Septic permit approved per compliance with the engineer design and specifications dated April 13, 2007, Project #1300.
Any changes must be approved by this department and the design engineer rior to them being made.
Minimum horizontal distances between components of the system and physical features shall conform to the Pitkin County
ISDS regulations. The well must be located at least 108 feet from the absorption field. Tanks must be at least 50 feet
from the well.
This system will consist of the existing 1000 gallon tank followed by a new 1000 gallon, two-com artment tank with an
effluent filter on the outlet. The field will consist of 72 Quick 4 chambers in a bed configuration (8 rows of 9 chambers). A
distribution box with a baffle will distribute effluent to all rows. The bed must be level and buried with not more than 3 feet
of cover over the chambers.
This department does not endorse any brand of products. This permit must be kept on-site during installation. The
engineer must do a final inspection of the installation and submit an as -built letter to this department. This department
must also be called for an inspection with a minimum of 48 hours advanced notice.
Revegetation over the area of the field is very important for the functioning of the system. Pitkin County has guidelines that must be
followed to assure the plants that are introduced are appropriate for the conditions of the area. The use of native plants is strongly
encouraaed.

The fee for a ISDS application is $600 for a permit that takes 6 hours or less for the department to approve. If approval takes
longer than 6 hours, a rate of $100 per hour will be charged. The maximum fee is $1000. The basic fee of $600 is due at the
time of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second,
before final approval of the ISDS permit.
Application for an individual sewage disposal system is hereby submitted. I hereby certify that the above information is true and

intervals, buildings, property lines, ditches, slopes, waterlines, springs, suction or irrigation lines, drinking water cisterns, drain

any such features not shown on attached site map are not present. Issuance of the permit does not imply the approval of any

ALL SERVICE septic, LLC performed an installation observation on October 18th and 23rd 2007 for
the subject property.
The installation included the existing 1000 -gallon septic tank followed by a new 1000 -gallon, two-
compartment concrete septic tank with an effluent filter. The drain field consisted of 6 rows of 12
chambers for a total of 72 chambers, equaling 663 SF of infiltrative area. The `old' drain field was
abandoned.
The OWS was installed according to specifications. This observation is not a guarantee of
workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes
are made to the OWS.
LIMITS:
The observation was based on information submitted and our site visit. If conditions are different
from conditions described in this letter, ALL SERVICE septic, LLC should be notified. All additional
OWS construction must be according to the county regulations. The installer should have
documented and demonstrated knowledge of the requirements and regulations of the county in which
they are working.

That leak was coming from a toilet in the employee housing unit in the red maintenance buiding. Our
plumber Tom Goode replaced the entire entrails of this toilet the same week the job was completed and
the leaking stopped immediately. I wasn't aware I was required to report this work.

Revised Upgrade Onsite Wastewater System Design

ALL SERVICE septic, LLC performed a subsurface investigation on April 17'', 2007 and prepared a
revised upgrade onsite wastewater system (OWS) design for the subject property. The property is
located outside of Aspen Colorado, in an area where OWS and wells are necessary. The original
design dated March 12, 2007 should be discarded to avoid confusion.
SITE CONDITIONS
:o5 Cozy Point Ranch is located along Highway 82 and Juniper Hill Road, and has ranch facilities with
i'�'5 multiple cabins and buildings. There is a creek flowing to the south of the cabins. There are OWS
serving existing structures. One OWS (north) serving two of the cabins is experiencing problems and
a� will be abandoned, as indicated on the plans. A new OWS is being proposed to serve the two cabins
with the problematic drain field and will include additional loading for potential future upgrades.
The other OWS (South) serving the existing 1 -bedroom cabin will be upgraded to accommodate a
day use facility and potential future upgrades (equivalent of a 2 -bedroom cabin). Water is provided
by a well, as indicated.
aU SUBSURFACE
The subsurface for the south OWS was investigated by CHURCH and Assoc. by excavating one profile
hole and three percolation holes(attached). The subsurface for the north OWS was investigated by ALL
SERVICE septic, LLC, by excavating one profile hole and hand digging three percolation holes.
Subsurface conditions reported by our firm for the north OWS consisted of a thin root zone, underlain by
sandy clay with occasional cobbles and gravel to the maximum depth explored of 8 feet. Percolation
rates ranged from 10 to 20 minutes per inch (MPI). Ground water was not encountered. An average

percolation rate of 15 MPI will be used to design the north OWS, and an average percolation rate of
/33 MPI will be used to design the south OWS.
DESIGN SPECIFICATIONS FOR REPAIR OWS FOR TWO CABINS (North OWS)
The upgrade repair OWS design is based on two, 2 -bedroom cabins having less than 2000 SF, and
has been upsized by 50 gallons for future Dotential construction. The OWS will be based on an

The installation must include the existing 1000 -gallon septic tank, followed by a new 1000 -gallon,
two-compartment concrete septic tank with an effluent filter. (The tanks have been upsized to
accommodate a 50 -gallons per day additional loading. Sewage may be directed to tanks via an ejector

The drain field must consist of 72 `Quick -4' chambers in a bed configuration. The bed must have 8
rows of 9 `quick-4'chambers, equaling 663 SF of drain field. A distribution box must distribute
effluent. Tank alternatives may be considered.
DESIGNI SPECIFICATIONS DAY USE FACILITY AND CABINS (South OWS)
The upgrade OWS design is based on the existing 1 -bedroom cabin, the day use facility, and has been
up-sized by (2 -bedrooms) 300 gallons to accommodate potential future construction. The OWS will
be based on an average loading of 650 GPD. QX; CC& a i bC6 VV)
The installation must include the existing 1000 -gallon septic tank with thffluent filter on the outlet,
followed by the existing drain field, and an additional 3 gravelless chambers trenches, as indicated.
Each new trench must have 16 `quick -4' chambers, for a total of 48 chambers. A distribution box
must be installed to distribute effluent to all trenches. An additional tank is required if the 2 -
bedrooms are proposed and built. A tank permit will be required by Pitkin County.
ADDITIONAL CONSTRUCTION NOTES
If design includes a pump, air release valves and weep holes should be installed to allow pump lines
to drain to minimize risk of freezing. Excavation equipment must not drive in excavation of drain
field due to the potential to compact soil. Extensions should be placed on all septic tank components
to allow access to them from existing grade. Precast concrete tanks and distribution boxes should be
used, unless plastic or fiberglass is required. Access to all tank compartments and distribution devices
is optimal.
INSTALLATION OBSERVATIONS
ALL SERVICE ',septic, LLC, and the county must view the OWS during construction. The OWS
observation should be performed before backfill, after placement of chambers and distribution pipes.
Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must
also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the
installation.

APPENDIX
OPERATION INFORMATION AND MAINTENANCE
The surface of the drain field should be seeded upon completion. Vegetation is an important factor in
drain field performance. Erosion control should be practiced prior to and during re -vegetation. Geo -
fabrics or plastics should not be used over the drain field. Livestock should not graze on the drain
field. Plumbing fixtures should be checked to ensure that no additional water is being discharged to
OWS. For Example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day
and harm a drain field.
The homeowner should pump the septic tank every two years and clean the effluent filter as needed.
Garbage disposal use should be minimized, and non -biodegradable materials should not be placed
into the OWS. Grease should not be placed in household drains. Loading from a water softener
should not be discharged into the OWS. No hazardous wastes should be directed into the OWS.
Mechanical room drains should not discharge into the OWS. The OWS is engineered for domestic
waste only.

conditional, to be used -for domestic purposes pursuant to C.R.S.' §
37-92-602(1)(b), with Appropriation date of August 29,'1998. The Claimant . was
directed to file an Application for Finding of Reasonable Diligence in the
development of this conditional water right''in November of 1992 to maintain
said conditional water right in full force and'effect. This Ruling of Referee
was confirmed and made -a Decree of the Court on December14, 1988.
7. On November 17,,1991,,the Applicant filed in Water' Court for Water
Division NO. 5 an Application to Make Absolute a Conditional Water'Right in
which it is requested that the 0.033 c.f.s. previously awarded conditionally
to Cozy Point RanchWell in Case No. 88CW308 be rade absolute and -
unconditional by reason of completion of.ths appropriation.

The Referee does therefore conclude that the above entitled Application
should be granted. and that 0.033 cubic .foot of water per second of time
previously awarded conditionally to Cozy -Point Ranch Well in Case No. 88CW308,
with Appropriation date of August 29, 1988, should be and hereby is made
absolute and unconditional.
it is accordingly ORDERED that this Ruling shalt be filed with the Water
Clerk subject to judicial review.
It is further ORDERED that a copy of this Ruling shall be filed with the
appropriate Division 'Engineer and the State Engineer.
