Dear Betsey:
Bob Nelson has asked that I co-sign a letter to you dated February 1, 1996 regarding a Winter
season percolation test at 0500 Twining Flats Road in Pitkin County. Rather than co-sign his
letter, I wanted to provide a separate letter to clarify a couple of points and reflect the discussions
Bob and I have had regarding Winter percolation testing procedures.
The first point I would make is that I was not present at the site at any time during the percolation
test at 0500 Twining Flats Road. My co-signing of Bob's percolation report, as is generally the
case, is to indicate that I have reviewed the written report, discussed its contents or any special
conditions with Bob and verified the testing methodology. My signature and seal is to fulfill the
requirements of Section 5-5 of the Pitkin County Individual Sewage Disposal System Regulation,
as revised in 1995, that the perc test "..be performed by or under the supervision of an RPE or
by an Environmental Health Officer of the Department..." Our intent is to indicate that my review
of Bob's report work fulfills the "under the supervision of an RPE" requirement. Personally, I have
a high regard for Bob's knowledge and experience in the ISDS field in general and have no
hesitation in signing off on his work and methodology for percolation testing.
Regarding Bob's letter of February 1, 1996, his comments reflect several conversations he and
I have had over the years, and in regard to this particular test, with respect to Winter percolation
testing. That is, several techniques are available to protect the percolation holes from inclement
conditions and that conditions in this area can be highly variable even in the Winter season, often
allowing percolation testing. My log notes and photographs from a jobsite in downtown Aspen
reflect the fact that frost conditions were minimal and weather conditions sunny and relatively
warm on January 9, 1996, the date Bob performed this test procedure. I would support Bob's
assertion that conditions for percolation testing were appropriate on January 9, 1996 and that
the techniques he used to perform the test and protect the excavation were suitable.

As an addendum to the percolation test detailed in our letter of January 18, 1996, we are

The test hole was excavated at the bottom of a five-foot backhoe pit by hand. At this depth, there
was no evidence of frost, and the soil was still quite warm from the mild December temperatures.
This testing was performed in a small hole dug by hand to a total depth of seventy one inches at
the bottom of the five-foot backhoe pit, The bottom of the backhoe pit was well below frost line
at the time of the testing, and immediately after the smaller hole was prepared, the hale was
covered with several layers of cellotex insulation and a plastic tarp.
We waited for weather conditions that were predicted to be above freezing during the day, before
setting up the percolation test procedure, Before the presoak was begun, the sidewalls were

An initial filling of the percolation test hales was done by adding approximately 12 gallons of
water to the hole the evening of the day before the percolation test was conducted, As soon as
the water was added, the hole was again covered with insulation and the tarp, The percolation

Dear Stan,
This company has conducted an inspection of the referenced property for the purpose of evaluating
the on-site wastewater disposal system serving the existing dwellings constructed in 1981. It was
apparent that septic tank effluent was ponded in the seepage bed and it was clogged. As a result of
this condition and as requested, Nelson Environmental and Wastewater Solutions, Ltd., performed a
soils study and percolation tests for a replacement septic system for the structure. We conducted this
study in accordance with Article 5 of the Pitkin County Individual Sewage Disposal System
Regulation. We have based our recommendations on the subsurface conditions encountered. We will
furnish this letter to the Aspen/Pitkin Environmental Health Department as soon as possible in order
for you to obtain a permit to construct this individual sewage system.
Existing Construction and Building Site:
The building was originally constructed in the late 1960's. The residential property is on a tract of
approximately 2 acres.
The existing residence is a duplex with a total of eight bedrooms. The top floor unit is a three
bedroom residence of approximately 1200 square feet. The lower two floors, including the walk -out
basement, make up another unit with five bedrooms, two and one-half bathrooms, and approximately
1800 square feet of finished living area.
The site is a lot in the Twining Flats area of Woody Creek. The topography is gently sloping away
from Highway 82 at grades of less than 5%. The area of the proposed replacement absorption filed is
in the bottom of a cut done years ago, apparently in conjunction with the original construction.
Water to the residence is supplied from a well drilled on the East side of the property on the lower
level bench about 80 feet lower and 300 feet away from the structure. The well is located a sufficient
distance from obvious sources of contamination, such as the existing and proposed septic system
location. There is another abandoned well shown on the site plan on the northwesterly corner of the
property. This well is no longer useable, and will be properly capped and closed to prevent the
possibility of contamination from an adjacent seepage bed, as being proposed.

Existing On-site Wastewater Disposal System
We were able to locate a permit for the existing septic system by reviewing the Pitkin County
Environmental Health Department records. The current septic system is a series of two 1250 gallon
concrete septic tanks and a 1000 gallon pumping chamber. Septic tank effluent is lifted by a duplex
pumping unit to a dosed seepage bed of 1332 square feet, located on the southwesterly portion of the
property. The percolation testing in 1981 in conjunction with the construction of the existing seepage
bed revealed a rate averaging 8 minutes per inch.
Subsurface Conditions:
A soil profile, 30 feet West of the structure and within the proposed absorption area was excavated to
a depth of nine feet. The excavation revealed that there was no groundwater apparent or bedrock
present within nine feet below the surface of the ground.
The soils consisted of about 22 inches of dark organic clay loam topsoil. The subsoil was a sandy clay
loam with numerous cobbles from two inches to over two feet in diameter.
The subsurface soil conditions were evaluated with the standard percolation test procedure at the
approximate location shown on Figure 1. With the concurrence of the Aspen/Pitkin Environmental
Health Department, only one test hole was used in this location because the shed to be torn down took
up much of the proposed absorption area available. The test hole was excavated at the bottom of a
five-foot backhoe pit by hand. Before the test, the sidewalls were scrapped and gravel was placed in
the test hole to prevent scouring when water was added.
Percolation Testing:
Percolation testing was performed in the proposed absorption bed area West of the residential
building. This testing was performed in a hole excavated to a total depth of seventy one inches. An
initial filling of the percolation test holes was done by adding approximately 12 gallons of water to the
hole the evening of the day before the percolation test was conducted. The percolation holes were
then further pre-soaked by adding water to refill the test holes to a depth of fourteen inches several
times for the six: hour period before beginning the percolation test.
The results of the percolation testing are presented in Table I. These results indicate the sandy clay
loam in this area has an average percolation rate of 16 minutes per inch, a satisfactory percolation rate
under Pitkin County criteria and not a lot different from the measurements done fourteen years ago
some sixty feet away.

Limitations: This report has been prepared according to generally accepted practices in this area for
use for sewage disposal design purposes. The conclusions and recommendations submitted in this
report are based upon data obtained from our site visits at the location indicated. There is some
possibility that the nature and extent of variations in the subsurface soils across the site may not have
been evident at the time of this investigation, and may need additional evaluation, if further excavation
reveals conditions different from those described. This office should be advised of any unusual
situations as soon as possible so that we may reevaluate our recommendations.
