HomeMy WebLinkAbout04 AIS Secrist APCHA 12.13.16 Comb (4) AGENDA ITEM SUMMARY WORK SESSION DATE: December 13, 2016 AGENDA ITEM TITLE: Housing Authority Citizen Board Interview/Maria Hidalgo Sechrist- Joint Director STAFF RESPONSIBLE: Charlotte Anderson ISSUE STATEMENT: Staff has been advertising regularly when there are any vacancies on Citizen Boards. The Housing Authority(APCHA) Board has one joint director position and now has a county vacancy due to the recent resignation of Steve Stunda. Maria Hidalgo Sechrist has applied for the joint director position. The Aspen City Council plans to interview Maria in January 2017. The City of Aspen has also received two additional applications for the joint director position and council plans to interview them in January. Dallas Blaney and Fernando Gutierrez will appear before you today for an interview also. Matt Lanning and Lee Mulcahy have both applied for the county vacancy. Matt will be interviewed on December 20th and Lee is scheduled for an interview in January. BACKGROUND: Traditionally,applicants for Citizen Boards meet with the BOCC in a brief informal interview. Housing Authority is established pursuant to Intergovernmental Agreement#66(82) The Board consists of seven members as follows: three (3)members shall be appointed by the City council,three (3) members by the Board of County commissioners,one (1) member appointed jointly by the council and the Board and one (1) alternate member.All members shall serve four(4)years, staggered terms,preference is given to residents living in the County for at least one year, and shall not be members of the Council or county Commissioners,or employees of any local Housing Authority. The purpose of this board is to investigate housing conditions/needs in the city and county;prepare and carry out construction,reconstruction,improvements and alterations of any project; issue bonds, borrow funds, secure mortgages;manage existing employee housing projects; adopt rental and ownership qualifications on an annual basis; market units and review applicants. Staff will forward that information to Aspen City Council as they prepare to interview and make their decision in January 2017. The lack of available affordable housing in Pitkin County has reached a tipping point which cannot be ignored. I moved to Aspen,specifically,for the diverse long-term local community that it fosters. Especially in the past few years I have witnessed this county lose a lot of fantastic, active community members due solely to the lack of affordable housing. I want to work towards a solution to stop the bleeding of great people from our once stable, now increasingly transient resort community. I believe my appointment will bring a fresh perspective to the APCHA Board complete with logical, rational and analytical questions and process considerations. While many people get rightfully emotional about affordable housing issues, I greet each as a problem to solve and work towards an optimal solution regardless of emotion. I ask a lot of questions and I am not afraid to stand up for what is right or most effective even if it is unpopular. I want to help APCHA achieve its goals of providing affordable housing for the local working community and will do everything in my power in ensure we are successful.
