the development of the communication tower. SkiCo is planning an addition to the existing Patrol Headquarters (PHQ) building for 2017 that will include additional restrooms and a radio equipment room. Since the addition is not slated until 2017, this application is only for the communication tower and transmission lines to the PHQ building. The site is an existing communication site for the USFS and SkiCo. This proposed project will consolidate the existing 20' weather station and 20' guyed communication tower with a single four -post (8'x10') 14' tall tower. This project will remove the guyed -wire tower, which is a hazard to wildlife, and provide additional capacity for future public safety, broadband and commercial telecommunications. The redevelopment of the site is the critical linkage to Pitkin County's transition to the Digital Trunked Radio System (DTRS). As part of the transition, Loge will become the primary linkage back to Pitkin County dispatch. The County is seeking to build the tower in 2016 to collaborate with the redevelopment of towers at other locations and coordinate with the relocation of the dispatch center. This project will remove an antiquated guyed - wire tower, which can be hazardous to wildlife, and replaces it with a self-supporting structure. Safety The Loge Communication Site is a critical linkage for Pitkin County's public safety network and will provide the Sheriffs Office and other emergency personnel with better equipped radio communications to serve the caucus area and the county. The communication tower will also provide space for private wireless providers, expanding cell phone coverage into the caucus area. Scenic Quality The proposed tower will likely be visible from the Maroon Creek road, but the impact to the scenic quality will be minimal from the existing conditions. This project will decrease both the height and number of towers currently located on the Highlands Mountain ridgeline. The tower will be a galvanized gray to best match the existing ski towers and blend in with the natural landscape to the best extent possible. Pitkin County is requesting a Special Use Permit from the USFS for the proposed project. The County currently holds a Special Use Permit for a communication site lower at Highlands. As part of the request, Pitkin County will decommission the other site and create one communication site on Highlands. This application is to request a new lease for the top of Loge Peak (approximately 39°08'33.1 "N, 106a52'25.3"W) on Aspen Highlands and terminate the existing Pitkin County Special Use Authorization #ASP688 (approximately 39008'47.3"N, 106-52'14. 1 "W). Pitkin County's existing Special Use Authorization #ASP688 is for a site lower on Aspen Highlands that was originally approved for a TV Translator site in 1983. Although the lease was renewed in 2014, the site has been inactive for several years and is not a feasible location for the delivery of telecommunication services, especially DTRS. In addition, over time several communications (public safety, HAM radio, and VHF/UHF radio) migrated to the old lift shack at the top of Olympic ("Oly Bowl"). Pitkin County is partnering with the Aspen Skiing Company (ASC) to locate new telecommunication equipment in the proposed Communication/Restroom facility and relocate existing telecommunication equipment from both the current ASC ski patrol building at the top of Loge and equipment located in the Oly Bowl shack. ASC is submitting a separate request to the USFS as part of their master permit for the redevelopment of the Communication/Restroom facility. This application is for the redevelopment of the tower at the top of Loge and re-routing the transmission lines from the current ski patrol building to the proposed Communication/Restrooms building (see Attachment A). This scope of the project will replace the two (2) existing 20' towers (one operated by USFS and one a weather station for ASC) with a single, self-supporting 14' four -post tower to host all telecommunication services. In addition, the original site, tower and facility, per #ASP688 will be decommissioned and several of the telecommunication equipment will be removed from the Oly Bowl lift building. SkiCo has requested that the building remain. The approximate coordinates of the proposed location of the new tower is 39°08'33.1'4 106°52'25.3"W at an elevation of 11,600 feet. This proposed tower will consolidate the existing towers, remove the guyed -wire tower, which is a hazard to wildlife, and provide additional capacity for future public safety, broadband and commercial telecommunications. The redevelopment of the site is the critical linkage to Pitkin County's transition to the Digital Trunked Radio System (DTRS). As part of the transition, Loge will become the primary linkage back to Pitkin County dispatch. The tower and facility will need to be completed by Fall 2016 to collaborate with the relocation of the dispatch center. 000013 The equipment located at the site will be active year-round. (CCNC), which is the user and managing organization of the Statewide Digital Trunked Radio System Network (DTRS). As the USFS is an active user on the Statewide DTRS, the USFS therefore becomes a co -applicant for this project, along with the State of Colorado and Pitkin County. All applicants will benefit from the Public Safety radio communications provided by the redeveloped tower and new facility, therefore share in contributing to the technical design, implementation and scoping process of this project. 11. The Statewide Digital Trunked Radio System is a collaborative effort of Federal, State and Local Government Public Safety agencies working together to provide interoperable communications statewide. All of these agencies have years of technical experience in designing, installing, operating and maintaining Public Safety communications systems. Funding mechanisms are in place at the local and state level for maintenance, repair and on-going operational costs. 13a. Describe other reasonable alternative routes and modes considered The proposed location atop Loge is critical in the migration to the DTRS system and its connection to Dispatch. Pitkin County is relocating its Dispatch center from the Aspen core to the North40 Firehouse, located across Hwy 82 from the Airport. Currently, the public safety radio system relies on the Upper Red Communication site to connect with Dispatch. However, the infrastructure at Upper Red is beyond its useful life, with the tower failing and the power system unreliable and inadequate for DTRS needs. Upper Red is also a single point of failure for the entire public safety system, which is of great concern since it is the most unreliable site within the system. The transition to the DTRS system identified Loge as a critical connection point to replace the Upper Red site, connect to Dispatch and improve reliability and redundancy (see Attachment D). Even if Upper Red was re -developed, the system would still require a site on the SE side of the valley to ensure rehability/redundancy of the network. Other sites on Aspen Highlands were considered but dismissed. The location under the current Pitkin County authorization is located below the ridge line within the trees. This site would require a large tower, at least 80' tall, to connect to Dispatch and perhaps taller to connect to some of the other sites, such as Williams. The Oly Bowl site, where there is existing infrastructure, was also considered but dismissed for similar reasons for connectivity to other sites and minimum height needs for the tower. Neither site provides the additional coverage up Maroon and Castle Creeks that the proposed site at the top of Loge would provide. All three sites would require the development of a new facility. In an effort to minimize the amount of development on the mountain, the proposed site creates a multi-purpose facility, adjoining the communications facility with the restroom facility that was identified in ASC's master plan. No other sites will meet the technical requirements and infrastructure needs with minimal changes to the landscape that the Loge site provides. b. Why were these alternatives not selected? The proposed site is an existing communication site for the USFS and SIdCo. Loge is the alternative site to provide the best public safety radio system as well as it is a current communication site with the best year-round access and infrastructure to improve public safety communications. 000014 c. The use of Federal land at the Loge Peak location is necessary to provide the greatest range of Pubfic Safety radio communications throughout the Roaring Fork Valley and is the critical link back to Pitkin County Dispatch. 14. (Specify manber, dare, code, or name) There are hundreds of existing Special Use permits for mountain top Public Safety communications sites on USFS, BLM and Tribal lands in the State of Colorado. Pitkin County currently has leases in place for communications sites with USFS (Upper Red Mountain, Lower Red Mountain, Elephant Mountain, Sunlight, Thomasville & Aspen Mountain) and BLM (Crown Mountain & Williams Hill). 15. Provide statement of need for project, including the economic feasibility and items such as: (a) cost of proposal (construction, operation, and maintenance); (b) estimated cost of next best alternative; and (c) expected public benefits. The need for this project is to provide Public Safety radio communications in the Roaring Fork Valley, connecting Pitkin County Dispatch to DTRS communication at AJAX, Red Table, Sunlight, Williams Hill, Aspen Water and Crown (see Attachment D). The redeveloped Loge Peak site will provide additional coverage to Castle Creek and Maroon Creek Valleys and allow first responders to integrate communications with state and federal agencies. 16. Describe probable effects an the population in the Brea, including the social and economic aspects, and the rural lifestyles. The Loge Peak site project will improve the response time and enhance the interoperable radio communications between all of the Public Safety agencies that respond to Roaring Fork Valley and Highway 82 corridor. This site will greatly improve first responder safety when working incidents in Castle Creek and Maroon Creek area. The redeveloped tower will also provide a location for commercial cell carriers to expand coverage, providing much needed cell phone service in the popular valleys to serve the public and the thousands of people that visit the area each year. 17. Describe likely rnvironmental effects that the proposed project will have on: (a) air quality, (b) visual impact (c) surface and ground water quality and quantity; (d) the control or structural change on ally stream or other body of water, (e) existing noise levels; and (f) the surface of the land, including vegetation, permafrost. soil, and soil stability. The only potential effects of the project will be a minimal change to the visual resources. The project proposes to consolidate and update the existing towers at the site. The project will replace the 20' weather station and 20' guyed communication tower with a single four -post (8'x10') 14' tall tower. (see Attachment C). The tower also provides ample space for additional commercial use. The tower will provide space for eight (8) antennas: two (2) will be used for DTRS, one (1) for USFS, and one (1) for the ASC weather station. The remaining four (4) will be available for commercial use. Antennas may additionally be able to be doubled up, as long as the use is not the same frequency (e.g. two cellular carriers on one antenna if they are not using the same frequency). Transmission lines will be re-routed from the existing ski patrol but to the new Communication -Restroom building. The fines will be encased in an above ground conduit from the facility to the tower, similar to the existing transmission lines and will curve around to follow much of the existing conduit path. The project team is preparing a photo simulation of the proposed facility and tower to address the visual resource concerns. 18. Describe the probable effects that the proposed project will have on (a) populations of fish, plant life, wildlife, and marine life, including threatened and endangered species: said (b) marine mammals. including hunting, capturing, collating or killing these animals. There will be no probable change to any of the above listed items, as the site has been used for communications for some time. Pitkin County, in collaboration with ASC, will conduct a cultural/architectural assessment of both the tower and facility site prior to development, In addition, the project proposes to decommission the existing guyed -wire tower, adhering to the USFS policy, and reducing impacts to wildlife. 19. The proposed structure is a four -post self-supporting tower that measures 10' by 15' with a platform and rails for mounting microwave dishes and other radio communication antennas (see Exhibit B). The construction methods are outlined below: Permitting: Pitkin County will obtain all necessary permits and comply with local codes, ordinances and regulations prior to starting construction. Safety: The design and development of the Loge communications site is critical not only to optimal functioning of the communications system, but also to the safety of installation and maintenance personnel involved with building and maintaining the system. The importance of implementing and following safety programs, during construction as well as during the system's useful life, cannot be overemphasized. Pre -Construction Activities: There are two existing guyed towers atop Loge Peak and one of the towers will be impacted by the new tower construction. A portable mast will be temporarily installed next to the tower to accommodate the Aspen Ski Company (ASC) antennas during construction. Pitkin County will coordinate with ASC on the antenna move and downtime. Once the antennas are relocated, the existing tower, guy wires and anchors will be disassembled and removed. The USFS guy tower will not be impacted during tower construction. See 'Post Construction' below for more detail on the USFS equipment impact. Tower Assembly: The tower platform and legs will be preassembled prior to installation at the factory. All metal components including bolts will be hot -dip galvanized to prevent corrosion. Foundation: Geotechnical investigations will be conducted at Loge Peak to fully develop a foundation plan. This includes a soils test and ground resistivity test. Given the rocky conditions on Loge Peak, the likely method for mounting the tower is with rock anchors. Rock anchors are constructed by drilling holes in the earth and placing a single threaded rod in the hole. The rod is bonded with an epoxy grout or in some cases mechanical expansion anchors. Multiple rock anchors are placed in close proximity to each other and tied together with a concrete cap. This creates a larger platform at grade level to connect the foundation system to the tower structure. The Loge peak tower will require four foundation piers. The concrete piers will be monitored during construction to insure that they conform to the design limits specified by the structural engineer. Grounding: Grounding and earth bonding are essential on communication towers for unexpected events such as lighting strikes and power surges. A grounding electrode system or ground ring will be installed around the tower and interconnected to the building ground to 000020 Attachment E: Construction Methods Post Construction: The ASC and USFS antennas will be relocated to the new tower. The existing USFS guyed tower will be removed. Cleanup: All tools and construction debris will be removed from the site. The site will be inspected at final walkthrough and any issues will be corrected. Schedule: Construction is anticipated to start in July 2016 and is dependent on winter snowfall. As soon as the site thaws, we will begin the geotechnical assessment and then coordinate pre - construction activities with Aspen Ski Co and USFS. Permit Geotechnical Pre -Construction Foundation Grounding Inspection Tower Install Conduit Install Post -Construction Cleanup 000021 Attachment E: Construction Methods provide a common ground potential. Copper electrodes or ground rods will be placed in the earth and connected using a copper ground ring. The number and distance between ground rods will be determined based on the ground resistivity test results. Construction Method: The Loge Peak tower site is not accessible to heavy equipment. Helicopters will be utilized to support material delivery and tower construction. We anticipate three main helicopter lift operations to include: (1) Foundation Preparation: Deliver portable drilling rigs and power generator. (2) Tower Erection: Deliver pre -assembled tower structure (3) Cleanup: Remove construction equipment and tools There is a ski access road from the bottom of Highlands to the base of Loge Peak that can support delivery of small equipment and supplies. These items can be hand -carried to the top of Loge Peak and will not require expensive helicopter lift operations. Conduit: All tower transmission lines to the communications building will be run through conduit. Buried conduit will be used from the building to the base of Loge Peak (see Exhibit A). Surface conduit will be used from the base of Loge Peak to the tower. The conduit will ascend along the ridge to the tower and be hidden from view for hikers and skiers that are near the base of Loge Peak. We anticipate one 3" conduit to support all planned tower antennas. A spare conduit will be installed for future growth. A special PVC conduit with UV protection will be used to prevent discoloration and loss of impact resistance. Colors: The following tower and equipment colors are specified: (1) Foundation: Concrete will include an additive to match the existing soil. (2) Tower: The tower will be constructed using hot -dipped galvanized steel to prevent corrosion. The steel will be treated with an etch primer to create a dull uniform smoke gray appearance. The tower surface will match the existing chair lift poles that go up Loge Peak. (3) Conduit: Conduit will be gray or black in color. (4) Microwave Dishes: The tower microwave dishes will be painted brown in color. Dish covers are required to protect the components from extreme weather and will also be brown in color. The final color selection will be coordinated with USFS. Signage: The Loge Peak tower will be posted with signs identifying the site and providing notices and warnings. Box 309 Carbondale, CO 81623 RE: Proposed Action to Construct the Loge Peak Radio Antenna Platform and Communication Equipment/Restroom Addition to PHQ at Aspen Highlands Dear Karen, Aspen Skiing Company (ASC) and Pitkin County (PC) formally and jointly request the U.S. Forest Service (USFS) initiate the necessary environmental review to authorize the Proposed Action to construct the Loge Peak radio antenna platform and add a communication equipment/restroom addition onto the existing Patrol Headquarters (PHQ) at Aspen Highlands. This letter summarizes the project requirements and associated Proposed Actions. The Purpose of this project is to provide the optimum combined antenna location for improved valley -wide radio communication for: 1) PC Emergency Services, 2) USFS radio communications (especially within the Maroon Creek Valley), 3) ASC's radio communications for all four ASC mountains, 4) Current and future wireless telephone service providers, 5) Add to and upgrade existing restroom facilities for guests at the top of Aspen Highlands. There is a Need for this project to ensure optimum and enhanced radio communications for all agencies described above, but particularly to improve radio communications for public health and safety purposes. PROJECT DESCRIPTION The Loge Peak radio antenna platform and communication equipment/restroom PHQ addition project includes two elements: 1) An antenna platform (approximately 10 feet wide by 15 feet long by 8 feet high) on the Loge Peak summit, with multiple antennae/dishes (with a maximum height of 8 feet each) installed on the platform; 2) A radio equipment/restroom addition (approximately 420 square feet total) on the northwest comer of the existing PHQ building. Snowmass I Aspen Mountain I Aspen Highlands I Buttermilk 000024 Antenna Platform The proposed antenna platform will be constructed on four concrete piers. The piers could be either excavated into the existing soils to the specified foundation depth or anchored directly to the rock if the geotechnical analysis determines that using drilled anchors will support the structure. The existing guyed towers atop Loge Peak will be removed to facilitate the new platform construction. A portable mast will be temporarily installed next to the tower to accommodate ASC's radio communication antenna during construction. All antenna transmission lines to the radio equipment addition will be placed in conduit. This conduit will be buried between the PHQ addition and the base of the slope rising to the Loge Peak summit. Surface conduit will be used from this point up the slope to the Loge Peak summit antenna assembly and will ascend along the ridge, hidden from view of people located near the top terminals of the Loge Peak and Deep Temerity chairlifts. One 3 -inch conduit is anticipated to support all current antennae needs. An additional conduit will be installed for future growth. The exposed PVC conduit material will be UV resistant to prevent discoloration and loss of impact resistance. PHQ Addition The proposed PHQ addition will include a communication equipment room (approximately 240 square feet) and three additional unisex restroom compartments (approximately 180 square feet) adjacent to the existing public restroom at the northwestern comer of the PHQ building. The communication equipment room would be constructed as an addition to the existing basement of the PHQ building, along the western wall. This room would accommodate all current and future radio equipment needs. The restroom compartments would be constructed on the main deck level of PHQ, on the western side of the building. The restroom compartments will be ADA accessible and waste will be stored in two concrete vaults underneath the addition, capable of storing 2,000 gallons each. An alternate Clivus Multrum type composting waste system may also be considered if the application is appropriate. The vault waste will be pumped out and trucked down the mountain for disposal annually each summer. The addition will be designed to complement the existing PHQ architecture. An emergency generator will be included in the radio communication portion of the addition, with a buried or free-standing propane fuel tank situated per local and state building codes. Some minor grading will take place on the north side of PHQ to accommodate construction and service vehicle access to the northwest comer of PHQ. Construction access will be via the existing mountain road with a material staging area near the top terminal of the Deep Temerity chairlift. Antenna platform materials will be flown to the Loge Peak summit via helicopter and construction crews will access the site on foot. Any revegetation required will comply with guidelines in the ASC Revegetation Plan. 000025 Project Phasing The project would likely be phased as follows: 1) Summer 2016 — Construct antenna platform at Loge Peak summit and install the radio equipment within the existing basement of PHQ. 2) Summer 2017 — Construct the radio equipment/generator addition to the basement of PHQ and the restroom addition to the main level of PHQ.
