HomeMy WebLinkAboutbocc.res.098.2016 RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF PITKIN COUNTY, COLORADO AUTHORIZING PITKIN COUNTY TO SUBMIT A GRANT APPLICATION TO THE STATE OF COLORADO DEPARTMENT OF LOCAL AFFAIRS ENERGY AND MINERAL IMPACT ASSISTANCE FUNDS RESOLUTION NO. 641( -2016 1. Pursuant to Section 2.1 of the Home Rule Charter the Pitkin County Board of County Commissioners has the authority, by informal/single resolution,to authorize the filing of a grant application. 2. The State of Colorado Department of Local Affairs earmarked$20 million in Energy and Mineral Impact Assistance Funds (EIAF)to assist local government investment efforts in middle-mile broadband infrastructure. As of August 2016, $1.6 million remains in the Broadband fund with additional funding available from the general EIAF fund. 3. Pitkin County received$150,000 from the Department of Local Affairs EIAF Broadband Fund in 2015 to complete its middle-mile planning efforts and develop a Preliminary Broadband&Microwave Network Design and Build Plan. The Plan identified the first phase of implementation to include the redevelopment of three mountain top communication sites (Elephant, Thomasville and Red Hill) and development of a redundant microwave loop for both broadband and public safety communications. 4. Pitkin County is requesting funding from the Department of Local Affairs Energy and Mineral Impact Assistance Fund to assist with the first phase of implementation of the Preliminary Broadband and Microwave Network Design— redevelopment of three communication sites and creating a redundant and abundant microwave loop. 5. The Board of County Commissioners finds that applying for this grant to the State of Colorado Department of Local Affairs is in the best interest of the citizens of Pitkin County. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Pitkin County, Colorado that: 1. The Board strongly supports the application and, if the grant is awarded,the Board strongly supports the completion of the project; 2.
