Box 2155 Aspen, CO 81612 MAY 2 6 1994 L ENViiik) VILNIAL HEALTH ASPEN/PITKIN I am writing in follow-up to our conversation of May 24th regarding the proposed on-site sewage disposal system for the property under consideration for purchase by Terri Hart and Brendan Roberts in Woody Creek. The property is Lot B of the Little Texas Subdivision and the site offers very limited area for on-site sewage disposal as well as high percolation rates of about 3 minutes per inch. The septic tank and seepage pit structures will need to be placed under the driveway between the house site and the base of an adjacent slope. As you know, Bob Nelson had provided a recommendation regarding the use of a 1,000 gallon aerated treatment plant to reduce solids and a 450 square foot seepage pit for final disposal which I reviewed and supported. Based on your call of yesterday, I understand that the Environmental Health Department does not concur with the aerated plant concept due to concerns over long-term maintenance and future parts availability for the "active" treatment system. While I feel that the Environmental Health Department may be precluding a potentially beneficial technology for on-site sewage disposal on limited sites, I am providing further comment regarding your alternative solution. Based on our conversation, Environmental Health would prefer to utilize a conventional 1,000 gallon septic tank and a seepage pit offering 520 square feet of absorption area. The remaining question was whether the seepage pit could be designed to offer improved filtration characteristics given the high percolation rates of the native soils. Subsequent to our conversation, I have spoken with one of our designers in the Glenwood Springs office as well as Mr. Dan Hardin of Hepworth-Pawlak Geotechnical Engineers, also in Glenwood Springs. Based on these conversations, I am of the opinion that a seepage pit can be constructed on a sand bed and backfilled with well graded gravel material (probably 3 inch minus) that will offer appropriate filtration of the final effluent from a conventional septic tank treatment system. Dan Hardin indicates that percolation rates can be predicted with reasonable accuracy based on the particle sizing (sieve analysis) of a given material. We are therefore confident that a seepage pit structure can be designed for placement in the driveway area that will offer percolation rates in excess of the required 5 minute minimum and provide appropriate filtration of the final effluent before it enters the native soils. While we do feel that the seepage pit can be constructed in the driveway area, we would recommend allowing any minor subsidence around the pit to occur over time after the pit is operational and flow channels are established. The construction was done by Welch Excavating, Carbondale. I visited the site a couple times during the construction. I met with Tod Welch prior to excavation and laid out the system with him. I also observed the excavation just prior to being completed. On Thursday, April 27, the final backfilling was being done. The Contractor used a 10' square steel box around the drywell to separate the sand and gravel. At this time, the perforated portion of the drywell was completely installed. Backfill of the sand and gravel was being completed. The 1000 gallon septic tank was installed, although not as shown on the plans. The Contractor will provide an as -built sketch for your office. The absorption drywell was located as per the plans. The construction of this system was done as per plans prepared by SGM dated 8/1/94, and subsequently approved by Pitkin County. It is the opinion of this department that an on-site sewage disposal system can be.installed on the property mentioned above. This position is based on the knowledge that an engineer designed system can be installed using the criteria we have discussed with your consulting engineer. Placement of the system will be very limited due to the small size of the lot. However, to expand your options, your consideration 'of encroaching into the hillside between the lot and Woody Creek Road with the dry -well seems worthy of further investigation. The installation of the dry -well beneath the slope should have no impact on the function of the leaching system, and the slope could probably be re-contoured to its original configuration after construction is completed. It is important to maintain an access port to the dry -well after the hillside is restored. When you are ready to proceed with your building permit, this department will require a system design submitted by a licensed engineer as we have discussed. Durant - Suite 4A Aspen, CO 81611 Subject: Soils Evaluation and Percolation Test for Individual Sewage System Design, Lot B Little Texas Subdivision in Woody Creek, CO 81656 Dear Terri and Brandan: As requested, Nelson Environmental and Wastewater Solutions, Ltd., performed a soils study and percolation test to design a septic system for a proposed residence on the referenced property. We conducted this study in accordance with Section 4-5 of Pitkin County Regulations on Individual Sewage Disposal Systems on May 15, 1994. We have based our conclusions and recommendations on the subsurface conditions encountered. Proposed Construction: The planned residence is a three bedroom, three bathroom, two-story house. Site Conditions: The building site is in upper Woody Creek in the platted Little Texas Subdivision. There is a small flat bench off Little Texas Lane that is to be the building envelope. To the North and Southwest there are steep slopes, with the lower slope benching to an alluvial terrace adjacent to the Roaring Fork River. The lot is approximately .195 acres in size. The property is to be served by an individual well that is planned to be drilled on the lower terrace adjacent to the river. The ground surface that appears natural throughout the proposed building envelope and the planned absorption pit location, slopes rather gently to the West and Southwest at less than a 5% grade. The vegetation consists of oak brush and native grasses. There are large cottonwoods and some spruce and pine trees on other portions of the lot. Subsurface Conditions: A soil profile pit, adjacent to the proposed building area, was excavated to a depth of approximately nine feet below the existing grade. No groundwater was encountered. Bedrock was not present within nine feet of the surface of the ground. There was some gravels and large P.O. The subsurface soil conditions were evaluated with the standard percolation test procedure at the bottom of the profile pit location as shown on Figure 1. The test hole was dug at the bottom of the pit to determine the percolation rate for a seepage pit installation. The subsoil in which the percolation testing was run, consisted of sands, gravel and cobble rocks to a depth of one hundred and three inches. These reddish brown and tan sands and gravels were loose and not well consolidated, and showed no tendency to swell. There was a considerable portion (over 50%) of coarse soil material in the shallow percolation test hole at the bottom to the profile pit. Percolation Testing: Percolation testing was performed in the proposed absorption pit in an area north of the building envelope in the access easement area and proposed driveway. A shallow hole was hand dug in the bottom of a backhoe excavation to a depth of approximately fifteen inches. We pre-soaked the percolation test hole by adding water for approximately four hours before beginning the percolation test and then keeping the bottom of the hole submerged. The only way that this could be accomplished was to slowly run water from a garden hose into the percolation test hole and maintain water level about six inches above the gravel. The flow from the hose was measured just before performing the percolation test and calculated to be approximately .45 gallons per minute. The test hole was estimated to have absorbed at least 80 gallons during the presoaking period. There was no water remaining in the percolation test hole after the initial presoaking period. The results of the percolation testing are presented in Table I. These results indicate the gravelly sands have an average percolation rate of 3 minutes per inch and are not considered acceptable for a conventional infiltration on-site sewage system design. Minimum Pitkin County Requirements: The percolation rate measured in the sand and gravel subsoils was 3 minutes per inch. At this rate in the unconsolidated soil, a registered professional engineer is required to design a site-specific, on-site wastewater treatment system for the property. The minimum Pitkin County requirements for this installation are based on a wastewater flow of 450 gallons per day. This flow would require a tank of 1000 gallons minimum volume, and an absorption pit of 400 to 500 square feet. The setback distance from the property line is 20 feet for the seepage pit. Terri Hart Soils Evaluation and Percolation Test for Individual Sewage System Design 0153 Little Texas Lane May 19, 1994 Page 3 A test boring to fifteen feet will be required to determine the presence of ground water or bedrock in this area as a condition of the final permit application. Recommended On-site Wastewater Disposal Design: With the limited area available for the septic system leach field and the rapid percolation rates, a sewage system design requires a more innovative set of options than those provided by a conventional septic tank and leach field. We recommend that the sewage system consist of a 1000 -gallon aerated treatment plant and a seepage pit 12' square and 10 feet deep, placed in the driveway of the house. We believe the use of a home sewage treatment plant will provide sufficient reductions in pollutants so that the soil will not need to act as a filter for final treatment. This type of pretreatment will furnish a system that should perform well on this property. We are enclosing a brochure on the Singulaire® Model 900 aerated plant available through this company. As you can see this unit has received a certification from the National Sanitation Foundation as a Class I plant capable of reducing the strength of the sewage by at least 90%. This recommended design uses a predetermined effluent quality of the treated wastewater, and the existing soil conditions encountered. The criterion used to determine the application rates of the treated wastewater effluent are: The development of soil clogging in any system is based on the biological oxygen demand (BOD) and the total suspended solids (TSS) loading. Reductions in the ultimate carbonaceous and nitrogenous material applied to the soil in the absorption field will significantly reduce the formation of the clogging mat, so commonly found in systems using only a septic tank. Without the clogging, the application rate can be increased. The degree of wastewater treatment necessary in this soil is based on maintaining unsaturated flow conditions within the exfiltration pit, even with the clogging mat eliminated. The hydraulic capacity of the soil (the soil permeability), and the greatly improved effluent quality will prevent pollutants from entering the groundwater while providing a means of subsurface disposal. Because of the reduction in mass loading as measured by the coliform bacteria, BOD and TSS parameters, it is possible to use a design application rate of at least 1.5 gallons per day/ square foot of absorption pit. The number of gallons of wastewater generated per day, (the design flow rate) is divided by the application rate to determine the size of the pit (in square feet of Terri Hart Soils Evaluation and Percolation Test for Individual Sewage System Design 0153 Little Texas Lane May 19, 1994 Page 4 sidewall area required). In this case, the design flow is 150% of average daily flow, 675 gallons, The application rate, representing about 15 percent of the saturated hydraulic conductivity of the soil on the site, will result in a pit with approximately 450 square feet of sidewall. This low application rate ensures that unsaturated flow will occur in the seepage pit without the need for further treatment of the effluent from the aerated plant. Aerated treatment has been recognized in the by the Colorado Department of Health, Water Quality Control Division. Limitations: This report has been prepared according to generally accepted practices in this area for use for sewage disposal design purposes. The conclusions and recommendations submitted in this report are based upon data obtained from our site visits at the location indicated. There is some possibility that the nature and extent of variations in the subsurface soils across the site may not have been evident at the time of this investigation, and may need additional evaluation if further excavation reveals conditions different from those described. J. Stone shall be 1 1/2" to 2" washed rock. 4. Piping to system shall be standard solid wall sewer pipe, ASTM 3034 -Slope at minimum 1/4'%ft. 5. The area disturbed by construction shall be reseeded with native grasses to prevent erosion. 6. Use risers as needed to bring septic tank access hatch within 6" of finished grade. 7. Cast iron pipe of equal strength or other pipe properly supported to prevent failure by settling shall extend from tank for a distance of at least five feet (5) from the inlet and outlet ends. 8. The following preventative maintenance schedule is recommended to prolong the life of the system: C) Pump septic tanks at least once a year. b) Check plumbing fixtures on a regular basis and repair all leaks which can add substantial amounts of water to the system. 10. The Contractor and Owner shall take whatever measures are necessary to assure that a) the septic tank and sewer lines are completely water tight to prevent infiltration of groundwater into the system, and b) the system is installed to prevent freezing of gravity sewer lines. 11. The Pitkin County Environmental Health Deportment and the Engineer shall be notified when construction commences and kept abreast of the construction progress so that sufficient inspection can be performed to assure conformance with these plans. Provide a minimum of 48 hours notice to each. 12.
