August 29, 2002 BEACH Environmental LLC 715 West Main, Suite 304 Aspen, Colorado 81611 Subject: Revised OWS Design Two Mile Ranch, OWS 3 Pitkin County, Colorado Job No. 13288W Gentlemen, ENGINEERS & GEOLOGISTS fi L 70A1 As requested, this report presents a revised Onsite Wastewater System (OWS) design for the site. Our firm investigated subsurface conditions on October 31, 2001. The initial OWS design, dated November 9, 2001 should be discarded to avoid confusion. These revision accounts for the elimination of building envelope 5 in the design of the OWS. SITE CONDITIONS The investigated site includes building envelope 6 at the Two Mile Ranch as indicated on Figure 1. The subject site is located in a rural area where OWS are required. The slope at the proposed drain field is 13 percent to the east. There is a moderate cover of native grasses at the proposed field location. PROPOSED CONSTRUCTION The site to be served is building envelope 6, which is 0.4 -acre in size as presented on Figure 1. The building will have 3 bedrooms. Specific plans for the building envelope were not provided. The property is served by surface water centrally treated and distributed. The total average daily sewage load is 600 gallons per day (GPD) as presented in TABLE I below per Pitkin County Environmental Health Department (APEHD) regulations. The peak design loading is 1,050 GPD. TARTY, L SUMMARY OF WASTEWATER LOADING STRUCTURE AREA, SF BEDROOMS AVERAGE q, GPD PEAK Q, GPD 0.4 Acre Envelope <6000 3 600 1050 TOTAL n. a. 3 600 GPD 1050 GPD This OWS design is proposed to include advanced treatment at the request of the owner. The drain field is proposed to be located west of the 0.4 -acre building envelope. A distance of 102 feet is required between the field and wells per PCEHD regulations and 52 feet to creeks for a 1050 GPD wastewater flow. Based on the proposed construction, all setback distances can be met. ABS pipe has been substituted for PVC in specifications. In several details we have not changed the PVC description, but we have requested PVC components to be substituted with ABS. SUBSURFACE CONDITIONS Subsurface conditions were investigated by excavating a test pit and four percolation holes, 31 to 36 inches deep, at the locations indicated on Figure 1. Subsurface materials consisted of 2 feet of topsoil underlain by slightly clayey, silty sand with cobbles to 4 feet, underlain by sandy, clayey silt with gravel to the maximum depth explored of 8 feet. No ground water or bedrock was encountered during the excavation. The percolation test indicates rates from 13 to 27 minutes per inch (MPI). The average percolation rate is 18 MPI. Percolation data is included as Figure 6. EXPERIMENTAL DRIP IRRIGATION SYSTEM The proposed drip irrigation (shallow trench) OWS has been authorized for use as an experimental OWS in Pitkin County. Therefore, as a part of the permitting procession, the property must agree to comply with additional conditions that are not typical of other OWS permits in Pitkin County. These conditions include: a) the applicant must commit to follow recommendations of the Department and the design engineer, and terms of the permit, b) a backup drain field system and location should be included as apart of the design, c) an annual monitoring and reporting of soil saturation levels with results provided to the Department for first 5 years of OWS operation, and d) the site must be reviewed for solar and wind exposure. Monitoring of the OWS is discussed in the Operation and Maintenance section of this report. The site has been reviewed found suitable for installation of a drip -irrigation OWS. A backup drain field system for a low-pressure drip -irrigation drain field can consist of either an ETA bed or a chambered drain field. Twelve shallow trench drip irrigation systems have been installed and are performing properly in Pitkin County, so we do not anticipate problems with installation or performance of the OWS. It is our understanding the experimental status of drip irrigation OWS is being reviewed by APEHD staff. We have discussed the status of this site with them and hopefully conditions presented above will not apply to this application. Typically drip irrigation systems are installed where there is poor percolation. Because good percolation rates were found at this site a backup drain field design was not prepared. There are 3500+ successful drip irrigation. OWS operating in Colorado. RECOMMENDAITIONS The results of our investigation indicate an OWS can be installed at the location presented on Figure 1. The OWS design is based on an average daily sewage load of 600 GPD with an advanced treatment system and a drip -irrigation drain field. One 2000 -gallon, two-compartment, precast concrete septic tank with a pump in a BiotubeTm pump vaultCor similar product) and an AX20 AdvantexTM unit, must be installed at the building envelope. A high water alarm should be installed. The pump details and specifica- tions are on Figures 2 and 3. Discharge to the drain field is via a pump vault unit (PVU) with dual pumps Similar to a recirculating sand filter, the AdvanTexTM system provides treatment of organics, (total suspended solids and BODS) and nitrate reduction using effluent recirculation through a textile media -filled pods. The AdvanTexTM units treat the effluent before being discharged to the drain field by a dosing -pump. A service contract is recommended for operation and maintenance of the advanced treatment system. Revised OWS 3 Design Job No. 13288, 8-29-02 Page 3 This design includes the installation of 2400 square -foot drip -irrigation field. The drain field installation should include 3 sections (8 ft by 100 ft each) as presented on Figures 1 and 5. The drip irrigation field con- figuration can be modified to fit the topography with approval of our office. The trenches should be backfilled to re-establish the original slope. The installation presented on Figure 5 is based on the use of a back -hoe. The surface of the drip irrigation area should be seeded after installation of the system. A native seed mix available at seed stores should be used. These mixes do not require irrigation and develop a growth 10 to 15 inches high. No automatic sprinkler system should be installed over the field. INSTALLATION OBSERVATIONS The installation of the OWS is to be observed by the design engineer. We will verify field depth, separation distances and subsurface conditions. The septic and recirculation tanks are to be installed with risers on the tanks. The inlet and outlet connections should be properly bedded. Other components such as Advantex'm units, effluent filters or pumping systems, as applicable, should also be observed at that time. OPERATION AND MAINTENANCE The AdvanTe)Cm treatment system is sold as a package that includes component installation and two years of operation and maintenance. We recommend an operation and maintenance contract exist at all times with a certified AdvanTexTM maintenance company. During the first month of operation, the system is to be observed to ensure proper control settings and system "start up". Subsequent to system "start up" a semi-annual observation is to be performed. During the semi-annual observations, septic tank sludge and scum accumulation is to be measured and septage pumping arranged as necessary. The treatment system components are to be cleaned in accordance with the manufacturer's recommendations. Effluent quality is to be observed to confirm a clear, odorless effluent is discharged to the drain field. The dosing system is to be observed to verify its operation. The surface area over the drain field is to be observed for indications of effluent surfacing. Liquid levels in the field are to be measured and recorded. The owner must realize an OWS is different from public sewer service. The owner must be aware of, and assume responsibility for, ongoing maintenance of the system. In the absence of a monitoring program, the septic tank should be pumped every two years. Effluent filter and screened vaults, as applicable, are to be cleaned during pumping. There are daily considerations such as not putting plastic or other nonbiodegradable materials into the septic system. Garbage disposal use should be minimized to reduce the frequency of pumping. Water use must be monitored so toilets are not allowed to run when seals malfunction. To illustrate the point, a flowing toilet can use in excess of 1000 GPD. An additional 1000 GPD loading may flood and irreparably harm the system. We caution against the installation of a water softener. The hydraulic loading from the backwash of a water softener is detrimental to an OWS and a separate drywell should be constructed for the backwash waste, if a softener is installed. No landscaping or plastic can be used over the field, which will reduce performance of the field. Chemically treated water from a swimming pool or spas should not be introduced to the OWS. The design of the OWS is based on the treatment of domestic sewage only. No industrial or hazardous wastes should be introduced into the OWS. Floor drains should not discharge into the OWS. ORevised OWS 3 Design Job No. 13288, 8-29-02 Page 4 As a part of the experimental permit, there are conditions imposed by the PCEHD. The differences from other installations are the requirements for monitoring of the installation of the drip -irrigation system. These may be required because of a prior experience in Pitkin County with experimental systems. Drip-imgation systems have been installed in Pitkin County and there have been no problems. We anticipate the annual reporting will be a requirement for five years and the cost is estimated to be $200 per year if the experimental status is required. LIMITATIONS Our investigation, layout, design, and recommendations are based on data submitted. If conditions dif- ferent from those described in this report are encountered, we should be called to observe the conditions. If proposed construction is changed, we should be notified to evaluate the effect of the changes on the wastewater system. All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements, septic tank construction, and other specifications, which are not depicted in our report, are to conform to the requirements of the ISDS regulations. The installer of the system is to be by an experience installed and is to have demonstrated knowledge of the ISDS regulations and requirements. This is an alternative method of wastewater disposal not provided for in the Pitkin County Regulations.' As such, it has been declared an experimental system and the installation of a total of eighteen such systems have been approved. Attached is a copy of Resolution #99-34 which was adopted by the Pitkin County Board of Commissioners, acting as the Pitkin County Board of,Health. We request that you read the conditions of the resolution and sign the bottom of this letter stating that you understand these conditions. We have taken these precautions because Drip Irrigation is an experimental system in this area. Several hundred of these systems have been installed on the Eastern . Slope. However, we do not have historical data to know how the system will perform at this altitude and in the extreme and varying weather conditions we experience. Some conditions that must be met before we can issue your septic permit are as follows: ' • If a "water balance " method of calculating waste load is applied, a monitoring plan must be submitted to determine saturation status of soils. After installation, you must provide a written report to this Department documenting maintenance on the system for a period of five years, and submit it to this Departme4t in Janu2A ofch year. f/Z 7,/D Owner Signafure Date I understand.
