Colorado Geological Survey has reviewed the 19' Street Trust activity envelope referral. We understand the
applicant proposes to relocate an existing building envelope and establish a new activity envelope for a single
family residence in the eastern portion of a 32.5 acre lot located on the west side of Snowmass Creek Road,
about 0.6 mile south of Highway 82, Snowmass. The subject lot is platted as Lot 2, Dickson Subdivision. With
this referral, we received a request for CGS review (February 21, 2017) and a set of Activity Envelope Review
documents (Forum Phi, February 2, 2017), including a Snow Avalanche Hazards Analysis and Mapping report
(Mears and Wilbur, February 1, 2017), and a Preliminary Geotechnical Study, Lot 2, Dickson Subdivision (H -P
Kumar, January 3, 2017).
Avalanche hazard. Mears and Wilbur conclude that the proposed building envelope is outside of all
identified avalanche hazard paths and runout zones, and "...the site lies entirely outside of the
Avalanche Hazard Zones as defined by Pitkin County." Mears and Wilbur's methodology and analysis
are valid, and CGS agrees that snow avalanche hazard mitigation is not required. As noted by Mears,
any change in vegetation conditions above the site, such as through wildfire, disease, debris flow,
landslide, erosion, or other disturbance, is likely to increase the avalanche risk, and mitigation may then
be needed to protect occupants and improvements.
Geotechnical recommendations. H -P Kumar provides a good description of surface and subsurface
conditions, and makes appropriate preliminary recommendations regarding subgrade preparation,
foundations, floor slabs, and surface and subsurface drainage. CGS agrees that additional investigation
and analysis will be needed, once a building location has been identified, to verify and refine H -P
Kumar's design recommendations.
The proposed building envelope does not contain steep slopes, and is located outside of the Snowmass
Creek 100 -year flood hazard zone, and outside a 50 ft. riparian setback from the creek. This setback
provides some protection from erosion and erosion -related slope instability. There are no mapped landslides
in the area, no alluvial fans in the immediate area, and no large drainages discharging directly onto the site.
Due to snow, CGS was unable to assess rockfall hazard, but the proposed building envelope is located on
the east side of Snowmass Creek, opposite the area of any potential rockfall emanating from the slopes to
the west. Under current slope and vegetation conditions, the proposed activity envelope does not appear to

be exposed to any geologic hazards. CGS therefore has no objection to approval of the activity
envelope as proposed.
