CALL TO ORDER: Commissioner Newman, Chair, called the regular meeting of the
Board of County Commissioners to order at 12:00 p.m.
COUNTY COMMISSION MEMBERS PRESENT: Commissioners George Newman,
Patti Clapper, Greg Poschman and Steve Child
COMMISSION MEMBERS NOT PRESENT: Rachel Richards due to attendance at
other meetings on behalf of the county.
ADDITIONS/DELETIONS TO AGENDA: None
AARP Friendly Community Designation by President of AARP Colorado
PUBLIC COMMENT:
COMMISSIONER COMMENTS: Commissioner Richards gave an update on
legislative matters.

Consent Items — Single Reading
Approval of Minutes of May 1091 Regular Meeting and May 16th Special Meeting —
Motion to Approve

Ratification of Hearing Officer's Recommendations — Motion to Approve

Action: Commissioner Child moved approval of the two above consent action items.
Commissioner Poschman seconded the motion. Motion passed with four yea votes,
with Commissioner Richards not present.
Resolution to Appoint Citizen Board Members — Motion to Approve
Staff Person: Charlotte Anderson, Administration
Action: Commissioner Clapper moved approval of the citizen board appointments.
Commissioner Child seconded the motion. Motion passed with four yea votes, with
Commissioner Richards not present.

Individual Consideration Items/Public Hearing — First Readings set for Public
Hearings on June 14, 2017:
First Reading — Resolution Approving an Intergovernmental Agreement with the
United States Forest Service for the Pitkin County Sheriff's Office Annual
Operating Plan — Motion to approve and set for second reading on June 14, 2017
Staff Person: Ron Ryan, Undersheriff
Direction: The sheriff's department was asked to patrol Prince Creek Road for
violations and provide an update to the board.
Action: Commissioner Clapper moved approval of first reading of the Resolution and
set for second reading and public hearing on June 14th. Commission Child seconded
the motion. Motion passed with four yea votes, with Commissioner Richards not
present.
Resolution Approving an Intergovernmental Agreement with Eagle County for
Public Health Planning Services - Motion to approve on first reading and set for
second reading and public hearing on June 14th
Staff Person: Karen Koenemann, Public Health Director
Action: Commissioner Clapper moved approval of first reading of the Resolution and
set for second reading and public hearing on June 14th. Commissioner Poschman
seconded the motion. Motion passed with four yea votes, with Commissioner Richards
not present.

First Reading — Resolution Approving an Intergovernmental Agreement with the
Colorado Department of Natural Resources for Cooperative Wildfire Protection —
Motion to Approve
Staff Person: Valerie MacDonald, Emergency Management Coordinator
Action: Commissioner Child moved approval of the Resolution as written and set for
second reading and public hearing on June 14th. Commissioner Poschman seconded
the motion. Motion passed with four yea votes, with Commissioner Richards not
present.
First Reading — Ordinance Accepting a Restrictive Covenant for an Agricultural
building from Roaring Fork Meadows, LLC — Motion to approve on first reading
and set for second reading and public hearing on June 14th
Staff Person: Suzanne Wolff, Planning
Action: Commissioner Clapper moved approval of first reading of the Ordinance and
set for second reading and public hearing on June 14th. Commissioner Child seconded
the motion. Motion passed with four yea votes, with Commissioner Richards not
present.
Individual Consideration Items/Public Hearings — Second Readings:
Second Reading — Resolution Adopting a Memorandum of Understanding
between the Governor's Office of Information Technology, (OIT) Public Safety
Communications Network and Pitkin County — Motion to Approve
Staff Persons: Jeff Krueger and Phylis Mattice
Action: Commissioner Clapper moved approval of second reading of the Ordinance as
written. Commissioner Child seconded the motion. Motion passed with four yea votes,
with Commissioner Richards not present.
Second Reading — Ordinance Accepting the Dedication of a Road Right-of-Way
Easement from AML Investment IV, LLC — Motion to approve
Commissioner Child moved approval of second reading of the Ordinance as written.
Commissioner Clapper seconded the motion. Motion passed with four yea votes, with
Commissioner Richards not present.

Resolution Approving the Williams Amendment to Board of County
Commissioners Resolution No's 90-25 and 91-93 Regarding Dog Restriction —
Motion to approve as amended.
Staff Planner: Michael Kraemer, Senior Planner
Action: Commissioner Clapper moved approval of the Resolution with the
amendments listed in staff's memorandum with additional conditions as follows:
• Prior to bringing dogs onto the property, the applicant shall notify the Community
Development Director.
• The Applicant shall construct the approved kennel design prior to dogs entering
the premises. Invisible fence type barriers are not sufficient.
Commissioner Child seconded the motion. Motion passed with four yea votes, with
Commissioner Richards not present.
ADJOURNMENT OF REGULAR MEETING:
Action: Commissioner Clapper moved to adjourn the regular meeting of the Board of
County Commissioners at 1:14 p.m. Commissioner Poschman seconded the motion.
Motion passed with four yea votes, with Commissioner Richards not present.
