Effluent shall be characterized to determine if it is appropriate to dispose of it through the septic system or if strength of sewage is too high, an alternative disposal method for the waste irrigation water will be required. Issuance of this OWTS Use Permit is based solely on the conditions observed and reported by the inspector to the Department on the date of the inspection(s) and on Department records at the time of permitting. The issuance of this permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail or that the system will not be subject to future enforcement action to correct non-compliant conditions. The permit and record drawing was provided by Pitkin County Environmental Health Department (Parcel ID # 2649-213-01-017). The subject OWTS consists of one 1250 -gallon, two-compartment concrete septic tank with a pump vault in the second compartment. Effluent is pumped to a flow splitter basin which then gravity flows to an 18 -foot by 46 -foot sand mound. The 1250 -gallon septic tank, two-compartment septic tank appeared to be in good condition. The inlet side of the septic tank was excavated and the tee was present. Risers will be installed for access from grade. The outlet side of the tank was accessible from grade, although recessed. We recommend bringing access closer to grade with an additional 1 -foot riser. The pump in the second compartment was "chattering" and only kicking on for a very short period of time. After some trouble shooting, it was determined that the middle float may be faulty. The float was ordered from Valley Precast and will be installed upon arrival. The alarm was found to be functional. The control panel is located immediately adjacent to the septic tank. Solids in the septic tank necessitated pumping. B&R Septic pumped the septic tank on March 4, 2014. During pumping, the filter was found to be severely clogged and was cleaned thoroughly. The clogged filter could also have caused the pump "chatter'. The pumpers also observed some root intrusion near the inlet tee. The pump was run on manual and effluent was observed running into the flow splitter basin. However, the water level in the basin never reached the pipes. A substantial crack was discovered in the flow splitter basin. This was replaced with a small distribution box and plumbed. The absorption area showed no signs of saturation, and had no indication of failure. No observation ports were visible at the time of the inspection. There was a small amount of snow cover over the absorption area at the time of the inspection. This evaluation is not a guarantee of future system performance. This inspection is good for one year. The use of the property has changed from a single-family residence to Special Purpose — Improvement, according to Pitkin County Assessor's website. There are currently two employees working in the structure. Fixtures include one bathroom with a toilet, hand sink, and shower. There k are also two utility sinks. Plants are grown in the structure and discharge pipes for irritation water currently are plumbed into the OWTS. Discharge of irrigation has been reported as 41.2 gallons per day. Nutrient salt runoff from irrigation is approximately 751.46 liters (L) per month. Daily concentrations of fertilizer compounds are as follows: • Chloride: 8.75 milliliters per liter (ml/L) • Nitrate: 38.15 ml/L • Ammonium: 0.28 ml/L • Phosphorous: 43.4 ml/L • Calcium: 31.5 ml/L • Magnesium: 17.5 ml/L • Potassium: 73.5 ml/L • Iron: 0.26 ml/L Recommendations: • Extend handle on effluent filter for better accessibility for cleaning. • Replace middle float. • Bring inlet side risers to grade. • Install one additional riser on outlet side for better accessibility. • An annual operation and maintenance visit should be conducted by a qualified professional, at which time sludge and scum levels in the tanks are measured to see if pumping is necessary, filters cleaned, and pumps and alarms tested for proper functioning.
