At that time, the owner will have to find out whether the size of the system complies with the regulation then in place. The system is large enough for a possible future caretaker unit under today's regulation, but it may not be large enough if the regulation changes in the future. Issuance of this permit is with the understanding that a caretaker unit is not now permitted and issuance of this permit does not imply approval for use of the barn/office as a caretaker unit. Minimum design requirements are for a 2,000 gal, 2 -compartment septic tank, 1444 sq. ft. of absorption area (which would be 93 graveless chamber units), with the system located a minimum of 146' from any well, 96' from any pond, stream or irrigation ditch, and 71' from any dry gulches. All setbacks must be maintained. The existing field will be removed to prevent interference of the new field with possibly saturated soil beneath the old field. The engineer's recommendations must be followed. Given the limited suitable area for a leachfield (such that the new field must overlap the old one partially) because of the steepness of the lot and poor soils above, and limited area above the road, the lot conditions are not optimal and would not warrant any reduction in system sizing. The observed condition of the existing field is consistent with this. Engineer and this office must do a final inspection before system is covered. The OWS was designed in our report dated September 25, 1998 revised October 5, 1998 under Job No. 10016. The OWS was installed for a five -bedroom residence with greater than 2000 square feet (SF) and less than 6000 SF of living area. The installed OWS includes a 2500 -gallon two-compartment pre -cast concrete septic with an effluent filter on the outlet and gravelless chamber bed consisting of a total of 80 chambers. The OWS design dated September 25, 1998 under the same job number. The purpose of this is: 1. provide revised sewage loading calculations and 2. pro- vide a revised field design based on APCEHD not allowing a field size reductions for the use of graveless chambers. APCEHD indicated they would allow for calculation of the design flow of the OWS using two different building size criteria, which are: a. for the 2000 square foot (SF) to 6000 SF main residence and b. for the less than 2000 SF caretaker unit. The sewage loading of the proposed OWS by using this method of calculations is 900 gallons per day. Cal- culations are presented on Revised Fig. 3. APCEHD has decided to not allow a 30% reduction with use of chambers due to the small size of the lot. Without the 30% reduction, the OWS should be installed as indicated on the Revised Figs. 2 and 3. The installation includes a 2000 -gallon two-compartment precast -concrete septic tank and a 18 foot by 100 foot standard chamber bed. The changes design are based on requirements mandated by APCEHD. The soils test and system design must be done by a Registered Professional Engineer. You should plan to meet with the RPE at your site to discuss where the soils tests should be done to meet all of the County regulations and where you want to put your house. Subsurface conditions were investigated by Bob Nelson of Nelson Environmental and Wastewater Solutions (NEWS). The report prepared by; NEWS describing subsurface conditions is presented in Appendix A. SITE CONDITIONS The site is an approximate 2 -acre lot located in Pitkin County, Colorado. There is an existing residence and garage at the site. The slope at the proposed field is approximately 100i to the north, i'here is aimoderate cover of grasses, shrubs, and scrub oak at the proposed field area. The lot is served grater by a well located at Lot 12A to the south. The well is located greater than 160 fees from the proposed field area. The site is currently served by an existing OWS. We understand the existing OWS cons, st of a 750 gallon concrete septic tank and a 1.5 foot by 43 foot drain field from a verbal conversation with Nancy MacKenzie of the Aspen/Pitkin. County Environmental Health Department (APCEHD). The drain field consist of 18 inches of dispersal. gravel. The OWS was instal.l.ed in 1978. PROPOSED CONSTRUCTION - The existing residence will be remodeled. The residence will include two bedrooms and an office. The office may be used as a bedroomEin the future per APCEHD. We understand after the remodeling of the lexisting residence is complete, the existing garage may be remodeled into a one bedroom caretaker unit_ All O'WSS are to be designed on a'two-bedroom minimum for each structure per APCEHD regulations. The total number of bedrooms which the proposed OWS will serve is five. Tie sewage load is 1000 gallons per day (GPD) using the Pitkin Countylstandard of 1C0 gallons per day per person with two people per bedrodm and five bedrooms. Sewage loading with a 1.75 peaking factor is;1750 GPD. This loading includes a garbage grinder, dish washer, and abashing machine. The percolation and profile holes were placed to not disturb the scrub aak and shrubs. Subsurface conditions were investi- gated by observing one profile pit and performing three percolation test. Subsurface' conditions consist of a 1.5 foot topsoil layer, underlain by silty clay to 8.5 feet. No groundwater or bedrock was encountered. Perdolation tests indicate percolation rates of 13 to 27 minutes per inch fMPI). The average percolation rate is 21 MPI. The proposed drain field will cover one percolation hole_ The two remain- ing percolation holes are within 20 feet. We understand through a general meeting Haat this satisfies the APCEHD criteria for percola- tion hole location. RECOn+mwmATIONS - ! We recommend a septic tank and chamber -bed OWS be installed at the jlocation presented on Fig. 2. The OWS design is based on an average sewage load of 1000 GPD and a percolation rate of 21 MPI. we recommend the existing septic tank be abandoned, crushed inplace, due to its capacity and age. The existing drain field should be abandoned due to the APCEHD concerns with drain fields 20 years old and area con.straitts at the site. We recommend the installation of one 2500 -gallon two-compartment con- crete septic tank !with an of fluent f ii ter on the outlet. We recommend a level manifold be installed to distribute flow between the rows of the drain field. Me recommend the installation of a chamber -bed with 5 rows of 16 chamber's. The drain field must be four times the height from the cut slope. The cut slope was measured at. 7.5 feet at the highest area. We recommend the OWS be placed at the proposed location and not to the s�Outh of the residence due to slope stability and potentially swelling and collapsing soils. The proposed field may overlap the existing field. If this is the case we reco_rur__.end removing the existing field components and over -excavating t`Fiewexisting field by 2 feet. All materials should be replaced with sand filter material, concrete sand, and/or the proposed field components. The OWS should be constructed similar to the details on Figs. 2 through 4. The proposed OWS is designed for a five -bedroom residence with 2000 SF to 6000 SF of living area. If additional bedrooms are anticipated, we believe the installation of a larger OWS at the time of original con- struction to accommodate "build -out" of the residence is cost effec- tive. We believe increasing the field area will be difficult due to usable area for drain fields. The septic tank would have to be in- creased by 438 gallons of capacity for each additional bedroom. Each additional bedroom will require 241 SF of chamber bed or 16 chambers. OPERATION AND MAZNTENAMCE - The owner must realize an OWS is different from a public seder system. The owner must be aware of and assume responsibility foi maintenance of the system. We recommend the septic tank be pumped and filters be cleaned (hosed off) every two years. There are daily considerations such as not putting plastic or other nonbiodegradable Maetterials down the septic system. Water use must be monitored so toils are not allowed to run when seals malfunction. An excess 1000 gallon loading will flood and irreparably harm the system and stress the offsite well. LIMITATIONS - Our layout, design and recommendations are based on data submitted. If subsurface conditions differ from those described in this report are encountered, we should be called to observe the sub- surface conditions. If proposed construction is changed, we should be notified to evaluate the effect of the changes on the proposed system. All construction �Is to be in accordance with APCEHD ISDS regulations. Pipe type and size;, burial requirements, septic tank construction, and other specifications, which are not depicted in our report, are to conform to the requirements of the ISDS regulations. The installer of the system should be familiar with APCEHD, and is to have demonstrated a knowledge of the JSDS regulations and requirements. The OWS design includes one -;�.nstallation observation.
