Operational Status: According to the inspectors observations at the time of inspection the system was functioning as
designed. The tank had been pumped recently and had tees and baffles in place. The field area did not show any signs
of failure such as surfacing effluent.
Inspector Recommendations: Inspector recommends adding an effluent filter to the outlet of the tank to prevent solids
from reaching the field area. Install an outlet tee on 1St tank in series serving this residence. Maintenance provider
should determine which units are served by which systems.

As requested, CBO Inc. performed an Onsite Wastewater Treatment System (OWTS) Use Permit
inspection at 34 Eddie Lane, Basalt, Colorado on January 31. 2017. The legal description of the property
is Lot 7, Unit 1, Hoaglund Ranch Historic Subdivision.
Pitkin County Environmental Health Department has a variety of permits and drawings for Hoaglund
Ranch-, however. those that we reviewed appeared to be inconsistent with what we found on the property
(Parcel ID #2467-201-02-016). Hoaglund Ranch Homeowner's Association (HOA) manages the OWTSs
serving residences within Hoaglund Ranch. Without drawings or past pumping invoices, we are not
certain of the sizes of the septic tanks. but the subject OWTS consists of two concrete septic tanks and a
soil treatment area (STA) of unknown size and configuration. The system serves multiple residences.'
The septic tanks are located to the west of the subject residence and south of what appears to be an
uninhabited historic barn. Four manhole lids are accessible from grade with 3 -feet of risers. We turned
the water on from a sink in 34 Eddie Lane and let it run through the course of the inspection. We
observed water coming into the first septic tank through a 6 -inch diameter tee. There was also a 4 -inch
diameter tee entering the side of the septic tank. There was no tee on the pipe existing the first septic
tank. We are not sure if these two tanks are connected in series. but are in close proximity to one
another. The second septic tank has 4 -inch tees entering both the end and side of the tank. A 4 -inch
outlet tee exits the end of the second septic tank.
The Hoaglund Ranch HOA manages pumping operations and reported the last pumping of these septic
tanks occurred in the Summer of 2016 by Kelly Gessle. Levels in both septic tanks were normal at the
time of our inspection.
There was snow cover at the time of our inspection. We observed an inspection port in the yard area to
the southwest of the septic tanks. The inspection port was dry. We walked the approximate STA and
found no evidence of surface saturation or failure at the time of our inspection. This evaluation is not a
guarantee of future system performance. This inspection is good for one year.
Recommendations (HOA):
• Work with whoever is managing and/or pumping the OWTSs to assure there is good
documentation regarding which residences are served by each OWTS in the subdivision.
• Install an outlet tee on the pipe existing the first septic tank serving 34 Eddie Lane.
• Install effluent filters on all outlet tees. If installed. these filters must be cleaned annually. or as
needed.
Lot 1 is served by a separate OWTS Lots 3, 4, 5 and Lot 11 are served by separate OWTSs.
This report and a completed OWTS Use Permit Application must be submitted to the Pitkin County
Environmental Health Department. Applications may be submitted to Pitkin County Environmental Health

as well as the inability of the Inspector to supervise or monitor the use or maintenance of this OWTS, this

particular prospective buyer, and the Inspector disclaims any warranty, either expressed or implied,
arising from the inspection of the OWTS or this report. The evaluation does not ascertain the impact the
system is having on groundwater.

If no as -built drawings exist for this system or the as -built was inaccurate, please diagram the system as
accurately as possible. Be sure to document all system components and the location of any well on the
property. Using markers such as corners of the house, exact measurements can be used to triangulate
the location of the system components for future reference.
