Any changes must be approved by this department and the design engineer prior to them being made. Minimum horizontal distances between components of the system and physical features shall conform to the Pitkin County ISDS regulations. Any proposed pond on the property must be at least 50 feet from the absorption field. The existing system must be properly abandoned. The system will consist of one 1000 gallon two compartment tank with an effluent filter in the outlet. A baffled distribution box will distribute effluent to two trenches, each containing 16 Quick 4 chambers. There must be at least 6 feet of undisturbed soil between each trench. The absorption area must be staked out in an area that has not been impacted by boulder staging and approved by the engineer prior to installation. This permit is expressly conditioned on the property owner providing for the regular inspection, cleaning and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations. This department does not endorse any brand of products. This permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an as -built letter to this department. This department must also be called for an inspection with a minimum of 48 hours advanced notice. Revegetation over the area of the field is very important for the functioning of the system. Pitkin County has guidelines that must be followed to assure the plants that are introduced are appropriate for the conditions of the area. We are asking for a permit to replace the existing Individual Septic Disposal System on the property. The existing house (and possibly the existing septic system) was constructed in the 1960s and is being remodeled into a Caretaker Dwelling Unit (CDU)/artist studio/garage. DESCRIPTION OF THE WORK: The project consists of placing a new septic tank and septic field improvements on the property. Attached as EXHIBIT "E" is an engineered design for the system to be installed. Additionally attached to this permit application are the following documents: ■ A soils report with percolation tests and soil profile is attached as Exhibit "A"; • Building floor plan. These plans are attached as Exhibit "B" • Land Use Development approvals. Attached as Exhibit "C" is a copy of the land use approvals granted for the property. • Proof of adequate water supply. Water is provided via adjudicated springs on the property. Attached as Exhibit "D" is a copy of a map describing the water rights from the springs. The water supply from the spring has been historically adequate for several decades and there is no known bacterial contamination. Further attached is a water quality report done for the water source. ■ A check for $600.00 for the permit fee. CONSTRUCTION SCHEDULE: We are ready to start the project as soon as approval of the revision to the permit has been issued. The work is scheduled to be completed by December 15, 2007, however, if weather demands, work may need to cease for the winter and resume again in late March or early April of 2008. We would be decreasing from 32 chambers to 26 chambers (25 are required). Changes may be reflected on the as -built drawing and letter. I have also required that the absorption field be staked out in an area that has NOT been impacting by staging prior to installation. I think you have already done that, but just in case... The property is located outside of Aspen Colorado, in an area where OWS and wells are necessary. The revision is based upon location of existing OWS. SITE CONDITIONS A single-family residence presently exists, although it will be demolished. A barn with an attached CDU is being proposed. The CDU will have approximately 1000 square feet (SF). There is an existing drain field that will be abandoned. The proposed drain field area is relatively flat, and vegetation consists of a moderate cover of grasses. Water is provided by a spring, (also serving the main residence) which is located to the east of the proposed drain field. SUBSURFACE The subsurface was investigated by digging one profile pit and three percolation holes, as indicated. The materials encountered in the profile pit consisted of 1 -foot of a clayey root zone, underlain by sandy clay to the maximum depth explored of 8 feet. Groundwater or bedrock was not encountered. Three percolation holes were dug, in the area of the proposed drain field, as indicated. Percolation rates ranged from 16 to 27 minutes per inch (MPI). A 21 MPI rate will be used to design the OWS. DESIGN SPECIFICATIONS The OWS design is based on 2 -bedrooms for the CDU, and a toilet and two sinks for the barn. An average sewage load of 370 GPD will be used for the OWS design. The installation must include a Revised Onsite Wastewater System Design Project No. 1046 July 2, 2007 Page 2 1000 -gallon, two-compartment, precast concrete septic tank, with an effluent filter added to the outlet, followed by two gravelless chamber trenches, using `Quick -4' Infiltratorrm chambers. Each trench must have 16 chambers, for a total of 32 chambers equaling 316 SF of infiltrative area. A concrete distribution box with a baffle must be installed. Construction must be according to the county ISDS regulations, the septic permit provided by Pitkin County Environmental Health Department, and this design. OPERATION INFORMATION AND MAINTENANCE The surface of the drain field should be seeded upon completion. Vegetation is an important factor in drain field performance. Erosion control should be practiced prior to and during re -vegetation. Geo - fabrics or plastics should not be used over the drain field. Livestock should not graze on the drain field. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWS. For Example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a drain field. The homeowner should pump the septic tank every two years and clean the effluent filter as needed. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into the OWS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWS. No hazardous wastes should be directed into the OWS. Mechanical room drains should not discharge into the OWS. The OWS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, air release valves and weep holes should be installed to allow pump lines to drain to minimize risk of freezing. Excavation equipment must not drive in excavation of drain field due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Precast concrete tanks and distribution boxes should be used, unless plastic or fiberglass is required. Access to all tank compartments and distribution devices is optimal. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC, and the county must view the OWS during construction. The OWS observation should be performed before backfill, after placement of chambers and distribution pipes. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. Pursuant to Section 3-200-080 of the Land Use Code, the Fabrizio Family Trust ("Applicant") has applied to the Community Development Director of Pitkin County, Colorado ("Director") to amend the prior approvals to accommodate the following: A. Modify and enlarge the Lower Building Envelope to accommodate the residence and required emergency turnaround; B. Modify and enlarge the approved Turnaround Envelope to be used to accommodate the septic system (and not the turnaround); C. Establish a Utility Envelope from the Lower Building Envelope to the pond to the north to accommodate a dry hydrant and piping to provide a water source for fire fighting; D. Establish a Utility Envelope on the south side of the Lower Building Envelope to accommodate undergrounding of a portion of the existing overhead Qwest line. 2. The property is located at 34458 Highway 82, north of the intersection of Smith Hill Way and Highway 82, and is more specifically described in Exhibit A. 3. The property contains 15.2 acres, and is a conforming size parcel in the AFR-10 zone district. 4. The Hearing Officer granted 1041 Hazard Review, Conceptual Submission, Special Review and GMQS Exemption approval, pursuant to Determination No. 04-2004. The 1041 site plan was recorded in Plat Book 70 at Page 32. Two building envelopes were established — one on the upper bench adjacent to the highway that encompassed the existing residence and one on the lower bench. Condition #15 of Determination No. 04-2004 prohibits development outside of the building envelopes. The Community Development Director approved an amendment to allow development outside of the upper building envelope, including relocation of the driveway and instal lation of landscaping, a bene and a pond, pursuant to Administrative Decision No. 104-2005. 5. The Division of Wildlife reviewed the application, and expressed concern with a portion of the proposed Lower Building Envelope that would encroach into riparian areas. In response, the Applicant has amended the proposed envelope to eliminate these areas. 6. The Director finds that the additional areas to be included within envelopes are located on slopes of less than 30% and that the proposed envelopes avoid riparian and wetland areas, with the exception of a portion of the Utility Envelope for the dry hydrant and water pipe, which is permitted within a wetland area pursuant to Sec. 3-80-080(G) of the Land Use Code. In addition, the Army Corps of Engineers has authorized the work within the wetland adjacerrt to the pond under Nationwide General Permit 412. 7. Tile Director further finds that the proposed development will not change the use of the proposed development or the basic character of the land, is consistent with action taken during the original review, does not increase off-site impacts or the allowable floor area, and wil I not endanger the public health, safety or welfare. • Administrative Decision No006 Page 2 THE DIRECTOR DOES HEREBY APPROVE the Fabrizio Fami ly Trust Minor Amendment to a Development Permit, subject to the following conditions, which shall run with the land and be binding on all successors in interest: 1. All conditions of Hearing Officer Determination No. 04-2004 and Administrative Decision No. 104- 2005 shall remain in full force and effect, except as amended herein. 2. Prior to submission of any eartlunoving, access or building permit applications for the new residence and associated development, the Applicant shall submit an amended 1041 Hazard Review Site Plan to the Community Development Department for approval and recordation. The mylar copy of the site plan must be signed by the owner prior to submittal for recording. The site plan shall be amended as follows prior to submission for recordation: A. Add the Utility Envelope for the Qwest line. B. Amend the Lower Building Envelope to eliminate the areas of the proposed envelope identified by the Division of Wildlife as encroaching into riparian areas. C. Include a note that this site plan amend and replaces the site plan recorded in Plat Book 70 at Page 32. D. Include the wetland delineations on the site plan. 3. The trench for the water line from the pond to the Lower Building shall be hand dug as necessary to retain existing shrub vegetation, and the portion of the trench that occurs within the wetland area shall all be hand dug. Materials excavated from the trench shall be replaced immediately upon installation of the water line. The wetland areas impacted by the trench shall be mitigated at a ratio of 2:1 according to a mitigation plan approved by the County as part of the earthmoving permit for the trench. 4. Prior to commencement of any earthmoving or construction activity, the Applicant shall stake the corners of the building, utility and septic envelopes and install construction fencing around the perimeter of the envelopes. Silt fencing shall be installed along the eastern boundaries of the Lower Building Envelope and the Septic Envelope as well as the boundaries adjacent to the delineated wetland areas. The fencing shall remain in place until a Certificate of Occupancy is issued for the residence. 5. The Applicant shall adhere to all material representations made in the application.
