Changes must be approved by this Department and the engineer prior to construction. This permit is being issued for repair to the system that was recently installed. The original installation was done properly and approved via OWTS Permit 08035A. Further site construction resulted in damage to the system. It appears that the distribution box will need to be replaced and a significant portion of the south set of trenches will be replaced. Replacement will take place by excavating and taking the chambers out of each row. The bottom of the trench will be re -scarified and sand may need to be placed on the bottom of the trenches. New or existing, undamaged chambers will be replaced in the trenches. In no case will the 6' of soil between each trench be disturbed. Inspections by both this department and the design engineer will be required. Documentation of these repairs and a summary letter and as - built drawing must be submitted to this department. A portion of this system may be used while the system is being repaired. This adjustment to divert effluent to the north portion of the field will be temporary and may not exceed the expiration date of this permit. Any adjustment made must be properly disassembled and returned to the original design specifications. If the repairs are anticipated to exceed the expiration date of this permit, use of the existing system must cease. In emergency circumstances, the tanks may be pumped and plugged for use as vaults; however, this alternative requires reactivation of this permit and may require submission of pumping records. If additional time is necessary beyond this permit's expiration date, the permit must be REACTIVATED with the appropriate application and fee. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Two observations= were conducted. The original OWTS was installed in November 2009, and during construction was damaged by truck traffic. Earl Cherry, with Redi Services, LLC instigated the repairs and contacted our firm and Pitkin County. The original installation included a 30 -inch OrencoTM PVC basin with a duplex PSE75, 230 volt, duplex sewage ejector pump package which directs sewage to a 2000 -gallon single compartment concrete septic tank, followed by one 2000 gallon, two compartment concrete septic tank with an effluent filter on the outlet, followed by one 1000 -gallon single compartment septic tank with a dosing siphon. Twelve gravelless chamber trenches, using `Quick -4' InfiltratorTM chambers, were installed as indicated. Each trench has 1 row of 19 chambers, for a total of 228 chambers, equaling 2251 square feet (SF) of infiltrative area. A concrete distribution box with a baffle and serial overflow lines will distribute effluent. The concrete distribution box has been brought to grade. The repair installation was placed in the identical area as the damaged field, and consisted of the cal components, as designed by All Service Septic, LLC, and permitted by Pitkin County in 2009, with the following exception. 1. Concrete sand must be placed beneath each chamber trench prior to placement of chambers, as indicated on Figure 1. The repair installation was confirmed by our firm on Septem' , 201h 2011. The repair OWTS was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. Since there has been some disturbance on the site outside of the approved envelope and the construction management plan proposed by the previous contractor is not being followed, she has asked that you provide her with an as -built drawing showing the areas that are currently disturbed and also provide her with a new construction management plan, consistent with the work you will be doing on site. Please contact her to set up an appointment (970-429-2789) I realize the repairs to the OWTS are a priority; however, it's important for the work you are doing onsite to be compliant with other county departments. If this weather continues to delay your efforts — one suggestion to "buy time" would be to have the tanks pumped and use them as vaults, temporarily. I can write that approval into your permit, depending on the route you feel will be the most viable for continued occupancy of the house. Thanks for working with us on this. The OWTS was permitted under permit #08__ 035_ The residence requires a sewage ejection system to direct sewage to the septic tanks, and a - siphon in the septic tanks to dose the drain field. All other design parameters from design dated 6/25/08 must be followed. PUMP BASIN DESIGN Due to existing residence conditions a gravity discharge to the septic tank is not possible. One 30 - inch OrencoTM PVC basin with a duplex PSE75, 230 volt, duplex sewage ejector pump package must be installed. The pumps should be 3/4 horsepower pumps. A standard control panel applicable to the pump package must be installed to serve ejector pumps. A detail of the pump basin and a pump curve is attached. The discharge pipe to the septic tanks will be 2 -inch schedule 40 PVC pipe, and must be 5 feet deep. Blue board may be used to insulate where depth is less than 5 feet. Heat tape may be wrapped around pump discharge line, and activated only if necessary. Blue board is necessary under all drives to insulate the discharge pipe. Traffic rated risers and lids (and/or manhole covers) must be used if sewage ejector basin assembly is placed in drive. SEPTIC TANK REVISION Due to the sewage ejector pump required and the current septic tanks available, the following revisions are necessary to the septic tanks. One 2000 -gallon single compartment concrete septic tank, followed by one 2000 gallon, two compartment concrete septic tank with an effluent filter on the outlet, followed by one100 -ga onsingle compartment septic tank with a dosing sip on is required. The property is located outside of Aspen Colorado, in an area where OWS and wells are necessary. The revision is based on a change in the septic regulations. SITE CONDITIONS A 9 -bedroom single-family residence having approximately 11,000 SF, and a 2 -bedroom CDU are proposed. (Two of the bedrooms are bunkrooms and will be considered as a total of 4 -bedrooms) The proposed drain field area is relatively flat, and vegetation consists of a moderate cover of grasses. Water is provided by an onsite well, which is located greater than 272 feet to the south east of the proposed drain field, as indicated. SUBSURFACE The subsurface was investigated by digging one profile pit and three percolation holes, as indicated. The materials encountered in the profile pit consisted of 1 -foot of sandy topsoil, underlain by sandy clay to the maximum depth explored of 8 feet. Groundwater or bedrock was not encountered. Three percolation holes were dug, in the area of the proposed drain field, as indicated. Percolation rates ranged from 20 to 27 minutes per inch (MPI). A 25 MPI rate will be used to design the OWS. DESIGN SPECIFICATIONS The OWS design is based on 11 -total bedrooms and an average sewage load of 2100 GPD. The installation must include a 2250 -gallon, single -compartment, precast concrete septic tank, to be followed by a 2000 -gallon two-compartment concrete septic tank with a duplex Biotube Pump and Onsite Wastewater Systems Page 2 pump vault. Tank alternatives may be considered. Twelve gravelless chamber trenches, using `Quick - 4' Infiltratorrm chambers, must be installed as indicated. Each trench must have 1 row of 19 chambers, for a total of 228 chambers, equaling 2251 square feet (SF) of infiltrative area. A concrete distribution box with a baffle and serial overflow lines will distribute effluent. Construction must be according to the county ISDS regulations, the septic permit provided by Pitkin County Environmental Health Department, and this design. OPERATION INFORMATION AND MAINTENANCE The surface of the drain field should be seeded upon completion. Vegetation is an important factor in drain field performance. Erosion control should be practiced prior to and during re -vegetation. Geo - fabrics or plastics should not be used over the drain field. Livestock should not graze on the drain field. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWS. For Example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a drain field. The homeowner should pump the septic tank every two years and clean the effluent filter as needed. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into the OWS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWS. No hazardous wastes should be directed into the OWS. Mechanical room drains should not discharge into the OWS. The OWS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, air release valves and weep holes should be installed to allow pump lines to drain to minimize risk of freezing. Excavation equipment must not drive in excavation of drain field due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Precast concrete tanks and distribution boxes should be used, unless plastic or fiberglass is required. Access to all tank compartments and distribution devices is REQUIRED. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC, and the county must view the OWS during construction. The OWS observation should be performed before backfill, after placement of chambers and distribution pipes. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. Onsite Wastewater Systems Page 3 LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OWS construction must be according to the county regulations. Requirements not specified in this report must follow county regulations. ADEQUATE PROVISIONS FOR WATER NEEDS: Sections 2-17 and 3-1104: "It is the policy of the County to insure the availability of a water supply of adequate quality, quantity, pressure and dependability for fire protection and support of a proposed land use prior to approval of the use. The County shall require land uses to hook up to existing public systems if service is available." This Department needs adequate information on the quantity and the quality of water available. To do this, the owners will need tests of on-site wells done by a water engineer or well driller. The applicant must ensure that the water quality is acceptable by having it tested by a lab such as the Snowmass Water and Sanitation District or Aspen Consolidated Sanitation District. Other lots in this area have had water of acceptable quality and quantity. Before this department can issue a septic permit, the owners must drill the well to ensure that the well will meet the required setback distance from the septic system. Pitkin County Land Use Code requires that the well site be within the building envelope. We recommend low water landscaping (xeriscaping), with the timing of any sprinkler systems decreased for low water plants. Contact the Colorado State University Cooperative Extension office or Denver Water Board for more information on xeriscaping. A condition of approval for this application is documentation that the well(s) meet setback requirements and that quantity and quality of the well water are adequate. The County cannot issue septic and building permits until the applicant meets these requirements. 1 Printed on Recycled Paper W n SEWAGE TREATMENT AND COLLECTION: Sections 2-18 and 3-1105: "It is the policy of the County to ensure that adequate sewage treatment facilities are available to serve existing and new developments. Public and private sewage disposal systems and connections to such systems shall comply with the sewage disposal guidelines of Pitkin County's Individual Sewage Disposal System Regulation." Lots in the McLain Flats area have individual septic systems. All such systems installed within Pitkin County require septic permits issued by the Environmental Health Department, and must comply with the County's septic regulations. Owners should realize that the engineer must perform the soils tests between April 15 and Nov. 15 of each year. The County cannot issue building and septic permits without these soils tests. To receive a septic permit, the applicant will need to submit a septic permit application through a Registered Professional Engineer who will design the system. The packet must include several items, including percolation test results and profile hole information. It must also include a site plan with pertinent physical features. A floor plan for the dwelling and caretaker unit and a copy of the County's land use approval complete the application. Once we receive the completed application, this Department will analyze and review the proposed septic design. The applicant should know that it may take from 2-6 weeks to obtain a well permit (required before septic system design). It may take some time to have soils tests performed and additional time to have the system designed. The department can evaluate the site and soils tests only between April 15 and Nov. 15. The owner should carefully evaluate this schedule to make sure all steps have been taken to make the permitting process as fast as possible. Applicants should also be aware that many building envelopes are too small to allow any but the smallest house and still have the septic system meet required setbacks from wells. Here are some examples of required distances between wells and septic systems. (The1 greater the sewage flow, the greater the distance must be between the septic system and the well. Sewage flows are a function of the size of the house and the number of rooms that these or future owners may use as bedrooms as their family size and situation changes.) Applicants should carefully evaluate this information so they can ensure the house they want to build can meet these setbacks. A 5 -bedroom house with one office with bath of over 6,000 sq. ft. must have the well 238' from the septic system. A house with over 6,000 sq. ft. with 5 bedrooms and one office in the main house and an attached 2 -bedroom caretaker unit, must have the well 311' from the septic system. The type of soil and sewage flow .will determine how large the septic system must be. The owners will need to obtain site specific soil data. Here is an example of the approximate area required for the septic field if the soil has an average percolation rate of 30 mpi and the absorption field is designed to be in a trench configuration using a conventional pipe and gravel system. A 5 bedroom house with a detached caretaker unit would require an approximate absorption area of Printed on Recycled Paper 2 1 7,350 sq ft -- three feet wide trenches, 70 feet long and 6 feet of undisturbed soils between trenches. Soils percolating slower than 30 mpi would require a larger area for the absorption area. The leach field should be in an area of no traffic, the owner should plant the field area with dry land grass, and residents should not water the leachfield area. It is desirable to locate the system below the house so that the system can operate by gravity. The applicant should refer to the Pitkin County Sewage Regulations for detailed information, or call our office to discuss this site. The Pitkin County Land Use Code prohibits soil absorption systems in areas where the ground slope is in excess of thirty percent (30%). The well permit may state that the septic system must be of the non -evaporative type where the water returns to the stream system adjacent to the well. If so, the owner cannot install a completely lined field, such as an evapo-transpiration bed, without a new well permit or a plan of augmentation. A condition of approval for this application is the receipt and approval of the septic permit before issuance of a building permit. WATER QUALITY IMPACTS: Sections 2-14 and 3-705 and 3-710: "It is the policy of the County to preserve and protect its present water resources. To this end it is the policy of the County that no land use be initiated which would adversely affect the quantity, quality, or accessibility of the County's water resources; or which would occur at the expense of established water -dependent agricultural activities; or which would result in increased salinization of water resources, loss of minimum stream flows, further destruction of wildlife habitat, or major expenditures to reacquire or redistribute major water resources. It is also the policy of the County to maintain a natural vegetative buffer along its surface waters such that the surface and groundwaters of the area are not encroached upon by land uses or other human activities which could cause deterioration of water quality or impair the natural treatment processes provided by meadows and wetlands." The Environmental Health Department will be addressing water quality impacts on down stream water quality. This application should not impact down stream water quality if the setbacks between the septic system and physical features comply with the Pitkin County Sewage Regulations. The Environmental Health Department's mission is to preserve and protect the quality of Pitkin County's water resources. Since a large percentage of the population is dependent upon water from wells, elimination of groundwater pollution, and protection of aquifers and their drainage areas are of utmost importance. Roofs and asphalt areas can be nonpoint sources of water discharge that can contaminate water supplies. This Department recommends that nonpoint sources of discharge be retained on the property of origin. To accomplished this, the owner can use landscaping, drainage patterns, detention ponds, and/or dry wells for water runoff from buildings. 3 Printed on Recycled Paper AIR QUALITY: Sections 2-13 and 3-602: "Only that development is permitted which will not contribute significantly to degradation of air quality in Pitkin County. Developments may not constitute an indirect or direct air pollution source under Federal, State or County regulations." This project should not contribute significantly to degradation of air quality in Pitkin County. FUGITIVE DUST Activities such as road building and landscaping require a Fugitive Dust Plan. The measures must prevent windblown dust from blowing off the property or creating a nuisance. This plan needs to include, but is not limited to, fencing, watering of haul roads and disturbed areas, daily cleaning of adjacent paved roads to remove mud carried out by trucks, speed limits, or other measures. FIREPLACE The less densely populated parts of the county like this site may have two devices per building. The owners can install no more than one wood burning fireplace and a second device that can be either a gas log fireplace or a certified woodstove. In addition, the owner can install unlimited numbers of decorative gas appliances. Occupants may not burn coal in any device. The owners cannot install fireplaces or woodstoves in barns or agricultural buildings. SEWAGE TREATMENT AND COLLECTION: Sections 2-7 and 5-200: The proposal does not directly affect the requirements of our department. The applicant will, no doubt use some sort of on- site wastewater disposal system. It is our opinion that individual septic systems and absorption fields, with one system for each of the units are a satisfactory means of wastewater disposal and this department could permit this type of system. Our previous evaluations of adjacent areas around the Moore ranch and to the northwest of the building sites have demonstrated that the soil conditions and characteristics are suitable for most conventional applications of septic tank -absorption system design. References leading us to this conclusion include the previous Sludge Site Geologic reports and the mapped by the Soil Conservation Service soil units of the area. While the submission does not address sewage systems for the building sites, the typical subsoils of the area should be permeable and can be used for the construction of a satisfactory, standard sewage disposal system meeting Pitkin County requirements. Most soils encountered are sandy, cobbly soils, probably located on the easterly portions of the lot. Occasionally, some of these soils are limited for soil absorption systems due to the presence of large stones, and a higher pollution hazard exists if used for wastewater disposal due to very rapid permeability. This can be mitigated by proper engineering techniques using suitable imported soils. ADEQUATE PROVISIONS FOR WATER NEEDS: Sections 2-6 and 5-205: The proposed lot line adjustment is not directly going to affect this the water supply. Again, while not directly addressed, we are going to assume a well is to be developed on the site. We believe that an adequate and satisfactory water supply can be developed on the parcel. AIR QUALITY: Sections 2-17 and 5-106: No air quality impacts are expected from this proposal. Any future development on the lot will require compliance with applicable County regulations. There is no written commitment to restrict development on the lots to comply with County Air Quality regulations. Particularly in the area of fireplace limitations and allowable types of installations, the owner should be aware of applicable County regulations, and that the future residence must comply to regulations in effect at the time of building permit application. NOISE: Section 2-23 No adverse noise impacts are anticipated from this proposal. Noise which would adversely impact the occupants of adjacent residences is not anticipated from the eventual building project. The application should recognize that any development on the constructed house will be restricted to conform to noise regulations during the construction schedule.
