COLORADO APPROVING THE MAVIC HAUTE ROUTE SPECIAL EVENT Resolution No.185-2017 RECITALS I Chandler Smith, ("Applicant") has submitted an application for a Special Event that has been referred to the Board of County Commissioners of Pitkin County. Colorado ("BOC C") for the Max.is Haute Route Bicycle Event proposed for Wednesday June 28th.2017 and Thursday June 20,2017. The event is proposed as a ride and not a race, though two sections of the event will be timed and are identified below. The event route is as follows: Wednesday-June 28'b, 2017 (enter Pitkin County in the afternoon) • Independence Pass to Aspen via I Iwy 82, • Main Street Aspen,to Hwy 82, • Hwy 82 to OwI Creek Road: • Owl Creek Road to Sinclair Divide (Brush Creek Road); • Brush Creek Road to Wood Road: • Ride completion in the 1 own of Snowmass Village. 1 hursday -June 20 2017 (630AM start) • I.eave the Town of Snowmass Village via Dnide Road, • Divide Road to Snowmass Creek Road; • Snowmass Creek Road to Capitol Creek Road, • Capitol Creek Road East Sopris Creek Road, • East Sopris Creek Road to West Sopris Creek Road; • West Supra Creek Road to Prince Creek Divide(timing section begins and ends). • Prince Creek Road to Hwy 133. • 11 y 133 to McClure Pass (timing section begins at Redstone and ends at the top of McClure Pass). fhe Pitkin County Special Events Committee and the City of Aspen Special Events Committee Jointly reviewed the application with the Applicant at a scheduled meeting on March 8^'. 2017. The event application and notice of the meeting was referred to the Emma Caucus. Upper Snowmass Creek Caucus, Snow mass/Capitol Caucus, Little Elk Creek HOA, Sopris Mountain Ranch HOA, Gateway Metro District/HOA. Shield 0 Terraces/Mesa HOA, Owl Creek Caucus, Town of Basalt. I ow n of Carbondale. Redstone Community Association. Crystal River Caucus. Eagle County. Colorado State Patrol, United States Forest Sen ice, Aspen Fire Protection District, Basalt Fire Protection District. Carbondale Fire Protection District. County Engineer. and the Independence Pass Foundation 3 The Special Event Committee finds that if conditions in this resolution are adhered to, a recommendation of approval could be forwarded to the BOCC. 4 The BOC'C finds that the Applicant has made specific provisions in the application so that the event can he held in a safe mariner with minimal impact to public resources ae.,fl„ti,,n n'U _O3S _20r- Page 2 5 fhc ROCC further finds that pursuant to Land Use Code Section 4-30-50(i), the Applicant has shown compliance with the Special Event permit standards as outlined below: • Colorado State Patrol (CSP) will escort the event through Pitkin County which will alleviate some burden to local law enforcement agencies • Dedicated ambulance sen ice w ill be provided by the Applicant from outside resources • "Rules of the Road` for the event will be conveyed to the riders and enforcement of those rules Nv ill occur. • Liability Insurance in accordance w ith Pitkin County specifications will be provided prior to the ex ent 6. The ROCC further finds that due to the potential hazard of cyclists on Main Street through the City of Aspen, the BOCC requests that City Council he made aware of the event and rev iew and approve the proposed route 7 1 he BOCC considered tins application at a regular meeting on May 10ih, 2017 and May 16th, 2017 at which time ey idence and testimony was presented w Oh respect to the application. NOW, THEREFORE, BE IT RESOLVED by the BOCC that it hereby approves the May is !tante Route Special Lvent Permit, subject to the following conditions, which shall run w ith the land arid be binding on all successors in interest I The Applicant shall adhere to all material representations made in the application or in public meetings or hearings and shall consider those representations to be conditions of approy al. unless amended by other conditions 2 All participants of the event shall obey "rules of the road' when riding Riders shall not ride more than two abreast, shall not obstruct traffic, and shall not create a peloton Violators of this condition will be eliminated from the event 3. The BOCC requests that the Aspen City Council be made aware of the event and review and approve the Main Street route. .1. During morning and e\ening briefings for the event. all riders shall be made aware of the "rules of the road' requirement in association with this event Prior to the event, event rules shall he distributed to participants 5 For two 'seeks prior to the ey ent 11 J daysl, the Applicant shall publish a'6 page ad in the Aspen limes and Aspen Daily News and provide a puhlie sen ice announcement on a local radio station stating the time, dates, and route of event. These announcements shall also he included in the online websites for the Aspen Times and the Aspen Daily News. 6 A variable message board shall be placed on the cast side of Aspen, before Independence Pass(message board facing NN est)alerting motorists of oncoming cyclist traffic. 7. The Applicant shall work with the Sheriffs Office and provide a"Pitkin Aler 7 day s before the event. Rcw/ tion 'L) 035 -�01 Page 8. At the checkpoint at the top of Independence Pass, event course marshals shall alert riders to the requirement for"rules of the road"while riding to Snowmass Village At this checkpoint, if riders have formed a pack, the pack shall he dissolved and riders shall he paced before riding down Independence Pass. g If the Applicant requests hazard road repair work to County Roads, and the work is completed as a result of this request,the Applicant shall compensate the Road and Bridge Department accordingly 10 A course marshal shall he present at the Owl Creek Road/Hwy 82 intersection and Hwy 133/Prince Creek road intersection I I Any "hand cyclists- shall utilize flags to alert oncoming traffic 12. Two weeks prior to the (nent, the Applicant shall provide the Pitkin Count\ Sheriffs Office and the Aspen Police Department with a specific route plan that identifies staging locations of the CSP Officers and radio frequencies for communication with CSP 13 the Applicant shall comply with all ambulance district requirements for allowing "out of district' ambulance coverage. 14.
