This permit is issued for an experimental Drip Irrigation System designed by Church and Associates and dated
October 1, 2001. Any changes must be approved by this department and the design engineer prior to them being
made.
Requirements in Section 4-20 of Pitkin County ISDS Regulations must be met and must be in accordance to
Resolution # 99-34 for Experimental Drip Irrigation Systems.
Minimum horizontal distances between components of the system and physical features shall conform to the Pitkin
County ISDS regulations. Zone of Influence distances must be met since there will be 9 residences and 2 buildings
on one property.
This department does not endorse any brand of products. The engineer must do a final inspection of the
installation and submit an as -built letter to this department. This department must also be called for an inspection
with a minimum of 48 hours advanced notice.

Plans and specifications of the proposed individual sewage disposal system have been reviewed a pare considered
satisfactory. Permission is hereby granted to the owner or the agent to perform the work indicated in accordance with the Pitkin
County ISDS Regulation in effect at the time of issue. This permit becomes invalid 6 months from the date that the permit was
issued unless system construction has commenced or an extension has been approved in writing by the Department.
As-built drawings must be included with this permit before the final approval will be issued.

On 10/15/01 1 discussed with Tim Petz the concerns I had with OWS 1 and OWS 2. 1 will fax
you my notes on OWS 1, though I did discuss them on the phone directly.
The concerns that I discussed regarding OWS2 are:
1) the zone of influence
2) No existing wells or water sources or water lines are indicated to confirm that the
system components meet state & county setback requirements. This is the same
concern I expressed with OWS 1.

valley, but in an area open to sunshine and
breezes enough days per year and hours per day.
DETAILS NEEDED IN THE PERMIT
Permit must be issued in the name(s) of the legal
owners of the property involved and must contain
an accurate description of the property
Permit must display the requirements in Section 4-
20 of regs, "Experimental Systems".
The permit issued for a Drip Irrigation system
shall be recorded in real estate records for the
property.
For 5 years in January of each year, the
applicant (owner) must provide a written report to
EH Dept.documenting maintenance, soil moisture
data if required..

ENVIRONMENTAL HEALTH DEPARTMENT
We have been notified that you are going to install a Drip Irrigation sewage'disposal
system for your property and we want to be sure that you, the property owner,
understand what this means.
This is an alternative method of wastewater disposal not provided for in the Pitkin
County Regulations. As such, it has been declared an experimental system and the
installation of a total of eighteen such systems have been approved.
Attached is a copy of Resolution #99-34 which was adopted by the Pitkin County.
Board of Commissioners, acting as the Pitkin County Board of.Health. We request
that you read the conditions of the resolution and sign the bottom of this letter stating
that you understand these conditions.
We have. taken these precautions because Drip Irrigation is an experimental system
in this area. Several hundred of these systems have been installed on the Eastern .
Slope. However, we do not have historical data to know how the system will perform
at this altitude and in the extreme and varying weather conditions we experience.
Some conditions that must be met before we can issue your septic permit are as
follows:
• If a "water balance " method of calculating waste load is applied, a monitoring
plan must be submitted to determine saturation status of soils.
After installation, you must provide a written report to this Department documenting
maintenance on the 'system for a period of five years, and submit it to this
Department in Janu. Bch year.

Per a telephone conversation with Nancy MacKenzie of APEHD, we have prepared an "Zone of
Influence" plan with respect to OWS 2. The purpose of the plan is to indicate whether the setbacks from
various OWS are within the influence of each other_
The setback for OWS 1 based on the 2712.5 GPD loading is 237 feet. The setback for OWS 2 based on
a 3150 GPD loading is 272 feet. Setbacks from the fields are presented on Figure 1. As indicated on
Figure 1, the setbacks and therefore zones of influence do not intersect. The systems are therefore
considered independent.

As requested, we observed the installation of the onsite wastewater system (OWS) for the subject site on
August 13, 14, and 26, 2002. The OWS was designed under our Job No. 13288W, dated October 1, 2001.
The installation included two 2000 -gallon single -compartment precast concrete septic tanks with dual
pumps, a four outlet automatic distributing valve, and four AX20 Advantex"m pods followed by one 1000 -
gallon lift station with dual pumps. The drain field consisted of six 12 x 90 feet drip irrigation field sections
for a total area of 6480 square feet. ABS pipe was used in the OWS installation. Distribution valves were
installed to distribute effluent.
The pump, alarm, and filters were in place at the time of our third site visit. The construction manager,
Jeff Spalding, with Fenton Construction, may activate pumping system at his discretion. The components
of the OWS were installed in conformance with our plans and specifications.

This letter is to confirm that there is risk of discharge water treatment backwash to the onsite
wastewater system (OWS). Our experience is that the discharge of the backwash brine from a water
treatment system can cause an early failure of the field and can affect the treatment process within
the AdvanTex system.
Based on a telephone conversation with Angela Helliwell of SCG Enterprises, Inc., she indicated one
system at Circle R Ranch already has backwash discharge to the AdvanTex system and the treatment
process is not functioning properly. Other systems without backwash are functioning properly.
Based on telephone conversations with Paul Jacobs and Dean Derosier of McLaughlin Rincon, they
are concerned about shallow ground water. It is our understanding there is a "drywell" for the
backwash at this time but water ponds. It is suggested the drywell be enlarged.
We have also had conversations with Carla Block of the Pitkin County Environmental Health
Department (PCEHD) with regard to discharge of water softener backwash. PCEHD does not require
a permit for a drywell. PCEHD is aware of problems where water treatment backwash is discharge to
OWS.
In summary, we strongly advise against discharging backwash from the water treatment system to the
OWS. If there needs to be a meeting with respect to this, please call.

Gentlemen,
As requested, we have provided figures for OWS 1 and OWS 2 regarding water lines and water sources.
These figures must replace figures in OWS 1 design and OWS 2 design dated October 15, 2001 and
October 1, 2001 respectively.
Based on topographic positioning of the irrigation ditches, the mounded drain field and use of Advantex TM
secondary treatment with nitrogen reduction, we believe the setback distance can be reduced from 187 feet to
125 feet to down -gradient ditches and to 75 feet to up -gradient ditches. We believe contamination of the ditches
by the OWS will be prevented.
The temporary water treatment facility meets all required setbacks. The temporary water treatment facility is
to be moved further up Woody Creek in 2002.
Water lines, when closer than 10 feet to sewer lines, must be sleeved with Schedule 40 HDPE pipe.

Gentlemen,
As requested, we have investigated subsurface conditions and prepared an Onsite Wastewater System
(OWS) design for the site. Our firm investigated subsurface conditions on September 26, 2001.
SITE CONDITIONS
The investigated site includes two building envelopes at the Two Mile Ranch as indicated on Figure 1. The
subject site is located in a rural area where OWS are required. The slope at the proposed drain field is 5
percent to the northwest. There is a good cover of native grasses at the proposed field location.
PROPOSED CONSTRUCTION
The sites to be served include two building envelopes, which are 0.6 -acre and 0.7 -acre in size as presented
on Figure 1. The average daily sewage load is 1800 gallons per day (GPD) as presented in TABLE I
below per Aspen/Pitkin Environmental Health Department (APEHD) regulations. The peak loading is
3150 GPD. There are specific plans for the home at the 0.7 -acre parcel, but no specific plans for the 0.6 -
acre parcel. The drain field is proposed to the southeast of the 0.7 -acre building envelope, which will be
212+ feet from Woody Creek The property will be served water by several onsite wells located 272+ feet 7
from the drain field. Water is collected and treated before distribution to individual structures.

OWS 2 is proposed to include advanced treatment. A distance of 272 feet is required between the field
and well per APEHD regulations and 212 feet to creeks for the 3150 GPD wastewater flow. All setback
distances can be met.

The owners have requested that PVC pipe not be used in construction at the property. HDPE pipe has
been substituted for PVC in specifications. In several details we have not changed the PVC description,
but we have requested PVC components to be substituted with HDPE.
SUBSURFACE CONDITIONS
Subsurface conditions were investigated by excavating a test pit and four percolation holes, 26 to 38
inches deep, at the locations indicated on Figure 1. Subsurface materials consisted of 1 foot of silty sand
topsoil underlain to 9 feet by reddish brown silty sand with random cobbles. No ground water or bedrock
was encountered during the excavation. The percolation test indicates rates from 10 to 27 minutes per inch
(MPI). The average percolation rate is 17 NIDI. Percolation data is included as Figure 5.
EXPERIMENTAL DRIP IRRIGATION SYSTEM
The proposed drip irrigation (wallow trench) OWS has been authorized as an experimental OWS in Pitkin
County. As a part of the authorization, there are conditions, which are not typical of other permits in Pitkin
County. The conditions include: a. the applicant must commit to follow recommendations of the Department
and the design engineer, b. a backup system design is required, c. monitoring of soil saturation and an annual
report is required and must be reported for 5 years, d. the site must be reviewed for solar and wind exposure.
You will have to agree to the following conditions: 1. you must agree to the terms of the permit; 2. a backup
design is an ETA bed design in the same area and 3. monitoring as described later in this letter will be required
which will include an annual report as described in Item C. The site has been reviewed as described under Site
Conditions and found suitable for installation of a drip -irrigation OWS. Twelve shallow trench drip irrigation
systems have been installed and are performing properly in Pitkin County, so we do not anticipate problems with
installation or performance ofthe OWS. There are 3500+ successful drip irrigation OWS operating in Colorado.
It is our understanding the experimental status of drip irrigation OWS is being reviewed by APEHD staff. We
have discussed the status with them and hopefully experimental requirements will not apply to this application.
Typically drip irrigation systems are installed where there is poor percolation. Because good percolation rates
were found at this site a backup drain field design was not prepared. A backup field could be chamber trenches.
RECOMMENDATIONS
The results of our investigation indicate an OWS can be installed at` he location presented on Figure 1.
The OWS design is based on an average daily sewage load of 1800 GPD with an advanced treatment
system and a drip -irrigation drain field. The advanced treatment installation includes two 2000 -gallon
(total 4000 gallons), one -compartment concrete septic tanks, with an AdvanTexTm AX20 Treatment
System, as presented on Figure 2. Discharge is via a 500 -gallon tank with a pump vault unit (PVU) with
dual pumps, as presented on Figures 2 and 4. Pump specifications are included as Figure 3.
Similar to a recirculating sand filter, the AdvanTexTM system provides treatment of organics, (total
suspended solids and BODS) and nitrate reduction using effluent recirculation through a textile media -filled
pods. The AdvanTexTm units treat the effluent before being discharged to the drain field by a dosing -pump.
A service contract is recommended for operation and maintenance of the advanced treatment system.

Our design includes the installation of 6480 square feet of drip -irrigation field. The drain field installation
should include 6480 SF of drip -irrigation field in 6 sections as presented on Figures 1 and 6. The drip irrigation
field configuration can be modified to fit the topography with approval of our office. The trenches should be
backfilled to re-establish the original slope. The installation is presented with a trencher.
The surface of the drip irrigation or ETA field should be seeded after installation of the system. A native seed
mix available at seed stores should be used. These mixes do not require irrigation and develop a growth 10 to
15 inches high. No automatic sprinkler system should be installed over the field.
INSTALLATION OBSERVATIONS
The installation of the OWS is to be observed by the design engineer. We will verify field depth, separation
distances and subsurface conditions. The septic tank and AdvanTex1m units are to be installed with risers
on the tank, and inlet and outlet connections properly bedded. Other components such as effluent filters
or pumping systems, as applicable, will be observed at that time.
OPERATION AND MAINTENANCE
The AdvanTexTM treatment system is sold as a package that includes component installation and two years
of operation and maintenance. We recommend an operation and maintenance contract exist at all times
with a certified AdvanTexTM maintenance company. During the first month of operation, the system is to
be observed to ensure proper control settings and system "start up". Subsequent to system "start up" a
semi-annual observation is to be performed. During the semi-annual observations, septic tank sludge and
scum accumulation is to be measured and septage pumping arranged as necessary. The treatment system
components are to be cleaned in accordance with the manufacturer's recommendations. Effluent quality
is to be observed to confirm a clear, odorless effluent is discharged to the drain field. The dosing system
is to be observed to verify its operation. The surface area over the drain field is to be observed for
indications of effluent surfacing. Liquid levels in the field are to be measured and recorded.
The owner must realize an OWS is different from public sewer service. The owner must be aware of, and
assume responsibility for, ongoing maintenance of the system. In the absence of a monitoring program,
the septic tank should be pumped every two years. Effluent filter and screened vaults, as applicable, are
to be cleaned during pumping.
There are daily considerations such as not putting plastic or other nonbiodegradable materials into the
septic system. Garbage disposal use should be minimized to reduce the frequency of pumping. Water use
must be monitored so toilets are not allowed to run when seals malfunction. To illustrate the point, a
flowing toilet can use in excess of 1000 GPD. An additional 1000 GPD loading may flood and irreparably
harm the system.
We caution against the installation of a water softener. The hydraulic loading from the backwash of a
water softener is detrimental to an OWS and a separate drywell should be constructed for the backwash
waste, if a softener is installed. No landscaping or plastic can be used over the field, which will reduce
performance of the field. Chemically treated water from a swimming pool or spas should not be introduced
to the OWS. The design of the OWS is based on the treatment of domestic sewage only. No industrial or
hazardous wastes should be introduced into the OWS. Floor drains should not discharge into the OWS.

As a part of the experimental permit, there are conditions imposed by the APEHD. The differences from other
installations are the requirements for monitoring of the installation of the drip -irrigation system. These may be
required because of a prior experience in Pitkin County with experimental systems. Drip -irrigation systems have
been installed in Pitkin County and there have been no problems. We anticipate the annual reporting will be a
requirement for five years and the cost is estimated to be $200.00 per year if the experimental status is required.
LIMITATIONS
Our investigation, layout, design, and recommendations are based on data submitted. If conditions dif-
ferent from those described in this report are encountered, we should be called to observe the conditions.
If proposed constriction is changed, we should be notified to evaluate the effect of the changes on the
wastewater system. All construction is to be in accordance with the ISDS regulations. Pipe type and size,
burial requirements, septic tank construction, and other specifications, which are not depicted in our
report, are to conform to the requirements of the ISDS regulations. The installer of the system is to be by
an experience installed and is to have demonstrated knowledge of the ISDS regulations and requirements.
