The design is for encased sewer pipe from the house to a grinder pump and flow to a 1250 gallon single compartment septic tank in series to a 1000 gallon two-compartment tank with an effluent filter. Flow is by gravity to a distribution basin with equal distribution to 4 trenches each with 10 Standard size gravelless chamber for a total of 40 Standard chambers. There must be a minimum of 6 ft of undisturbed soil between the trenches. This department does not endorse any brand of products. This permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an as -built letter to this department. This department must also be called for an inspection with a minimum of 48 hours advanced notice. The owner has the responsibility that all components are inspected and maintained on a regular basis by qualified personnel. Revegetation over the area of the field is very important for the functioning of the system. Pitkin County has guidelines that must be followed to assure the plants that are introduced are appropriate for the conditions of the area. The use of native plants is strongly encouraged. If approval takes longer than 6 hours, a rate of $100 per hour will be charged. The maximum fee is $1000. The basic fee of $600 is due at the time of application_ The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit,- second, before final approval of the ISDS permit. So going center to center from the 3 ft wide infiltrator chambers, there would be a minimum of 9 ft. Your design shows 8 ft. and makes no statement about the 6 ft of undisturbed soil. 3) The resolution states that a water quality test must be done before the permit can be issued, so please get that in as soon as you can. This is just a bacteria test that can be done locally at the Aspen Consolidated Sanitation District lab. As requested, we have reviewed the subsurfaceo' s ils investigation prepared by HP Geotech for the subject residence and have designed an individual sewage disposal system (ISDS) in accordance with the results of their subsoil investigation. SITE CONDITIONS Lot 2 of the Two Moon Subdivision is situated at the end of Woods Road in a rural residential area within Pitkin County, Colorado where on-site wastewater systems are the only option for treating residential wastewater. The proposed drain field is located in an area with mild slopes of approximately 2% grade and is situated southwest of the proposed existing residence. The property is generally flat where the ISDS is proposed and is bordered by the Roaring Fork River to the east. The new ISDS will replace an existing system that has been determined to be nonconforming to current Pitkin County Environmental Health ISDS Regulations. PROPOSED CONSTRUCTION An existing 4 -bedroom house is currently located on Lot 2 and will be expanded to include an additional bedroom. When complete the addition and existing residence combined will include 5 -bedrooms and approximately 3,700 square feet. See sheet 1 of 4 (attached) for existing conditions and for the ISDS improvement locations. The ISDS average daily flow of 1000 -gallons per day (GPD) was calculated based on current Pitkin County Environmental Heath Department (PCEHD) regulations for a 5 -bedroom house with an average flow of 100 -gallons per person per day. The hydraulic loading with a peaking factor of 1.75 is therefore 1,750 GPD. The loading automatically accounts for washing machines and garbage grinders. SUBSURFACE CONDITIONS A subsurface, soil investigation was preformed by HP Geotech, the results of which are described in their letter dated September 12, 2006 (attached). Based on the percolation test results, a design percolation rate of 11 minutes per inch (MPI) has been Mrs. Anita Rayburn Page 2 of 4 April 9, 2007 PINNACLE DESIGN CONSULTING GROUP, INC. recommended by HP Geotech. No evidence of ground water was encountered in the profile hole. We feel confident that the test pits and profile hole locations represent the nature of the soils and their corresponding impact on the design percolation rate. RECOMMENDATIONS The ISDS design isAsed on an average hydraulic loading of 1,000 GPD and a percolation rate of 11 MPI. Based on PCEHD requirements the installation requires one septic tank having a total capacity of at least 2,188 -gallons. Two separate septic tanks in series will be required in this case due to availability problems with obtaining a 2,250 - gallon tank. A 1,250 -gallon septic tank followed in series by a 1,000 -gallon tank will be necessary. �11 Gravelless chamber trenches have been sized based on PCEHD regulations and should have a minimum area of 581 sq. ft (see design calculations on sheet 2 of 4). In addition, a grinder pump manhole should be installed due to the up -gradient proximity of the drain field with respect to the proposed residence. All tanks and manholes should be pre -cast concrete. In additon a 4" BiotubeTM effluent filter should be added to the outlet side of the 1,000 -gallon septic tank to filter outgoing effluent. The drain field layout includes 40 standard H-10 infiltrator units located in four (4) separate trenches and includes an approximate absorption area of 650 square feet. Vehicular and construction traffic within the chamber bed area should be prohibited to eliminate compaction of the subsoil matrix. Prior to installation, soil directly below the chamber beds should be scarified with backhoe bucket teeth to facilitate better infiltration. In this particular case we recommend standard H-10 chambers be used with a traffic loading of HS -10. The final grade in the chamber area should be in accordance with the details shown on sheet 4 of 4 (attached) and should be facilitated in such a manner so that surface water is directed away from the center of the chamber areas. The trench areas, at a minimum, should be reseeded with the native seed mix required by Pitkin County. Mrs. Anita Rayburn Page 3 of 4 April 9, 2007 PINNACLE DESIGN CONSULTING GROUP, INC. Irrigation sprinkler water should not be installed on top of, or immediately adjacent to the proposed chamber beds. INSTALLATON AND OBSERVATIONS The installation of the ISDS should be observed by the design engineer to verify the location, field depths, and separation distances. Given the tolerances and close proximity to the existing pond and Roaring Fork River, we strongly encourage that the drain field, septic tanks, and grinder pump manhole be staked by a representative from our office. OPERATION AND MAINTENANCE Periodic maintenance on the system will be required to assure optimum performance. The septic tanks should be pumped every two years, and the effluent filter should be cleaned as necessary during septic tank pumping. Only biodegradable products should be drained into the system and use of a garbage disposal should be minimized. Water softening backwash can be problematic to an ISDS. It is recommended that a separate drywell be constructed for backwash waste if a water softener is installed. No chemically treated water from hot tubs, pools, or spas should be drained into the ISDS system. OTHER CONSIDERATIONS If localized subsurface conditions differ from those encountered by the soils engineer, our office should be notified in order to evaluate potential modifications to the ISDS. Furthermore, if the PCEHD modifies the current design, we also should be notified of these changes. All ISDS construction shall be in strict accordance with PCEHD standards, rules, and regulations. Furthermore, the installation contractor shall be knowledgeable with PCEDH regulations, licensed for work in Pitkin County, and should demonstrate previous experience related to similar ISDS installations. The testing was dome in accordance with our agreement for professional services to you, dated August 28, 2006, A profile pit and three percolation test holes were excavated on August 30, 2006 at the locations shown on Figure 1. The 109 of the profile pit is presented on Figure 2. The subsoils exposed in the Profile Pit consisted of about 2 feet of topsoil overlying slightly silty sandy gravel with cobbles and boulders to the pit depth of 8 feet. Result; of a gradation analysts performed on a sample of the gravels (mucus 5 inch fraction) obtained from the site are presented on Figure 3. No tiee water was observed in the pit and the soils were slightly moist to moist. Percolation test holes were hand dug in the bottom of sballow backhoe pits and soaked with water on August 30, 2006. Percolation testing was conducted on August 31, 2006, by a representative of Hepworth - Pawlak Geotechnical, Inc. The percolation test results are sumAoarized on Table 1. The parcels are located on Twining Flats Road and Woods Road, and more specifically described as Lots 1 and 2, Two Moon Subdivision. 3. The parcels ate zoned AFR-10. Lot 1 has 2.6 acres and Lot 2 has 5.9 acres. 4. The Hearing Officer heard this application at a public hearing on October 28, 2003, at which time evidence and testimony were presented with respect to this application. 5. The Hearing Officer finds that the building envelope avoids wildlife and riparian habitat areas, floodplain, and is located in a low to medium wildfire hazard area. NOW THEREFORE BE IT RESOLVED by the Pitkin County Hearing Officer that approval is hereby granted to the Two Moon/Rayburn 1041 Hazard Review subject to the following conditions, which shall run with the land and be binding on all successors in interest: 1. The Applicants shall adhere to all conditions and material representations made in the application and public meetings except as amended herein. 2. Prior to submittal for any building permits, the Applicants shall record a 24 X 36 inch mylar 1041 Hazard Review Site Plan in accordance with Sections 5-70-040 of the Land Use Code. A building envelope shall be depicted on the site plan encompassing all proposed development. Community Development shall approve the site plan prior to recordation. 3. The conditions of BOCC Resolution Nos. 229-2000 and 98-68 shall remain in full force and effect, with the exception of number 7 of No. 229-2000, the wildfire mitigation. The density of fuels within a 100 foot perimeter of the structure shall be reduced. H. All deadfall within the 100 foot perimeter shall be removed. I. The applicant shall be responsible for the continued maintenance of the defensible space vegetation requirements. The applicant shall comply with the following additional wildfire mitigation standards: A. Roofing: New roofs shall have a class A roof covering or a class A assembly roof system. Wood shake/shingle roof coverings are prohibited. Flat roofs (up to a 3:12) pitch are prohibited unless they comply with the following: 1) All roof coverings shall be non-combustible Class A materials as defined in the Uniform Building Code (UBC) 1997 Section 1504 (wood shake/shingle roof coverings are prohibited) and installed on a Class A roof assembly. 2) All roof coverings shall have a surface that shall facilitate the natural process of clearing the roof. 3) All roof designs shall facilitate the natural process of clearing roof debris. Protrusions above the roofline, such as parapets, shall be prohibited. 4) Roofs shall be installed as required by UBC 1997 Chapter 15 and shall have a minimum slope of 1:48. 5) All roof designs, coverings or equivalent assemblies shall be specifically approved by the Fire Marshall prior to submittal of a building permit application. B. Vents shall be screened with corrosive resistant wire mesh with mesh '/4 inch maximum. C. Roofs and gutters shall be kept clear of debris. D. Yards shall be kept clear of all litter, slash, and flammable debris. E. All flammable materials shall be stored on a parallel contour a minimum of 15 feet away from any structure. F. Weeds and grasses within the 10 foot perimeter shall be maintained to a height not more than 6 inches. G. Firewood/wood piles shall be stacked on a parallel contour a minimum of 15 feet away from the structure. H. Swimming pools shall be accessible to Fire Department vehicles. 1. Fences shall be kept clear of brush and debris. J. Wood fences shall not connect to the structure. K. Fuel tanks shall be installed underground with an approved container. M. Propane tanks shall be installed according to NFPA 48 standards and on a contour away from the structure with standard defensible space vegetation mitigation around any above- ground tank. Any wood enclosure around the tank shall be constructed with materials approved for 2 hour fire -resistive construction on the exterior side of the walls. N. Each structure shall have a minimum of one 10 pound approved ABC fire extinguisher placed in a visible and accessible location. O. Addresses shall be clearly marked with 2 inch non-combustible letters and shall be visible and installed on a non-combustible post. P. New utility lines shall be buried. Pursuant to Ordinance No. 022-2000, the Applicants are subject to the Fair Share Requirements and shall pay a road impact fee. Prior to commencement of any earthmoving or construction activity, the Applicants shall stake the corners of the building envelope and install construction fencing around the perimeter of the building envelope. The fencing shall remain in place until issuance of Certificate of Occupancy. No vegetation shall be damaged or removed outside the building envelope. Statutory vested rights for the approval contained herein are granted pursuant to the Pitkin County Land Use Code and Colorado Statutes, subject to the exceptions set forth in Pitkin County Land Use Code, § 4-140 and C.R.S., § 24-68-105.
