COUNTY,COLORADO,ESTABLISHING FEES FOR THE COMMUNITY
DEVELOPMENT DEPARTMENT AND REPEALING AND REPLACING ORDINANCE
012-2015

2016 RCITALS
1. Pitkin County proposes to set fees for the Community Development Department that are
consistent and fair to the public and reflect the expense incurred in providing such services to
the public.
2. Certain fees currently charged for development review no longer reflect the cost of providing
the necessary levels of such services.The policy of the Pitkin County Board of County
Commissioners is that development shall pay,in full,the cost of development review in Pitkin
County.
3. Payments due to the County for obligations due to sales and tax are not regarded as fees
and therefore not included in the Ordinance.The Ordinance does not reflect an
encompassing fee schedule.
4. Planning fees are not proposed to be increased this year.These fees will be reviewed annually
for appropriateness.
5. Building and Zoning fees are being adjusted by this ordinance.A flat percentage fee based
on permit valuation will be charged for building,zoning,engineering,and energy code
permit review.
6. The BOCC considered the proposed fees at a first reading on May 11,2016,and voted to approve
the proposed fees on second reading and public hearing on June 8,2016.
NOW,THEREFORE,BE IT ORDAINED by the BOCC that it does hereby adopt fees for
the Community Development Department as follows:
1. Planning,Zoning and Referral Agency fees shall be based on the attached fee
schedule (Exhibit A).
2. Building permit fees shall be based on the attached fee schedule(Exhibit B).
3. Mechanical permit fees shall be based on the attached fee schedule(Exhibit C).
4. Plumbing permit fees shall be based on the attached fee schedule(Exhibit D).
5. International Fuel Gas Code explained in Exhibit E.
6. National Electric Code Permit Fees permit fees explained in Exhibit F.
7. Contractor Licensing Fees shall be based on the attached fee schedule(Exhibit G).

The following guidelines shall be used for the administration of the fee structure set forth above:
1. Fees charged for the processing of applications,which fall into more than one type of application,
shall be cumulative. In the event that the fees that result from accumulation are found by the
Community Development Director to be excessive in relation to the number of hours it is

anticipated to require to process the application,the Community Development Department may
waive or adjust the accumulation requirement.
2. Additional charges shall be billed on an hourly basis beyond the base fee only if the time exceeds
the average by more than 20%in the processing of an application.
3. Additional charges shall be computed at the rate of three hundred and twelve dollars($325)per
hour of additional Community Development Department staff time required,including time of
referral agents beyond the allocated hours for the referral review.
4. The Community Development Department shall identify,prior to or at the time of submission of a
land use application,whether an application is to be referred to the Planning Engineer,Housing
Office,Historic Preservation Officer,Environmental Health,Airport or RFTA. Additional
charges will apply as shown below.Other agencies may require additional fees for review of land
use applications,which fees must be paid separately.
5. An applicant may request that the BOCC waive fees for projects serving a public purpose,
proposed by a non-profit organization,or in order to dispute the fee charged.
6. For projects constructed without proper land use approvals,land use application fees are doubled
as a penalty.
B. ZONING REVIEW FEES: Zoning shall be charged the following fees for the services listed:
1) Permit Review(a deposit of 60%of the zoning fee shall be collected at building permit application
submittal):

EXHIBIT B—INTERNATIONAL BUILDING AND RESIDENTIAL CODE PERMIT FEES
Building Permit Fees
A.
1) Building Permit Fees
2%flat fee(which includes the former Building Permit,Plan Review,Energy Review,Zoning Review
and Engineering Review fees)
Note: 2%of the actual project valuation based on the 16 Division Schedule of Values provided by the
applicant at submittal as a job cost estimate and as a final actual job cost prior to final inspection. These
Schedules of Value are subject to Building Official review and potential audit.
2) Change Order Permit fees:
Change orders shall be calculated at 2%of the additional job cost shown on the applicants Schedule of
Values provided for the Change Order scope of work. If the Change Order scope of work has no
additional valuation associated,then the Permit fees will be calculated on an hourly basis.
3) Repair Permit fees:
$200.00 Repair Permit flat fee
Note: A repair permit shall be issued only for an emergency repair for stopping a leak or cleaning up after
a single catastrophic incident(ie:fire or flood)and the associated investigative process for eventual
repairs. The actual additional repair of the structure and replacement of materials or systems shall require
an actual building permit and/or appropriate sub permit(s). Repair permits shall also be used for minor
repairs(ie:temporary structural shoring and deck board replacement).
4)Fire Sprinkler Fees
Fire sprinkler fees are based on the valuation of the fire sprinkler system and calculated according to the
currently adopted Fire Code Fee schedule policy for each jurisdiction.For fire jurisdictions without an
adopted code fee schedule,the Fire Sprinkler Permit fee is the total of the permit fee(calculated on
valuation of system using a 2%multiplier)
5)Party Tent Permit Fee
$150 Flat Fee.
Note:Permit applications must be submitted 3 days prior to event date or double fee will be charged.
6)Red Tag Fees
For work performed without required permits,building permit fees are doubled as a penalty.

8) Address Fees
Per currently adopted address fee ordinance.

EXHIBIT G-CONTRACTOR LICENSING FEES
Pitkin County and City of Aspen administer a joint contractor licensing program.Pitkin County
processes all BEST card testing and the City of Aspen processes contractor licensing.The BEST
card testing fees are listed below.For Current contractor licensing fees,please refer to the current
City of Aspen Fee Ordinance
A. BEST TEST FEE(The BEST test fee is based on the number of questions and level of the exam)
• Unlimited BEST test(125 questions 8 hour time limit) $130.00
• Commercial BEST test(100 questions 6 hour time limit) $105.00
• Light Commercial BEST test(75 questions,5 hour time limit) $80.00
• Homebuilder BEST test(60 questions,4 hour time limit) $65.00
Renewal test fees:
• Unlimited,Commercial,Light Commercial and Homebuilder(25 questions,2 hour $55.00
time limit)
• Specialty BEST tests(50 questions,3 hour time limit)(HPC only) $55.00

Contractor Red Tag fee for work without a permit:
First time—double permit fee
Second time—four times permit fee
Third time—license is subject to suspension or revocation plus eight times the permit fee
Plumbing and Electrical Contractors are licensed by the State,therefore they only register with us and
do not pay a fee.
