The vault and water cistern must have at least 25' of separation between them. The vault shall be located in an area accessible to pumping and shall be equipped with a conspicuously located visual and audio device to signal when filled to 80% of capacity. The vault shall be pumped by a licensed systems cleaned prior to reaching capacity, and receipts shall be retained and provided to this department upon request. Vaults have historically been used on this site due to the restrictions of adding any additional liquid to the waste pile. The feasibility of adding an absorption area has been explored and a proposed location has been identified. A "Request for an Amendment to an OWTS Construction Permit" with soil analysis, system design, and applicable fee must be submitted prior to June 15, 2011. Below is a response from Bob Peterson at CDPHE indicating that there would indeed be additional review necessary at the state level to assure no impact to the groundwater monitoring wells. My preference is for not taking the approach of building a leachfield for two primary reasons. The first is that, given Bob's response, it is cost prohibitive to seek state approval for a leachfield. The costs for the preparation and review would be an unbudgeted expense for this department and therefore need BOCC approval. While the work Bob mentions may not sound daunting, it will require services of the County's landfill consulting company. These approval projects have had a tendency to take on a life of their own (side note example: we submitted an approval to Bob in October 2009 that is still under review today), so I am reticent to undertake them unless absolutely necessary. The second reason is that, at the direction of the BOCC, this department is currently conducting preliminary planning and engineering work to install a liquid waste treatment facility at the landfill. The facility would be capable of managing all septic liquid waste in Pitkin County including that which we produce here on site. Bob and I share the opinion that this would be a better solution from an environmental standpoint than a leachfield. Furthermore, it will have been shortsighted, financially and otherwise, to have installed a leachfield while planning another solution for the very same waste materials for greater Pitkin County. Since the Division has regulatory authority over groundwater quality, any activities that could potentially impact groundwater quality are closely scrutinized. Warder to approve aseptic leach field at the landfill, CDPHE would require a technical J submittal for review that provides site geologic and hydrologic conditions (shollowj for the proposed locatiory; map r sshgwingdo§ation relative to the Iandf ll fadlities and a description of the likely fluid transport direction mechanisms and ; the potential to impact the landfill footprint and groundwater/methane monitoring well. A calculation of time of transport may be needed unless it is obvious that no impact can occur to the landfill or monitoring wells say it is located over a ridge or something like that. Design details/drawings could be provided by a PE once the location and concept are I.I approved or they could be submitted9gether. The review will be subject the State's WS per hourkeview fee. I am ccing Lance and Cindy because it might be necessary to sit down with those at a higher level than me to determine how to deal with non-compliance with our existing regulation (assuming you choose not pursue the absorption area). I'm not sure if the written justification I'm requesting below will be enough or if I should look at changing that section of the OWTS regulation to specifically allow a vault for the landfill operations. NNE 01,5/11 /ll 2) kinda think the absorption area is not a good idea given that the only feasible location in close proximity to the GW monitoring system and the landfill gas monitoring system. I can get Bob P. (our regulator) to weigh-in. But, he will need me to hire an engineering company to go off on a science experiment studying the underlying soil, distances, groundwater gradient, etc. That will take time and money for something that I think is infeasible. I'd rather just say it's not feasible given these costs and the proximity to monitoring systems, and the fact that we've been operating in this manner for well over 10 years. If you're not comfortable making that decision, can we get Cindy H. or Brian P. to weigh-in? I've talked to Bob Peterson a couple times. I does not appear there are any prohibitions to install an absorption area in the landfill regulations; however, they (the state) would support you if there was concern that an absorption area could lead to potential contamination of your groundwater monitoring well(s). It would be a site specific review, and I agree that it would not be a good use of time and resources to do a "science experiment" to determine the feasibility. My questions is: If the proposed system at the landfill were to meet all existing regulatory standards (minimum setbacks from wells, etc.-) SEE Pitkin County Code 6.28 Onsite Wastewater Treatment Systems would any additional review be required to assure no impact on the wells? If the answer is yes, would you please submit written documentation (state's response) as to why an absorption area is not feasible, citing the fact that it will be cost prohibitive to prove there will be no impact on the groundwater monitoring well. If an absorption area would not be permitted at the proposed location (see All Service Septic's proposed design from 12/20/10) OR is not recommended by the state solid waste regulators, please submit that written opinion to me and we will consider the issue closed. At that point, Cindy, Lance and I will need to decide how to address our existing regulation and the landfill exemption. XIt turns out that Beach never really prepared a final report for us. All he did was evaluate water system options and provide a drawing of several alignment options. We put one alignment for a water delivery system from AV in our Master Plan Amendment last year. The reason we should be allowed to haul water is that there is not a sustainable water supply on-site. The County had a well before and it didn't produce enough water for our daily needs, so it no longer used. A reasonable effort to produce one is underway. we are currently developing an arrangement to buy water from Aspen Village, but that'll take another M year before we actually have Oter running up to the Landfill. qnd, when we have water to the site sometime next year, getting it to employee occupied facilities will cause undue financial burden for the County since the water supply will still be several thousand yards from those facilities. I think this is all good justification. If you have a couple documents for my file, that would be helpful. The first thing I noticed is that the water tank was not 25' from the new wastewater tank. I think we can get around that because it's not a drinking water source. However, Jason, as the installer, had never seen the permit. It's important for the person doing the installation to see the approvals. That said, he is also not a Licensed Systems Inspector. 6.28.150 of our regulation states that ..any entity or individual engaged in the construction, installation, alternation or repair of an OWTS in 7V\LQ,PtUtCk ' County is required to be licensed by the Department as a licensed systems contractor.ould also like to have the specs on the tank you installed for my records. 5(1611I If Jason did want to become licensed, there is an application, test, and affidavit that must be filled out and submitted to us. Carla - We have had a well above the landfill for many years. However it produces very little water and we have abandoned its use several years ago. It would take a week to fill a 2,000 gallon tank we had on site and in the summer we are trucking in over 14,000 gallons a day for dust control. Although our domestic water uses are far less than that, that well would never produce enough water for our needs. We had Beach Resourced investigate several options for bringing water to the site and have settled on constructing a pipeline to use water purchased from Aspen Village. We are pursuing that avenue and hope to build such a system in 2011. The BOCC has agreed to fund that system and approved a land use application to allow it already. I have requested a copy of that information from Beach and will forward it when I have. Hope this i for your needs. Hey Chris, Another quick glitch in your historic practices... In 2006, the county accepted a protocol for hauling water. That protocol states, "In cases where hook-up to a public water system is unavailable, or would place an undue financial burden on an individual property owner, request to haul in water may be approved if the property owner demonstrated to EH that they have made a good faith and reasonable effort to obtain an adequate water supply from surface and/or groundwater sources on or proximate to their property and have been unsuccessful. My next email will be the actual memo that describes "undue financial burden" and "a good faith and reasonable effort". Please get back to me asap. I think the best way to handle this is through an "amendment" of this permit (when we add the absorption area). I'll have to issue a new permit, so when you are ready with the design, let me know and I'll send you the right paperwork. While it's normally $162/hour, I think the cleanest way to do this would be for you to pay the difference between a tank only permit ($523) and a full permit ($1023 - which is what your system will be when it's all done. We are replacing the scale at the landfill and locating it on the other side of the building. The new location will mean that our traffic will be directed in the area where the existing water facilities are located. For this reason we are re -locating the existing water facilities. Those facilities consist of a water holding tank and a grey water holding tank. This system was used in lieu of a leach field because of the trash known to have been placed in the general location in years past. This original system was constructed around 2005 when the new office facility was built here. We have alarm devices in the office to that ring when the tanks are getting full. There is no effluent outlet on the tanks. They are 1500 gallon tanks. Weare not changing anything about this system except for the location. They are going to be locdted in the same general area, just out of the way of traffic. I've also attached a site plan with the locations and notes for your review.
