ATTN: Seth 715 West Main, Suite 304 Aspen, Colorado 81611 Subject: Subsurface Investigation and Revised OWS Design TWO MILE RANCH, OWS 5 Pitkin County, Colorado Job No. 13288 Gentlemen, As requested, we have investigated subsurface conditions and prepared a revised Onsite Wastewater System (OWS) design for the site. The revisions are based on the addition of an onsite well from our original report, dated July 26, 2002 and revised November 6, 2002. All previous designs should be discarded to avoid confusion. Our firm investigated subsurface conditions on June 11, 2002. SITE CONDITIONS The investigated site includes two building envelopes, 9 and 10, at Two Mile Ranch as indicated on Figure 1. The subject site is located in a rural mountain area where OWS and wells are required. There is an irrigation ditch to the north and Woody Creek to the south of the drain field location. The slope at the proposed drain field is 11 percent to the southwest. There is a thick cover of native grasses at the proposed field location. PROPOSED CONSTRUCTION The site includes two building envelopes, which are 0.4 -acre and 0.75 -acre in size as presented on Figures 1 and 2. OWS 5 will serve two homes. The average daily sewage load is 2000 gallons per day (GPD) as presented in TABLE I below per Pitkin County Environmental Health Department (PCEHD) regulations. The peak loading is 3 500 GPD. The drain field is proposed to the northwest of Building Envelope 10, as indicated on Figure 2. The proposed drain field is 10 feet south of an irrigation ditch. The site is served water by an onsite well, located 220+ feet northwest of the drain field area. Based on the use of AdvanTexTM units and an evaluation of risk of contamination of surface and groundwater, it is not necessary to add 8 feet additional distance for each 100 gallons of wastewater per day of design flow over 1000 gallons per day as specified in the table to prevent contamination. The 220 -foot separation to the well and 50 -foot separation between the proposed absorption area and surface water or ground water are appropriate to prevent contamination. The owners have requested that PVC pipe not be used in construction at the property. HDPE pipe has been substituted for PVC in specifications, except at the AdvanTexTM units. In several details we have not changed the PVC description, but we have requested PVC components to be substituted with HDPE. SUBSURFACE CONDITIONS Subsurface conditions were investigated by drilling one profile hole and five percolation holes, 21 to 46 inches deep, at the locations indicated on Figure 2. Subsurface materials consisted of 1 foot of silty sand topsoil underlain by reddish brown silty sand with random cobbles to the maximum depth explored of 10 feet. No ground water or bedrock was encountered during the excavation. The percolation test indicates rates from 4 to 27 minutes per inch (MPI). The average percolation rate is 13 MPI. Percolation data is included as Figure 8. EXPERIMENTAL DRIP IRRIGATION SYSTEM The proposed drip irrigation (shallow trench) OWS has been authorized as an experimental OWS in Pitkin County. As a part of the authorization, there are conditions, which are not typical of other permits in Pitkin County. The conditions include: a. the applicant must commit to follow recommendations of the Department and the design engineer, b. a backup system design is required, c. monitoring of soil saturation and an annual report is required and must be reported for 5 years, d. the site must be reviewed for solar and wind exposure. You will have to agree to the following conditions: 1. you must agree to the terms of the permit, 2. a backup design is an ETA bed design in the same area and 3. monitoring as described later in this letter will be required which will include an annual report as described in Item C. The site has been reviewed as described under Site Conditions and found suitable for installation of a drip -irrigation OWS. Twelve shallow trench drip irrigation systems have been installed and are performing properly in Pitkin County, so we do not anticipate problems with installation or performance of the OWS. There are 3 500+ successful drip irrigation OWS operating in Colorado. RECOMMENDATIONS The results of our investigation indicate an OWS can be installed as presented on Figure 2. The OWS design is based on an average daily sewage load of 2000 GPD with an advanced treatment system and a drip -irrigation drain field. A 2000 -gallon, two-compartment, precast concrete septic tank with a pump in a Biotub6m pump vault is proposed at each building envelope, as indicated on Figure 2. The advanced treatment installation includes two 1000 -gallon, single -compartment, precast concrete septic tanks, with an AdvanTe)Clm AX20 Treatment System. Discharge is via a 500 -gallon tank with a pump vault unit (PVU) with dual pumps, as presented on Figures 2 and 3. Pump specifications are included as Figures 6 and 7. Similar to a recirculating sand filter, the AdvanTek m system provides treatment of organics, (total suspended solids and BOD$) and nitrate reduction using effluent recirculation through a textile media pods. The AdvanTexTm units treat the effluent before being discharged to the drain field by a dosing -pump. A service contract is recommended for operation and maintenance of the advanced treatment system. Subsurface Investigation and Revised OWS 5 Design +ftN Job No. 13288W, 5/30/03 Page 3 The drain field installation must include ten 10 -foot by 70 -foot sections for a total of 7000 square feet (SF) of drip -irrigation field as presented on Figures 2 and 9. The drip irrigation field configuration can be modified to fit the topography with approval of our office. The trenches should be backfilled to re-establish the original slope. The installation is presented with a trencher. The surface of the drip irrigation or ETA field should be seeded after installation of the system. A native seed mix available at seed stores should be used. These mixes do not require irrigation and develop a growth 10 to 15 inches high. No automatic sprinkler system should be installed over the field. INSTALLATION OBSERVATIONS The installation of the OWS is to be observed by the design engineer. We will verify field depth, separation distances and subsurface conditions. The septic tank and AdvanTexTM units are to be installed with risers on the tank, and inlet and outlet connections properly bedded. Other components such as eluent filters or pumping systems, as applicable, will be observed at that time. OPERATION AND MAINTENANCE The AdvanTexTM treatment system is sold as a package that includes component installation and two years of operation and maintenance. An operation and maintenance contract must exist at all times with a certified AdvanTexTM maintenance company. During the first month of operation, the system is to be observed to ensure proper control settings and system "startup". Subsequent to system "startup" a semi- annual observation is to be performed. During the semi-annual observations, septic tank sludge and scum accumulation is to be measured and septage pumping arranged as necessary. The treatment system components are to be cleaned in accordance with the manufacturer's recommendations. Effluent quality is to be observed to confirm a clear, odorless effluent is discharged to the drain field. The dosing system is to be observed to verify its operation. The surface area over the drain field is to be observed for indications of effluent surfacing. Liquid levels in the field are to be measured and recorded. The owner must realize an OWS is different from public sewer service. The owner must be aware of, and assume responsibility for, ongoing maintenance of the system. In the absence of a monitoring program, the septic tank should be pumped every two years. Effluent filter and screened vaults, as applicable, are to be cleaned during pumping. There are daily considerations such as not putting plastic or other nonbiodegradable materials into the septic system. Garbage disposal use should be minimized to reduce the frequency of pumping. Water use must be monitored so toilets are not allowed to run when seals malfunction. To illustrate the point, a flowing toilet can use in excess of 1000 GPD. An additional 1000 GPD loading may flood and irreparably harm the system. We caution against the installation of a water softener. The hydraulic loading from the backwash of a water softener is detrimental to an OWS and a separate drywell should be constructed for the backwash waste, if a softener is installed. No landscaping or plastic can be used over the field, which will reduce performance of the field. Chemically treated water from a swimming pool or spas should not be introduced to the OWS. The design of the OWS is based on the treatment of domestic sewage only. No industrial or hazardous wastes should be introduced into the OWS. Floor drains should not discharge into the OWS. The differences from other installations are the requirements for monitoring of the installation of the drip -irrigation system. These may be required because of a prior experience in Pitkin County with experimental systems. Drip -irrigation systems have been installed in Pitkin County and there have been no problems. We anticipate the annual reporting will be a requirement for five years and the cost is estimated to be $200.00 per year if the experimental status is required. LIMITATIONS Our investigation, layout, design, and recommendations are based on data submitted. If conditions dif- ferent from those described in this report are encountered, we should be called to observe the conditions. If proposed construction is changed, we should be notified to evaluate the effect of the changes on the wastewater system. All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements, septic tank construction, and other specifications, which are not depicted in our report, are to conform to the requirements of the ISDS regulations. The installer of the system is to be by an experience installed and is to have demonstrated knowledge ofthe ISDS regulations and requirements. The Pitkin County Environmental Health Department has reviewed the details of the Two Mile Ranch application under the authority of the P'tkin County Land Use Code and has the following comments. A site visit was made on November 26, 2002 with a representative from Beach Environmental. The water system for these building envelopes has not been established. A central water system and/or wells has been discussed, but not finaled. The location of any well(s) would need to meet required setback distances from the OWS, No further septic permits will be issued until a water supply is in place. There should be no vehicle traffic or construction staging in any areas proposed for the absorption areas of the OWS. It is best to design systems so that the septic tanks are close to the houses or buildings they serve to provide a short run to the initial stage of treatment which occurs in the septic tank. The leach fields can be a farther distance away from the tank since the effluent has had some treatment and there is less risk that sewer pipes will clog. Another reason the tanks and equipment for some of these system should be located close to habitable buildings or entrances is because they are equipped with audible and visual alarms in case the systems are not operating properly. OWS #4 The mound for the septic system is not designed in the best area. The toe of the mound is exactly 50 feet from Woody Creek. Because of the design flow of the system, the state requirement is that the setback distance should be 250 feet. The engineer has designed an advanced treatment stage and has made a statement that the 50 foot separation between the. proposed absorption area and the creels is appropriate to prevent contamination. This is allowed by State and County regulations. PH.k,1 a lk yded Pnpir However,. since there is adequate area on this property to design the system farther from the creek, Environmental Health has been in discussion with the representative from Beach Environmental and the engineer to reconfigure the design to keep it farther away from the creek. This could be in an area that is not within the proposed "activity area". Ground water was observed by the engineer at ground surface during the fall, so this site needs to be re-evaluate by the engineer and Environmental Health again during high ground water season next spring to determine the best location for the mound. Because of ground water, a mound design is required to raise the system four feet above the level of the ground water. OWS_#5 The area designated for the drip field is an appropriate site for this type of system. It is up and away from the creek, on level ground, and is un -treed with good sun exposure. The tanks and equipment for this system should be located close to habitable buildings or entrances because they are equipped with audible and visual alarms in case the systems is not operating properly. This site was not accessible due to deep snow cover. It must be evaluated by Environmental Health and the engineer in the spring and during the season of high ground water. It appears that the proposed leach field area is very close to the river.
