Before installation the location of all components must be staked and the engineer must verify minimum horizontal distances between components of the system and physical features shall conform to the Pitkin County ISDS regulations. The engineer has stated that the 8 ft rule is not necessary to prevent contamination of the well because of the high quality of effluent from the Advantex AX -20 secondary treatment. An existing well must be properly abandoned. The design is for a 2,000 gallon 2 -compartment concrete septic tank with an Advantex AX -20 system, followed by a 500 gallon 1 -compartment dose tank with an automatic siphon within a screen vault. Effluent is dosed to a bed of Quick4 chambers 8 rows, between 7 and 12 chambers in each, for a total of 84 chambers. Lateral lines of 2 -inch perforated pipe are hung inside the chambers. This department does not endorse any brand of products. This permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an as -built letter to this department. This department must also be called for an inspection with a minimum of 48 hours advanced notice. The owner has the responsibility that all components are inspected and maintained on a regular basis by qualified personnel. Revegetation over the area of the field is very important for the functioning of the system. Pitkin County has guidelines that must be followed to assure the plants that are introduced are appropriate for the conditions of the area. The use of native plants is strongly encouraged. If approval takes longer than 6 hours, a rate of $100 per hour will be charged. The maximum fee is $1000. The basic fee of $600 is due at the time of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second, before final approval of the ISDS permit. Dear Mr. Grant: Hepworth-Pawlak Geotechnical, Inc. has observed the installation of the Individual Sewage Disposal System (ISDS) for the four bedroom residence on the project site. The ISDS components observed include: septic tank, dosing tank, Advantex system, effluent pump, effluent pipe, cleanouts, manifold pipes, distribution lateral pipes, Infiltrator chambers, inspection ports and the locations of all components. A summary of our observations is presented below. We previously designed the ISDS at the subject site and presented our recommendation in reports dated October 26, and December 1, 2006, Job No. 406 0419. We made our first visit on September 19, 2007. During our site inspection we noted incorrect orifice size in the distribution lateral piping, insufficient slope on the distribution pipe from the dose pump to the absorption area manifold and the distribution laterals were not adequately supported in the Infiltrator chambers. The sewer pipe from the residence to the septic tank had been backfilled prior to our site inspection and was not observed. The Orenco PEF 3311 effluent pump specified in our revised design dated December 1, 2006 was replaced with an Orenco PF500511 high head effluent pump based on recommendations from Orenco for dosing for the Advantex system. Based on the revised pump performance curve, the PF50051 I will be adequate to dose the absorption area. The revised pump performance curve is provided as an attachment. Based on our second inspection the absorption area components were installed per our specifications. The ISDS As -Built plan view is shown on the attached Figure 1. The pump floats were set to provide a dose about 186 gallons per dose. Our design recommended a dose volume of about 285 gallons per dose; however, a dose volume this large was not possible due to the dose tank and Biotube Pump Vault configuration. The total system volume is approximately 45 gallons so the 186 gallon dose volume is large enough to fully pressurize the system the recommended three to five times of the total system volume. Based on our pump test, the system appeared adequately pressurized and approximately 5 to 6 feet of residual head was noted at the last orifice in the longest effluent lines. Dear Mr. Grant: As requested, Hepworth-Pawlak Geotechnical, Inc. has redesigned the Individual Sewage Disposal System (ISDS) design dated October 26, 2006, Job No. 406 0419 based on the percolation rate of the subsoils for the proposed residence at 8895 Upper River Road in Pitkin County, Colorado. The ISDS redesign was necessary since the absorption bed was moved. The study was conducted in accordance with our written agreement to you dated September 28, 2006. The data obtained and our ISDS design recommendations based on the proposed construction and subsurface conditions encountered are presented in this report. Site Conditions: The ground surface within the building envelope is relatively flat with a gentle slope down to the northeast. A cut bank for the existing driveway is located to the west and southwest of the proposed residence. A 4H:1 V setback will be maintained to the cut bank. Vegetation at the site consists of scrub oak and grasses. Water service will be provided to the proposed residence by an onsite water well. Based on the design flow of 1,400 gallons per day, a conforming ISDS that meets the required 132 foot setback was unable to be designed for the site. Per Section 7-3(2) of the Pitkin County ISDS regulations the required setback may be reduced to 100 feet if specific conditions are met. Based on geological conditions and engineering controls and evaluation of risk of contamination of groundwater, it is our opinion that it is not necessary to add an additional 8 feet of additional distance for each 100 gallons of wastewater per day of design flow as specified in Table H of the Pitkin County ISDS Regulations. A 100 foot setback between the proposed absorption area and the existing water well will be maintained and will be sufficient to prevent contamination. To ensure that the -risk of contamination is eliminated, an Orenco Systems Advantex advanced treatment unit will be utilized to ensure that high quality pretreated effluent is distributed into the subsoils., An Glenwood Springs 970-945-7988 • Parker 303-841-7119 • Colorado Springs 719-633-5562 M Tony Grant December 1, 2006 Page 2 rJ existing water well adjacent to the absorption area shown on Figure 1 must be abandoned in accordance with Colorado Division of Water Resources regulations prior to approval of this septic design by the Pitkin County Environmental Health Department. Percolation Test: Percolation tests were conducted on July 21, 2006 by our Glenwood Springs Office to evaluate the percolation rate of the natural soils at the site (Job No. 106 0500). One Profile Pit, labeled as Pit 2 on the Logs of Exploratory Pits, and three percolation test pits were excavated at the approximate locations shown on Figure 1. The average percolation rate is 15.3 minutes per inch. The Percolation Test Results and Logs of Exploratory Pits are provided as an attachment to this ISDS design. ISDS Analysis: Based on the subsurface conditions encountered and the percolation test results, the tested area is suitable for an ISDS utilizing an Advantex AX -20 advanced treatment unit followed by an Infiltrator chamber absorption area in a bed configuration. A site plan showing the proposed ISDS, existing water wells, proposed residence, building envelope, and the minimum horizontal setback distances of site features relative to the ISDS components is shown on Figure 1. The ISDS was designed for a total of four bedrooms. All materials and installation should meet the requirements of the current Pitkin County Individual Sewage Disposal System Regulations. i Septic and Dosing Tanks: A concrete, two chamber, 2,000 gallon Copeland Concrete septic tank, or equivalent, will be used for primary treatment of sewage from the residence. A recirculation pump for the Advantex system will be housed in the second chamber of the sematic tank. The pump will be enclosed within a Biotube pump vault. The septic tank will be f Y followed by a concrete 500 gallon single chamber Copeland Concrete dose tank equipped with an automatic siphon installed within a screen vault. Sewage will gravity feed from the proposed residence to the septic tank and effluent will be ciose&to_.�he _absorption area by the automatic siphon If the septic tank access riser lids will be installed at grade, with no backfill cover, then the lids should be insulated with foam insulation board to provide frost protection. The sewer pipe inlet Job No- 406 0419 G99tech Tony Grant December 1, 2006 Page 3 tee in the first chamber of the septic tank should be installed beneath the access lid of the first chamber of the septic tank so that it can be reached for service should it become clogged. The PVC handle on the Biotube pump vault should be extended up to within reach of the dose tank access riser lid. This will allow for easy access and maintenance of the filter. Approximately 2 feet of soil backfill cover should be placed over the tops of the septic and dose tanks to allow for easy access and frost protection. For maintenance reasons deep tank installations should be avoided and we should be contacted to evaluate this ISDS design should it appear that a deep tank installation involving more than 4 feet of backfill soil over the top of the septic and/or dose tanks may be required. Dosing Pump: An Orenco PEF 3311, 115 volt, submersible effluent pump with a 2 inch diameter discharge assembly, or equivalent, is suitable for use as a dosing pump. For design purposes it was assumed that the elevation difference from the dosing pump intake to the absorption area manifold is not more than 10 feet and that the length of the effluent transport pipe does not exceed 31 feet. The effluent pump should be capable of providing a flow rate of 40.2 gallons per minute at 18.3 feet of total dynamic head. The dosing pump will be controlled by a control panel and a system of float switches. The float switches should be set to provide a dose volume of about 285 gallons. The actual dose volume is about 280 gallons, assuming an effluent drainback volume of about 5 gallons in the transport pipe. At this dose volume the absorption area will be dosed about five times per day at the design flow. We recommend the use of Orenco pumps, float switches and control panels due to their high reliability and component compatibility. Sewer and Effluent Piping: The sewer line from the proposed residence to the septic tank should not be less than the diameter of the building drain and not less than 4 inches in diameter. Soil backfill beneath the sewer pipe must be adequately bedded and compacted to prevent settlement of the pipe. The sewer pipe should be installed in landscape areas with at least 2 feet of soil backfill covering the pipe, or the pipe should be insulated on the top and sides with Job No. 406 0419 E Tony Grant December 1, 2006 Page 4 2 inch thick rigid foam insulation board for frost protection. Beneath driven surfaces we suggest Schedule 40 PVC sewer pipe should be used and the pipe should be insulated if it will be installed with less than 4 feet of backfill soil cover. We suggest the use of Schedule 40 PVC pipe between the proposed residence and the septic tank, though this is not required by local regulations. The portion of the sewer pipe extending from 5 feet outside the building foundation should have a slope of at least 2%. Cleanout pipe(s) should be installed in the sewer line adjacent from the building foundation, adjacent to the inlet of the septic tank, at the automatic siphon outlet from the dose tank where the sewer pipe bends at 90 degrees or more and at least one cleanout should be installed at least every 100 linear feet of non -pressurized sewer or effluent pipe throughout its length. We recommend that a straight section of pipe be installed between the residence foundation and the septic tank. Any required 90 degree bends in the sewer pipe should be accomplished through the use of a series of 45 degree smooth elbows or a 90 degree long sweep to help prevent clogging of the pipe. Absorption Area: The soil absorption area is designed to be 764 square feet and will consist of an absorption bed consisting of Infiltrator Quick 4 Standard chambers. An absorption area of 9.2 square feet per chamber was used. The be 11 consist of eight rows in chambers between seven and twelve chambers long for a total 84 hambers. Absorption area calculations are shown on Figure 2. The absorption bed should be excavated to the approximate depths shown on Figure 4. Care must be taken during installation to ensure that the soils exposed in the bottom and sidewalls of the bed excavation are not compacted. Once the bed excavation is complete it should be left open, if necessary, to allow the soils to air dry prior to placement of chambers and distribution pipes. Once the soils have air dried, if necessary, the bottom and sidewalls of the excavation should be scarified prior to placement of the chambers and piping. The on-site soils can be used as backfill over the chambers and should be graded to deflect surface water and precipitation away from the absorption area. We recommend the soil backfill be re -vegetated as soon as possible with a mountain meadow grass mix or suitable equivalent. Job No. 406 0419 G95bech W Tony Grant December 1, 2006 Page 5 It is important not to plant large vegetation or vegetation with invasive roots in and around the absorption area and manifold piping as the roots may damage piping. Combination air vent/inspection ports should be installed at each corner of the Infiltrator absomt_h�d. _ The ports should be constructed of 4 inch diameter PVC pipe installed into the knockouts provided on the tops of the Infiltrator chambers. The bottom portion of the pipe should be perforated. The ports should extend a minimum of 8 inches above the ground surface and should have ventilated removable caps. The absorption area manifold and distribution piping layout is shown on Figure 3. AdvanTex Treatment System: An AdvanTex treatment system consisting_ of an AX -20 treatment unit installed in the Mode 3B configuration will be used to ensure that high quality effluent is applied to the absorption area. Research performed by the National Sanitation Foundation has shown that the AX -20 is capable of reducing the Total Suspended Solids in septic tank effluent by about 83% and is capable of reducing Biochemical Oxygen Demand of septic tank effluent by about 96%. The Mode 3B configuration also results in increased nitrogen reduction. In this configuration the filtrate recirculates back to the high -carbon, low - oxygen environment at the inlet of the processing tank, which is ideal for reducing nitrogen levels. According to Orenco Systems and third party testing, typical total nitrogen reduction ranges from 60% to 80%. The AdvanTex treatment system is sold as a package unit that includes component installation and 2 to 3 years of operation and maintenance. It is required that a maintenance contract with a certified AdvanTex maintenance company exist at all times because the system does require regular maintenance to function properly. The system will be monitored by Vericom, which is a web -based telemetry monitoring system. The use of Vericom does not require a dedicated phone line but will automatically send an alert to the maintenance provider if an alarm condition develops. The system should be observed for the first month of operation to ensure proper control settings and operation. Once "start-up" is completed a semi-annual observation of the system is required. During the semi-annual observations the septic tank sludge and scum accumulation should be measured and this data used to develop a tank pumping schedule. The effluent quality should be observed to ensure that clear odorless effluent is dosed to the absorption area. In addition, the air ventlinspection Job No. 406 0419 G95tech Tony Grant December 1, 2006 Page 6 ports in the absorption area should be measured and recorded for future use. The AdvanTex system is available from SCG Enterprises in Conifer and Silt, Colorado, Phone: 1-888-560- 3334. Subsurface Drainage: No free water was encountered in the Profile Pit when observed on July 20, 2006 and it is our opinion that a subsurface drain will not be required. If free water is encountered in any excavations on the site we should be notified to re-evaluate the need for a subsurface drain to protect the absorption area. ISDS Maintenance: The on-site ISDS will require maintenance. The level of maintenance will vary with the complexity of the system and water use habits of the users. We recommend that fats, oils, bath oils, greases, paint, solids, water softener backwash solution, water from hot tubs and other constituents that can clog and foul collection and disposal equipment are not disposed of in the residence drains. The absorption area and any areas directly up gradient of it should not be watered by lawn irrigation systems or other means as the soils may become hydraulically overloaded. Septic tanks and other treatment tanks should be pumped whenever the sludge occupies 1/3 of the liquid capacity of the first chamber of the septic tank. In addition, the screen vault surrounding the automatic siphon should be checked for clogging at least once per year and cleaned as necessary. We recommend that an operation and maintenance manual be developed for the ISDS. The ISDS should be operated and maintained as stipulated in the manual. If you desire our services, we can prepare the operation and maintenance manual for the on-site ISDS. Limitations: This design has been conducted in accordance with generally accepted engineering principles and practices in this area at this time. We make no warranty either express or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the Profile Pit and percolation test holes excavated at the approximate locations indicated on Figure 1 and to the depths shown in the attached Percolation Test Results the proposed type of construction, and our experience in the area. Our findings include interpolation and extrapolation of the subsurface conditions identified at the Profile Pit and percolation test holes and variations in the subsurface conditions may not become evident Job No. 406 0419 G99teCh Tony Grant December 1, 2006 Page 7 until excavation is performed. If conditions encountered during construction appear different from those described in this report, we should be notified at once so re-evaluation of the recommendations may be made. Based on site reconnaissance, it is our opinion that the designed location of the ISDS does not violate any setback requirements of the current Pitkin County Environmental Health Department's ISDS regulations. We recommend that the position of the ISDS components, proposed existing residence, existing water well and setback requirements be verified in the field by a Professional Land Surveyor licensed in the State of Colorado. Pitkin County requires that an As -Built evaluation of engineered ISDS designs be performed by the ISDS engineer. We should be contacted to perform the ISDS As -Built evaluation the day before you are ready for the evaluation. Prior to evaluation, all ISDS components should be installed including: sewer pipe, effluent pipe, septic and dosing tanks, screen vault, inlet and outlet tees, automatic siphon, Infiltrator chambers and distribution piping. No components of the ISDS should be backfilled prior to our performing the ISDS As -built evaluation. Please contact us for any necessary revisions or discussion after review of this report by the Pitkin County Environmental Health Department. Anthony Grant ("Applicant") has applied to the Pitkin County Community Development Director ("Director") for 1041 Hazard Review approval to establish a building envelope in which to construct a single family residence. The envelope is proposed in a previously disturbed area on the property and is accessed via an existing driveway, 2. The parcel is located off of Upper River Road, and is more specifically described in Exhibit A. 3. A portion of the parcel is located below (west) of Upper River Road and slopes steeply down from the road to the Roaring Fork River; this portion is zoned AFR-10. The portion of the parcel above (east) of Upper River Road is zoned RS -20, and contains a flat bench above the road where the building envelope is proposed. The parcel contains approximately 2.9 acres. 4. The parcel was created prior to June 6, 1966, and, therefore, is legally created and is exempt from growth management pursuant to Sec. 9-110-051(A). In addition, the parcel has not merged with any adjacent parcels. 5. The Applicant provided notice of the application to the adjacent property owners, as required pursuant to Section 5-80-010(1) of the Land Use Code ("Code"). No objections were received within 30 days from the date the notice was postmarked (February 22, 2006). 6. The Director finds that the wildfire hazard within the envelope is rated as low and can be mitigated; that the envelope is located on slopes of less than 15% and avoids the 100 year floodplain and riparian areas; and that the property is not within any mapped wildlife habitat areas. THE DIRECTOR DOES HEREBY APPROVE the Grant 1041 Hazard Review, subject to the following conditions, which shall run with the land and be binding on all successors in interest: 1. Prior to submission of any building permit applications for new development, the Applicant shall submit a 1041 Hazard Review Site Plan to the Community Development Department for approval and recording. The mylar copy of the site plan must be signed by the owner prior to submittal for recording. The site plan shall be amended as follows: A. Reference the size of the parcel. B. Designate an "access envelope" along the existing driveway from Upper River Road to the building envelope and from the building envelope to the property line where the driveway continues to the adjacent parcel. C. Designate the east property line as "front" for purposes of determining required setbacks. 2. Prior to submission ofan ISDS permit, the Applicant shall provide documentation to the Environmental Health and Natural Resources Department as to an adequate quantity of water from a well. 3. Prior to issuance of any building permits for the residence, the Applicant shall: V Administrative Decision No. "Il -2006 Page 2 A. Complete a fireplace/woodstove registration form with the Community Development Department, if necessary. B. Obtain a County access/driveway permit to improve the driveway, if applicable. C. Submit a drainage and erosion control plan for review and approval by the County Engineer. D. Submit a construction management plan for review and approval by the County Engineer showing the locations of staging, material storage and employee and construction traffic parking. E. Pay the applicable road and employee housing impact fees. F. Obtain approval of a septic permit from the Environmental Health Department. The septic system shall be located within the approved building envelope, and must comply with the setback requirements from surface and groundwater sources. 4. Prior to commencement of any earthmoving or construction activity, the Applicant shall stake the corners of the building envelope and install construction fencing around the perimeter of the envelope. The fencing shall remain in place until a Certificate of Occupancy is issued for the residence. 5. The Applicant shall comply with the following landscaping and wildfire defensible space mitigation standards: A. Within 30' of all structures, all upland brush species (oak, serviceberry, chokecherry, sagebrush, etc.) shall be thinned to 2 times the height of the fuel. B. All other vegetation shall be maintained to less than one foot in height within 20' of all structures. C. All branches from trees and brush within the 30' perimeter shall be pruned to a height of 10' above the ground with removal of ladder fuels from around trees and brush. D. All deadfall within 50' of all structures shall be removed. E. All stumps of thinned upland brush species shall be "painted" with Garlon herbicide to prevent aggressive resprouting. F. Landscaping within 20' of all structures shall not contain any brushy or coniferous species; only grasses or forbs are allowed. Flammable mulches (wood chips) are not recommended. Aspen trees are allowed near buildings, as long as they are not within 10' of the structure and are kept limbed to 10' (unless the trees are less than 10' tall). No trees of any species shall be within 15' of any window. Conifers are allowed more than 20' from all structures, but no on the steep hillside to the east. G. The Applicant shall be responsible for the continued maintenance of the defensible space vegetation requirements. 6. The Applicant shall comply with the following additional wildfire mitigation standards: A. Roofs shall be constructed with a Class A roof covering or a Class A assembly as defined in the International Building Code (IBC) Section 1505.2. Wood shake/shingle roof coverings are prohibited. Roofs with less than a 3:12 pitch are not permitted unless they comply with the following: 1) All roof coverings shall be noncombustible materials and installed on a Class A roof assembly. 2) All roof coverings shall have a surface that shall facilitate the natural process of clearing the roof. 524638 Page: 2 of 5 JANICE K VOS CAUDILL PITKIN COUNTY CO R q Aa D5 `I;2�d6 1© 50. Protrusions above the roofline, such as parapets, shall be prohibited. 4) Roofs shall be installed as required by the adopted building code and shall have a minimum slope of 1:48. 5) All roof designs, coverings, or equivalent assemblies shall be specifically approved by the Fire Marshal prior to submittal of a building permit application. B. Vents shall be screened with corrosive resistant wire mesh with mesh '/4 inch maximum. C. Roofs and gutters shall be kept clear of debris. D. Yards shall be kept clear of all litter, slash, and flammable debris. E. All flammable materials and firewood/wood piles shall be stored on a parallel contour a minimum of 15 feet away from any structure. F. Weeds and grasses within a 10 foot perimeter of all structures shall be maintained to a height of not more than 6 inches. G. Swimming pools or ponds shall be accessible to Fire Department vehicles. H. Fences shall be kept clear of brush and debris. L Wood fences shall not connect to the structure. J. Fuel tanks shall be installed underground with an approved container. K. Propane tanks shall be installed according to NFPA 48 standards and on a contour away from the structure with standard defensible space vegetation mitigation around any above -ground tank. Any wood enclosure around the tank shall be constructed with materials approved for 2 hour fire - resistive construction on the exterior side of the walls. L. Each structure shall have a minimum of one 10 pound approved ABC fire extinguisher placed in a visible and accessible location. M. Addresses shall be clearly marked with 2 inch non -.combustible letters and shall be visible and installed on a non-combustible post. N. New utility lines shall be buried within the driveway. 7. The Applicant shall install and use an approved bear -proof trash container, as required by the County's Wildlife Protection Ordinance. 8. No development, including, grading, excavation, fill placement, berming, landscaping, vegetation removal or disturbance, entry or ranch gates, well or septic system shall occur outside of the approved building envelope. 9. All areas disturbed by construction shall be revegetated to limit water consumption and additional runoff within one growing season after completion of construction. 10. The Applicant shall comply with the applicable codes and requirements of the Aspen Fire Protection District, including but not limited to fire department access, turning around of fire apparatus, an approved fire sprinkler system and water supply (minimum 20,000 gallon storage that can be shared with adjacent parcel). 1 1.
