There is 2500 gallons of tankage installed. We requested in a letter to Tom Dunlop of the APEHD that a screened vault pump system be allowed within the same tank as required septic tank capacity. The pump floats were set to pump approximately 100 gallons, so the required tank capacity is not exceeded. Based on a verbal conversation, Tom indicated this was acceptable, as he had allowed this in other recent permits. C� coy• or X CDA • MEMORANDUM TO: Lance Clarke, Pitkin County Planner FROM: Renee Dake RE: Minor 1041 Hazard Review - Woods Addition DATE: July 18, 1997 A 2.131 acre site with approximately 1800 s.f. of buildings: an existing single family home of one storey with a basement and attic, a detached garage, and two small detached accessory structures. The proposed project is an approximately 650 s.f. addition to the main house. The following is the submission required in Land Use Code Section 5-70.20: A. General: This submission is based on the May 14, 1996 Pre -Application Conference Summary of the then -named Rogers AdditiorvRemodel. The client is the same, but with a different name, and the project is similar in scope. B. Applicant's Background Information: Refer to attached letter. C. Parcel Description: The street address is 118 Woods Road, Woody Creek. The current legal description is "Lot 2 - Rogers Lot Line Adjustment." Refer to attached 8-12"xl 1" vicinity map locating the property within Pitkin County. D. Disclosure of Proof of Ownership: Refer to two (2) attached certificates from Pitkin County Title. E. Legal Access: There is adequate legal access, as shown by the maps with the existing house on the property, to which this proposal is an addition. F. Standards Report: Land Use Code Minor Review for Development of One Single Family Dwelling Unit Within Areas of Local and State InteresV1041 Environmental Hazard Review, Section 3-60 Environmental and Aesthetic Standards 3-60.20 Air Quality The existing house has a gas log fireplace, and the addition will have one as well, both of which are acceptable under Pitkin County Environmental Health Code. 3-60.30 Preservation of Natural Landscape The addition to the existing house will fall completely on an all but flat, grassy piece of land, clear of the large existing pine tree that is on the south side of the existing house, and well above the 100 year flood mark. Minimal site re -grading, under 50 cubic yards, will be necessary to accomodate the addition. New utilities will not have to brought into the site, so they won't cause a disturbance. 3-60.40 Scenic Overlay The site is not on a ridge line or in the public viewplane. The buildings are clustered within a heavily forested area at the base of a hill near the Roaring Fork River. The OWS has been upgraded from four bedrooms to five bedrooms based on a 3250 square feet (SF) structure. This revision should be considered a part of our design dated September 4, 1997. The sewage loading for a 3250 SF five bedroom home is 1000 gallons per day (GPD), based on two people per bedroom and 100 GPD per person. A 1.75 peaking factor is required results in a design loading of 1750 GPD. The design loading includes a garbage grinder, dish washer and washing machine. We recommend the installation of a septic tank, lift station, dis- tribution box and chambered trench drain field OWS at the locations indicated on Revised Fig. 2. We recommend the installation of a 1500 gallon septic tank, if the existing tank is a 1000 gallon septic tank. The minimum septic tank requirement is 2000 gallons, 2500 gallons with lift station chamber. We recommend four trenches with a total of 720 SF be installed, based on a sewage load of 1000 GPD and a percolation rate of 8 MPI. A total of 40 chambers is required. The dimensions of the trenches and number of chambers per trench are presented in Revis- ed Fig. 4. The OWS should be constructed similar to Revised Figs. 2 and 4. The slope at the proposed field area is 15% to the northeast. 'i RECOMMMIDATIONS - We recommend the installation of a septic tank, lift station distribution box and chambered trench drain field OWS at !the location indicated on Fig. 2. The OWS should be constructed similar to Figs 2 and 3. The minimum septic tank requirement is 1750 gallons. The sii;4 of the existing septic tank capacity needs to be confirmed. If the! xisting septic tank is 1000 gallons, we recommend removaljof the di'' ding baffle, or at least creating a 2 foot hole in the baffle. With ab existing 1000 gallon tank, we recommend the installation of a second'' 250 gallon two compartment precast concrete septic tank.' A screened vault lift station should be installed in the second chamber of the',4econd septic tank as the lift station. An alternative is a third's 00 gallon tank to contain the screen vault pump assembly. A distribution box allows distribution of flow to the trenches. We recomme Ad three trenches with a total of 594 SF be installed, based on a sewa!g load of 800 GPD and a percolation rate of 8 MPI. A total of 33 chamb ers is required. The dimensions of the trenches and number+ of chambgps per trench are presented in Fig. 3. The trenches should'be backfilled with onsite soil to reestablish the original slope. Cham- bers w�lch allow curving of the trenches can be used. If the, gwner is anticipating finishing of additional bedrooms in un - finish areas or additions, we recommend the OWS be constructedito serve It e additional loading. The installation of a properly sized OWS to serve future buildout can be cost effective. The proposed septic tank co figuration will serve up to a five bedroom residence between 2000 ajn 6000 SF. For greater than five bedrooms, the septic tank must b;e�upsized to 500 gallons per bedroom. We recommend the first +. nk be pumped every two years. There are daily considerations such ss of putting plastic or other nonbiodegradable material in Ows. Water ;u a must be monitored so toilets are not allowed to run when seals jm4lfunction. To illustrate the point, a running toilet will consumlei,in excess of 1000 gallons per day if allowed to run. LIMITATIONS - Our investigation, layout, design and recommendations are ba,s d on data submitted. We conducted this study according to Article 5 of the Pitkin County Regulations on Individual Sewage Disposal Systems on Tuesday August 19, 1997. We have based our recommendations on the subsurface conditions encountered at that time. Please furnish this letter and a copy of the enclosed data sheet to the Aspen/Pitkin Environmental Health Department to obtain a permit to construct this individual sewage system. Existing, and Proposed Construction and Building Site: The existing main residence is currently a three-bedroom, three bathroom, two-story frame house. The total living area of the existing house is calculated to be approximately 2700 square feet. There are unoccupied outbuildings and a detached garage also constructed on the property. As we understand, the plan is to add a 550 square foot addition on the south side of the house. Included in this addition is one more bedroom and another bath. The domestic water supply for the residence is from a drilled well off of the northwest corner of the property. The water service lines are already in place.. The lot is approximately 2.13 acres in size and located along the Roaring Fork River. Most of the property slopes to the West at grades up to 40 %. However, the ground surface in the area of the p: -inosed absorption field slopes to the Southeast at 15%. The developed portion of the property is cc ered with evergreen trees and landscaped with lawn and flower beds. There is a small spring -fed pond on the property with the overflow discharging into a rock -lined channel flowing to the river, Existing Onsite Sewage System No records are available at the Aspen/Pitkin Environmental Health Department. However, the existing system on the property is believed to consist of a 1000 -gallon concrete septic tank just west of the house. This tank receives the sewage flow from a grinder/ejector pump located in the P.O. The size, location, and construction methods for the final septic tank effluent discharge are unknown. Because of the addition planned for on the house, expansion of the septic system is expected to be required by the Aspen/Pitkin Environmental Health Department. Subsurface Conditions: A soil profile pit, excavated across the area considered suitable for an on-site wastewater disposal system absorption field, was dug to a depth of approximately nine feet. The excavation revealed that no groundwater was encountered to that depth. Further, there was no bedrock evident in the profile pit. The soils within the profile excavation consisted of 12 inches of dark brown silty loam topsoil grading to a slightly lighter silty clay loam to a depth of eight feet and overlaying a lighter tan silty sand and cobble layer at the bottom of the profile pit. Some loose shale fragments were encountered in a eighteen inch layer below the topsoil in percolation test pits 42 and #3. Percolation Testing: The subsurface soil conditions were evaluated with the standard percolation test procedures at the approximate location shown on Figure 1. The test holes were excavated to a depth anticipating the installation of a level bed with a three foot cut on the side that was most downhill and were dug to the same elevation. The test holes were prepared by hand -digging a small hole in the bottom of a three foot deep backhoe excavation. Four inches of gravel were placed in each test hole after all loose soil had been removed and the test hole sidewalls roughened. During the final test hole preparation we avoided siuvat int; Lhis broil aui faced. The percolation holes were pre-soaked by adding water to a depth of ten inches above the gravel layer early in the morning of the day the test measurements were done. At regular two-hour intervals throughout the day, the test holes were refilled. When the test began, the test holes were empty, and were refilled to a depth of ten inches above the bottom of each test hole. The results of the percolation testing are presented in Table I. These results indicate the silty clay loam soils had an average percolation rate of 8 minutes per inch. The OWS design is based on the Soil Evaluation and Percolation Test report prepared by Nelson Environmental and Wastewater Solutions, Ltd. (NEWS) dated August 21, 1997. SITE CONDITIONS - The site is a 2.81 acre lot with an existing three bedroom residence in a rural area of Pitkin County, Colorado as indi- cated on Fig. 1. The slope at the proposed field area is 15% to the northeast. The ground surface has a moderate cover of evergreen trees and landscaped areas. The site is not in a confined drainage area. EXISTING AND PROPOSED CONSTRUCTION - A three bedroom residence exists at the site. A one bedroom addition is proposed at the location indi- cated on Figs. 1 and 2. The total area of the residence will be 3250 square feet (SF). The OWS for the proposed residence is sized based on the structure having between 2000 and 6000 SF. The sewage loading for a 3250 SF four bedroom home is 800 gallons per day (GPD), based on two people per bedroom and 100 GPD per person. A 1.75 peaking factor is required results in a design loading of 1400 GPD. The design load- ing includes a garbage grinder, dish washer and washing machine. The residence is served water by the existing shared onsite well located northwest of the structure. The proposed trenches will be located 200 feet from the existing well and 105 feet from the Roaring Fork River. The distances meet Pitkin County setback requirements of 132 feet and 82 feet respectively. The existing OWS consists of a reported 1000 gallon septic tank and a seepage pit (dry well) as indicated on Figs. 1 and 2. The septic tank is accessed by an ejector pump in the basement mechanical/laundry room. The size of the septic tank will have to be confirmed at the time of construction. The seepage pit is to be abandoned. SUBSURFACE CONDITIONS - Subsurface conditions were investigated by NEWS. Subsurface conditions were explored by excavating a test pit and three percolation holes at the locations indicated on Fig. 1 in Appendix A. No free water or bedrock was encountered in the test pit. Percolation rates ranged from 4 to 11 minutes per inch (MPI). The average percolation rate of 8 MPI. The material in the profile pit was a colluvial soil and the 4 MPI percolation rate is due to random sandy zones. The average percolation rate is representative and is a suitable soil. Profile and percolation data is presented on the Pitkin County forms in APPENDIX A. RECOMMENDATIONS - We recommend the installation of a septic tank, lift station, distribution box and chambered trench drain field OWS at the location indicated on Fig. 2. The OWS should be constructed similar to Figs. 2 and 3. The minimum septic tank requirement is 1750 gallons. The size of the existing septic tank capacity needs to be confirmed. If the existing septic tank is 1000 gallons, we recommend removal of the dividing baffle, or at least creating a 2 foot hole in the baffle. With an existing 1000 gallon tank, we recommend the installation of a second 1250 gallon two compartment precast concrete septic tank. A screened vault lift station should be installed in the second chamber of the second septic tank as the lift station. An alternative is a third 500 gallon tank to contain the screen vault pump assembly. A distribution box allows distribution of flow to the trenches. We recommend three trenches with a total of 594 SF be installed, based on a sewage load of 800 GPD and a percolation rate of 8 MPI. A total of 33 chambers is required. The dimensions of the trenches and number of chambers per trench are presented in Fig. 3. The trenches should be backfilled with onsite soil to reestablish the original slope. Cham- bers which allow curving of the trenches can be used. If the owner is anticipating finishing of additional bedrooms in un- finished areas or additions, we recommend the OWS be constructed to serve the additional loading. The installation of a properly sized OWS to serve future buildout can be cost effective. The proposed septic tank configuration will serve up to a five bedroom residence between 2000 and 6000 SF. For greater than five bedrooms, the septic tank must be upsized to 500 gallons per bedroom. Each additional bedroom greater than four bedrooms would require an additional 149 SF (9 chambers) of chambered trenches. We recommend the surface of the trenches be seeded after installation of the system. A good native grass cover will promote transpiration. We recommend a local native seed mix available at seed stores. These mixes do not require irrigation. No automatic sprinkler system should be installed over the trenches. The owner must realize an OWS is different from public sewer service. The owner must assume responsibility for maintenance of the system. The OWS is relatively maintenance free, but the owner must have the septic tanks pumped and the screened vault cleaned. We recommend the first tank be pumped every two years. There are daily considerations such as not putting plastic or other nonbiodegradable material in OWS. Water use must be monitored so toilets are not allowed to run when seals malfunction. To illustrate the point, a running toilet will consume in excess of 1000 gallons per day if allowed to run. An excess 1000 GPD load may flood and irreparably harm the trenches. We caution against installation of a water softener. The hydraulic loading from the backwash of a water softener can be detrimental to OWS and a separate drywell should be constructed for the backwash waste, if a water softener is installed. Landscaping or plastic should not be installed over the field. Chemically treated water from a swimming pool or spas should not be introduced into the OWS. LIMITATIONS - Our investigation, layout, design and recommendations are based on data submitted. If subsurface conditions considerably different from those described in this report are encountered, we should evaluate the effect of changes on the proposed OWS. If modifi- cations to this design are made by a Health Departments, we should be contacted to evaluate the impact on the performance of the OWS design. All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements, septic tank construction, and other specifications, which are not depicted in our report, are to conform to the requirements of the Pitkin County ISDS regulations. The total living arca of the existing house is calculated to be approximately 2700 square feet. There are unoccupied outbuildings and a detached garage also constructed on the property. As we understand, the plan is to add a 550 square foot addition on the south side of the house. Included in this addition is one mora bedroom and another bath. Tho domestic water supply for the residence is from a drilled well off of the northwest corner of the property. The water service lines ane already in place.. The lot is approximately 2.13 acres in size and located along the Roaring pork River. Most of the property slopes to the West at grades up to 40 %. However, the ground surface in the area of the proposed absorption field slopes to the Southeast at 15%. The developed portion of the property is covered with evergreen trees and landscaped with lawn and flower bads. Thera is a small spring -fed pond on the property with the overflow discharging into a rock -lined channel flowing to the river. No records are available at the Aspen/Pitkin Environmental health Department, However, the existing system on the property is believed to consist of a 1000 -gallon oancrete septic tank just west of the house. The size, location, and construction methods for the final septic tank effluent discharge are unknown. Because of the addition planned for on the house, expansion of the septic system is expected to be required by the Aspen/Pitkin Environanm Al Hetlth Department. A soil profile pit, excavated across the arca considered suitable for an on-site wastewater disposal system absorption field, was dug to a depth of approximately nine foes. The excavation revealed that no groundwater was encountered to that depth.. Ni ther, there was no bedrock evident in the proSle pit. The soils within the profile excavation consisted of 12 inches of dark brown silty loam topsoil grading to a slightly lighter silty clay loam to a depth of eight feet and overlaying a lighter tan silty sand and cobble layer at the bottom of the proSle pit. Some loose shale fragments were encountered in a eighteen Inch layer below the topsoil in percolation test pits #2 and 03. Percolation Testhw The subsurface soil conditions were evaluated with the standard percolation test procedures at the approximate location shown on Figure 1. The test holes were excavated to a depth anticipating the installation of a level bed with a three foot cut on the side that was most downhill and were dug to the same elevation. The test holes were prepared by hand -digging a small hole in the bottom of a three foot deep backhoe excavation. Four inches of gravel were placed in each test hole after all loose soil had been removed and the test hole sidewalls roughened. During the final test hole preparation we avoided smearing the soil surfiK=. The percolation holes were pre-soaked by adding water to a depth of ten Inches above the gravel layer early in the morning of the day the test measurements were done. At regular two-hour intervals throughout the day, the test holes were refilled. When the test began, the test holes were empty, and were refilled to a depth of ten inches above the bottom of each test hole The results of the percolation testing are prewted in Table 1. These results indicate the silty clay loam soils had an average percolation rate of 8 minutes per inch. E August 21, 1997 W Ms. Leslie Rogers S 0118 Woods Road Aspen, CO 81611 Subject: Soils Evaluation and Percolation Tests for an Additional Individual Sewage System for a 2.13 -acre Parcel of Land, Lot 2, Rodgers Lot Line Adjustment, numbered as 0118 Woods Road, Pitkin County Colorado Dear Leslie, As requested, Nelson Environmental and Wastewater Solutions, Ltd., has performed a soils study and percolation testing to design a septic system for the residence at the subject site. We conducted this study according to Article 5 of the Pitkin County Regulations on Individual Sewage Disposal Systems on Tuesday August 19, 1997. We have based our recommendations on the subsurface conditions encountered at that time. Please furnish this letter and a copy of the enclosed data sheet to the Aspen/Pitkin Environmental Health Department to obtain a permit to construct this individual sewage system. Existing and Proposed Construction and Building Site' The existing main residence is currently a three-bedroom, three bathroom, two-story frame house. The total living area of the existing house is calculated to be approximately 2700 square feet. There are unoccupied outbuildings and a detached garage also constructed on the property. As we understand, the plan is to add a 550 square foot addition on the south side of the house. Included in this addition is one more bedroom and another bath. The domestic water supply for the residence is from a drilled well off of the northwest corner of the property. The water service lines are already in place.. The lot is approximately 2.13 acres in size and located along the Roaring Fork River. Most of the property slopes to the West at grades up to 40 %. However, the ground surface in the area of the p: `vosed absorption field slopes to the Southeast at 15%. The developed portion of the property is co ered with evergreen trees and landscaped with lawn and flower beds. There is a small spring -fed pond on the property with the overflow discharging into a rock -lined channel flowing to the river. Existing._ Onsite Sewage System No records are available at the Aspen/Pitkin Environmental Health Department. However, the existing system on the property is believed to consist of a 1000 -gallon concrete septic tank just west of the house. This tank receives the sewage flow from a grinder/ejector pump located in the pn. The size, location, and construction methods for the final septic tank eluent discharge are unknown. Because of the addition planned for on the house, expansion of the septic system is expected to be required by the Aspen/Pitkin Environmental Health Department. Subsurface Conditions: A soil profile pit, excavated across the area considered suitable for an on-site wastewater disposal system absorption field, was dug to a depth of approximately nine feet. The excavation revealed that no groundwater was encountered to that depth. Further, there was no bedrock evident in the profile pit. The soils within the profile excavation consisted of 12 inches of dark brown silty loam topsoil grading to a slightly lighter silty clay loam to a depth of eight feet and overlaying a lighter tan silty sand and cobble layer at the bottom of the profile pit. Some loose shale fragments were encountered in a eighteen inch layer below the topsoil in percolation test pits #2 and #3. Percolation Testing: The subsurface soil conditions were evaluated with the standard percolation test procedures at the approximate location shown on Figure 1. The test holes were excavated to a depth anticipating the installation of a level bed with a three foot cut on the side that was most downhill and were dug to the same elevation. The test holes were prepared by hand -digging a small hole in the bottom of a three foot deep backhoe excavation. Four inches of gravel were placed in each test hole after all loose soil had been removed and the test hole sidewalls roughened. During the final test hole preparation we avoided sIIiewting the sutl Eutface6. The percolation holes were pre-soaked by adding water to a depth of ten inches above the gravel layer early in the morning of the day the test measurements were done. At regular two-hour intervals throughout the day, the test holes were refilled. When the test began, the test holes were empty, and were refilled to a depth of ten inches above the bottom of each test hole. The results of the percolation testing are presented in Table I. These results indicate the silty clay loam soils had an average percolation rate of 8 minutes per inch. The conclusions and recommendations submitted in this report are based upon data obtained from our site visits at the location indicated. There is some possibility that the nature and extent of variations in the subsurface soils across the site may not have been evident at the time of this investigation, and may need additional evaluation, if further excavation reveals conditions different from those described. This office should be advised of any unusual situations as soon as possible so that we may reevaluate our recommendations.
