AGENDA ITEM TITLE: Resolution of the BOCC Authorizing the Town of Snowmass
Village Police Department to Enforce County Open Space and
Trails Regulations
STAFF RESPONSIBLE: Gary Tennenbaum, Ted O'Brien
ISSUE STATEMENT: The Pitkin County Open Space and Trails Department and the Town of
Snowmass Village are desirous of empowering the Town of Snowmass Village Police Department,
which includes Town of Snowmass Village Rangers with the authority to enforce Pitkin County
Open Spaces, Trails, and Nordic Trails Regulations.
BACKGROUND: The Pitkin County Open Space and Trails Department has enjoyed a
cooperative working relationship with the Town of Snowmass Village, which has culminated in the
joint acquisition of key open space property including Sky Mountain Park. Trails owned and
maintained by the Pitkin County Open Space and Trails Department and those owned and
maintained by the Town of Snowmass Village are intertwined and, together form a continuous
system which is a significant public resource and benefit to citizens in the upper Roaring Fork
valley. Town of Snowmass Village has approved allowing Pitkin County Open Space and Trails
Rangers to enforce on Town of Snowmass Village property.
On April 6th the Open Space and Trails Board of Trustees recommended that the BOCC approve the
attached resolution.

KEY DISCUSSION ITEMS: Approve a resolution to allow the Snowmass Police Department to
enforce Pitkin County Title 12 regulations:
- both agencies Rangers will better educate trail and open space users on proper trail etiquette and/or
enforce illegal trail and open space use regardless of what trail Rangers happen to be on.
-better protection of users and critical wildlife habitat
- a seamless trail system regardless of jurisdictional boundaries
- improved collaboration between entities that will aid in synchronizing developing outreach,
education, and enforcement best practices
BUDGETARY IMPACT: None—Rangers are already in the area and on the trails.
RECOMMENDED BOCC ACTION: Staff and Open Space Board recommend approving the
attached resolution at public hearing on May 10, 2017.

COMMISSIONERS ("BOCC") OF PITKIN COUNTY,
COLORADO AUTHORIZING THE TOWN OF
SNOWMASS VILLAGE POLICE DEPARTMENT TO
ENFORCE COUNTY OPEN SPACE AND TRAILS
REGULATIONS
RESOLUTION NO. -2017
RECITALS:
1. Pursuant to Section 2.8.3 (Actions) of the Pitkin County Home Rule Charter
("HRC") official action by formal resolution shall be required for all actions of the
Board not requiring ordinance power on matters of significant importance affecting
citizens.
2. Pitkin County Open Space and Trails Department has developed a successful ranger
program over the last several years to patrol its parks and open space and trails.
3. Trails owned and maintained by the Pitkin County Open Space and Trails
Department and those owned and maintained by the Town of Snowmass Village are
intertwined and, together form a continuous system which is a significant public
resource in the upper valley.
4. The Pitkin County Open Space and Trails Department and the Town of Snowmass
Village are desirous of empowering the Town of Snowmass Village Police
Department, which includes Town of Snowmass Village Rangers with the authority
to enforce Pitkin County Open Spaces, Trails, and Nordic Trails Regulations.
5. On April 6, 2017 the Pitkin County Open Space and Trails Board of Trustees
recommended that the BOCC approve this Resolution.
6. The BOCC finds that it is in the best interests of the citizens of Pitkin County to
approve this Resolution.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Pitkin County, Colorado that Pitkin County authorizes the Town of Snowmass Village
Police Department to enforce use restrictions on County Open Spaces, Trails and Nordic
Trails, more specifically found in section 12.04.030, 12.04.060 and section 12.04.110 of
the Pitkin County Code.
