Home My WebLink About02 indypasspacket2016 AGENDA ITEM SUMMARY WORK SESSION DATE: September 27, 2016 AGENDA ITEM TITLE: Independence Pass Over-length Vehicle Discussion STAFF RESPONSIBLE: Brian Pettet, Public Works Director ISSUE STATEMENT: Over-length vehicles (over 35 feet) continue to attempt to navigate Independence Pass especially when traffic is restricted on I-70. This is creating a transportation safety hazard and is a threat to the fragile environment on Independence Pass. The Board of County Commissioners directed staff to investigate alternatives to attempt to solve this safety problem. BACKGROUND: Closures to I-70 over the last year have shown that increased fines, as well as, increased and more direct signage on State Highway 82 have not stopped over-length vehicles from attempted to travel over Independence Pass. During recent vehicle restrictions on I-70 the Pitkin County Sheriff's Office resorted to posting a deputy at the Independence Pass closure gate to enforce the over-length restriction and turn trucks around. Over the last several months, the Colorado Department of Transportation (CDOT), Independence Pass Foundation (IPF) and County Staff have been cooperatively working to resolve this safety issue. There are three alternatives that were identified through this process: • Hire security firm to monitor Independence Pass during I-70 closures. • Request the Pitkin County Sheriff post a deputy at Independence Pass during I-70 closures. • Construct over-length detection, driver notification system and truck turn around area. It is possible to post a person(County employee or contracted) during those times when over-length trucks are more likely to use Independence Pass. However, there have been over-length vehicles attempting to use the pass even with no vehicle restrictions on I-70. Additionally, this could be a more expensive solution over time. The project planning team began considering a built solution to the problem. The team decided to consider access from the Pitkin County side of The Pass first. CDOT Region 3 engaged Mueller Engineering to conduct a review of potential technology solutions to help manage over-length vehicles using Independence Pass. This study analyzed different technologies to detect over-length vehicles and also conducted a cost benefit analysis of different options. It was determined that an in-pavement loop detection system linked to a variable message sign would be the most cost effective method of detecting over-length vehicles and notifying drivers they would be violating the length restriction on Independence Pass. Pitkin County focused on designing a physical deterrent and formal truck turnaround. Given physical and sightline constraints of this section of State Highway 82, it was determined that this improvement would best fit at mile marker 46.5 (see attached). This solution would incorporate a tight turning radius on State Highway 82 that would limit over-length vehicles continuing up Independence Pass with a truck turn around to help commercial drivers negotiate a U-turn(see attached). The team decided a combination of both the technological solution and the physical solution would be needed in order to provide trucks a safe and efficient way to turn around. This would also add a horizontal curve to further compel (along with the variable message sign notification) commercial vehicle drivers to turn around. CDOT has budgeted $200,000 for 2017 to complete the technology side of the solution, however, the County would need to budget the physical solution in order to complete the project. The Pitkin County Sheriff and the Colorado State Patrol support this proposed solution. Does the BOCC want to spend$250,000 to mitigate over-length vehicles accessing Independence Pass? BUDGETARY IMPACT: $250,000 would be added to the 2017 road improvement budget. RECOMMENDED BOCC ACTION: Conceptually approve this concept and direct staff to increase the capital road budget for 2017 by $250,000.
