HOLSTEIN, JR. 12 June 1989 Mr. Bob Nelson Pitkin County Environmental Health Department 130 South Galena Street Aspen, CO 81611 Dear Bob, I would sincerely appreciate your assistance in releasing the plans for my new house on Lot 1, White Star Ranch to the Building Department for review. The problem with further delay is that I must complete the house within nine months to preserve the IRS deferral of funds from my last house. If this is not accomplished, there will not be funds available to build the house, creating a major financial hardship for me. The soil in the area of the proposed septic system below the house is very dry and sandy. Other new construction in the immediate area (residence of Tam and Sue Scott) did not have any problem. I have been a builder for over thirty years, and a visual inspection assures me that we will not encounter any problems. However, we will of course perform a perc test during excavation.
