Application Request This is an application to designate an activity envelope and obtain site plan approval to make an addition to an existing residence on a property in unincorporated Pitkin County. The property is located at 144 Blue Sage Lane in Snowmass. Its Parcel ID# is 264522340020. A vicinity map showing the location of the subject property is included in this application booklet. The application is being submitted by the owner of the property, Susan P. Holliday Qualified Residence Trust (hereinafter, "the applicant"). Proof of ownership of the property is provided in the warranty deeds attached hereto as Exhibit #1. The applicant is being represented by Alan Richman Planning Services, Inc. and BG Design for this application. A letter from the applicant authorizing Mr. Richman to submit this application is attached as Exhibit #2. A pre -application conference was held with the Community Development Department. The Pre -Application Conference Summary issued by the staff (see Exhibit #3) states that the review procedure applicable to this proposal is as follows: Activity Envelope and Site Plan Review (Sec. 2-30-20 g.1-3). The applicant also requests that the site plan be granted vested rights status pursuant to Sec.2-20-170 of the Pitkin County Land Use Code. The Pre -Application Conference Summary lists the following sections of the Pitkin County Land Use Code that should be addressed by the applicant to obtain Site Plan approval: Section 7-20-10: Site Preparation and Grading; Section 7-20-20: Steep and Potentially Unstable Slopes; Section 7-20-30: Water Courses and Drainage; Section 7-20-50: Geologic Hazards (no mapped hazards); Section 7-20-60- Wildfire Hazards {mapped severe}; Section 7-20-70: Wildlife Habitat Areas (mapped elk winter range); Section 7-20-120: Scenic View Protection Areas; Section 7-20-130: Landscaping and Vegetation Protection; ` Section 7-30: Roads, Driveways and Parking; and Section 7-50: Public Services and Utilities. The following sections of this application provide responses to the County standards in these Code sections. First, however, a brief description of the property and summary of the proposed development plan for the addition to the residence is presented below. Susan P. Property Description and Proposed Development The subject property is located just below the top of Shield O' Mesa, at the end of Blue Sage Lane. Access to the lot is obtained from Shield O Road which intersects with Blue Sage Lane. The property is nearly rectangular in shape and is approximately 6.43 acres in size. It is zoned RS -30, a zone district with a minimum lot size of 30 acres. Therefore, this is a non -conforming sized parcel of record. The property is developed with a three bedroom single family residence. The structure was built in 1979 and contains approximately 2,000 square feet of floor area on three levels. The structure is located immediately at the end of the driveway, on a relatively bench that was previously established on the lot. Below the flat bench where the house is located the property drops off rather steeply, with a brief interruption in the slope where another flat bench was previously established for the leach field. The attached activity envelope and site plan shows the applicant's plans for the site. It shows that the applicant proposes to designate two activity envelopes on the property, these representing "the building/access envelope" and "the accessory utility envelope" (where the leach field is located). The building envelope is where the addition to the residence would be built. The existing house is approximately 2,175 square feet in size. The planned addition would allow for additional bedrooms, a new garage and new deck area. It would add approximately 1,425 square feet of space to the residence, plus a 600 square foot garage (for a total of about 3,800 square feet of residential space). It would be built on three levels, allowing the building footprint to remain quite modest, considering the relatively large area of this lot. The access portion of the building envelope has been drawn around the existing driveway and the turn -around area that is located at the entrance to the driveway, where Blue Sage Lane splits into the applicant's and the neighbor's driveways. The envelope will allow minor grading to occur in the turn -around area to comply with the standards of the Basalt and Rural Fire Protection District. It will also allow any minor grading or brush removal that may be necessary along the driveway itself to ensure a safe access into the home. The conformance of the proposed activity envelopes and site plan with the applicable standards of the Land Use Code is addressed in the sections which follow. Susan P. STANDARDS FOR ACTIVITY ENVELOPEISiTE PLAN REVIEW Chapter 7 of the Land Use Code establishes the standards related to the quality of development in Pitkin County, Fallowing are the applicant's responses to the applicable standards of that chapter, as specified in the pre -application summary form. A. Site Preparation and Grading (Sec. 7-20-10) (a) Grading and Fill Placement. The applicant agrees that all grading and filling associated with this project will take place within the designated activity envelopes. (b) Clearing, Grubbing and Vegetation Removal. The applicant agrees that all clearing, grubbing and vegetation removal associated with this project will take place within the activity envelopes depicted on the site plan. (c) Tree Removal and Mitigation. There are no trees that will be impacted by the proposed development. (d) Protection of Natural Terrain. The applicant agrees to follow those design and construction techniques that may be recommended by the County Planning Engineer or the Community Development Director to mitigate any physical or visual damage from the proposed development. This shall include, but not be limited to: Revegetation of the areas disturbed by the development proposed herein. Revegetation will be completed during the first planting season after completion of the construction, using native vegetation, + Removing and saving topsoil prior to any mass grading or excavation, and replacing it following construction; ♦ Employment of appropriate weed prevention techniques that are consistent with the provisions of the 2006 Revised Pitkin County Weed Management Plan, and + Following the County's adopted erosion and sedimentation control and stormwater management standards. Sediment barriers will be placed on-site as necessary to control the impacts of soil disturbing activities. Susan P. Steep and Potentially Unstable Slopes (Sec. 7-20-20) Section 7-20-20 of the Land Use Code provides standards for development on slopes of less than 30%, 30% to 45%, and 45% and greater. The proposed site plan depicts topography within and around the activity envelopes, illustrated as two foot (2') contours. An analysis of the slopes on the property demonstrates that while there are continuous areas of the property with slopes in excess of 30%, those slopes have been excluded from the proposed activity envelopes. However, there are some limited areas within the proposed building envelope that contain slopes of 30% to 45% and with slopes in excess of 45%. These steep slopes appear to have been created by the original construction and retainage of the existing driveway and the prior establishment of the flat building area on the property. The applicant considered whether there were ways to still make the planned addition and avoid these slopes. To do so would have meant burying most of the garage into the hill and retaining the steep hili to the west of the drive (thereby still disturbing slopes greater than 30%). This solution would have created a less -than -ideal north facing garage door and would have compromised snow removal and snow storage for the property. Therefore, the applicant requests approval to develop on these slopes, based on the fact that these slopes are anomalies and not continuous areas of steep slopes. Section 7-20-20 (c) (3) of the Land Use Code addresses such slope anomalies. This section provides an exception to the prohibition on development in areas with slopes greater than 30% "when the slope is due to the presence of a minor natural or minor man- made change in the gradient of a continuous slope". This section requires, however, that "An engineer of geologist licensed in the State of Colorado demonstrates that the slope's ground surface is not prone to instability or failure and that the proposed development will not cause greater instability or increase the potential for slope failure, " The applicant hereby agrees to have a licensed engineer or geologist review the plans for the residence addition prior to the submission of a building permit application and to provide the required demonstration as part of the package of documents that will be submitted to the County with the building permit application. The applicant further agrees to comply with all recommendations made by the engineer or geologist to ensure that the slopes will remain stable during and following construction and will not become prone to failure as a result of the planned disturbance. Susan P. Holliday Qualified Residence Trust Activity Envelope/Site Plan Review Page 4 OOOOOG C. Water Courses and Drainage (Sec. 7-20-30) (b) Encroachment or Channeling. No encroachment or channeling activities are proposed. (c) Drainage. The applicant will prepare and submit a drainage report and plan as part of the building permit package. The plan will describe how runoff volumes will be managed such that they will not exceed those of the undeveloped site. (d) Groundwater. No activities are proposed that would interfere with groundwater recharge or pollute groundwater. No contaminants will be introduced to groundwater as a result of the proposed development. (e) Irrigated Areas. The proposal will have no effect on water supplies available for irrigation or any water rights. (fj Irrigation Ditches, There will be no impacts to irrigation ditches as a result of this application. (g) Sedimentation. The applicant will comply with the County's standards for controlling sedimentation. A plan will be prepared as part of the building permit application package that locates and describes the erosion and sedimentation control measures that will be installed during construction. Sediment barriers, to include straw bales, silt fences and similar filtering devices, will be placed down- slope of all disturbed areas. Disturbed areas will be re -vegetated no later than one growing season after completion of construction by applying native seed mixes and fertilizer to disturbed areas and mulching seeded areas with straw. (h) Water Quality. (1) The project complies with the County's adopted stream setback standards. (2) The applicant will comply with those state and federal statutes and regulations concerning water quality that may apply to the proposed development. (i) Efficient Water Use. Geologic Hazards (Sec. 7-20-50) The subject property is not mapped as being subject to any particular geologic hazard. Therefore, no responses to the standards of this Code section have been provided. Susan P. liolliday Qualified Residence Trust Activity Envelope/Site Plan Review Page 6 000008 E. Wildfire Hazards (Sec. 7-20-60) During the pre -application conference with staff, the applicant was informed that the County's wildfire hazard maps designate this property as being in an area that is subject to a severe degree of wildfire hazard. Therefore the applicant engaged one of the County's designated wildfire specialists, Jerry Peetz of Zone 1 Wildfire LLC, to evaluate the site and prepare a report addressing the appropriate wildfire mitigation strategy for development of the property. Mr. Peetz' report is attached hereto as Exhibit #4. He concludes that the severe rating for the house is accurate. However, he points out that that the vegetation management that has already occurred on the property exceeds the County's defensible space requirements on three of the four sides of the house, limiting the need for further thinning and clumping. He also concludes that the exterior materials to be used on the addition will comply with the County's requirements for construction in a severe wildfire hazard area. The County's mitigation standards for development in wildfire hazard areas are found in Section 7-20-60 of the Land Use Code. Following are the applicant's responses to these standards. (1 ) Defensible Space (a) Brush, debris, and non -ornamental vegetation shall be removed within a minimum fen (1 0) foot perimeter around the structure. Response: The applicant will comply with this requirement to the extent recommended by the wildfire consultant. (b) Vegetation shall be reduced to break up the vertical and horizontal continuity of the fuels a minimum of a thirty (30) foot perimeter around a structure built on flat ground. Response; The applicant will comply with this requirement to the extent recommended by the wildfire consultant. (c) Spacing between clumps of brush and vegetation within the thirty (30) foot perimeter shall be a minimum of two (2) times the height of the fuel. Maximum diameter of the clumps shall be two (2) times the height of the fuel_ All measurements shall be from the edges of the crowns of the fuel. Response: The applicant will comply with this requirement to the extent recommended by the wildfire consultant. Susan P. Holliday Qualified Residence Trust Activity Envelope/Site Plan Review Page 7 000009 (d) All branches from trees and brush within the thirty (30) foot perimeters shall be pruned to a height of 10 feet (10) above the ground, and removal of ladder fuels from around frees and brush. Response: The applicant will comply with this requirement to the extent recommended by the wildfire consultant. (e) Tree crown separation within the thirty (30) foot perimeters shall have a minimum of ten (10) feet between the edges of the crowns, except for mature stands of Aspen trees where ladder fuels have been removed. In areas of Aspen re -generation, understory shrubs and down and dead materials shall be removed. Response: The applicant will comply with this requirement to the extent recommended by the wildfire consultant. (fj All branches that extend over the roof eaves shall be trimmed and all branches within fifteen (15) feet of the chimneys shall be removed. Response: The applicant will comply with this requirement to the extent recommended by the wildfire consultant. (g) The density of fuels up to a one hundred (100) foot perimeter of the structures shall be reduced where natural reduction has not already occurred. Response: The applicant will comply with this requirement to the extent recommended by the wildfire consultant. (h) All deadfall up to a one hundred (100) foot perimeter shall be removed. Response: The applicant will comply with this requirement. (i) The property owner shall be responsible for the continued maintenance of the defensible space vegetation requirements. Response: The applicant will comply with this requirement. (j) No new conifer trees shall be planted within ten (10) feet of a residence. Response: The applicant will comply with this requirement. (k) No flammable mulches shall be placed within two (2) feet of a residence. Response: The applicant will comply with this requirement, Susan P. Holliday Qualified Residence Trust Activity Envelope/Site Plan Review Page 8 OJ001u Z Access (a) Access roads and driveways shall be built to County standards; however, these standards may be increased to mitigate wildfire hazards based on comments provide by the Colorado State Forest Service, the Sheriff's Department, local fire protection districts, and/or a person approved by the County as an expert in wildfire areas and mitigation. Where feasible, looped routes of accesslegress to a public road shall be incorporated in the design of a proposed development. Looped routes of accesslegress is defined as two (2) or more dedicated access roads to the main arterylhighway for widely separated ingresslegress; looped drives with one entrance point or divided single entrances do not satisfy this condition. Where this is not feasible, the Community Development Department may approve vehicle turnaround areas a maximum of seven hundred -fifty feet (750) apart, installed between the road intersection and its terminus. Turnaround areas shall be the same standard as cul-de-sac turnaround pads; these may be incorporated in the proposed driveway entries. Response: There is an existing driveway in place that serves the residence on this property. The driveway was evaluated by the Basalt Fire Marshall while this application was being prepared and was determined to meet their specifications. The applicant has designated an activity envelope around the driveway in the event that it is determined that some minor grading is necessary along the driveway to improve access to the house and to allow for the shrubs and grasses along the driveway to be maintained, as recommended by the wildfire consultant. (b) New dead-end streets (no cul-de-sacs) shall not be permitted, except for cul-de- sacs and other turnarounds accepted by the applicable local fire district. Response: No new streets are proposed. (c) Cul-de-sac turnaround pads shall have a minimum of a thirty foot (30) drivable surface inside turning radius, or a hammerhead or other T -tum area acceptable to the applicable local fire district. Response: There is an existing turn -around area at the end of Blue Sage Lane, where the driveway to the subject property and to the neighboring property split off. The Basalt Fire Marshall has determined that with minor grading work, this area can be extended to comply with District and County standards. The applicant has designated an activity envelope around this area to allow for this grading to occur. The envelope has been drawn to avoid any development on slopes of greater than 30% and to ensure that the well and transformer in this area can remain in their existing locations. (d) New driveways and access roadways shall enter the roadway at a ninety (90) degree angle for the first twenty-five feet (25) of the driveway. Susan P. Holliday Qualified Residence Trust Activity Envelope/Site Plan Review Page 9 000011 Response: The applicant does not plan any changes to the existing intersection of the driveway with Blue Sage Lane. (e) Fuel breaks, as recommended by a wildfire expert approved by the County, may be incorporated into the design of access roads or driveways. Response: This is not a subdivision application. 8. Water Supply for Fire Safet (a) When access to a public or private pressurized water system is not available, or if it is necessary to augment the fire protection water systems, private ponds may be used if approved by the Community Development Department and the Fire District. Response: The applicant does not anticipate providing a pond for fire protection. (b) Any fire department recommendation for individual structure water supply and storage shall be accessible to fire department vehicles from the exterior of the structure through a Fire Department approved mechanism (such as a fire hydrant). The amount of storage capacity shall be determined by the fire protection district, with a minimum of one thousand (1, 000) gallon storage capacity per structure. Response: The applicant will comply with the water storage recommendations of the Basalt Fire Marshal for this property. (c) Regardless of size, all structures where humans congregate regularly (including detached garages and horse bams) that are located within areas identified as containing "C - Severe Hazard: Trees", or W - Severe Hazard: Brush" wildfire hazard shall be required to install in-house sprinkler systems which meet the standards of the local fire protection district and the adopted building code. Response: The Basalt Fire Marshall has informed the applicant that an in-house sprinkler system will be required for the addition. The applicant will comply with this requirement. (d) All structures greater than five thousand (5,000) square feet in size shall be required to install in-house sprinkler systems that meet the standards of the local fire protection district and the adopted building code. At building permit submittal, the local fire protection district may require smaller structures to be sprinkled due to hazard considerations, emergency access difficulties and lack of proximity to fire protection services, Response: The expanded residence will not exceed 5,000 sq, ft. in size. Roofing_ Materials and Projections At And Below Roof Line (a) Low Hazard Area; and (b) Medium Hazard Area, Response: Not applicable. (c) Severe Hazard Area 1. Roofing Materials: a. Any new roofs shall be constructed with non-combustible covering (see 1BC Section 9505.2). b. No wood shakes or shingles. Response: The applicant will comply with these requirements. 2. Roof Venting: a. Soffit venting shall be located in the outer 913 portion of the overhang. b. Attic, soffit and other roof venting shall be of non -corrosive metal mesh with maximum 914" openings. Response: The applicant will comply with these requirements. 3_ Projections at the Roofline, Including Soffits, Rafters, Porch or Deck Roofs, Fascias, or Other: a. One hour rated material or any material underlain by 518" Type X gypboard or equal, or b. Type 1V Heavy Timber materials, per the currently adopted building code. Response: The applicant will comply with one of these requirements. 4. Decks, Decking, Cantilevered Floors, or Other Projections Below the Roofiine: a. Construction with noncombustible or one (9) hour rated material, or material with flame spread <25 (tested to ASTM E84 and listed for exterior use), or Susan P. Conventionally framed deck with waterproof surface and underside protected with 518" Type X gypboard or equal (decking as in "a" above), or c. Type IV Heavy Timber materials, joist and beams minimum 6" x 10", columns minimum 8" x 8". decking minimum 4" in depth, or decking as in "a" above, or equivalent log construction, or d. Enclose projection vertically to ground with one hour fire resistive materials. Decking as in "a" above. Response: The applicant will comply with one of these requirements. 5. Railings Railings must be constructed of noncombustible or "Type IV" Heavy Timber materials. Response: The applicant will comply with these requirements. 6. Exterior of the Structure, Including All Walls a. One (1) hour fire resistive materials, or b. 518" gypboard underlying combustible materials, or c. Cement stucco, minimum 314" thickness. d. All glazing to be tempered glazing; and e. Doors to be metal or wood 1314 " thick minimum. Response: The applicant will comply with one of these requirements. 7. Foundations Foundations, skirting and crawl space openings shall be fully enclosed and constructed with materials approved for one (1) hour fire -resistive construction on the exterior side of the walls and shall extend from the top of grade to the underside of the floor decking or walls. Response: The applicant will comply with these requirements. (d) All Hazard Areas. Roofs with less than a 3:12 pitch are not permitted in low, medium, or severe wildfire areas unless they comply with the following: Susan P. Holliday Qualified Residence Trust Activity Envelope/Site Plan Review Page 12 00001.+ 9. All roofs coverings shall be constructed of non-combustible materials and installed on a Class A assembly. 2. All roof coverings shall have a surface that shall facilitate the natural process of clearing the roof. 3. Protrusions above the roofline, such as parapets, shall be prohibited. 4. Roofs shall be installed as required by the adopted building code and shall have a minimum slope of 1.48. 5. All roof designs, coverings, or equivalent assemblies shall be specifically approved by the Fire Marshall prior to submittal of a building permit application. Response: The applicant will comply with these requirements. 5. Maintenance and Miscellaneous Requirements (a) Roofs and Gutters shall be kept clear of debris. (b) Roof vents shall be screened with corrosive resistant wire mesh, with mesh one- fourth inch (714') maximum. (c) Yards shall be kept clear of all lifter, slash, and flammable materials. (d) All flammable materials shall be stored on a parallel contour a minimum of fifteen feet (95) away from the structure. (e) Weeds and grasses within the ten foot (70) perimeter shall be maintained to a height of not more than six inches (6'). {f} FirewoodAvood piles shall be stacked on a parallel contour a minimum of fifteen feet (15) away from the structure. (g) Swimming pools and ponds shall be accessible by the local fire district. (h) Fences shall be kept clear of brush and debris. (r) Wood fences shall not connect to the structure. (j) Fuel tanks shall be installed underground with an approved container. (k) Propane tanks shall be buried, if possible, or installed according to NFPA 58 Susan P. Holliday Qualified Residence Trust: Activity Envelope/Site Plan Review Page 13 000015 standards and on a contour away from the structure with standard defensible space mitigation around any above -ground tank. Any wood enclosure around the tank shall be constructed with materials approved for two (2) hour fire -resistive construction on the exterior of the walls. (1) Each structure shall have a minimum of one ten (10) pound ABC fire extinguisher. (m) Addresses shall be clearly marked with two inch (2') non-combustible letters and shall be visible at the primary point of access from the public or common access road and installed on a non-combustible post. (n) Additional recommendations from the Colorado State Forest Service, the Pitkin County Sheriff's Department, and the local fire protection district may be incorporated into any conditions of approval as necessary to mitigate wildfire hazards. Response: The applicant will comply with all of these requirements. Susan P. Holliday Qualified Residence Trust Activity Envelope/Site Plan Review Page 14 000016 F. Wildlife Habitat Areas (Sec. 7-20-70) According to the pre -application conference summary, the subject property is located within mapped elk winter range. Section 7-20-70 (c) of the Code establishes the County's general land use standards for wildlife habitat areas. Following are the applicant's responses to these standards. 1. When existing native vegetation must be altered within the Activity Envelope, the applicant may be required to prepare a habitat mitigation plan acceptable to the County. Such mitigation plan may substitute (in a nearby area on the subject property) vegetation equal in type and quantity to that being removed to mitigate effects on wildlife species. Should there be no opportunity on the property for habitat mitigation or restoration, off-site mitigation benefitting the same species may be required, or financial mitigation may be paid info a County habitat mitigation fund should such a fund be established in the future. Response: The primary vegetation that will be impacted by the development is the meadow grasses and brush that must be removed to allow for an addition to the residence and to enhance the existing defensible space around the structure. Any lands that are disturbed will be re -vegetated using a County -approved native seed mix as soon after construction is complete as is feasible. 2. Manipulation of vegetation outside of the Activity Envelope is prohibited. Response: The applicant will comply with this requirement. 3. Mesh or woven wire fences are prohibited outside of the Activity Envelope. Response: The applicant will comply with this requirement. 4. Wood rail fencing shall employ three rails or less, be the round or split rail type, shall not exceed fifty-four (54) inches in height above ground level and 12 inches in width (top view) and shall have at least eighteen (18) inches between two of the rails. Response: The applicant will comply with this requirement. 5. Wire fencing must be three strand or less. The top wire shall be twelve point five (12.5) gauge twisted barbless type at a maximum height of forty-two (42) inches. The middle strands (which may be barbed) should be located a minimum twelve (12) inches apart and from the top wire preventing entanglement when mule deer jump over. The bottom strand should be sixteen (16) inches from the ground. Susan P. Tall, overly mature frees and standing dead trees (snags) should be retained at the rate of two (2) to five (5) per acre whenever possible as nesting or perching habitats. Response: The applicant will comply with this requirement. 7. In areas of high black bear activity, fruit bearing frees and shrubs shall be prohibited within the Activity Envelope. This does not include pre-existing native frees and shrubs. Response: No fruit bearing trees or shrubs will be planted on this property. 8. Development shall be clustered to the maximum extent possible to minimize impact's on wildlife. Response: Not applicable to this application. 9. Access shall be provided to the Colorado Division of Wildlife for trapping, tagging, studying, or otherwise managing wildlife. Response: The applicant will comply with this requirement. 10. Trashlgarbage shall be kept in an approved bear resistant container or enclosure. Response: The applicant will comply with this requirement. 11. Bird feeders, including hummingbird feeders, shall be hung away from any deck or window, and be at least fen (10) feet from the ground suspended between two (2) frees or posts. All seed feeders shall include a seed catchment pan to catch discarded seeds. 12. Horse grains, pellets, and cookies shall be stored in bear resistant containers or enclosure. 13. Pet food shall not be left outside. Response: The applicant will comply with each of these requirements. The applicant also agrees to comply with the standards for protection of elk winter range in Sec. 7-20-70 (f) (2). These standards prohibit high impact recreational uses on the property and state that all dogs on the property shall be kenneled except for working dogs when at work. Susan P. Scenic View Protection (Sec. 7-20-120) An evaluation of the visibility of this site from Snowmass Creek Road has been conducted. Photographs have been taken looking towards the site from the road using a standard and a tele -photo lens. The photos have been organized into a collage, presenting a side-by-side comparison of the existing conditions to the proposed conditions, using photo -shop techniques to drop the proposed addition into the photo. The photo collage illustrates that the subject property is one of a group of homes in Shield 4' that are visible from the upper portion of Snowmass Creels Road. The existing house can be seen at a significant distance using a standard lens and is more discernable using a telephoto lens. The proposed addition will not create a significant change from the existing condition, with the addition being visible but not markedly changing the appearance of the structure from the public road. Fallowing are the applicant's responses to the County's scenic view protection standards. 1. The proposed development shall utilize existing topography and natural vegetation, such as ridges, hills and existing trees, to screen buildings to the maximum extent practicable. Response: The structure is located along a ridge that is visible from Snowmass Creek Road. The existing topography and natural vegetation do not offer significant screening potential for the house. However, the distance between the house and road means that the structure is set well into the visual backdrop and is clustered amongst several other homes in the neighborhood. 2. The proposed development shall avoid the location of structures within the Scenic View Protection Areas and shall avoid the location of structures within any Viewplane identified in the State Highway 82 Corridor Master Plan and Down Valley Comprehensive Plan, if possible_ if location outside of the Scenic View Protection Area and defined viewplanes is not practicable, then the proposed development shall not be located on the highest ground or most visible portion of the site as viewed from those corridors listed above, Response: It is not possible to locate the proposed addition outside of the Scenic View Protection Area or to avoid having it be visible from Snowmass Creek Road. 3, The proposed development's height and bulk shall be designed to avoid, to the maximum extent practicable, the visibility of buildings from those corridors listed above. This may include, but shall not be limited to: breaking the mass of the building down info a series of smaller forms, articulation of the Building facades to avoid a wall or row effect, and staggering rooflines to avoid a long unbroken plane. Susan P. Holliday Qualified Residence Trust Activity Envelope/Site Plan Review Page 17 000019 Response: The photos illustrate that the proposed addition will be subordinate to the main residence and not create significant new visual impacts. The addition creates a secondary mass and roof form as compared to the existing cabin form. 4. The proposed structure shall be placed so that it does not project above a ridgeline such that a structure silhouettes against the sky when viewed from those corridors listed above, unless there are no alternate building sites on the lot or parcel. Response: The proposed addition will not penetrate a ridgeline and will not silhouette against the sky. 5. The proposed development shall be designed to complement the natural topography of the land through the use of techniques such as earth sheltered design, the use of natural materials and coloring, the use of low -reflectance materials, or clustering of structures on the least visible portions of the site. When a building is proposed near a ridgeline, then its form (particularly its roof form) shall replicate, parallel or compliment the natural form of the ridgeline so that it appears to be an element of the natural ridgeline. Response: The proposed addition will be built from natural materials or man-made materials that have dark natural coloring. The elevations show that the addition will complement the existing log residence through the use of logs, wood columns and cement board siding, along with metal slats. Portions of the building will have a metal roof while other portions will be covered with fire resistant asphalt shingles. 6. The proposed development shall preserve natural vegetation and avoid development within irrigated meadows to the maximum extent practicable. Response: The proposed addition will not cause the loss of significant natural vegetation or be located in an irrigated meadow, 7. The proposed development shall install utilities in locations and through procedures that minimize visual impacts to the maximum extent practicable. Response: Any required utilities will be installed underground. Any cuts required to provide utility services will be revegetated within one growing season after the utility installation is completed. 8. All satellite dishes in the proposed development shall be located to minimize visibility from those rights-of-way listed above and shall use earth tone colors and/or screening to minimize their visual impact. The proposed development shall not utilize earth moving and berms as the primary means of compliance with these regulations, but earth moving may be utilized if] conjunction with other techniques to comply with the standards of this section. Where earth moving techniques are necessary, man-made farms should be undulating and natural in appearance. Response: Earth moving and berms are not proposed as the means of complying with these regulations. 10, In the Rural Area only, development shall be located so that activities and development occur in at least one of the locations specified in subsection (e) as they may apply to the particular property. Response: None of the locations listed in subsection {e} apply to this property. 11. The exterior of all development shall be built or painted with indigenous earth tone materials or colors. Response: The materials will have, or will be stained with, a dark natural earth tone. 12. All roofs shall have a non -reflective color or composition. Reflective roof materials shall not be used unless the materials are treated prior to installation to eliminate reflection, with the exception of materials associated with solar or photovoltaic equipment. Response: The roofs will both have a non -reflective color or composition. 13. Lands disturbed by earth moving or berms should be revegetated using native species that are already growing on or near the site. Topsoil shall be stockpiled and placed on disturbed areas. Irrigation shall be provided to the revegetated areas if it is necessary to ensure the survival of planted native species. Response: The applicant will comply with this requirement. 14. To the maximum extent practicable, roads and driveways shall be located to skirt the edge of and avoid dividing meadows and pastures and to avoid major road cuts. Roads and driveways should take advantage of the screening potential of natural topography and existing vegetation. Existing roads and driveways shall be used where practical. To enhance screening, a row of trees may be planted along the roads or driveways. To the maximum extent practicable, roads and driveways located around the edge of or in meadows shall be laid out with soft, curving edges and shall avoid straight line corridors that are incongruous with the natural setting. Response: No changes are planned to the location of the existing driveway. Susan P. Holliday Qualified Residence Trust Activity Envelope/Site Plan Review Page 19 aaoa,1 H. Landscaping and Vegetation Protection (Sec. 7-20-130) The applicant does not have any significant landscaping plans for this lot. Following are the applicant's responses to each of the standards in this section: (b) General Provisions. 7. Protection of Natural Vegetation. The applicant will preserve the natural vegetation on the site, except for that vegetation within the activity envelope that must be disturbed to build the barn and equipment storage building. 2. Conformance with Wildfire Regulations. There is no conflict between the County's wildfire regulations and the requirement to protect natural vegetation on this site. As noted in the wildfire report, thinning has occurred previously on this lot that minimizes the need for further thinning to occur at this time. The applicant will accomplish the limited thinning recommended in the report to enhance the safety of the residence. 3. Berms. A berm is not proposed for this site. 4. Landscape Enclosures. Landscaping is not proposed to be used to enclose the boundary of the parcel. 5. Visibility Clearance. No landscaping is proposed where it would inhibit the visibility of drivers. 6. Utility Easements. Landscaping will not be installed over a utility easement. 7. Financial Security. The applicant requests that no financial security be required for this project. S. Maintenance. The applicant agrees to maintain any landscaping that may be planted in a healthy condition and to replace plants that do not survive. (c) Required Landscaping in Rural Areas 1. None of the purposes for which landscaping is required in the Rural Area apply to this proposal. 2. If any shrubs or trees are planted they will be clustered into natural groupings and will not be planted in regularly spaced lines or rows. Indigenous species will be used. Susan P. DRIVEWAYS, PARKING AND UTILITIES (Sec. 7-30 and 7-50) The applicant will continue to use the existing driveway that serves the residence. The applicant does not plan any significant changes to this driveway. An envelope has been drawn around the driveway and the turn -around area at the entrance to the driveway, recognizing the need to conduct minor grading work to comply with the requirements of the Fire Protection District for safe access to the property. On-site parking for the residence will be provided within and in front of the new garage. There is already a well and on-site sewage disposal system in place that serves the existing residence. An evaluation of the on-site sewage disposal system was conducted by Altitude Septic. It was determined that the system is outdated and needs to be replaced to comply with current County standards. Therefore, the existing ]each field location, which is on a flat bench below the house, has been designated with its own activity envelope. It is anticipated that the new system can replace the existing system within this envelope and will not require new disturbance to occur beyond that envelope. Susan P. Wildfire Risk Information and Assessment 144 Blue Sage Lane Snowmass, Colorado 12/1/2016 Structural Ignitibil ity Wildfires typically ignite homes in three ways: 1) Direct flame contact to exterior flammable materials from natural or manmade fuels. Removing flammable vegetation that creates a "fuse" for fire to follow to a home can lessen or eliminate that risk. 2) Radiant treat from an approaching wildfire can preheat exterior flammable materials on a home causing ignition. Most flame fronts move quickly through an area and when previous vegetative fuel reduction has been done, it may not provide the prolonged temperatures necessary for ignition. 3) Windborne burning embers can travel a mile or more ahead of a fire front and cause a majority of home ignitions. They can pile up on or lodge in flammable areas of a home such as wood roofs, wood decks, rustic wood siding and inside attic vents. They can accumulate in woodpiles, planters, gutters and cushions on patio furniture where they can smolder for hours and can eventually cause ignition. Defensible Space The speed and intensity of a wildfire and its potential to ignite a home is influenced by weather, topography and natural or manmade fuels_ Of these three only the fuels can be altered. The concept of creating defensible space is to modify the vegetation so it reduces the ignition risk to structures and either stops an approaching fire, takes it from the tree or shrub canopy to the ground where fire suppression can safely take place or allows it to burn around the home. Zones 1, 2 and 3 are used to prioritize areas for treatment. Tone 1 is nearest the home and requires maximum risk reduction. Zone 2 is an area of fuel reduction to reduce a wildfires intensity. Tone 3 is an area of traditional vegetation management to improve the health of the vegetation and benefit wildlife. 00003-1 Overview The 6.3 acre property is located in the Shield -O -Terrace subdivision in unincorporated Pitkin County at an elevation of approximately 8344 ft. on an east facing, moderately sloping ridge. Hazardous vegetation types on the property include Gambel oak (Quercus gambehi) serviceberry (Amelanchierainifolica) and assorted native mountain shrubs and grasses. This plant community is very Fire dependent meaning fire and other disturbances are part of the natural reproduction cycle. I could find no historical record of wildfire within the subdivision but several large fires in the area including Storm King and Panorama involved these types of fuels. Pitkin County has rated the home/property as "severe" for wildfire risk and at this time I concur with that assessment. Zone 1, 0-30 ft. As the photos show, wildfire vegetation management on all but one corner of the existing home exceeds the Pitkin County, 7-20-60 Development Standards and the Zone 1 recommendations by the Colorado State Forest Service for defensible space. The home is surrounded on three sides by manicured grass mowed to 6 inches or less with adequately spaced trees. The west side is bordered by a gravel driveway. A proposed 1041 sq. foot addition will extend approximately 40 ft. from the north side of the existing structure, 12 x 10 ft. from the east side and 14 x S ft. from the south side. There will be a total of 621 sq. feet of decks. I have reviewed the scope of the new exterior building materials to be used and find they comply with the Pitkin County, 7-20-60 Development Standards for materials in a Severe Wildfire Hazard Area. The home will have a sprinkler system installed and a turnaround for access has been tentatively approved by the Basalt and Rural Fire Protection District. The combination of expanded defensible space, fire resistant exterior building materials, sprinkler system and improved fire department access will provide the best protection possible for a home in this location. A post construction wildfire assessment update should be done to possibly reduce the homes current severe risk rating to moderate. Recommendations The grey rectangle on the map shows the approximate footprint of the proposed addition and garage. Natural vegetation should be removed for a distance of 30 ft. from the furthermost projection on the downslope side of the addition. This is shown as the blue oval on the map and beyond tate pine trees in the photo. This area has naturally clumped and spaced vegetation so there will be a minimal amount of disturbance. Any existing pine or aspen trees around the addition would not need to be removed. The red oval on the map and photos shows a small patch of vegetation that that extends from the home to more dense vegetation below. This area should be thinned to remove a `fuse" for fire to follow to the home. There are no further mitigation recommendations at this time for Zone 2, 30-100 ft. from the existing home or addition. In 2013 Pitkin County and the Shield -O -Terrace HOA created a subdivision wide wildfire plan that included assessments for most of the properties and an evacuation plan. Wildfire mitigation was completed in the fall reducing flammable vegetation along the upper section of Shield -O -Road, the downslope side of Blue Sage Lane and around the two water storage tanks at Casey Court and Old Pond Way. (HCE) has found there are several areas that are in excess of 30% which are part of an existing building site. The owner would like to have this included in the current activity envelope site plan (see attached as an exhibit to this letter). Along with some improvements to the home, there were also discussions regarding the access with the Basalt Fire Protection District Assistant Chief, Frank Rudecoff. Part of those discussions included making the access better for the Fire District and expanding the area where they would be able to turn around at the end of Blue Sage Lane. We have identified several areas of slope anomalies as shown on the attached exhibit. These anomalies appear to be a direct result of the previous construction, and are located at previously constructed cut and fill areas or areas resulting from the triangulation on the slope analysis evaluation. According to the Land Use Code, development is generally prohibited on slopes with a slope gradient of thirty (30) percent or more, with some exceptions. One allowable exception is a "Minor Slope Anomaly". Pitkin County Land Use Code Section (7-20-20.C.3.) states as follows, "Development may be permitted on lands that have a slope equal to or in excess of thirty (30) percent when the slope is due to the presence of a minor natural or minor man-made change in the gradient of a continuous slope." Anomaly Descriptions (As Shown on Exhibit): 1. This area is where the turnaround was shown to be at the end of Blue Sage Lane, but was built inadequately and the owner is proposing to improve this area per a request from the Fire Department. 2. This area is within the existing drive and is a result of the triangulation of the slope analysis and does not appear in the driveway on site. 3. This area is within the existing drive and is a result of the triangulation of the slope analysis and does not appear in the driveway on site. 4. This area is located on the downhill side of the existing driveway and is a boulder landscape wall. 5. This area is located south of the existing home and is part of a steeper cut that we are proposing to flatten out to the south with the proposed home improvements. The existing septic tank and piping to the septic field were located in and constructed through this area and we are proposing to fill this area in a flatten the slopes. 7. This area was part of the previous home disturbance are and would be improved with some minor re -grading. 8. This area is a result of the triangulation of the slope analysis at the edge of the survey. Area 1 is proposed to be expanded to the east to provide a larger turnaround and the fill slopes for the proposed drive will fill over current fill slope, which created the slope anomaly. All of the slopes in excess of 30% that are to be disturbed were originally created by the driveway construction. Upon review of the Pitkin County Code, we will be noting section 7-20-20 CA for compliance with the slope encroachments. Sub -section (c); The improvements shall be limited to existing roads and driveways that traverse previously disturbed slopes equal to or in excess of thirty (30) percent and comply, or can comply without impacting slopes equal to or in excess of thirty (30) percent, with the minimum requirements in the Pitkin County Road Management and Maintenance Plan for width, grade and curvature. New road and driveway improvements that traverse undisturbed slopes equal to or in excess of thirty (30) percent are prohibited. The Land Use Code also requires that an engineer or geologist licensed in the State of Colorado demonstrates that the slope's ground surface is not prone to instability or failure and that the proposed development will not cause greater instability or increase the potential for slope failure. In this case, the in-situ soils are maintaining slopes up to 50% and steeper. The anomaly areas outside of the turnaround area that are a result of the previous construction are to be flattened where possible and revegetated, improving the previous steeper construction practices. It is our opinion that the ground surface in this area is not prone to instability or failure, nor will the construction of the proposed improvements in this location cause greater instability or increase the potential for slope failure. The scope of the work has been reduced and modified for budget considerations. The residence will remain at 3 bedrooms allowing the existing Soil Treatment Area (STA) to remain in use. The designation of an activity and accessory envelope has been modified to accommodate a number of considerations as described below: Driveway Access — As a result of multiple conversations with the Fire department, the applicant is proposing to create a turnaround area partially within an existing access easement. While the majority of the proposed turnaround lies within an existing easement, a portion of the turnaround area is located just east of the access easement as a result of the existing steep slopes to the west. The designated building/access envelope has been located avoiding slopes greater than 30% as much as possible to accommodate the proposed turnaround area. • Soil Treatment Area (STA) —The existing STA has been and can continue to accommodate the 3 bedrooms of the current residence. The original application proposed 4 bedrooms which would have required the installation of a new STA. Included in the Exhibits is a proposed design provided by All Service Septic which locates a new STA. An accessory envelope has been designated to accommodate the existing and a new STA if an additional bedroom were to be added to the residence. • Building/Access Envelope —The applicant obtained a grading analysis of the entire lot using the Pitkin County GIS which is included in the drawings. The original building/access envelope has been revised to accommodate the addition to the existing house and avoid slopes greater than 30% as much as possible. Application Request This is an application to designate an activity envelope and obtain site plan approval to make an addition to an existing residence on a property in unincorporated Pitkin County. The property is located at 144 Blue Sage Lane in Snowmass, Colorado. Its Parcel ID# is 264522300020. A vicinity map showing the location of the subject property is included in the application booklet The application is being submitted by the owner of the property, Susan P. Holliday 2016 Trust (hereinafter, "the applicant"). Proof of ownership of the property is provided in the warranty deeds attached as exhibits. The applicant is being represented by Alan Richman Planning Services for the original application submitted in December of 2016. A letter from the applicant authorizing Alan Richman to submit this application is attached as Exhibit #2. The applicant is being represented by Peak Visions, LLC for this amended application. Included in the exhibits is a letter from the applicant authorizing Kevin Michelson to submit this application. A pre -application conference was held with the community Development Department. The Pre - application Conference Summary issued by the staff (see Exhibit#3) states that the review procedure applicable to this proposal is as follows: Activity Envelope and Site Plan Review (Sec. 2-30-20 g.1-3). Following is a brief description of the property and summary of the amended development plan for the addition to the residence. b. Property Description and Proposed Development The subject property is located just below the top of Shield O Mesa, at the end of Blue Sage Lane. Access to the lot is obtained from Shield O Road which intersects with Blue Sage Lane. The property is nearly rectangular in shape and is approximately 6.34 acres in size. The property is zoned RS -30, a zone district with a minimum lot size of 30 acres. Therefore, this property is a non -conforming sized parcel of record. The property is developed with a three (3) bedroom single family residence. The structure was built in 1979 and contains approximately 2200 square feet of floor area on three (3) levels. The structure is located immediately at the end of the driveway, on a relatively flat bench that was previously established on the lot. Below the flat bench where the house is located, the property drops off rather steeply, with a brief interruption in the slope where the existing soil treatment area (STA) resides. Refer to the grading analysis of the entire lot using the Pitkin County GIS as shown in Exhibit #XX. The single family residence was originally constructed on a smaller lot. The lots to the north and south were purchased and merged with the property to form the current 6.34 acre property. Refer to the improvement survey in drawings. The attached activity envelope and site plan shows the applicant's current plans for the site. Two (2) activity envelopes are proposed for the property, a building/access envelope, and an accessory utility envelope. The planned addition would add approximately 840 square feet of living space containing modified entry areas, a new car port and new deck area. Three (3) bedrooms shall remain allowing the existing STA to remain in use. The designated building/access envelope has been located avoiding slopes greater than 30% as much as possible. The building/access envelope includes an area at the beginning of the driveway to develop a turnaround, the area surrounding the existing residence and proposed addition, as well as the area to the south of the existing residence where the slopes are less than 30%. Since the original application proposed a remodel that would result in a 4 -bedroom residence, the existing Onsite Wastewater Treatment System (OWTS) was evaluated by All Service Septic. The existing septic tank was found to have a leak, and has since been replaced. A copy of the final permit is included as an exhibit. All Service Septic provided a design for a new Soil Treatment Area (STA) that would accommodate a 4 -bedroom residence. An accessory envelope has been created to allow access to the existing STA as well as establish an area for a new STA should another bedroom be added to the residence or the existing STA fails in the future. See previous language b. Steep and Potentially Unstable Slopes Section 7-20-20 of the land Use Code provides standards for development on slopes of less than 30%, 30% to 45%, and 45% and greater. The proposed site plan depicts topography within and around activity envelopes, illustrated as two foot (2') contours based on Pitkin County GIS. An analysis of the slopes on the property demonstrates that while there are continuous areas of the property with slopes in excess of 30%, those slopes have been excluded from the proposed activity envelopes as much as possible. There are some limited areas within the proposed activity envelopes that contain slopes of 30% to 45% and with slopes in excess of 45%. These steep slopes appear to have been created by the original construction and retainage of the existing driveway and the prior establishment of the flat building area on the property. The applicant is requesting approval to develop on these slopes based on the fact that these slopes are anomalies and not continuous areas of steep slopes. Section 7-20-20 © (3) of the Land Use Code address such slope anomalies. This section provides an exception to the prohibition on development in areas with slopes greater than 30% "when the slope is due to the presence of a minor natural or minor man-made change in gradient of a continuous slope". This section requires that "An engineer of geologist licensed in the State of Colorado demonstrates that the slopes ground surface is not prone to instability or failure and that the proposed development will not cause greater instability or increase the potential for slope failure." The applicant hereby agrees to have a licensed engineer or geologist review the plans for the residence addition prior to the submission of a building permit application and to provide the required demonstration as part of the package of documents that will be submitted to the County with the building permit application. The applicant further agrees to comply with all the recommendations made by the engineer or geologist to ensure that the slopes will remain stable during and following construction and will not become prone to failure as a result of the planned disturbance. The 6.341 -acre property is located in Old Snowmass, in an area where OWTSs are necessary. The legal description of the property is as follows: Subdivision: SHIELD -O -TERRACES Lot: 33 Section: 22 Township: 9 Range: 86 M/B SNOWMASS CREEK TRACT OF LAND IN E2SW4 OF LOT 15 Parcel ID: 2645-223-00-020 A 3-bedoom single-family residence presently exists and a remodel is proposed. A 4 -bedroom residence with less than 6000 square feet of living area and a detached garage with 1-bedoom will result from the remodel. The existing OWTS was inspected on November 29, 2016 by Altitude Septic. The septic tank was found to be leaking at the mid -seam. Pitkin County Health Department 78047 documents this system. The OWTS was sized to accommodate 3 -bedrooms in the residence and final approval for the OWTS was issued on September 25, 1978. The existing septic tank will be properly abandoned. The existing soil treatment area (STA) will be maintained as an alternate area. The proposed soil treatment area (STA) slopes to the west at approximately 10 to 15%. The proposed area is covered with native grasses and vegetation. The residence is currently served by an existing private well that is located on the west side of the existing driveway. There is an additional well that is no longer in use approximately 30 -feet north of the active well. Both wells are located greater than 50 -feet from the proposed septic tank(s) and approximately 100 -feet from the existing and proposed STAB. Page 2 SUBSURFACE The subsurface was investigated on May 10, 2017 by digging three soil profile test pit excavations (Test Pits). A mini -excavator was used to excavate the test pits. Visual and tactile soil analysis was completed by Carla Ostberg' at the time of excavation. The materials encountered in Test Pit #1 consisted of dark brown, loamy topsoil to 2.5 -feet, underlain by medium brown silt loam to 5 -feet, underlain by medium to light brown gravelly sandy loam to a maximum depth explored of 7.5 -feet. No bedrock or groundwater was encountered. The materials encountered in Test Pit #2 consisted of dark brown, loamy topsoil to 3 -feet, underlain by medium brown gravelly silt loam to a maximum depth explored of 7.5 -feet. No bedrock or groundwater was encountered. Piping to the existing STA was encountered approximately 1.5 -feet below grade. The materials encountered in Test Pit #3 consisted of dark brown, loamy topsoil to 2 -feet, underlain by medium brown gravelly silt loam to a maximum depth explored of 7.0 -feet. No bedrock or groundwater was encountered. A tactile analysis of the soils was taken from Test Pit #1 at 3 -feet below grade. The soil formed a ball and a ribbon approximately 1 -inch in length before breaking. Soil structure shape was granular to blocky, soil structure grade was moderate, and consistence was friable. The texture of the soil was more smooth than gritty. We are classifying the soils as Soil Type 2. The dosing siphon should be set to discharge an approximate 90 gallons/dose. A Bull Run Valve will be installed on the 2 -inch diameter sewer line to split flows to the existing STA and new STA. This valve must be accessible from grade. A tool to turn the valve must be stored inside of the access pipe. The sewer line will transition from 2 -inch diameter to 4 -inch diameter at the Bull Run Valve. A 4 -inch sewer line will be run from the Bull Run Valve to the existing STA, and another to the new STA. When the valve is open to the new STA, effluent will be dosed to a baffled distribution box, accessible from grade, and then to four gravelless chamber trenches, each with 17 `Quick 4' Infiltrator® chambers. There must be at least 6 -feet of undisturbed soil between each trench. Inspection ports must be installed at both the beginning and end of each trench. These ports can be cut to grade and placed in a sprinkler box for access. While the new STA has been sized to accommodate 5 total bedrooms, we have incorporated the existing STA as a measure of safety and to allow the new STA periods of resting. It is possible there may come a time the existing STA experiences failure due to age of the system. In this case, the existing STA may simply be bypassed and not utilized. Page 5 The property owner or occupant is responsible for keeping records on the frequency of alternating each STA. We recommend rotating the valve after two years of use for the new STA and only one year for the existing STA (as long as it remains in good working order). Records must be available for review by Pitkin County, if requested. We have provided a document to assist in record keeping (enclosed). The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. REVEGETATION REQUIREMENTS An adequate layer of good quality topsoil capable of supporting revegetation shall be placed over the entire disturbed area of the OWTS installation. A mixture of native grass seed that has good soil stabilizing characteristics (but without taproots), provides a maximum transpiration rate, and competes well with successional species. No trees or shrubs, or any vegetation requiring regular irritation shall be placed over the STA. Until vegetation is reestablished, erosion and sediment control measures shall be implemented and maintained on site. The owner of the OWTS shall be responsible for maintaining proper vegetation cover. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating STAs, and any other components needing maintenance. Geo -fabrics or plastics should not be used over the STA. No heavy equipment, machinery, or materials should be placed on backfilled STA. Livestock should not graze on the STA. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a STA. If an effluent filter or screen has been installed in the OWTS, we recommend this filter or screen be cleaned annually, or as needed. If the OWTS consists of a pressurized pump system, we recommend the laterals be flushed annually, or as needed. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Page 6 Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, weep holes must be installed to allow pump lines to drain to minimize risk of freezing. The pump shall have an audible and visual alarm notification in the event of excessively high water conditions and shall be connected to a control breaker separate from the high water alarm breaker and from any other control system circuits. The pump system shall have a switch so the pump can be manually operated. Excavation equipment must not drive in excavation of the STA due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Backfill over the STA must be uniform and granular with no material greater than minus 3 -inch. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components.
