Main Street Aspen, CO 81611 Health Department RE: EJ System - Rapp Residence Lt 3, Block 2, Filing 2 - Brush Creek Village Dear Bob: I would like to give you some background on the above system. As you knw I originally proposed to locate the ET bed in the area where the we7l is now located. Phil Rapp requested that the system be re- located to its present location. I informed him of the severe con- struction problems associated with constructing a bed on a steep hillside. It was his position that with building a rather expensive house, he would rather spend additional money to construct the bed on the hillside so that it would be out of the view from the house. I then proceeded to prepare the plans to relocate the bed on the hillside. A major item which Mr. Rapp was aware of on the plans was NOTE 8 which required him to retain a soils engineer to reviewhe plans and the soil conditions at the site and certify the st�bility of the side slopes and the bed. Mr Rap's contractor contacted me by phone after construction had started and said that he intended to construct the bed completely in natural ground to avoid the cut and fill situation I had indi- cated on the plans. I told the contractor that this would be fine but that I still would require that a soils engineer be retained to certify the stability of the bed. Lincoln-Devore was then re- tained�by the owner to review the site after the cut had been made. Mike W aver from Lincoln-Devore visitied the site on November 13, 1978 and made recommendations on stabilizing the cut. I believe you have a copy of this letter. Mr. Bob Nelson January 5, 1979 Page Two I was present when Mr. Weaver visited the site. Although it had recently snowed, it was evident that the 20' width of the bed I had indicated on the revised plans could not be obtained without either constructing approximately 4' of the bed on fill or cutting back farther into the hillside. Placing the bed partially on fill was unacceptable since the contractor had not stripped the vegata- tion ad benched the natural ground under the fill, and in addition, he had not compacted the fill. To cut farther back into the hill to get additional width was unacceptable because it would have only aggravated an already bad situation. Since there appeared to be no other solution, I proposed allowing a 20% reduction in the size of the bed if Mr. Rapp would install low water use toilets (3 gallons/flush maximum) and low use showerheads. This was agreed by all to be the best solution. So the bed size was reduced to 1620 square feet (2025 X .8) contingent upon installing the low water use fixtures. y On November 29, 1978 and December 13, 1978 I inspected the construction of the bed and tank installation and found it to be according to our plans. Nothing had been done in terms of following Lincoln-Devore's recommendations to stabilize the cut slope and no fixtures had been installed in the house. It is my understanding that Mr. Rapp now wished to postpone stabilizing the cut until next spring. In summary, the bed is installed according to our plans and I am willing to give a partial approval for the system. Final approval will be contingent upon stabilizing the slope according to Lincoln- Devor 's recommendations, confirming the installation of the low water use fixtures and final grading for drainage above and below the bed.
