Email the completed form to the Department's Fund Specialist Project/Service Name: Pitkin County Paging Services Work Session Date: August 2,2016 Department: _ Dispatch Budget Year: 2016 Request Type: Capital Improvements Adjustment Type: One-Time Adjustment Fund: General Fund Staff Responsible: Phylis Mattice Prepared By: Phylis Mattice Reviewed by Finance Staff-Name: Connie Baker Date: 7/25/16 1) PROJECT DESCRIPTION AND FISCAL IMPACT: Paging has been identified as a critical service by both internal and external customers.Alphanumeric paging is used for a 24/7 notification system, at work, home, and in-between for one way notification known as PitPage from out of the Pitkin County Regional Emergency Dispatch Center(PC-REDC). There are currently 66 alphanumeric pagers known to be in use on PitPage,40 of them issued to County and County Public Safety Users,with the remaining 26 being used by External Agencies, primarily Aspen Valley Hospital and City of Aspen Utilities. Pagers have an advantage of being able to reach areas where cell and internet are not available. PitPage is an organically grown system that was never comprehensively designed and has been expanded piecemeal by different agencies without coordination by a central source.This has led to a nebulous system and inefficient processes that require users to carry multiple devices and dispatchers to use different interfaces to send time sensitive and public safety critical notifications. This Project will overhaul and modernize the Dispatch's PitPage service with a new Paging Notification System (PNS), HipLink Pager Interface. It will also provide greater reliability over our challenging topography using the best of our VHF Network, Digital Trunk Radio (DTR)Network, and commercial Internet and Cellular Services. HipLink will also provide for future upgrades to other notification methods and provides a means of securely transmitting sensitive CJIS and HIPAA compliant messaging capability for those staff using smartphones or tablets through the HipLink mobile application. The physical upgrade will take place during the buildout,testing, and cutover phases of the PC-REDC relocation to the North 40 Dispatch Center. Dispatch is projected to have over$200,000 in payroll savings in 2016 due to the vacancy of the Dispatch Director position and other Dispatcher vacancies.At the July 21, 2016 Communications Board meeting,the Board approved spending $47,316 out of Dispatch savings in order to fund the purchase of a HipLink Pager Interface. No other options were found that could operate as efficiently and securely in the current Dispatch system.
