Changes must be approved by this Department and the engineer prior to construction. This permit is for a new OWTS to serve the existing 3 -bedroom residence. The system has been designed to serve 4 - bedrooms to accommodate a future bedroom addition. Sewage will flow via gravity to a 1250 -gallon two-compartment septic tank with an effluent filter on the outlet tee. Effluent will then flow via gravity to an Orenco AX20RT treatment system with a pump. Effluent will then be dosed through an Automatic Distribution Valve (ADV) and to a 5 zone NDDS soil treatment area (STA). Each STA bed will have four 2" diameter distribution laterals 50 -feet long and 2 feet -on -center apart. Inspection ports will be installed at the end of one lateral in each zone. The STA shall be a minimum of 10 feet to the property line, 20 feet to the residence, and 100 feet to any well. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as-buitP letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 -hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. Sacred Ground Excavation installed the system. The existing septic tanks were removed and the existing seepage pit was pumped and the void filled with gravel. The system installation included a new 1250 -gallon, two-compartment Valley Precast concrete septic tank with an Orenco® Biotube Effluent filter on the outlet tee. An Orenco® AdvanTex AX20RT Treatment System with an Orenco® PF3005 pump was also installed. The control panel for the pump was placed within line of sight of the septic tank and AX20RT unit. The effluent filter located in the second compartment of the 1250 -gallon septic tank must be cleaned annually, or as needed. Effluent is pumped through a 1.25 -inch diameter transport line to a model 4605 Automatic Distributing Valve (ADV), which is insulated and is accessible from grade. We opted not to install an air relief valve to minimize the chance of freezing. Effluent exits the ADV with 1.25 -inch diameter pipes into five distribution boxes, all accessible from grade. Each distribution box feeds 2 -inch diameter pipes going to three NDDS sections, each with four 2 -inch distribution laterals, each 50 feet long, connected with a 2 - inch diameter level manifold. Laterals have '/<-inch orifice holes at 6 o'clock, 8 -inches on center. Each section is stepped down the hillside. Inspection ports installed at the end of each zone. Valley Precast performed start-up on the AdvanTex AX20RT unit and they currently hold the maintenance contract on this system. A maintenance contract on the AdvanTex system is required by the manufacturer and by Pitkin County for proper long term functioning of the system. The OWTS was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes are made to the OWTS in the future. Any additional OWTS construction must be according to the county regulations. LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. The property is located outside of Aspen, in an area where OWTSs are necessary. The legal description of the property is Block 2, Lot 4, Filing 2, Brush Creek Village Subdivision. SITE CONDITIONS A 3 -bedroom single-family residence presently exists and a detached garage with plumbing is proposed. The existing sheds in the area of the proposed garage will be abandoned. The existing residence is utilizing an existing OWTS which will be properly abandoned. The existing OWTS is documented under Pitkin County OWTS Use Permit 0033.2014.powu and requires replacement of the existing no later than July 16, 2015. The subdivision is served by a community water system. No wells exist within 100 -feet of the proposed soil treatment area (STA) or within 50 -feet of the proposed septic tank(s)- The proposed STA location has approximately a twenty-five percent slope to the northeast across the proposed STA. Vegetation over the proposed STA consists of sage, scrub oak, and other native grasses. No potential future land use changes are planned for the property. A future bedroom is contemplated over the proposed garage and therefore, the OWTS design will be able to accommodate 4 bedrooms. SUBSURFACE The subsurface was investigated on November 11, 2014 by digging three soil profile test pit excavations (Test Pits) ranging from 5 to 7 -feet in depth. A visual and tactile analysis of the soils was performed on the Test Pits at approximately 2 to 3 -feet below grade. A Soils Log is provided (W5.0). The materials encountered in the Test Pit #1 consisted of dark brown, moist topsoil to 12 -inches, underlain Page 2 by medium brown to tan, moist, clay with blocky structure shape, strong structure grade, and extremely firm consistence to a maximum depth explored of 7 -feet. No bedrock or groundwater was encountered. The material encountered in Test Pits #2 and #3 was consistent with findings in Test Pit #1, with a maximum depth explored of 5 -feet. No bedrock or groundwater was encountered. The soil was classified as Soil Type 4, clay (with blocky structure and strong structure grade). For sizing purposes, a long term acceptance rate (LTAR) of 0.15 gallons per square foot will be used to design the OWTS, in accordance with Soil Type 4A outlined in Table 6.28-7 presented in the Pitkin County On -Site Wastewater Treatment System Regulations. The septic tank will be removed, and the existing seepage pit pumped and filled with soil and rock so a void no longer exists. The OWiS design is based on 4 -bedrooms. A design flow of 600 GPD will be used. A Non -Pressurized Drip Dispersal System (NDDS) has been designed in accordance with criteria outlined in Colorado Professionals in Onsite Wastewater (CPOM Guidelines for the Design and Installation of NDDS, Revised December 11, 2014. An equivalent pump able to achieve 10 gallons per minute and 35 feet of total dynamic head may be considered. The NDDS system has been designed to completely fill 25% - 50% of the distribution laterals in each zone each pump cycle; therefore, the floats should be set for a dose volume of approximately 90 gallons (see calculations below). The control panel for the pumps must be placed within line of sight of the septic tank and AX20RT unit Effluent filter(s) must be cleaned annually, or as needed. An air relief valve must be placed at the high point on the 1.254nch diameter line from the AX20RT Unit to the ADV. Effluent will exit the ADV with 1.254nch diameter pipes into five distribution boxes, all accessible from grade and set level with a baffle or angled pipe at the inlet. Each distribution box will feed 2 -inch diameter pipes going to three NDDS sections, each with four 24nch distribution laterals 50 -feet long connected with a 2 -inch diameter level manifold. Laterals must be installed with a trencher, with each line 2 -feet on center. Laterals must have '/.-inch orifice holes at 6 o'clock, 8 -inches on center. Dispersal laterals must be Installed a minimum 12 -inches and maximum 30 -inches deep. Each section may be stepped down the hillside. An inspection port must be installed at the end of at least one lateral in each zone. ' Please note the specification sheets W4.0 and W5.0 do not minor exact design specifications. The 1250 - gallon septic tank must include an effluent fitter on the outlet tee, and the RT Unit must be preceded by a 1250 -gallon septic tank, not a 1000 -gallon tank. l 1 y Page 4 The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. Construction must be according to Pitkin County Onsite Wastewater Treatment System Regulations, the OWTS Construction Permit provided by PMdn County Environmental Health Department, and this design. REVEGETATION An adequate layer of good quality topsoil capable of supporting revegetaticn shall be placed over the entire disturbed are of the OWTS installation. A mixture of native grass seed that has good soil stabilizing characteristics (but without taproots), provides a maximum transpiration rate, and competes well with successional species. No trees or shrubs, or any vegetation requiring regular irritation shall be plated over the area. Until vegetation is reestablished, erosion and sediment control measures shall be implemented and maintained on site. The owner of the OWTS shall be responsible for maintaining proper vegetation cover. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating STAB, and any other components needing maintenance. This technology requires a maintenance contract with qualified personnel be maintained, and maintenance performed per manufacturer recommendations. A renewable permit may be required per county regulations. Geo -fabrics or plastics should not be used over the STA No heavy equipment, machinery, or materials should be placed on backfilled STA. Livestock should not graze on the STA Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWES. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a STA. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, air release valves and weep holes must be installed to allow pump lines to drain to minimae risk of freezing. The pump shall have an audible and visual alar notification in the event of excessively high water conditions and shall be connected to a control breaker separate from the high water alar breaker and from any other control system circuits. The pump system shall have a switch so the pump can be manually operated. Excavation equipment must not drive in excavation of the STA due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Backfill over the STA must be uniform and granular with no material greater than minus 3 -inch. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. The system does not meet the minimum Regulations and must be replaced. Since the buyers have indicated they intend to remodel within 1 year (see letter on file), the OWTS may be used for 1 year from the date of the approval of this permit. After one year, the existing OwTS must be abandoned and a new system meeting the minimum requirements of the Pitkin County OWTS Regulations installed. No permit and record drawing was available from Pitkin County Environmental Health Department (Parcel ID #2643-213-02-008). The subject OWTS consists of a concrete septic tank followed by a stacked cinder block drywell. The septic tank is likely a single -compartment (although that is not confirmed), 750 -gallon tank (exact capacity not known), with no inlet or outlet tees. According to B&R Septic records, 750 gallons were pumped in March of 2000; 2200 gallons were pumped in 2004 (likely both the tank and drywell), and 500 gallons were pumped in 2011. The septic tank was not pumped as part of this inspection. The septic tank appeared to be holding water at normal levels. Water was run through the system and flow through the septic tank into the drywell appeared to be normal. The stacked cinder block drywell had approximately 4.5 -feet of water in the bottom. Depth from ground level to the bottom of the drywell was 13 -feet. The inlet to the drywell was several feet (exact distance not measured) above the water level in the drywell. At this time, it does not appear that the OWTS poses a risk to public health or the environment. This evaluation is not a guarantee of future system performance. This inspection is good for one year. Typically, repairs would need to be made to this OWTS in order to obtain the required OWTS Use Permit. There is a desire on behalf of the buyer to redevelop the property, which will include replacement of the existing OWTS. Section 6.28.020 B. 2. C of the Pitkin County Onsite Wastewater Treatment Systems Regulation states... No permit and record drawing was available from Pitkin County Environmental Health Department (Parcel ID #2643-213-02-008). The subject OWTS consists of a concrete septic tank followed by a stacked cinder block drywell. The septic tank is likely a single -compartment (although that is not confirmed), 750 -gallon tank (exact capacity not known), with no inlet or outlet tees. According to B&R Septic records, 750 gallons were pumped in March of 2000; 2200 gallons were pumped in 2004 (likely both the tank and drywell), and 500 gallons were pumped in 2011. The septic tank was not pumped as part of this inspection. The septic tank appeared to be holding water at normal levels. Water was run through the system and flow through the septic tank into the drywell appeared to be normal. The stacked cinder block drywell had approximately 4.5 -feet of water in the bottom. Depth from ground level to the bottom of the drywell was 13 -feet. The inlet to the drywell was several feet (exact distance not measured) above the water level in the drywell. At this time, it does not appear that the OWTS poses a risk to public health or the environment. This evaluation is not a guarantee of future system performance. This inspection is good for one year. Typically, repairs would need to be made to this OWTS in order to obtain the required OWTS Use Permit. There is a desire on behalf of the buyer to redevelop the property, which will include replacement of the existing OWTS. Section 6.28.020 B. 2.
