We also needed to receive confirmation that the pump and alarm have been installed and are operational as well as that rubberneck is present on the risers. To date, we have not received the requested information (wed asked you to get the information to us no later than 1/25/2000). We had also sen` a copy of the letter to Stutsman-Gerbaz. They responded to our letter stating that the only part they were involved in was installing the tanks and doing the trenching. They stated that you were to take care of the chambers and the pumping system, as well as inspections. Therefore, 5tutsman-Gerbaz would not be able to do the as -built drawing nor be able to confirm that the other concerns listed have been addressed. Since you were the installer, except for the tanks, you are the person responsible for providing us with the as -built drawing and fihal letter as well as addressing the pump and alarm system installation and that rubberneck has been applied to t4e.risers. I As was mentioned in the previous letter, we cannot "final" your sewage disposal system. Without the system being "finaled", we will not be able to sign any Certificates of Occupancy that Pitkin County Community Development asks us to sign. A building cannot be legally occupied without a Certificate of Occupancy. It is imperative that we be able to final your system as soon as possible. Our mission is to protect public health as well as to protect the groundwater. Both of these issues may be compromised by an improperly working sewage disposal system. Seeing a system installation through to completion is our (and the public's) assurance that the system has been installed in accordance with the design and should work properly. If we do not receive the requested information by June 15'h, 2000, we will attach a copy of this letter to the.property deed indicating that there is an open issue with the property. On 5/7/98 an inspection was conducted by Pitkin County Environmental Health. Notes were made listing items that had not yet been completed. We have been waiting since May 1998 for this information. We previously performed a subsoil study for a proposed caretaker unit and residence at the subject site under Job No. 196 375, dated August 12, 1996. Percolation testing for the caretaker unit was provided in a report dated October 25, 1996. The new residence is to be located approximately in the same location as the existing residence shown on Fig. 1. On May 4, 1997 percolation test holes P- t, P-2 and the profile pit were excavated. On May 12, 1997 percolation test hole P-3 was excavated. One foot diameter by one foot deep holes were hand dug in the bottom of the pits and soaked by Landforms, Inc. on May 4, (P-1, P-2) and May 12, 1997 (P-3). Percolation testing was performed by a representative of Hepworth - Pawlak Geotechnical, Inc. on May 5 (P-1, P-2) and May 13, 1997 (P-3). Percolation test locations are shown on Fig. 1. The subsoils exposed in the profile pit consisted of 0.5 feet of topsoil overlying sandy silty clayey gravel with scattered cobbles to a depth of 4 feet and sandy silt and clay between 4 and 8 feet. No free water was observed in the profile pit on May 5, 1997 or May 13, 1997. The percolation tests were performed in the sandy silt and clay. The percolation test results are presented on Table 1. The average percolation rate is about 32 minutes per inch. The percolation test results indicate a conventional disposal system should be feasible at the site.
