The City of Aspen (hereafter, the "Applicant') has applied to the Director for approval of a Special Event Permit to conduct the Aspen Backcountry Marathon & Half Marathon. The Race will be capped at 500 entries, although the number of participants is anticipated to be less. 3. The event is proposed to occur on August 12'", 2017 and will run from 6:00 AM to 3:00111PM. Setup is proposed to begin on August 11' and dismantle of the event infrastructure will conclude immediately after the race on August 121. Page I of 3 Participants in the half marathon race will run the following 21 km route: • Start in Rio Grande Park. • Head down -valley, west on the Rio Grande Trail to the junction of the Hunter Creek Trail. • Tum right on the Hunter Creek Trail, follow the Hunter Creek Trail to the Verena Mallory Trail. • Tum right on the Verena Mallory Trail and follow it until it rejoins the Hunter Creek Trail. • Tum right on the Hunter Creek Trail and then left on the North Spur Trail and then right on the Hunter Creek Valley North Trail. • Follow the Hunter Creek Valley North Trail to the Lower Plunge Trail. • Take the Lower Plunge Trail to the Hunter Creek Toll Road, cross the road and head up the Upper Plunge Trail. • Tum left onto the Secret/Jedi Trail and then tum Left on the Sunnyside Trail and follow it until it meets the Rio Grande Trail. • Turn left on the Rio Grande Trail and follow it until it joins a series of single track trails that parallels the Rio Grande Trail. • Cross the Roaring Fork River on the Picnic Point Bridge and turn left on the Music Tent single track trail. • Turn left onto the Grindley Bridge and then a right turn back onto the Rio Grande Trail. Aid stations have been proposed at the following locations: • Robby Wade lookout • Hunter Creek Senior Parking Lot • Four Comers • Shadyside/Jedi • Stein Park • Finish Line 5. The Application was referred to the Sheriffs Office, Communications Department, Aspen Ambulance, Open Space and Trails (OST), and United States Forest Service (USFS). 6. The Applicant has provided a Certificate of Insurance demonstrating adequate coverage for the event. The USFS has issued a permit for the event as well as the Open Space and Trails Department. 7. The Director finds that, to the extent applicable, the application complies with the standards in Subsection 4-30-50(i) of the Land Use Code. 8. The Director further finds that the due to the historic safety success of the event, the Applicant is eligible for a three (3) year permit. THE DIRECTOR HEREBY APPROVES a three (3) year Special Event Permit for the Aspen Backcounty Marathon & Half marathon Race, subject to Applicant's compliance with each of the following conditions: 1. All material representations made by the Applicant in the application which specifically include representations made in all related supporting documents, correspondence subsequently provided Page 2 of U 35 - aOR by the Applicant, and representations made by phone, shall be adhered to, and considered conditions of approval, unless superseded by specific conditions in this Determination. 2. The Applicants must demonstrate possession of applicable permits at all times during the permitted activity and present such permits upon request. 3. To minimize human/bear conflict, food shall be properly stored. Race litter, aid stations, notices, and all equipment shall be removed immediately at the conclusion of the race. 4. The Applicant shall assume all financial responsibilities in the event search and rescue is needed. 5. An ambulance from Aspen Valley Hospital shall be contracted for the duration of the event. 6. Hired security shall monitor all road crossings during the race. 7. There shall be no parking on County Roads and no emergency access shall be blocked. Participants shall be encouraged to use public transportation to the maximum extent possible including use of RFTA buses instead of driving individual vehicles. 8. The Applicant shall notify the Community Development Department 90 days prior to the 2018 and 2019 events to identify the date and location of the event and any changes in the nature, size, or activities to be conducted since the preceding event. If the Community Development Department determines that changes in the event were not anticipated or covered by the existing permit, and could have unanticipated adverse impacts on surrounding properties or traffic on County rights-of-way, or the event has not complied with provision of the previous approval it may be revoked and/or the Department may require that the Applicant (a) apply for and receive a new special event permit, or (b) modify the event to avoid the unanticipated adverse impacts. 9. This is not a vested approval and the event is subject to any new Code or County Special Events Committee requirements through the life of this permit. 10. A new permit is required in 2020. 11. Failure to comply with the conditions of approval may result in revocation of this permit. The Aspen Backcountry Marathon is in it's 6th year of production by the City of Aspen Special Events Team. The date selected for 2017 is Saturday August 12th.. The 26.2 mile trail run starts at 6:00am and concludes around Spm. In 2017 We will also hold a (tip is Half marathon option to the event. We have aid stations, course marshals, flaggers, security and an ambulance along the course. We hire an ambulance from Aspen Valley hospital to be on site for the event. We will also rent satellite phones for use in areas where cell reception is poor. Security Plan: Security is hired for this event to be flaggers at the road crossings. Mclain Flats Road, 3 people Medical Plan: We contract an ambulance from Aspen Valley Hospital. This is the event ambulance and will be in direct radio contact with aid stations, course marshals and first aid volunteers along the course. we are hiring backcountry guides/medical staff to put along the course to address minor injuries. Is there any other available parking for us to use near the ACRA building or the Community Bank Building? Sanitation/Recycling Plan: We are working with Ducky Derby on renting porta potties that will be places on Friday August 11th. we will bring our tri -stations to put at the immediate finish area of the marathon. We will take our trash/recycling to the dumpster behind the red brick or the recycling center. Accessibility Plan: the venue will be accessible. Alcohol Permit & License: Each participant will receive a drink voucher for purchase of a beer at the Ducky Derby Beer Garden. Food Permit: Each race finisher will receive a food voucher worth $10 to purchase food at on of the Ducky Derby Food vendors. Course Description Half Marathon • 2017 Aspen Backcountry Marathon, 21K Course Description • Start —All races will start and finish at Rio Grande Park. • Head down -valley, west on the Rio Grande Trail to the junction of the Hunter Creek Trail. ; • Turn right on the Hunter Creek Trail, follow the Hunter Creek Trail to the Verena Mallory Trail. ; • Turn right on the Verena Mallory Trail and follow it until it rejoins the Hunter Creek Trail. ; • Turn right on the Hunter Creek Trail and then left on the North Spur Trail (USFS #1992.3B) and • then right on the Hunter Creek Valley North Trail (USFS #21A.1). • Follow the Hunter Creek Valley North Trail to the Lower Plunge Trail (USFS #1987.2). • Take the Lower Plunge Trail to the Hunter Creek Toll Road (USFS #20A), cross the road and head up the Upper Plunge Trail (USFS #1987.2). ; • Turn left onto the Secret/Jedi Trail (USFS #1987.3) and then tum Left on the Sunnyside Trail ; • (USFS #1987.1) and follow it until it meets the Rio Grande Trail. • • Turn left on the Rio Grande Trail and follow it until it joins a series of single track trails that parallels the Rio Grande Trail. • Cross the Roaring Fork River on the Picnic Point Bridge and turn left on the Music Tent single track trail. ; • Turn left onto the Grindley Bridge and then a right turn back onto the Rio Grande Trail. Each participant is ultimately responsible for their own rescue and preparation for course and weather conditions. WEATHER This race takes place at altitudes above 10,000 feet and you will enjoy some of the most pristine terrain in Colorado. With that said, you can expect to experience a wide spectrum of weather conditions. Be prepared for the worst. Sunscreen is a must. The average temperature in Aspen during August is a high of 80°F and a low of 46°F, while rainfall totals less than 1.5inches. /( TRAIL ETIQUETTE: • Stay on the designated trails for the course. • Numbers must be worn and visible on front of body at all times during the race • Pacing by unregistered runners is not allowed. • Littering will be grounds for disqualification. • The trail is open to other runners, walkers, and cyclists. Be courteous. • No dogs are allowed to accompany runners. • If you can, please carry your own water container in addition to using your own cup. • If need be, stop to help others in need. • In places of heavy two-way running traffic, keep to your right as far as possible. • Please carry any trash (food wrappers, etc.) with you to trash bags on the course.
