Changes must be approved by this Department and the engineer prior to construction. This permit is for a new OWTS for the addition and remodel of the existing residence to create 8 bedrooms. The existing black and grey water systems are to be abandoned with the tanks pumped and removed and the STAs abandoned in place. Evidence of proper abandonment shall be required for final approval of this permit. Sewage shall flow via gravity to two 1500 - gallon two-compartment poly tanks followed by a 500 -gallon single compartment poly tank with an Orenco pump system installed. Effluent shall be pumped to an automatic distributing valve (ADV) and then to (2) 12'X 85' STA beds. Each bed shall have two rows of 21 Eljen A42 modules over 3 feet of sand. The STA beds shall be a minimum of 10 feet to the property line and, 20 feet to the water line and 148 feet to any well. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built' letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 -hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. Issuance of this permit does not imply compliance with Pitkin County building and/or land use regulations, nor guarantee issuance of building and/or land use permits. Walters Company installed the system. The existing septic tanks were pumped and removed. The existing gravelless chambers should be removed, along with all contaminated soils. The area for the new STA was over -excavated to approximately 4 -feet in the benched area of the existing STA. The new system installation included two 1500 -gallon, two-compartment Infiltrator® poly septic tanks followed by a 500 -gallon, single -compartment Infiltrator® poly septic tank with an Orenco® Biotube Pump Vault and Orenco® PF3005 pump. There are filters in both the outlet side of the second septic tank and pump tank. These filters must be cleaned annually, or as needed. The pump floats were set to dose approximately 95 gallons per dose. The control panel for the pump was installed in the mechanical room of the residence and is tied to the home security system. Valley Precast performed start-up on the pumping system. Effluent is pumped through a 1.5 -inch diameter Schedule 40 discharge pipe to an automatic distributing valve (ADV) Model 6402. The ADV was placed at the high point of the system and is accessible from grade. Effluent is distributed to two pressurized 12' x 85' beds with a minimum of 3 -feet of ASTM C33 concrete sand installed at the bottom of the over -excavated STA. Two rows of 21 Eljen®A42 modules were placed on top of the sand filter material in each bed and connected with level 1.5 -inch diameter manifolds. Effluent is pressurized through 1.25 -inch laterals, with 1/8 -inch orifice holes facing UP (12 -o'clock) with the first and last holes facing DOWN (6 -o'clock) for drainage, 3 -feet on center. Laterals are placed inside 4 -inch diameter perforated SDR 35 pipe, per Eljen® specifications. Each 1.25 -inch diameter lateral ends in a sweeping ell facing up with a ball valve for flushing. These were cut to grade and covered with a valve box for access. Inspection ports were placed in the sand filter material at the corners of each bed. A 20 mil PVC liner was installed from a depth of 3 -feet below the infiltrative area to the top of the Eljen® modules along the south (downhill) length of the bed. The OWTS was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes are made to the OWTS in the future. Any additional OWTS construction must be according to the county regulations. LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. The property is located outside of Aspen, in an area where OWTSs are necessary. The legal description of the property is Lot 10, East Owl Creek Subdivision. SITE CONDITIONS A single-family residence presently exists and a remodel is proposed. An 8 -bedroom residence with greater than 6000 square feet of living area will result from the remodel. The existing OWTSs (both black water and gray water systems) will be abandoned and replaced with a new OWTS. The proposed soil treatment area (STA) is relatively flat across the area of the existing STA. The property slopes moderately to the northwest on the uphill and downhill sides of the proposed STA. The area of the proposed STA is covered with native grasses, with mature aspen trees surrounding the area. The residence is currently served by and will continue to be served by East Owl Creek Metropolitan District. SUBSURFACE The subsurface was investigated on June 15, 2015 by digging two soil profile test pit excavations (Test Pits). A visual and tactile soil analysis was completed by Carla Ostberg at the time of excavation.' The materials encountered in Test Pit #1 consisted of topsoil and root zone to 18 -inches, underlain by dark brown, moist, silt loam with blocky structure shape, moderate structure grade, and friable consistence to 4.5 -feet, underlain by brown to gray fractured shale to a maximum depth explored of 7.0 - feet. No groundwater was encountered. Test Pit #1 was excavated at approximately the same elevation as the proposed STA. Page 2 The materials encountered in Test Pit #2 consisted of dark brown, moist, silt loam 2 -feet, underlain by brown to gray fractured shale to a maximum depth explored of 3.0 -feet. No groundwater was encountered. Test Pit #2 was excavated at approximately 3.5 -feet lower in elevation than the proposed STA. Based on the profile pits, we estimate depth to the shale layer at approximately 56 -inches (4.5 -feet) below the depth of the bench with the existing STA. A long term acceptance rate (LTAR) of 0.8 gallons per square foot will be used to design the OWTS, in accordance with Pitkin County OWTS Regulation, Table 6.28-7. Use of Eljen® technology and 3 -feet of sand filter material to achieve TL3. Effluent will be pumped through a 1.5 -inch diameter Schedule 40 discharge pipe to an automatic distributing valve (ADV) Model 6402. The ADV must be placed at the high point of the system and must be accessible from grade. The 1.5 -inch diameter pump line must have a minimum grade of 1% for proper drain back into the pump tank. Effluent will be distributed to two pressurized 12' x 85' beds minimum of 3 -feet of ASTM C33 concrete sand installed at the bottom of the over -excavated STA. Two rows of 21 Eljen®A42 modules will be placed on top of the sand filter material in each bed and connected with level 1.5 -inch diameter manifolds. There must be 2 -feet of separation between the side edges of the beds and modules, and 4 -feet of separation between the modules. Effluent will be pressurized through 1.25 -inch laterals, with 1/8 -inch orifice holes facing UP (12 -o'clock) with the first and last holes facing DOWN (6 -o'clock) for drainage, 3 -feet on center. Laterals are placed inside 4 -inch diameter perforated SDR 35 pipe, per Eljen® specifications. Each 1.25 -inch diameter lateral must end in a sweeping ell facing up with a ball valve for flushing. These may be cut to grade and covered with a valve box for access. Inspection ports must be placed in the sand filter material at the corners of each bed and also may be cut to grade and covered with a valve box for access. Given the steepness of the slope below the western most bed, we recommend installation of a 20 mil PVC liner from a depth of 3 -feet below the infiltrative area to the top of the Eljen® modules along the south (downhill) length of the bed, or extending the grade with a minimum 3:1 slope. The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. Construction must be according to Pitkin County Onsite Wastewater Treatment System Regulations, the OWTS Construction Permit provided by Pitkin County Environmental Health Department, and this design. REVEGETATION REQUIREMENTS An adequate layer of good quality topsoil capable of supporting revegetation shall be placed over the entire disturbed area of the OWTS installation. A mixture of native grass seed that has good soil stabilizing characteristics (but without taproots), provides a maximum transpiration rate, and competes well with successional species. No trees or shrubs, or any vegetation requiring regular irritation shall be placed over the STA. Until vegetation is reestablished, erosion and sediment control measures shall be implemented and maintained on site. The owner of the OWTS shall be responsible for maintaining proper vegetation cover. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating STAs, and any other components needing maintenance. Geo -fabrics or plastics should not be used over the STA. No heavy equipment, machinery, or materials should be placed on backfilled STA. Livestock should not graze on the STA. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a STA. The currently proposed STA location is in the same area as the existing black water STA. As this area has already been disturbed, removal of trees will be greatly minimized. To minimize the footprint, a bed configuration was necessary. The OWTS design is based on 8 -bedrooms having greater than 6000 square feet of living area. A design flow of 1600 GPD will be used. The STA should be prepared by scraping the vegetation and topsoil layer. This layer may be staged and used as cover over the new STA. The existing gravelless chambers should be removed, along with any contaminated soils. The area for the new STA should be over -excavated to approximately 4 -feet in the benched area of the existing STA. The area of the over -excavation must accommodate two beds, each 12 x 85', with 6 -feet of undisturbed soil between the beds. The new system installation must include two 1500 -gallon, two-compartment Infiltrator® poly septic tanks followed by a 500 -gallon, single -compartment Infiltrator® poly septic tank with an Orenco® EasyPak DESIGN SPECIFICATIONS The initially proposed soil treatment area (STA) location during the land use planning process was within a mature grove of aspen trees, which would have required removal of a substantial number of trees. The currently proposed STA location is in the same area as the existing black water STA. As this area has already been disturbed, removal of trees will be greatly minimized. To minimize the footprint, a bed configuration was necessary. The OWTS design is based on 8 -bedrooms having greater than 6000 square feet of living area. A design flow of 1600 GPD will be used. The STA should be prepared by scraping the vegetation and topsoil layer. This layer may be staged and used as cover over the new STA. The existing gravelless chambers should be removed, along with any contaminated soils. The area for the new STA should be over -excavated to approximately 4 -feet in the benched area of the existing STA. The area of the over -excavation must accommodate two beds, each 12 x 85', with 6 -feet of undisturbed soil between the beds. The new system installation must include two 1500 -gallon, two-compartment Infiltrator® poly septic tanks followed by a 500 -gallon, single -compartment Infiltrator® poly septic tank with an Orenco® EasyPak Page 5 If an effluent filter or screen has been installed in the OWTS, we recommend this filter or screen be cleaned annually, or as needed. If the OWTS consists of a pressurized pump system, we recommend the laterals be flushed annually, or as needed. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, air release valves and weep holes must be installed to allow pump lines to drain to minimize risk of freezing. The pump shall have an audible and visual alarm notification in the event of excessively high water conditions and shall be connected to a control breaker separate from the high water alarm breaker and from any other control system circuits. The pump system shall have a switch so the pump can be manually operated. Excavation equipment must not drive in excavation of the STA due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Backfill over the STA must be uniform and granular with no material greater than minus 3 -inch. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. Distributed By: Introduction Orenco's automatic distributing valve assemblies, pressurized with small high -head effluent pumps, are useful for distributing effluent to multiple zones. These zones can be segments of sand filter manifolds, drainflelds, or other effluent distribution systems. Distributing valve assemblies can substantially simplify the design and installation of a distribution sys- tem and reduce installation costs. This is particularly true where a distributing valve assem- bly is used instead of multiple pumps and/or electrically operated valves. Additionally, a reduction in long terra operation and maintenance costs is realized due to a reduced size and/or number of pumps. More even distribution can be achieved on sloping sites by zoning laterals at equal elevations. This eliminates drainback to lower lines and the unequal distrib- ution of effluent that occurs at the beginning of a cycle. Valve Operation The valve itself has only a few moving parts, requires no electricity, and alternates automati- cally each cycle. Refer to Figure 1 for the following valve operation description. The flow of the incoming effluent forces the rubber flap disk O to seat against the valve bottom 4. The opening © in the rubber flap disk aligns with an opening in the valve bottom to allow flow to only one valve outlet. The stem O houses a stainless steel spring which pushes the rubber flap disk away from the valve bottom after the flow of effluent stops. The stem acts as a cam follower and rotates the rubber flap disk as the stem is raised and lowered through the cam ®. The force from the flow of effluent pushes the stem down through the cam and the stainless steel spring pushes the stem back up through the cam when the flow of effluent stops. Each linear motion of the stem allows the rubber flap disk to rotate half the distance necessary to reach the next outlet. Page 1 of 6 Figure 2: Orenco Distributing Valve Assembly (6000 Series Valve) The Distributing Valve Assembly The Orenco Automatic Distributing Valve Assembly combines the distributing valve itself and sever- al other components to give a complete preassembled unit that is easy to install, monitor, and main- tain. Figure 2 shows a complete assembly. Because distributing valves with several outlets can be difficult to line up and glue together in the field, the discharge lines in the assemblies are glued in place at Orenco. The unions (1) allow removal and maintenance of the valve. The clear PVC pipe sections (2) give a visual check of which discharge line is being pressurized. The inlet ball valve (3) allows a quick, simple method to test for proper valve cycling. The ball valve also stops the flow of effluent in case the pump is activated unexpectedly during maintenance or inspection. Check valves may be necessary on the discharge lines. Use of check valves is discussed in the valve positioning section. Valve Assembly Hydraulics Liquid flowing through the valve assembly must pass through fairly small openings and make several changes in direction. Because of this, headlosses through the valve assembly are fairly high. Table 1 gives the headloss equations for several different assemblies and Figure 3 shows the graphical repre- sentations of these equations. Orenco recommends that high -head turbine pumps be used to pressur- ize the valve assemblies to ensure enough head is available for proper system operation. High -head turbine pumps are also recommended because the use of a distributing valve usually requires more frequent pump cycling. The high -head turbine pumps are designed for high cycling systems and will outlast conventional effluent pumps by a factor of 10 or more in a high cycling mode. Furthermore, the high -head turbine pump intake is 12 inches or more above the bottom of the pump and tends to prevent any settled solids from being pumped into the distribution valve and obstructing its opera- tion. A minimum flow rate through the distributing valve is required to ensure proper seating of the rubber flap disk. Minimum flow rates for the various models are given in Table 1. However, because of the mechanical movements of the valve, it is necessary to take steps to prevent solids from reaching the distributing valve that may impede the operation of the valve. Orenco Biotube® Pump Vaults — when properly sized and installed — provide the necessary protection to prevent valve malfunction. The Biotube® pump vault accepts effluent only from the clear zone between a tank's scum and sludge layers and then filters this effluent through a very large surface area screen cartridge. Page 3 of 6 Valve Positioning The physical position of the valve in relation to the pump and the discharge point is very important for proper valve operation. The most reliable operation occurs when the valve is placed at the high point in the system and as close to the pump as possible. The transport line between the pump and valve should be kept full if possible. If the line is empty at the beginning of each cycle, pockets of air during filling can cause random rotation of the valve. The valve is particularly vulnerable to this erratic rotation with empty lines that are long and not laid at a constant grade. An ideal valve loca- tion is shown in Figure 4. If the final discharge point is more than about 2 feet above the valve and the system does not drain back into the dosing tank, check valves should be installed on the lines immediately following the valve and a pressure release hole or line should be installed just prior to the valve. This pressure release hole or line can go into a return line to the dosing tank or to a "minidrainfreld" near the valve. In order for the valve to rotate reliably, no more than about 2 feet of head should remain against the valve to allow the tubber flap disk to return to its up position. In many cases, it may take from one minute to several minutes for the pressure in the valve to be lowered enough for proper rotation to occur. Special care should be taken when installing systems controlled by programmable timers to ensure cycling does not occur too rapidly. Figure 5 illustrates a valve assembly using check valves. Pumping downhill to the valve should be avoided unless the transport line is very short and the ele- vation between the discharge line out of the tank and the valve is less than about 2 feet. If the valve is located many feet below the dosing tank, random cycling may occur while the transport line drains through the valve at the end of the cycle. A pressure sustaining valve located just before the distrib- uting valve may overcome this problem in some instances. Page 4 of 6 System Startup Refer to the Hydrotek Valve booklet that is provided with the distributing valve assembly for the sequencing of the valve outlets. The transport line should always be flushed with clean water before installing the valve. Any sand, gravel, or other foreign objects that may have been in the pipe during installation can easily become lodged in the distributing valve, causing malfunction. With the pump running, alternately close and open the ball valve on the distributing valve assembly to check proper rotation of the valve. (Note: If check valves are used on the lines after the distribut- ing valve, the pump may need to be turned on and off to allow the pressure to be released from the valve.) If visual operation of which zone is operating is not possible, watch the clear pipe on each line for indication of which zone is operating. Troubleshooting 1. PROBLEM: Valve does not change or cycle to next zone or outlet CAUSE: The stem and disk assembly is not rotating when water flow is turned off and then back on. SOLUTION 1: Ensure that there is no debris inside the cam. Clean and carefully reinstall the cam. SOLUTION 2: If fewer than the maximum number of outlets are being used, check the installation of the cam. Page 5 of 6 SOLUTION 3: Remove the valve top and check for proper movement of stem and disk assembly. Check for and remove any debris or foreign objects that may jam or retard the movement of the disk. SOLUTION 4: Check for freedom of movement of stem and disk assembly up and down over the center pin in bottom of valve. Scale deposits may build up on the pin and hold stem and disk assembly down. Clean pin and again check for freedom of movement. SOLUTION 5: Be sure that all operating outlets are not capped and that the flow to operating zones is not restricted in any manner. This would cause pressure to build up in the valve and lock the stem and disk assembly in the down position. SOLUTION 6: The backflow of water from uphill lines may be preventing the valve from cycling properly. This can happen when the valve is placed too far below an elevated line. If the valve cannot be placed close to the high point of the system, a check valve should be installed near the valve in the outlet line that runs uphill from the valve and a drain line installed just prior to the valve to relieve the pressure. 2. PROBLEM: Water comes out of all the valve outlets CAUSE: Stem and disk assembly not seating properly on valve outlet. SOLUTION 1: Check for sufficient water flow. A minimum flow rate is required to properly seat the disk as shown in Table 1. SOLUTION 2: Remove the valve top and check the inside walls to ensure that nothing is interfering with the up and down movement of the stem and disk assembly inside the valve. SOLUTION 3: Make sure that the operating outlets are not capped and that the flow to the operat- ing zones are not restricted in any manner. 3. PROBLEM: Valve skips outlets or zones CAUSE: Pumping into an empty transport line especially downhill may cause the valve to skip outlets from pockets of air allowing the rubber flap disk to raise during a cycle. SOLUTION 1: Keep the transport line full. SOLUTION 2: If the line must remain empty between cycles, use a larger diameter transport line laid at a constant grade to prevent air pockets from forming. CAUSE: The stem and disk assembly is being advanced past the desired outlet. SOLUTION 1: Ensure that the correct cam for the desired number of zones is installed and that the outlet lines are installed to the correct outlet ports of the valve as indicated by the zone numbers on the top of the cam. To develop an additional 2,500 square feet of floor area, the Applicant shall surrender one TDR Certificate at building permit application and a copy of the deed(s) evidencing the Applicant's acquisition of the Certificate. S. With the building permit application for the residence, the Applicant shall submit: A. A drainage and erosion control plan for review and approval by the Planning Engineer. If the development disturbs one (1) acre or more, the Applicant shall apply for and obtain a State Stormwater Permit. All historic and natural drainage patterns shall be maintained. Stormwater shall be detained onsite and allow infiltration of runoff prior to discharge. B. A large scale construction management plan for review and approval by the Planning Engineer. C. A fireplace/woodstove registration form with the Community Development Department, if necessary. D. A tree mitigation plan. There are approximately 590 caliper inches of aspen trees with 6 inches or more of DBH on the lot that will be removed and for which mitigation is required. E. A landscape planting plan and detailed revegetation plan for disturbed areas with appropriate seed mixes. F. An outdoor lighting plan. 6. Prior to issuance of a building permit for the residence, the Applicant shall: A. Obtain an on-site wastewater treatment system permit from the Environmental Health and Natural Resources Department to serve the addition. B. Pay the applicable road and employee housing impact fees. C. Obtain a County access/driveway permit for the extension of the driveway. Stamped engineered drawings demonstrating compliance with the applicable standards of the Asset Management Plan shall be submitted with the permit application. The pen -nit shall be reviewed and approved by the Planning Engineer and the Aspen Fire Protection District. Administrative Decision No. a-2015 Page 3 7. Prior to actual water deliveries to the addition by the Buttermilk Metro District, the Applicant shall: (1) complete a new water service application; (2) pay all appropriate fees and charges to the District; (3) schedule and complete an inspection of the District's approved electronic water meter; (4) arrange for an inspection of the residence's backflow prevention device; (5) agree to comply with all rules and regulations of the District; and (6) receive a final authorization for water service from the District. 8. Areas disturbed by construction shall be re -vegetated within one growing season of the project's completion. No development in excess of 30" above or below natural grade shall occur within the setbacks of the lot, with the exception of driveways and associated retaining walls of up to 6' above or below natural grade and fencing. Landscaping in the form of berms within the setbacks shall not exceed four feet from the most restrictive grade. Any development located within setbacks mandated by County zoning regulations that does not comply with these restrictions shall require a variance from the Board of Adjustment. Approval of an activity envelope within such setbacks does not assure approval of a variance. 10. Retaining walls greater than 4 feet in height shall be supported by appropriate engineering. 11. The Applicant shall comply with the applicable codes and requirements of the Aspen Fire Protection District, including but not limited to access, turning around of fire apparatus and water supply. In all buildings, the Applicant shall install an automatic fire suppression system that shall be approved by the Fire Marshal. 12. The Applicant shall comply with the following conditions regarding wildlife: A. Manipulation of vegetation outside of the activity envelope is prohibited, except as necessary to comply with the wildfire hazard mitigation measures. B. Dogs shall be kenneled within 50' of the residential buildings or leashed under human supervision when outside a required kennel. C. Fruit bearing trees and shnubs are prohibited. D. Trash/garbage shall be kept in an approved bear resistant container or enclosure as required by the County's Wildlife Protection Ordinance. E. Construction workers are prohibited from bringing dogs on-site. F. All outside doors shall utilize only solid round handled door knobs unless another type is required by the applicable building code for disabled accessibility purposes. G. Bird feeders, including hummingbird feeders, shall be hung away from any deck or window, and shall be at least 10' from the ground suspended between 2 trees or posts. All seed feeders shall include a seed catchment pan to catch discarded seeds. Bird feeders should be removed from April through November. H. Composting shall be restricted to yard waste. I. Fencing shall comply with the following, except for fencing immediately adjacent to the buildings to contain pets or livestock: 1) Wood fencing shall employ three rails or less, be the round or split rail type, shall not exceed 48 inches in height above ground level and 12 inches in width (top view), and shall have at least 18 inches between two of the rails. 2) Wire fencing shall consist of no more than 3 strands of smooth wire and shall not exceed 42 inches in height. AdminisiratNe Decision No. R -2015 Page 4 3) Mesh or woven wire fences are prohibited, except when used for protection around isolated trees or clumps of trees. 13. The Applicant shall comply with the following landscaping and wildfire defensible space mitigation standards: A. Defensible Space: The area around all buildings/structures, limited by property boundaries that may limit a property owner's ability to comply with this section, shall incorporate landscaping with wildfire defensible space considerations as follows (note: actual vegetation manipulation to meet these conditions may not be necessary where the natural vegetation patterns have already fulfilled these conditions): 1) Brush, debris, and non -ornamental vegetation shall be removed within a minimum 10 foot perimeter around the stricture. 2) Vegetation shall be reduced to break up the vertical and horizontal continuity of the Riels a minimum of a 30 foot perimeter around the structure. 3) Spacing between clumps of brush and vegetation within the 30 foot perimeters shall be a minimum of two times the height of the fuel. Maximum diameter of the clumps shall not exceed 10 feet. All measurements shall be from the edges of the crowns of the fuel. 4) All branches from trees and brush within the 30 foot perimeter shall be pruned to a height of 10 feet above the ground and ladder fuels from around trees and brush shall be removed. 5) Tree crown separation within the 30 foot perimeters shall have a minimum of 10 feet between the edges of the crowns. 6) All branches which extend over the roof eaves shall be trimmed and all branches within 15 feet of the chimneys shall be removed. 7) The density of fuels within a 100 foot perimeter of the structures shall be reduced. 8) All deadfall up to a 100 foot perimeter shall be removed. 9) No new conifer trees shall be planted within 10 feet of a residence. 10) No flammable mulches shall be placed within two feet of a residence. 1 1) The applicant shall be responsible for the continued maintenance of the defensible space vegetation requirements. B. Roofing Materials: Roofs shall be constructed with a Class A roof covering or a Class A assembly as defined in the building code. Wood shake/shingle roof coverings are prohibited. Roofs with less than a 3:12 pitch are not permitted unless they comply with the following: 1) All roof coverings shall be constructed of non-combustible materials and installed on a Class A roof assembly. 2) All roof coverings shall have a surface that shall facilitate the natural process of clearing the roof. 3) All roof designs shall facilitate the natural process of clearing debris. Protrusions above the roofline, such as parapets, shall be prohibited. 4) Roofs shall be installed as required by the approved building code and shall have a minimum slope of 1:48. 5) All roof designs, coverings or equivalent assemblies shall be specifically approved by the Fire Marshal prior to submittal of a building permit application. C. Additional wildfire mitigation standards: 1) Roof vents shall be screened with corrosive resistant wire mesh with mesh %4 inch maximum. Administrative Decision No. P-2015 Page 5 2) Roofs and gutters shall be kept clear of debris. 3) Yards shall be kept clear of all litter, slash, and flammable debris. 4) All flammable materials and firewood/wood piles shall be stored on a parallel contour a minimum of 15 feet away from any structure. 5) Swimming pools or ponds shall be accessible to Fire Department vehicles, if required. 6) Fences shall be kept clear of brush and debris. 7) Wood fences shall not connect to the structure. 8) Fuel tanks shall be installed underground with an approved container. 9) Propane tanks shall be installed according to NFPA 48 standards and on a contour away from the structure with standard defensible space vegetation mitigation around any above -ground tank. Any wood enclosure around the tank shall be constructed with materials approved for 2 hour fire -resistive construction on the exterior side of the walls. 10) Each structure shall have a minimum of one 10 pound approved ABC fire extinguisher placed in a visible and accessible location. 11) Addresses shall be clearly marked with 2 inch non-combustible letters and shall be visible and installed on a non-combustible post. 12) New utility lines shall be buried within the driveway. 14. No development shall occur outside of the approved activity envelope, with the exceptions of weed management efforts and vegetation removal necessary to comply with the wildfire mitigation measures described above. 15. Prior to commencement of any earthmoving or other construction activity, the Applicant shall stake the corners of the activity envelope and install construction fencing around the construction site within the perimeter of the envelope. The fencing shall remain in place until issuance of a Certificate of Occupancy. 16. No calculations for height, bulk, setbacks, size, floor area, or any other building and zoning requirements have been conducted. These requirements will be considered at the time of building permit. Any structures represented in the application may not be permitted under building and zoning regulations. 17. Failure to comply with the conditions of this approval may result in revocation of this approval, or any subsequent permit(s) or approval(s) related to this property, or vested rights associated with this property. 18. Statutory vested rights for the approval contained herein are granted pursuant to the Pitkin County Land Use Code and Colorado Statutes, subject to the exceptions set forth in Pitkin County Land Use Code, § 2-20-170 and C.R.S., § 24-68-105. Both systems appear to be located behind the residence and the addition and driveway relocation will not impact them. The applicant has indicated a new OWTS will be designed for the remodel/addition so both existing systems can be abandoned "in-place" if the applicant desires. The new OWTS must be approved and permitted by the Environmental Health Department prior to issuance of the building permit. The application indicates a bunk room will be included in the addition.
