Contractor's Obligations. Contractor shall perform the work as described below: a. Project Description Prepare plans and specifications for bridge repair elements including bridge deck overlay and expansion joints. Prepare plans and specifications for see" mitigation elements including center pier foundations and southwest wingwall/south abutment. Prepare US Army Corps of Engimeers 404 Permit Pre -Construction Notification. b. Work Plan See attached scope of work. c. Deliverables See attached scope of work. d. Schedule See attached scope of work. e. Costs Time and materials to be billed at current SGM rates per Agreement. Not to exceed $48,428.40 for (his Task Order. See attached for detailed cost breakdown. f. Limitations and Exclusions See attached scope of work. Contract #: bocc.con.051.2017 Compensation and Exnenses Invoicing, Payment and Offset. The County shall compensate Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph I of this Task Order. It is expressly understood and agreed that in no event will the total compensation and reimbursement to be paid hereunder exceed the sum of $48,428.40 for all services rendered. By Task Order or Task Order Amendment, the County and Contractor may reallocate Ore budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but any payment by the County may be offset by any amount the Contractor owes the County for any reason. Any invoices not sent in the following manner may have payment delayed. All invoices for this task order shall reference Task Order B.1 and Redstone South Bridge - 2017 Reoahs. Invoices shall be sent electronically in PDF format to genald.fielding@pitkincounty.cont. 3. Pitkin County's Obligations. Pitkin County shall administer this contract through a County Representative. Formation of Task Order. This Task Order is issued in accordance with the provisions of the Agreement. SGM, INC Michael Fowler Contractor PITKIN COUNTY, COLORADO: J OR Fieldin County Manager (Task Orders over $50,000.00) February 7, 2017 Date ,L 1 Date Date Contract#: bocc.con.051.2017 �` SGM Pitkin County Engineering J V Task Order/Project Name: Redstone South Bridge— 2017 Repairs Task Order Number: 131 Task Order Budget Line Item: 110.54.96600.82760 PROPOSED SCOPE OF WORK SGM proposes to execute the overall project through the following Phases: Phase 1 — Project Management and Meetings • We have assumed that the project will take approximately 6 months from kickoff to award of construction. We have estimated 4 hours per month will be required for ongoing project management which would include internal project coordination, communication with county staff and external agencies such as the US Army Corps of Engineers. • We have assumed that a project kickoff meeting will be held and the SGM Project Manager and lead Hydraulics Engineer would attend this meeting. • An allowance for an intermediate design review meeting is included. Phase 2 — Initial Project Development • This work includes all necessary field data collection on the existing structure, topographic survey of the project area and survey of river cross sections to be used in the HEC -RAS analysis. Phase 3 — Bridge Repairs • We have assumed that the bridge repairs will include deck repairs and Installation of new expansion joints. • The deck repairs will likely consist of Class 1 & 2 repairs and an overlay system. Options for overlays include polyester concrete, thin bonded epoxy overlay and standard asphalt overlay. • Currently, there is an open joint In the deck at the pier location and open joints at the abutments. It may be desirable to seal these joints with an expansion joint system. There are various options that are dependent upon the type of overlay system. We can discuss this further with the County and decide if expansion joints are desired. Phase 4 — Hydraulic Analysis and Scour Design • Based on our previous experience on recent Garfield County scour mitigation projects, we have assumed that a HEC -RAS analysis will be required to size the riprap and design the scour countermeasures for this project. • Scour mitigation at the existing pier foundation(s) will likely require a cofferdam for construction. It has been our experience that a certain level of construction specifications are required to ensure in -stream work can be performed in such a manner that water quality impacts can be minimized. Phase 5 — Permitting • It is likely that a US Army Corps 404 permit will be required for the in -stream work. We have included wetlands survey and reporting in the scope to support the 404 permit process. • We do not anticipate other environmental studies will be required, but ultimately this decision is up to the USAGE. 1 of 2 Contract 4: bocc.con.051.2017 Pitkin County Engineering 6SGM Phase 6 - Bid Phase • SGM will provide plans and specifications to the County for inclusion into the bid documents. • It is anticipated that a Pre -Bid meeting will be held and there will be a nominal effort during bidding to respond to questions and evaluate bid proposals. SCHEDULE It is anticipated that the desired construction timeframe is late summer/early fall for lower water levels in the river. The following schedule is based upon weather considerations (e.g. snow cover and water levels for surveying, growing season for wetlands study) and LISACE review period.
