# of Bedrooms or fixtures served by OWTS: The permit indicates the system was sized for 2 bedrooms; however, the
Pitkin County Assessor's record lists 3 bedrooms. No floor plans were provided. A building permit application was found
on record for this structure and the proper approvals were issued by this department at the time of construction. It is
unclear what criterion was used to size this system, as the original engineer design could not be located. It should also
be noted that while a building permit was obtained, no Certificate of Occupancy was ever issued for this residence.
Operational Status: This system appears to be working, although it is not functioning as originally engineered. A water
test was conducted on the system and it appeared to accept water into the system with no obvious signs of failure.
Inspector Recommendations: Replace tank lid and further evaluate the field.

Department Recommendations: Given the excessive amount of fill that was placed on both the tank and the field area,
it is questionable how well this system will work, long term. This department recommends system replacement. The
tank was formerly a jet aeration tank and that equipment has been removed, no longer functioning as it was originally
engineered. The tank is also only one compartment, not allowing proper settling of solids. The field is a lined ET bed,
without any absorption. ET beds typically are installed at a shallow depth to allow evaporation and transpiration
through plants to occur. With an additional 10 feet of fill covering the field, it is almost impossible to inspect the
system's functioning and this depth of cover will limit the evaporation and transpiration.
Although allowed and frequently installed in the previous 30 years, lined ET beds are prohibited under Pitkin County's
current OWTS regulation.
Issuance of this OWTS Use Permit is based solely on the conditions observed and reported by the inspector to the Department on the date of the inspection(s) and
on Department records at the time of permitting. The issuance of this permit does not constitute a guarantee, warranty, or representation by the Department
that the system will operate properly or will not fail or that the system will not be subject to future enforcement action to correct non-compliant conditions.
Estimated capacity of the system has been listed on the permit and we recommend that you monitor and/or meter water use to prevent overuse and possible
failure.

Hi Everyone,
Please see the attached permit and associated documents from the building department's file
on this residence. Despite the bedroom count discrepancy, I feel that the original applicant
went through all of the proper processes with the building department and our department.
Without knowing what criteria was used to calculate the required field area for the lined ET
bed, I cannot cross check it. What we do know is that clearly the system is not operating as
originally designed; however, accepted water at the time of the inspection. The buyer should
be aware of the fact that this system has been compromised and understand the potential

The address file is not helpful in this regard. A temporary CO was issued in June of 1979 but doesn't list rooms. No C.O.
was issued. There is a plumbing permit that shows 2 toilets. The building permit application doesn't show bedroom
count.

Stephanie and Gary,
I have reviewed the inspection of this system and see that Tim (the inspector) was unable to verify whether or not the
inlet and outlet tees are in place in the tank. These components are PASS/FAIL, meaning if they are missing, I cannot
issue a permit. It is my understanding that 10' of fill was placed in the area of the tank and field. The first problem is
that not only is it unlikely that an inspector would be able to verify the presence of tees, but if they were missing, the
tank is inaccessible. The second problem is that this system is a lined ET bed, meaning it works from evaporation and
transpiration (through plants) only. If it has been buried 10 feet, the function of this system is not optimal or as
designed.
The best way to handle this would be to excavate down to the tank and verify if the tees are in place. If they are and can
be verified as pass, great. If they are missing, they must be replaced, documented by the inspector, and verification
submitted back to me. With the issuance of the permit, I will note the deficiencies and recommend replacement of the
system.
It will not be possible to add capacity to this system if the new owners were interested in remodeling with the addition
of bedrooms.
I realize this becomes more complicated with bank owned properties. Please call me and we can discuss this further
have also left a message for Tim and maybe he has some ideas as he is more familiar with the system. Thank you,
