OF PITKIN COUNTY, COLORADO, RECONFIRMING RECOGNTION OF THE
SNOWMASS CREEK CAUCUS,RENAMED
UPPER SNOWMASS CREEK CAUCUS
RESOLUTION NO. ll? -2016
RECITALS
1. The residents of the Snowmass Creek valley formed an officially recognized
Snowmass Creek Caucus by Resolution 107-2016.
2. Formation of a caucus is permitted subject to compliance with Article IV of the
Pitkin County Home Rule Charter. After satisfying itself that the provisions of this article have
been met,the Board of County Commissioners is authorized to recognize the caucus and
establish the caucus area by resolution.
3. The following provisions of the Home Rule Charter regarding the recognition of
Caucuses were addressed by residents as required:
a. After a broad, five-week informational campaign during which over forty letters in
support of the formation of a separate Snowmass Creek Caucus were gathered, all
qualified electors and non-resident real property owners in the proposed caucus area
were notified of the time, place, and date of a meeting to vote on the formation of a
Snowmass Creek caucus.
b. The meeting was held July 11, 2016 at which a majority vote of the ninety-four
qualified electors and non-resident real property owners in attendance determined that
a caucus area should be formed for the Snowmass Creek valley.
c. After recognition of the caucus area by the BOCC,the caucus will adopt by-laws and
operating procedures within the scope of Article IV of the Home Rule Charter.
4. Recognition of a Snowmass Creek Caucus and the designation of the caucus area
superseded the recognition and designation of the previously existing Snowmass/Capitol Creek
Caucus such that the previously existing caucus became two smaller, separate caucus areas
existing side by side.
5. In response to requests made by the caucus organizers and a citizen,the Board
agreed to reconsider the action taken regarding recognition of the Snowmass Creek Caucus. The
vote to reconsider was taken on September 28, 2016,the next regular meeting of the Board after
the original recognition action taken on September 14, 2016,consistent with previously adopted
policy of the Board.
6.' On November 2, 2016,the Board approved a motion to change the name of the
Caucus and amend the boundary of the caucus area and a second motion to reconfirm
recognition of the caucus, renamed Upper Snowmass Creek Caucus.

7. This action reconsidering recognition of the Snowmass Creek Caucus reconfirms
recognition of the caucus, renamed Upper Snowmass Creek Caucus. The boundary of the Upper
Snowmass Creek Caucus is depicted on Exhibit"A"attached hereto.
NOW THEREFORE BE IT RESOLVED,that the Board of County Commissioners of Pitkin
County, Colorado, under the Pitkin County Home Rule Charter, hereby adopts a resolution
reconfirming recognition of the Snowmass Creek Caucus, renamed Upper Snowmass Creek
Caucus.
